Fuel subsidy removal: Delta mulls investment in electric vehicles

[dropcap]D[/dropcap]elta State Government, Thursday, said it may consider investment in electric vehicles for mass transportation to mitigate the impact of fuel subsidy removal on the citizens.

The State Governor, Rt. Hon. Sheriff Oborevwori stated this shortly after inspection and test-drive of two electric vehicles presented by Ajaere Motors and Jet Motor Company at Government House, Asaba.

He said he was putting up a committee to be headed by Secretary to the State Government, Dr Kingsley Emu to look into the economic viability and operational sustainability of electric vehicles in Nigeria.

“This is the first time I have the opportunity to drive electric vehicles and you can see that it’s smooth, noiseless and comfortable, and with the way the price of fuel is going up electric vehicles are better at this time because everybody is trying to move away from fuel to save cost.

“The Electric vehicles (E.V) are cheaper; the only thing is that we are still studying this model and we are coming out with our own decision very shortly, to know whether to go in that direction, especially with the present hike in petrol price.

“Everybody is trying to go in that direction. It will also be economical and the good thing about this is that I am putting together a team headed by the Secretary to the State Government, to understudy this and see if it is something the state can do to support the transporters and reduce cost of transportation,” he stated.

Also speaking, Chairman of Jet Motors, Chidi Ajaere said investing in electric vehicles was the way to go considering that the vehicles were eco-friendly and cheaper to manage.

He said future thinking mobility companies are investing in electric vehicles as the cost of transportation has become so high due to rising cost of fuel and maintenance.

Ajaere said: “The Federal Government is already taking the initiative of investing in electric vehicles. We have abundance of sun in Nigeria, so the idea for the Federal Government and the Delta State government is looking into building solar powered charging infrastructure.

“The two biggest cost drivers for transportation is cost of maintenance and cost of fueling but with electric vehicles you eliminate the cost of maintenance and the cost of petrol thereby reducing the cost of transportation by almost 80 percent.

“The life span of the battery is about eight to ten years and the bigger vehicles can do about 300km on a full charge; that’s like moving from Lagos to Ibadan and back to Lagos or from Asaba to Warri and back to Asaba.

“All we need is just the Federal Government building solar charging stations along the way for these vehicles when travelling a longer distance so that when the passengers come down to ease themselves like they usually do, you can plug in your car to charge for some time before continuing your journey.

“In the rainy season, the solar charging infrastructures will have batteries that would store power for these vehicles to charge on gloomy days like this.

“Those stations can also be attached to CNG powered lines to help charge vehicles during the rainy season”.

Niger’s self-imposed leader runs to Russia mercenary for help as ECOWAS deadline closes in

[dropcap]N[/dropcap]iger Republic’s new military junta has asked for help from the Russian mercenary group, Wagner as the deadline nears for it to release the country’s ousted president or face possible military intervention by the West African regional bloc.

Nigerian Legislature had rejected the request of Nigeria’s President and ECOWAS Chairman, Bola Tinubu to deploy troops to the Niger Republic at the expiration of the deadline to release detained president, Mohammed Bozoum.

Voice of America reports that the request for Wagner’s help came during a visit by a coup leader, General Salifou Mody, to neighbouring Mali, where he contacted someone from Wagner, Wassim Nasr, a journalist and senior research fellow at the Soufan Center, told The Associated Press. He said three Malian sources and a French diplomat confirmed the meeting first reported by France 24.

“They need [Wagner] because they will become their guarantee to hold onto power,” he said, adding that the group is considering the request. A Western military official, speaking on the condition of anonymity because they were not authorized to comment, told the AP they have also heard reports that the junta asked for help from Wagner in Mali.

Niger’s junta faces a Sunday deadline set by the regional bloc known as ECOWAS to release and reinstate the democratically elected President Mohamed Bazoum, who has described himself as a hostage.

Defense chiefs from ECOWAS members finalized an intervention plan Friday and urged militaries to prepare resources after a mediation team sent to Niger Thursday wasn’t allowed to enter the city or meet with the junta leader, General Abdourahamane Tchiani.

After his visit to Mali, run by a sympathetic junta, Mody warned against a military intervention, vowing that Niger would do what it takes not to become “a new Libya,” Niger’s state television reported Friday.

Niger has been seen as the West’s last reliable counterterrorism partner in a region where coups have been common in recent years. Juntas have rejected former colonizer France and turned toward Russia. Wagner operates in a handful of African countries, including Mali, where human rights groups have accused its forces of deadly abuses.

One can’t say there’s a direct Russian implication in Niger’s coup, but “clearly, there’s an opportunistic attitude on the part of Russia, which tries to support destabilization efforts wherever it finds them,” French foreign affairs ministry spokesperson Anne-Claire Legendre told broadcaster BFM Friday. For days after Niger’s junta seized power, residents waved Russian flags in the streets.

The spokesperson described Wagner as a “recipe for chaos.”ome residents rejected the junta’s claims.

“It’s all a sham,” said Amad Hassane Boubacar, who teaches at the University of Niamey. “They oppose foreign interference to restore constitutional order and legality. But on the contrary, they are ready to make a pact with Wagner and Russia to undermine the constitutional order. … They are prepared for the country to go up in flames so that they can illegally maintain their position.”

On Saturday, France’s foreign affairs minister, Catherine Colonna, said the regional threat of force was credible and warned the putschists to take it seriously. “Coups are no longer appropriate. … It’s time to put an end to it,” she said. The ministry said France supports “with firmness and determination” the ECOWAS efforts and called for Bazoum and all members of his government to be freed.

Niger’s military leaders have been following the playbook of Mali and neighboring Burkina Faso, also run by a junta, but are moving faster to consolidate power, Nasr said: “[Tchiani] chose his path, so he’s going full on it without wasting time because there’s international mobilization.”

One question is how the international community will react if Wagner comes in, he said. When Wagner came into Mali at the end of 2021, the French military was ousted soon afterward after years of partnership. Wagner was later designated a terrorist organization by the United States, and international partners might have a stronger reaction now, Nasr said.

Much more is at stake in Niger, where the United States and other partners have poured hundreds of millions of dollars of military assistance to combat the region’s growing jihadi threat. France has 1,500 soldiers in Niger, although coup leaders say they have severed security agreements with Paris, and the U.S. has 1,100 military personnel there.

It’s unclear what a regional intervention would look like, when it would begin or whether it would receive support from Western forces. Niger’s junta has called on the population to watch for spies, and self-organized defense groups have mobilized at night to monitor cars and patrol the capital.

“If the junta were to dig in its heels and rally the populace around the flag — possibly even arming civilian militias — the intervention could morph into a multifaceted counterinsurgency that ECOWAS would not be prepared to handle,” said a report by the Hudson Institute.

Niger coup: Exhaust all options, Senate urges Tinubu, ECOWAS

[dropcap]T[/dropcap]he Senate has urged President Bola Tinubu, as Chairman of ECOWAS, to encourage other ECOWAS leaders to explore further the political and diplomatic options and other means towards resolving the political impasse in Niger Republic.

The upper chamber also called on the ECOWAS Parliament to rise to the occasion by equally condemning the coup and also proffer solutions to resolve the impasse quickly.

President of the Senate Godswill Akpabio announced the resolutions on Saturday after a closed-door meeting which lasted for about two hours.

The News Agency of Nigeria (NAN) reports that Niger President Mohamed Bazoum was on July 26, overthrown by his presidential guards.

Akpabio said: “We discussed on  President Bola Tinubu, who also doubles as Chairman of ECOWAS, request for support in the implementation of the resolutions of ECOWAS on the political situation in Nigeria and resolve as follows.

“The leadership of the Senate is mandated to further engage with the President and Commander in Chief on behalf of the Senate and National Assembly on how best to resolve the issues.

“This is in view of the hitherto existing cordial relationship between Nigeriens and Nigerians.

“The Senate commends President Bola Tinubu and other Heads of State and Government of ECOWAS for their prompt response and the positions taken on the unfortunate development in Niger Republic.

“The Senate recognises the fact that President Tinubu by virtue of his correspondence had not asked for the approval of the parliament or approval of this Senate to go to war as been erroneously suggested in some quarters.

“Rather, Mr President and Commander-in-Chief had expressed and I quote “I  wish to respectfully solicit the support of the National Assembly in the successful implementation of the ECOWAS resolutions as outlined in the said communications.”

The Senate President also said that the Senate condemned in totality the military coup that took place recently in Niger.

NAN reports that Tinubu had in a letter to the Senate on Friday, conveyed the decisions of  the ECOWAS on recent military intervention in Niger.

The ECOWAS decision is contained in a letter addressed to President of Senate and read at plenary on Friday.

” I do have the honour to inform you, that following the unfortunate political situation in Niger Republic culminating in overthrow of the adminstration of His excellency President Mohammed Bazoum on 26 July 2023.

“The Economic Community of West Africa States (ECOWAS), under my leadership condemns the coup in its entirety and resolved along side other members of the international community to seek return of a democratic elected government in Niger,” the letter stated.(NAN)

Sanction hovers Rivers Gov. over absenteeism from PDP caucus meeting, loyalty to Wike, anti-party activities

[dropcap]R[/dropcap]ivers State Governor, Siminalayi Fubara, was again absent on Saturday when Governors elected on the platform of the Peoples Democratic Party and leaders of the party including former Vice President, Atiku Abubakar, met in Abuja to deliberate on the fate of the party.

At the meeting, the PDP leaders renewed their commitment to discipline in the interest of the party.

Although no reason was given for Governor Fubara’s absence, a party source said the Rivers helmsman is still playing the loyalty card, having been advised by his predecessor, Nyesom Wike not to shoulder the party’s financial responsibilities.

“The Rivers Governor didn’t give a reason for his absence but his political mentor and the former Governor of the State, Nyesom Wike has not mended fences with the PDP and is unlikely to do so. This perhaps explained why he was away. He (Fubara) was said to have been advised by Wike not to spend money on the party like he (Wike) did while he was in power,” he told Saturday PUNCH in confidence.

This is just as the PDP leaders resolved to shun any form of anti-party activities in line with the ethos of the party.

These and other resolutions were contained in a communique issued at the end of the meeting which was held at the Bauchi Governor’s lodge, Abuja.

Reading the communique, Gov Mohammed said, “The meeting emphasized the need for party discipline and reiterated zero tolerance for anti-party activities and sabotage. No individual or group of individuals will be allowed to undermine the unity of the party and its processes.

“The meeting committed to repositioning and stabilizing the party. To this end, the healing and reconciliation process is in progress and yielding results.

“The meeting signaled that unity and loyalty are still core values of the PDP and would be rewarded.

“All the Governors and organs of the party solidly support the PDP Presidential candidate, Alhaji Atiku Abubakar, and the PDP Vice Presidential Candidate, Ifeanyi Okowa, to rescue the stolen mandate in the tribunal and would do everything lawful towards achieving this.

“The Governors will work in partnership with the party at the states and national level to ensure good governance, transparency, and accountability.

“The meeting congratulated the party for impaneling the campaign councils for the off-session elections in Bayelsa, Imo, and Kogi States and urged the campaign councils to ensure victory for the party in the three States.”

The PDP leaders also faulted the number of ministerial nominees to serve in the President Bola Tinubu-led government.

“The meeting counseled the Federal Government to show leadership in curtailing the cost of Governance. 48 Ministers and several Special Advisers and Assistants should be reduced to ensure the health of our economy.

“The meeting advised the President, Commander in Chief, and the Government of the Federal Republic of Nigeria not to go into any form of war with the Republic of Niger over the recent military coup in the country. Rather, all tools of dialogue and diplomacy should be further employed,” the communique further read.

Present at the meeting were Atiku Abubakar, Ifeanyi Okowa, Governors Bala Mohammed (Bauchi), Ahmadu Fintiri (Adamawa), Duoye Diri (Bayelsa), Sheriff Oborevwori (Delta), Peter Mbah (Enugu) and Ademola Adeleke of Osun State.

Others included Godwin Obaseki (Edo), Kefas Agbu (Taraba), and Dauda Lawal of Zamfara State.

Full speech delivered to Nigerians by President Bola Ahmed Tinubu on Monday July 31, 2023

[dropcap]T[/dropcap]EXT OF THE NATIONAL BROADCAST BY PRESIDENT BOLA TINUBU TO NIGERIANS ON CURRENT ECONOMIC CHALLENGES.

AFTER DARKNESS COMES THE GLORIOUS DAWN

My fellow citizens,

I want to talk to you about our economy. It is important that you understand the reasons for the policy measures I have taken to combat the serious economic challenges this nation has long faced.

2. I am not going to talk in difficult terms by dwelling on economic jargon and concepts. I will speak in plain, clear language so that you know where I stand. More importantly, so that you see and hopefully will share my vision regarding the journey to a better, more productive economy for our beloved country.

3. For several years, I have consistently maintained the position that the fuel subsidy had to go. This once beneficial measure had outlived its usefulness. The subsidy cost us trillions of Naira yearly. Such a vast sum of money would have been better spent on public transportation, healthcare, schools, housing and even national security. Instead, it was being funnelled into the deep pockets and lavish bank accounts of a select group of individuals.

4. This group had amassed so much wealth and power that they became a serious threat to the fairness of our economy and the integrity of our democratic governance. To be blunt, Nigeria could never become the society it was intended to be as long as such small, powerful yet unelected groups hold enormous influence over our political economy and the institutions that govern it.

5. The whims of the few should never hold dominant sway over the hopes and aspirations of the many. If we are to be a democracy, the people and not the power of money must be sovereign.

6. The preceding administration saw this looming danger as well. Indeed, it made no provision in the 2023 Appropriations for subsidy after June this year. Removal of this once helpful device that had transformed into a millstone around the country’s neck had become inevitable.

7. Also, the multiple exchange rate system that had been established became nothing but a highway of currency speculation. It diverted money that should have been used to create jobs, build factories and businesses for millions of people. Our national wealth was doled on favourable terms to a handful of people who have been made filthy rich simply by moving money from one hand to another. This too was extremely unfair.

8. It also compounded the threat that the illicit and mass accumulation of money posed to the future of our democratic system and its economy.

9. I had promised to reform the economy for the long-term good by fighting the major imbalances that had plagued our economy. Ending the subsidy and the preferential exchange rate system were key to this fight. This fight is to define the fate and future of our nation. Much is in the balance.

10. Thus, the defects in our economy immensely profited a tiny elite, the elite of the elite you might call them. As we moved to fight the flaws in the economy, the people who grow rich from them, predictably, will fight back through every means necessary.

11. Our economy is going through a tough patch and you are being hurt by it. The cost of fuel has gone up. Food and other prices have followed it. Households and businesses struggle. Things seem anxious and uncertain. I understand the hardship you face. I wish there were other ways. But there is not. If there were, I would have taken that route as I came here to help not hurt the people and nation that I love.

12. What I can offer in the immediate is to reduce the burden our current economic situation has imposed on all of us, most especially on businesses, the working class and the most vulnerable among us.

13. Already, the Federal Government is working closely with states and local governments to implement interventions that will cushion the pains of our people across socio-economic brackets.

14. Earlier this month, I signed four (4) Executive Orders in keeping with my electoral promise to address unfriendly fiscal policies and multiple taxes that are stifling the business environment. These Executive Orders on suspension and deferred commencement of some taxes will provide the necessary buffers and headroom to businesses in the manufacturing sector to continue to thrive and expand.

15. To strengthen the manufacturing sector, increase its capacity to expand and create good-paying jobs, we are going to spend N75 billion between July 2023 and March 2024. Our objective is to fund 75 enterprises with great potential to kick-start a sustainable economic growth, accelerate structural transformation and improve productivity. Each of the 75 manufacturing enterprises will be able to access N1 Billion credit at 9% per annum with maximum of 60 months repayment for long-term loans and 12 months for working capital.

16. Our administration recognises the importance of micro, small and medium-sized enterprises and the informal sector as drivers of growth. We are going to energise this very important sector with N125 billion.

17. Out of the sum, we will spend N50 billion on Conditional Grant to 1 million nano businesses between now and March 2024. Our target is to give N50,000 each to 1,300 nano business owners in each of the 774 local governments across the country.

18. Ultimately, this programme will further drive financial inclusion by onboarding beneficiaries into the formal banking system. In like manner, we will fund 100,000 MSMEs and start-ups with N75 billion. Under this scheme, each enterprise promoter will be able to get between N500,000 to N1million at 9% interest per annum and a repayment period of 36 months.

19. To further ensure that prices of food items remain affordable, we have had a multi-stakeholder engagement with various farmers’ associations and operators within the agricultural value chain.

20. In the short and immediate terms, we will ensure staple foods are available and affordable. To this end, I have ordered the release of 200,000 Metric Tonnes of grains from strategic reserves to households across the 36 states and FCT to moderate prices. We are also providing 225,000 metric tonnes of fertilizer, seedlings and other inputs to farmers who are committed to our food security agenda.

21. Our plan to support cultivation of 500,000 hectares of farmland and all-year-round farming practice remains on course. To be specific, N200 billion out of the N500 billion approved by the National Assembly will be disbursed as follows:

-Our administration will invest N50 billion each to cultivate 150,000 hectares of rice and maize.

-N50 billion each will also be earmarked to cultivate 100,000 hectares of wheat and cassava.

22. This expansive agricultural programme will be implemented targeting small-holder farmers and leveraging large-scale private sector players in the agric business with strong performance record.

23. In this regard, the expertise of Development Finance Institutions, commercial banks and microfinance banks will be tapped into to develop a viable and an appropriate transaction structure for all stakeholders.

24. Fellow Nigerians, I made a solemn pledge to work for you. How to improve your welfare and living condition is of paramount importance to me and it’s the only thing that keeps me up day and night.

25. It is in the light of this that I approved the Infrastructure Support Fund for the States. This new Infrastructure Fund will enable States to intervene and invest in critical areas and bring relief to many of the pain points as well as revamp our decaying healthcare and educational Infrastructure.

26. The fund will also bring improvements to rural access roads to ease evacuation of farm produce to markets. With the fund, our states will become more competitive and on a stronger financial footing to deliver economic prosperity to Nigerians.

27. Part of our programme is to roll out buses across the states and local governments for mass transit at a much more affordable rate. We have made provision to invest N100 billion between now and March 2024 to acquire 3000 units of 20-seater CNG-fuelled buses.

28. These buses will be shared to major transportation companies in the states, using the intensity of travel per capital. Participating transport companies will be able to access credit under this facility at 9% per annum with 60 months repayment period.

29. In the same vein, we are also working in collaboration with the Labour unions to introduce a new national minimum wage for workers. I want to tell our workers this: your salary review is coming.

30. Once we agree on the new minimum wage and general upward review, we will make budget provision for it for immediate implementation.

31. I want to use this opportunity to salute many private employers in the Organised Private Sector who have already implemented general salary review for employees.

32. Fellow Nigerians, this period may be hard on us and there is no doubt about it that it is tough on us. But I urge you all to look beyond the present temporary pains and aim at the larger picture. All of our good and helpful plans are in the works. More importantly, I know that they will work.

33. Sadly, there was an unavoidable lag between subsidy removal and these plans coming fully online. However, we are swiftly closing the time gap. I plead with you to please have faith in our ability to deliver and in our concern for your well-being.

34. We will get out of this turbulence. And, due to the measures we have taken, Nigeria will be better equipped and able to take advantage of the future that awaits her.

35. In a little over two months, we have saved over a trillion Naira that would have been squandered on the unproductive fuel subsidy which only benefitted smugglers and fraudsters. That money will now be used more directly and more beneficially for you and your families.

36. For example, we shall fulfill our promise to make education more affordable to all and provide loans to higher education students who may need them. No Nigerian student will have to abandon his or her education because of lack of money.

37. Our commitment is to promote the greatest good for the greatest number of our people. On this principle, we shall never falter.

38. We are also monitoring the effects of the exchange rate and inflation on gasoline prices. If and when necessary, we will intervene.

39. I assure you my fellow countrymen and women that we are exiting the darkness to enter a new and glorious dawn.

40. Now, I must get back to work in order to make this vision come true.

41. Thank you all for listening and may God bless the Federal Republic of Nigeria.

Wike’s Nomination Unsettles PDP

Gov Nyesom Wike

[dropcap]L[/dropcap]eaders and stakeholders of the Peoples Democratic Party met in Abuja on Saturday to deliberate on a wide range of issues, particularly the inclusion of former Rivers State governor, Nyesom Wike, on the ministerial list transmitted to the Senate last week by President Bola Tinubu.

The closed door meeting which took place at the Maitama residence of former Minister of Foreign Affairs, Tom Ikimi, attracted prominent party members, including the 2023 presidential candidate of the party, Atiku Abubakar, and his running mate, Ifeanyi Okowa, among others.

Atiku had taken to his official Twitter handle atiku on Saturday evening to disclose the event, saying, “Earlier today, I joined other leaders and stakeholders of our great party, the PDP at a meeting in Abuja. The meeting was ripe with productive discourse and collaborative energy.”

Although, Special Adviser to Atiku on Public Communication, Mr Phrank Shaibu, played down the importance of the meeting, saying, “It was not about what people are thinking. Oga (Atiku) in his usual manner, gathered party leaders to thank them for their support during the presidential election,” a party source added that the fate of Wike may be determined on Monday at the National Working Committee meeting billed to hold at the national secretariat of the PDP.

He said, “The NWC meeting will take place on Monday. As soon as Wike’s name was confirmed on the ministerial list, party leaders at various levels have been discussing the issue. You know that there have been speculations about this for quite a while now. This was mentioned at the meeting too.

“It is very likely that Wike will not decline to serve and what would that mean to the party? The picture will be clearer on Monday.”

Surprisingly, suspended National Chairman of the PDP, Iyorchia Ayu, who had a tough battle with Wike, attended the meeting, having stayed away from its activities since he was suspended by his Igyorov ward, Gboko Local Government Area of Benue State.
