Nigeria’s Defence Chief Declares Manhunt for Killers of Lt Col, Two Majors, Captain, 12 Soldiers in Delta

[dropcap]T[/dropcap]he Chief of Defence Staff (CDS), General Christopher Musa, on Saturday day ordered the arrest and investigation of the killers of a commanding officer, two majors, one captain, and 12 soldiers, deployed to quell a communal crisis in Okuoma community in Ughelli South Local Government Area (LGA) of Delta State.
Delta State Governor, Hon Sheriff Oborevwori, has also condemned, in very strong terms, the unprovoked killing of officers and soldiers attached to 63 Brigade at Okuama community.

This is just as the senator representing Delta Central Senatorial District, Ede Dafinone; human rights activist, Femi Falana (SAN); Alumni Association of the National Institute (AANI); and the Human Rights Writers Association of Nigeria (HURIWA), have called for an investigation into the incident.
While the Defence Headquarters (DHQ) confirmed that 16 officers and men were killed, community sources put the death toll at 22.
It was gathered that the military personnel were surrounded by some community youths and killed on Thursday, March 14, 2024.

Confirming the incident in a terse statement issued yesterday, the Director of Defence Information (DDI), Brig Gen Tukur Gusau, said the CDS, General Musa, has ordered the arrest and investigation of all those involved in the killing.
He said the incident was reported to the Delta State government.
The statement titled: ‘Situation Report on the Attack and Killing of Military Personnel on Peace Mission By Okuoma Community’, said the defence chief ordered the immediate arrest and investigation of all those involved.

“The troops of 181 Amphibious Battalion, Bomadi Local Government Area of Delta State while on a peace mission to Okuoma community in Bomadi Local Government Area of Delta State were surrounded by some community youths and killed on Thursday, 14 March 2024.
“The unfortunate incident occurred when the troops responded to a distress call after the communal crisis between the Okuoma and Okoloba communities both in Delta State,” it said.
“The reinforcement team led by the commanding officer was also attacked, leading to the death of the commanding officer, two majors, one captain, and 12 soldiers.

“The Chief of Defence Staff (CDS), General Christopher Musa, has directed the immediate investigation and arrest of those involved in the heinous crime.
“The occurrence has been reported to the Delta State government,” it said.
The statement affirmed, however, that the military remained focused and committed to its mandate of maintaining peace and security in the country.
“So far, a few arrests have been made while steps are in place to unravel the motive behind the attack,” it said.
THISDAY gathered that the events leading to the killings began on Wednesday when the Bomadi Division of the Joint Task Force (JTF) led by a major embarked on a rescue mission to the Okuoma community to free a kidnapped youth said to be an indigene of the neighbouring Okoloba community in Bomadi LGA, who was abducted over the lingering land dispute between the two communities.

However, on the following day, another team of military personnel led by the commanding officer, a Lieutenant Colonel, went to the community to rescue the youth held hostage by the armed group but were all killed.
According to one of the survivors of the attack, a civilian who was in the military team, as well as the commander and his men were taken unaware while on their way back to the waterfront after a deadlocked roundtable discussion in the Okuoma community hall over the fate of the kidnapped youth.
“We were coming back to our boats after the unfruitful discussion to release the kidnapped victim from the Okoloba community. Suddenly, there were rains of bullets coming from all directions and some of us managed to escape. Many people were killed during the ambush, including a former lawmaker from the Okoloba community, who reported the matter to the JTF.

“But the commander and other officers were held hostage and taken to an unknown destination towards the creek opposite the community”, he explained.
It was learnt that 22 military officers and men, including the Lieutenant Colonel, two majors, one captain, and 18 soldiers were later confirmed dead.
Meanwhile, the lifeless body of the kidnapped youth has been recovered from the River Forcados, near the Ayakoromor community.
“Like other victims, he was blindfolded with hands tied behind his back,” said a community source.

Lucky Abuah Foundation distributes free petrol in Obior and its environs

[dropcap]A[/dropcap] non-governmental organisation, Lucky Abuah Foundation(LAF) has embarked on a 1-day free petrol distribution to motorists and commercial motorcycle riders. One of Lucky Abuah Foundation’s team leaders, Oby Edward, who supervised the distribution of the premium motor spirit (PMS) at a station in Obior, said this was the organisation’s way of giving back to the society.

“We were able to give a lot of people free fuel, putting smiles on the faces of Nigerians,” she said.

Since the announcement of the removal of petrol subsidy by President Bola Ahmed Tinubu on May 29 to allow market forces to determine the price, the pump price has risen from N197 to N539 in May, and to N617 in July and presently to N700.

“Beneficiaries of the Lucky Abuah Foundation project empowerment nationwide put their money together for this purpose,” another leader in the organisation, Benson Nwoko, told DBS.

Nwoko said the exercise was to augment the organisation’s monthly “operation feed the family project”, especially during the current economic hardship facing many households across the country.
He said, “Though the government cannot always do everything, I wish they could do more because there is a huge gap for them to fill in terms of easing the hardship Nigerians are going through. There is so much poverty in the land. He also said the free distribution of fuel by foundation’s proprietor  was not a display of wealth but because there is so much poverty  and hardship in the land today, especially those of the less-privileged.

The exercise led to an influx of motorists and commercial motorcycle riders as observed by Delta Broadcasting Service (DBS) Asaba and other journalist at fueling station where the exercise was being carried out.

Joyous beneficiaries showered encomiums on the Lucky Abuah Foundation for what they described as the apt intervention.

Court remands Anambra lawyer for brutalising maid

[dropcap]T[/dropcap]he Children, Sexual and Gender-Based Violence Court sitting at the Chief Magistrate’s Court in Awka, has remanded a lawyer, Adachukwu Okafor, at the State Criminal and Investigative Department custody in Awka, for allegedly inflicting physical injuries on the body of her 11-year-old housekeeper.

Okafor, who resides at Chris Igwilo Street Akapka GRA, 3-3 Onitsha of Anambra State, was arraigned before the Children, Sexual and Gender-Based Violence Court presided by Genevieve Osakwe, in Awka, on Wednesday on two counts.

Okafor allegedly used various objects like a broken bottle, knife, and electric iron to harm her house help in response to an incident involving her daughter.

The two-count borders mainly on willful infliction of physical injuries on the body of one Happiness Nwafor, an offence punishable under Section 4(1) of the Violence Against Persons (Prohibition and Protection) Laws of Anambra State of Nigeria 2017.

The charge was read and interpreted to the defendant to the court’s satisfaction; the defendant pleaded not guilty to the charges.

Okafor, who was reportedly said to be on the run, surrendered herself to the Anambra Police Command in Awka, after the Minister of Women Affairs, Uju Kennedy-Ohanenye, had placed an N2m bounty on anyone who knew her whereabouts.

Meanwhile, a bail application was made by the defendant’s counsel, Chijioke Nwankwo, but the bail was denied by the court and the matter was adjourned till February 28, 2024, for ruling.

Speaking to journalists after the court’s session, the defendant’s counsel, Chijioke Nwankwo, when asked why it took his client time to report to the police, stated that he was unaware of any bounty placed on Okafor.

He explained that he was only contacted for the job and he immediately took the defendant to the police.

He, however, complained that the state Ministry of Women and Social Welfare is already doing trial by ordeal, which he noted is not in the best interest of the case.

The victim, an 11-year-old, had since been discharged from the hospital and made an appearance in court too.

Reacting to the development, the Anambra State Commissioner for Women and Social Welfare, Ify Obinabo, stated that she trusts the court to do justice.

Obinabo also revealed that her ministry would soon embark on media sensitisation programme, during which Anambra residents would be educated and fully enlightened about the dangers and negative consequences of child abuse.

She said, “We advise members of the public to shun all forms of social vices in the society, especially, those vices that endanger the life of a child; and we called on everyone to be agents of positive social change.”

Onitsha Communities Protest Government illegal acquisition of their land

By: Oby Edward[dropcap]T[/dropcap]he people of Umuezeroli Community in Onitsha of Anambra State cried to Governor Chukwuma Soludo and the general public over the illegal and forceful acquisition of their Community land without notice by the Anambra state Deputy Governor,Dr. Gilbert Onyekachukwu Ibezim. Chairman of Umuezeroli Community, Chief Okechukwu Chukwudebe, Ajie of Onitsha, said that the illegal purported acquisition of their land by the Anambra Deputy Governor ,Dr. Gilbert Onyekachukwu Ibezim without any negotiation/ agreement with the natives, the purported acquisition is suspicious and fraudulent. The protesting Community appeal to the state governor, Charles Soludo to urgently intervene to avoid breakdown of law and order in the community. The villagers made their concerns known during the protest in Onitsha, during which they also alleged that Anambra Deputy Governor,

Dr. Gilbert Onyekachukwu Ibezim and some influential individuals, as parts of those trespassing into their communal lands. The protesting Community also allegedly accused the Anambra government that after the saga with the His Royal Majesty, Igwe Nnaemeka Alfred Ugochukwu Achebe, the Obi of Onitsha and the governor as regards the traditional ruling council, he suspended a couple of traditional rulers. The unforgiving Governor has found a way to punish the obi of Onitsha and the entire Onitsha Community by instructing Dr Ibezim to go after the land in Onitsha, without due consultation by fronting a fictitious water scheme. The Deputy Governor commenced the assignment by forcefully ejecting the owners of the land the Umuezeroli with government security agencies thugs and other security forces. The said land was leased to Innoson in 2021 for development in other to create jobs and other economic benefits that a project of it’s kind would offer.I have never seen where a government acquires a community land without the knowledge of the natives.” The Umuezeroli Community are still surprised that our action Governor Prof. Soludo who was quick to suspend the Igwe of Neni over the conferment of title to Senator Ifeanyi Uba has turned blind eye over this unlawful action and intimidations of our Community by his Deputy Governor, one of the government official at the state Ministry of Lands who spoke on the condition of anonymity believes that for our action Governor Soludo to condone this ABUSE OF POWER by Dr Ibezim is likened to Essau the voice of Jacob.

The Umuezeroli land in question has been leased to Innoson Group Ltd. since 2021 for trucking and trailer. The said land is not a buffer zone because the the land belongs to Umuezeroli Community of Onitsha and for the records the said land is the bonafide property of Umuezeroli having won the people of Isiokwe village at the High Court in 1972, Appeal Court in 1977,and Supreme Court in 1982. The said land was never acquired by government from Umueezeroli as claimed.

Addressing journalists at Onitsha, the Chairman of Umuezeroli Community, Chief Okechukwu Chukwudebe,Ajie of Onitsha lamented that the Deputy governor was bent on ceding their land to his allies, regretting that the deputy governor had acted defiantly to courts JUDGEMENTS on the issue and other series of petitions written by the communities. He said rather than suspend action on the “illegal acquisition” the Deputy governor had deployed bulldozers to destroy crops and other economic trees on their land.Chukwudebe also accused the Deputy governor of being insensitive through constant harassment and intimidation of the said communities with law enforcement agencies; police, civil defence and vigilante groups.

He stressed that the communities would not relent on the matter until the Deputy Governor removed himself from their land. “Today, the community supported by the Onitsha General Assembly,Onitsha Women Prayers Group, a global charity with headquarters in Belgium and the United Kingdom, the Nature Conservation Observance of the United States of America and indigenes of our communities at home and in the diasporas, are intensely opposed to the movement of bulldozers by the Anambra State Government and its proxy companies to our remaining ancestral land.

“Deputy Governor Ibezim is insistent on grabbing, bulldozing and replacing our biodiversity rich lands to his almighty business friends and owners of the local multinational companies, this means robbing our poor of the poor to pay his superbly rich associates.
“After months of arm twisting, blackmail and intimidation of our poor villagers with heavily armed policemen, soldiers, civil defence corps and other security men, the public machinery of the state has finally been deployed with the bringing of the bulldozers for the forced possession, cruel destruction of the forest biodiversity, our farmlands and livelihood.

“This is despite that our various communities and organizations had severally briefed and wrote petitions to the state government that its ceding of our remaining reserve land is an illegal act that would dispossess, impoverish and destroy our communities and people.
“Our youths particularly, depend on the land for farming and source of foods, logging, medicine, harvest of non timber forest products, ancestral worship, environmental replenishment and source of water.
“Ibezim and his company allies, with the bulldozing of our ancestral forest and crops, have ignored with impunity the court case already won by our community.
“Sadly, the movement of bulldozers to our community is provocative, misplaced, ill-timed and a barefaced excuse to kill and maim our people, should they object to the destruction of our community.

“How can a state government acquire a community’s land without any negotiations/ agreement with the natives who are the principal land owners?
We the Umuezeroli Community are seeking the intervention of the appropriate authority, particularly, the state governor, Prof Charles Soludo to call Deputy Governor,Dr. Gilbert Onyekachukwu Ibezim to order and ensure the right thing is done to avoid breakdown of law and order in the Community.

Top Nigeria Customs Officers Allegedly Entangle In Multi-Billion Naira Corruption Scandal

[dropcap]A[/dropcap]n intense lobbying is ongoing at the highest hierarchy of the Nigerian government as powerful government officials attempt to cover up a multi-billion naira corruption scandal involving senior officials of the Nigerian Customs Service (NCS), PREMIUM TIMES has gathered.

At least 40 NCS personnel, most of them in the service’s highest hierarchy, have been indicted in a robust EFCC investigation into the proceeds of bribes paid to customs officials by smugglers importing and exporting contraband goods through the Nigerian borders.

At least seven of these officials were detained by the EFCC for days late last year – with some of them spending the festive period in detention – when proceeds of bribes allegedly from smugglers totalling over N12 billion were traced to them, PREMIUM TIMES can report.

But for unknown reasons, all seven of them were not prosecuted and have been allowed back to their duty posts as if nothing happened.

Both the NCS and the EFCC have yet to furnish this newspaper with answers despite multiple requests.

Betraying fatherland

As the Nigerian government grapples with revenue challenges, customs officials rake in billions for themselves while sabotaging the government’s policies they were meant to protect.

While the custom’s complicity in the movement of contraband items across Nigerian borders are well documented – like in a recent investigation by the Foundation for Investigative Journalism – the identification and prosecution of officials involved is a rarity.

But in this EFCC investigation, at least seven high-ranking officials of the NCS were grilled by the anti-graft agency, and parts of the bribes they received confiscated.

Customs insiders and other sources familiar with the matter told this newspaper that the officers were found to own properties and businesses way above what their earnings as customs officers could cater for.

This newspaper learnt that the EFCC’s investigation also involves at least 33 other officers of the service.

According to a source, some of these officials amassed the largest tranche of these bribes from smugglers last year after the directive to close the Nigeria-Niger border by the Nigerian government as part of ECOWAS sanctions against the military junta that deposed Nigerien President, Mohamed Bazoum.

Although ECOWAS has now lifted the sanction, there were reports that goods were still smuggled through the borders with Nigeria despite the initial border closure.

However, this EFCC operation, as PREMIUM TIMES found, has revealed some of the customs officials accepting bribes from smugglers to allow for the movement of goods through the borders.

“The smugglers pay bribes directly or through agents designated accounts of the NCS officials,” the source said, adding that most of the officers detained operate in Zone B, which operates in more than half the borders that Nigeria shares with Niger Republic in Sokoto, Katsina, Kano, and Jigawa states.

The customs has four zonal headquarters across the country. Zone A in Lagos covers the entire South-west geopolitical zone. Zone B in Kaduna covers the North-west as well as Niger, Kogi, Kwara and the Federal Capital Territory (FCT). Zone C in Port Harcourt, covers the South-east and south-south. Zone D covers the North-east states of Plateau, Benue and Nasarawa States.

Six of the seven identified officers worked in Zone B while one officer, to whom more than 80 per cent of the N12 billion was traced to, works in Zone C, Port Harcourt.

Identified Officers

One of the arrested officers, the NCS’ Area Controller Zone B Kaduna, Ibrahim Jalo, was found with $31,200 and N500,000 in cash when arrested, the source noted.

Mr Jalo only assumed duty as the Area Controller Zone B in January last year, where he was said to have quickly made 130 record seizures within eight weeks of assuming the position.

But the EFCC traced suspected proceeds of bribes from smugglers totalling N1.1 billion to him.

Our sources revealed that the customs officer promptly refunded N250 million, with a promise to refund the balance.

The EFCC also traced N126 million to Mr Jalo’s personal assistant, Umar Tafarki. He has also refunded N12 million.

Another officer involved in this saga is Kayode Kolade, the Comptroller Federal Operations Unit (FOU), Zone C, Port Harcourt. The anti-graft agency traced N9.5 billion, suspected to be bribes from smugglers, to him, all of which he was said to have received personally and through proxies between 2015 and 2023.

PREMIUM TIMES learnt that the EFCC detained Mr Kolade for three days in December. He spent Christmas Day in detention. He has refunded N50 million and committed to refund N800 million within a short period.

Another indicted officer, Nurudeen Musa, is the Comptroller of Enforcement, Kaduna Zone. The EFCC traced N950 million to him. The anti-graft agency has recovered N583 million from him after he spent days in detention. He has also promised to refund the rest.

The EFCC’s investigation found that Mr Musa, who previously served as Area Comptroller, Katsina Area command, was extraordinarily wealthy and owned lots of assets including two filling stations and large trucks, all of which investigators suspect were acquired with illicit funds.

Meanwhile, Hamisu Ibrahim, the officer in charge of Operation FOU Zone B, Kaduna, was suspected to have garnered N120 million in bribes from smugglers between 2019 and 2023. As of January, he has refunded N13 million and promised to refund the rest.

Meanwhile, Madugu Saleh and Mohammed Rabiu were suspected to have received N85 million and 84 million respectively from smugglers.

Mr Saleh has refunded N13.5 million and promised to refund the rest.

Mr Rabiu, the officer in charge of patrol on the Agangaro/Jibia Road, refunded N15 million to the anti-graft agency.

Reluctance to Prosecute?

The EFCC investigation, the arrests and refunds were made between November last year and January, PREMIUM TIMES gathered.

But despite this huge indictment against them, these officers have gone back to their duty posts without prosecution by the EFCC or reprimand from the NCS.

Last month, Mr Kolade, the Comptroller, FOU Zone C, one of the officers who returned parts of the proceeds of bribes he allegedly got from smugglers, decorated some newly promoted officers in the zone.

Efforts by PREMIUM TIMES to get the official reactions of the NCS were unsuccessful. For days. The spokesperson of the NCS, Aliyu Maiwada, did not respond to multiple telephone calls placed to his telephone line.

He also did not respond to a detailed text message seeking comments as to why these officers were not punished and why they were allowed back their duty posts, even though he received and read the messages.

The EFCC spokesperson, Dele Oyewale, has also not responded to our message.

Mr Oyewale asked for details of the individuals for him to track the case. The details were sent to him and he acknowledged receiving them.

“Please give me some time to get back to you,” he wrote in a text last Wednesday.

However, as of the time of filing this report, he has yet to get back to our reporter despite a reminder. Premium Times
