Camp-74 Abattoir is most Hygienic and best in Asaba

[dropcap]T[/dropcap]he abattoir is a slaughter house for different types of animals like cows, goats and rams. You can hardly find any village, town or city without a functional abattoir which takes care of slaughtering animals meant for consumption.

The state of our abattoirs/slaughter houses and meat markets is not only an eyesore but unhygienic and harmful to health. This situation has been worsened by government’s seemingly indifference. By the way, which agency is responsible for ensuring standardization and adoption of best practices in abattoirs and meat markets in this country?

It starts from the abattoir. There is no one to inspect and ascertain if it is safe and healthy for consumption. The animal is stunned/killed and butchered on a slaughter floor that has not been washed for ages, darkened with blood and dung. Flies and vultures had of course feasted on the previous undisposed effluent and solid wastes, blood and bones. The hide or skin (as the case may be) is singed with fire ignited and kept alight with all sorts of fuel (wood and coal, rubber and plastic, kerosene and petrol, shells etc) including those that emit poisonous fumes and gases that are readily absorbed into the carcass.

The truth remains that the state of abattoirs and meat markets in Nigeria is well below average. All the unhygienic practices adopted from the slaughter of unhealthy animals to consumption of contaminated meat are all to consumer’s detriment. The authority responsible for inspecting abattoirs and meat markets should wake to their duty. The local authorities should make the attainment of certain standards mandatory for the licensing of any slaughterhouse or meat market. This should include proper sanitation logistics and acquirement of processing and storage facilities.There should be certified veterinarians to inspect animals before and after slaughter. This is to ensure that animals with diseases such as swine flu and the B S E (Bovine Spongiform Encephalopathy) are not consumed. A situation where scavengers and carnivores scamper for space during and especially after trading hours is unimaginably insanitary. There should be health inspectors to ensure that meat plants and selling depots adopt very high sanitation standard (this should be the work of officials of Sanitation Units in Medical and Health Departments of the Local Government authorities).
In the Asaba,the capital of Delta State, there are four major abattoirs namely, Marine, okwe, Abraka Market and Camp-74.
Slaughtering and processing of cows for meat products should be done in a clean and hygienic environment.This was only visible at the Camp-74 Abattoir as monitored by Grassroots Publishers online.

Naturally, as a food processing institution, it would be assumed that the abattoir should maintain standard hygiene and safety as much as possible just as most of us take extra care of what we consume. Also, a visit to some abattoirs would be an experience that may perpetually discourage you from eating meat due to the gross unhygienic conditions and procedures.

I remember my first experiences in the abattoirs in Asaba two years ago – My thoughts assumed some exaggeration on their part, thinking “It can’t be that bad”. But upon resumption, what I saw with my own eyes was indeed that bad! The abattoir environment and main slaughterhouse was the filthiest I have seen till date.

The slaughterhouse floor and run-off gutters were filled with a gory mixture of blood, excreta, intestinal ingesta, water, and other putrefied biological waste. And the smell (oh, the smell!), would make your stomach turn irritatingly in protest. And as if this wasn’t enough, the slaughterhouse and abattoir environment was only cleaned (only twice a week),But our visit to Camp-74 abattoir environment headed by Comrade Sunday Odenigbo yesterday,we saw an organised butchers union ,an improved meat hygiene and a cleaned environment with running tap (Bore-Hole)on like other abattoirs that uses unhygienic water from the rivers to wash their meats.

we are calling on other abattoirs in Asaba and Delta State in general to emulate the Infant Jesus Abattoirs by establishing Hygienic abattoirs in the state.
A situation where meat is displayed in the open for files and micro-organism to comfortably brood is grossly unhygienic. These flies could cause diseases like typhoid, cholera and dysentery. They have also been associated with salmonella, anthrax and tuberculosis as well as transfer of eggs of parasitic worms to meat.

For a while now, there have been various media reports and outcries concerning the dilapidating and grossly unhygienic states of our abattoirs. One of the first documented media report was on the state of abattoirs and meat markets where the Grassroots Publishers Online also described a similar typical abattoir scenario, urging state government and veterinary professionals to take responsibility, improve meat hygiene and the state of abattoirs.

Comrade Sunny Odenigbo, the Chairman of Camp-74 Abattoir has called on the state and local government to train and educate our butchers on standard hygiene and occupational safety in processing meat for human consumption. We need to answer this call to renovate our abattoirs to international, occupational and hygienic standards, and also set sustainable structures for future maintenance of our abattoirs.

We also need to answer the urgent call to protect the Nigerian human population from various infectious and zoonotic diseases that are gotten from unhealthy consumption of and unsafe association with food animals.

Furthermore, this urgent call is important for us to attain international standards of meat processing and food safety, and in fact make Nigeria a major exporter of meat and meat products to other countries, thereby generating another major source of revenue for our country. This urgent call is also another opportunity for to establish innovative economic solutions to managing and utilising the huge amount of biological waste and by-products that our abattoirs produce on a regular basis. Everyone’s health would be affected if we don’t pay attention to our abattoirs.

COVID – 19 UPDATE: Delta Cases Jump To 225 As 681 New Infections Are Confirmed In Nigeria

[dropcap]N[/dropcap]igeria now has a total of 14,554 confirmed cases of COVID – 19,.after 681 new cases were recorded on Thursday from 17 states in the country.

5 deaths were also recorded, bringing the death toll till date to 387, while 4,494 have been discharged.

Delta had 28 of the new cases, leaving the state with a total of 225 cases, 151 of which are active, 63 discharged and 11 dead

The new cases reported from 16 other states are: Lagos (345), Rivers (51), Ogun (48), Gombe (47), Oyo (36), Imo (31),  Kano (23), Bauchi (18), Edo (12), Katsina (12), Kaduna (9), Anambra ( 7), Jigawa(5), Kebbi(4), Ondo(4), Nasarawa(1)

House of Reps Confer Outstanding Service Award To DCP Abba Kyari

[dropcap]T[/dropcap]he Speaker of the House of Representatives, Mr. Femi Gbajabiamila, has said that for Officers like Deputy Commissioner of Police, Mr. Abba Kyari, the whole force cannot be described as corrupt.

Gbajabiamila who was speaking while the House was conferring on Kyari with Outstanding Service Award for his fight against criminality across the country, said for Kyari, “we cannot use one brush to sweep the whole force”

The House which took the resolution based on a motion of urgent public importance brought by Rep. Ahmad Usman Jaha, from Borno, said the resolve to recognise the young police officer was based on his extraordinary courage and patriotism in tackling high profile crimes.

Gbajabiamila, who presented the award to the Officer in charge of the Inspector-General of Police Intelligence Response Team (IRT), DCP Kyari ,said ,” having DCP Kyari in today’s plenary is in line with the 9th Assembly’s legislative agenda of encouraging outstanding Nigerians who excel in their chosen fields of endeavor.

He said: “When I read the profile of that young man and the exploits he has made as a young police officer, I was impressed, and I think it is only natural that we, in line with our legislative agenda and the practice of this Assembly invite DCP Abba Kyari to be at the session this Thursday to formally receive legislative commendation from the House of Nigerians.

” DCP Kyari, an officer that has proven himself. The man who has put over 20 years serving the country. Many of you may have heard of him. He has put his life down for us. We do this when we see an extraordinary performance from citizens. When we see an extraordinary performance by our citizens, we encourage them.

” When we honor Kyari, by extension, we are honoring his team, because a tree cannot make a forest. Despite the not too good image of the Force, there are other good ones and we cannot sweep the whole force with one brush. By honoring Kyari, we are encouraging him to do more and encouraging others to emulate people like Kyari”.

Kyari in his response dedicated the award to the officers and men of IRT and thanked the House for their magnanimity in recognising his outstanding service to the nation.

Elofu-Dike Congratulates Nigerians On Democracy Day

Chief Ambrose Elofu-Dike has congratulated the Delta State government and good  people of Oshimili North Local Government Area on the country’s 21st Democracy Day celebration.

June 12 will be marked as Democracy Day for the first time this year following the decision of President Muhammadu Buhari to move the celebration to the anniversary of the annulled June 12 election in 1993 which had the late Moshood Abiola as winner of the presidential election.

June 12 is a watershed. It stands for a series of events which gave us new heroes of democracy in the 90s. We must remember that some of our fellow compatriots laid down their lives, paying the ultimate sacrifice before the country’s democracy stabilised,” the release read.

“In order for the labour of Nigeria’s heroes of democracy not to be in vain, we must ensure that the federating units of this great nation unite and work assiduously towards maintaining the peace and mutual co-existence that we have enjoyed since we returned to civil rule in 1999.”

It added: “The only everlasting honour that we can give to the fallen heroes of democracy is to keep that unity intact and ensure that we harness our human and material resources towards building a truly nation.”

Elofu-Dike restated its belief in the ability of Nigerians to rise above present challenges, and advised them to support the government and its agencies to contain the coronavirus pandemic.

“As we strive to lift the nation to greatness, let us unite to chase out Covid-19 from Nigeria by following the guidelines given by the World Health Organisation as well as the Nigeria Centre for Disease Control (NCDC),” the company stated.

NATIONAL BROADCAST BY PRESIDENT MUHAMMADU BUHARI ON DEMOCRACY DAY, JUNE 12TH 2020

Fellow Nigerians,

1.     The 2020 celebration of Democracy Day marks 21 years of uninterrupted civil administration in our dear country. This day provides us an opportunity to reflect on our journey as a nation, our achievements and struggles.

2.     It is a day to honour our founding fathers who toiled to establish our republic and every Nigerian who has worked tirelessly to sustain it.

3.     We are celebrating this year’s Democracy Day despite the COVID-19 pandemic which afflicts our nation and the whole world.

4.     It is indeed a very difficult time for everyone especially those who have lost loved ones to the virus and those whose sources of livelihood have been severely constrained by the stringent measures we introduced at every level of government to contain the virus and save lives.

5.     The dedication of our health and other essential services staff towards containing this virus is a testament of our courage and resilience as a people and as a great nation, and I use this opportunity to say thank you to all of you for your service to the nation.

6.     Sustaining our democracy thus far has been a collective struggle, and I congratulate all Nigerians and particularly leaders of our democratic institutions on their resilience and determination to ensure that Nigeria remains a shining example of democracy.

7.     In my 2019 Democracy Day address, I promised to frontally address the nation’s daunting challenges, especially insecurity, economy and corruption. I therefore find it necessary to give an account of my stewardship on this day.

8.     We have recorded notable achievements in the course of implementing our nine priority objectives and are establishing a solid foundation for future success.

9.     On the economic front, our objectives have remained to stabilize the macroeconomy, achieve agricultural and food security, ensure energy sufficiency in power and petroleum products, develop infrastructure, fight corruption and improve governance.

10.            We have witnessed eleven quarters of consecutive GDP growth since exiting recession. The GDP grew from 1.91% in 2018 to 2.27% in 2019 but declined to 1.87% in the first quarter of 2020 as a result of the decline in global economic activities due to the COVID-19 pandemic.

11.            Every single economy in the world has suffered a decline. Ours has been relatively moderate.

12.            In order to stabilize the economy, the Monetary Authority took steps to build the external reserves which resulted in improved liquidity in the foreign exchange market. The external reserves grew from $33.42 billion on April 29th 2020 to about $36.00 billion in May, 2020 which is enough to finance seven months of import commitments.

13.            Agriculture remains the key to our economic diversification strategy. The Presidential Fertilizer Initiative programme continues to deliver significant quantities of affordable and high-quality fertilizers to our farmers. This initiative has also revived 31 blending plants and created a significant number of direct and indirect jobs across the value chain.

14.            Government is also revamping the cotton, textile and garment sector via a CBN Textile Revival Intervention Fund that would considerably reduce foreign exchange spent on cotton and other textile imports.

15.            Through the food security initiative, we are promoting “Grow What We Eat” and “Eat What We Grow”. I am also delighted that more and more Nigerians are taking advantage of the opportunities in the agriculture and agri-business sector. I assure you that government will continue to support the Agriculture sector through the CBN Anchor Borrowers Programme and similar schemes.

16.            To protect our farming investments, we have deployed 5,000 Agro-Rangers and employed 30,289 in our para-military agencies.

17.            We are also integrating rural communities to the formal economy by extending access to credit and inputs to rural farmers and building feeder roads.

18.            Our efforts on growing non-oil exports have started to yield some results. For instance, in the past year, our revenue from Cocoa and Sesame Seed increased by $79.4 million and $153 million.

19.            Africa presents a huge opportunity for our export base diversification and we are developing our strategy to grow intra-Africa trade through the Africa Continental Free Trade Area Agreement.

20.            Nigeria has risen by 25 places on the World Bank’s Ease of Doing Business ranking from 146th to 131st and is now rated as one of the top ten reforming countries.

21.            This development is due to the Visa on Arrival policy, consistent promotion of initiatives that expand facilities available to Micro Small and Medium Scale Enterprises, robust electronic registration and payment system, seamless processing of business registration and reduction of cost of registering business by 50%. We are confident that on-going efforts would result in further improvement of this rating.

22.            We remain committed to expanding our mining sector. To this end, I have directed the resuscitation of the Ajaokuta Steel Plant based on Government-to-Government financing and a Public-Private Sector financing.

23.            With foreign and domestic investments and the participation of Small Scale Miners, we are harnessing the supply value chain in gold production.

24.            We would also be launching a fully digitized mineral rights management platform for quick processing of mineral rights application, digitization of records and plugging revenue leakages.

25.            The Power Sector remains very critical to meeting our industrial development aspirations and we are tackling the challenges that still exist in the delivery of power through different strategies.

26.            We are executing some critical projects through the Transmission Rehabilitation and Expansion Programme including the:

a.     Alaoji to Onitsha, Delta Power Station to Benin and Kaduna to Kano;

b.     330kv DC 62km line between Birnin Kebbi and Kamba;

c.     Lagos/Ogun Transmission Infrastructure Project;

d.     Abuja Transmission Ring Scheme; and

e.     Northern Corridor Transmission Project.

 

27.            Our agreement with Siemens will transmit and distribute a total of 11,000 Megawatts by 2023, to serve our electricity needs.

28.            On transportation, another critical sector to improving our economic competitiveness, we are growing the stock and quality of our road, rail, air and water transport infrastructure.

29.            Through the SUKUK-Funded Road Projects, a total of 412km of the targeted 643km road projects have been completed, representing 64%.

30.            The Presidential Infrastructure Development Fund projects are also progressing very well. On the 2nd Niger Bridge, piling work has been completed and the approach roads are being constructed. 48% of work on this bridge has been achieved. We have constructed 102km of the 376km Abuja – Kaduna – Kano Road, representing 38%, and the 42.9km Obajana – Kabba Road is 87.03% complete.

31.            Furthermore, the Federal Roads Maintenance Agency has completed routine maintenance on over 4,000km of federal roads out of the 5,000km targeted.

32.            We are extending and upgrading our railway network too. We are introducing more locomotives, coaches and wagons for the Abuja-Kaduna Rail Line. The Central Ajaokuta – Itakpe – Warri Line has been completed and is being extended from Itakpe to Abuja on one end and from Warri Town to Warri Port on the other.

33.            The Lagos-Ibadan Rail Line is 90% completed and would be extended to the Lagos Port which would help address the long-standing grid-lock at the Apapa port.

34.            The Kano – Maradi Single Track Standard Gauge Railway, Coastal Railway Project and Port Harcourt – Maiduguri Standard Gauge Railway, with its associated branch lines running through the South Eastern and Gombe States, industrial park and Bonny Deep Sea Port are all ready for concessioning.

35.            Government continues to make investments in the Aviation sector to position it as a travel and trade hub in West Africa and the wider African continent.

36.            Airport Terminals in Abuja, Lagos, Kano and Port Harcourt are being expanded, while the rehabilitation of the Enugu Airport is almost completed. All our airports are being raised to international standards with the provision of necessary equipment, especially navigational aids, to guarantee world class safety standards.

37.            For the first time in over ten years, Nigeria is conducting bidding process for 57 Marginal Oil Fields to increase revenue and increase the participation of Nigerian companies in oil and exploration and production business.

38.            We continue to grow local content in other areas of the oil and gas sector with the disbursement of funds from the $200 million Nigerian Content Intervention Fund to indigenous manufacturers and service providers.

39.            With sustained engagement of youths, opinion leaders and other stakeholders, we have restored peace in the Niger Delta Region and maintained our oil production levels.

40.            The Head office of the Niger Delta Development Commission will be commissioned shortly. The Funding of sections I–IV of the East-West Road shall be pursued with a view to completing the project by the end of 2021.

41.            Furthermore, I am determined to ensure that development meant for the people of the Niger Delta get to them so I have authorised a Forensic Audit of the Niger Delta Development Commission.

42.            Digital Economy continues to play an important role in our development agenda as we move into the age of Artificial Intelligence.

43.            Since the creation of the Ministry of Communication and Digital Economy, the National Digital Economy Policy and Strategy has been launched. Steps have been taken to achieve a reduction of connectivity cluster gaps from 207 to 114 as well as increase the level of 4G coverage by 30%.

44.            Nigeria remains committed to expanding access to quality education to enhance the productivity of its citizens and would continue to pursue the enforcement of free and compulsory basic education for the first 9 years of schooling.

45.            In pursuit of this, we have launched the Better Education Service Delivery for All in 17 states, established additional 6 Federal Science and Technical Colleges and currently executing a pro-active Teacher Training Plan with all states of the Federation.

46.            In our revision of the operations of specialized education funds and to implement reforms that would optimize their benefits to the sector, we have adopted a Public-Private Sector Partnership for provision of infrastructure and also collaborate with the private sector to create jobs.

47.            Our pursuit of affordable housing for the low and middle-income earners has received a boost with the delivery of 1,200 housing units, provision of 520 service plots with infrastructure through a Public Private Sector partnership and the issuance of 868 mortgages totaling N7.7 Billion. Similarly, Home Renovation Loans totaling N16.2 Billion have been granted to 19,210 people.

48.            To enable sustainable access to safe and sufficient water to meet the social, cultural, environmental and economic development needs of all Nigerians, we continue to expand our water supply, irrigation and dam facilities.

49.            The Completion of Amauzari, Amla Otukpo and other 42 Earth Dams with combined job creation of about 43,354 direct jobs and 71,172 indirect jobs, would provide more support for irrigation agriculture and water supply.

50.            To further institutionalize our effort in this regard, I signed the Executive Order 009 on Ending Open Defecation in Nigeria.

51.            In order to improve our forest cover and in fulfilment of my commitment at the 74th Session of the United Nations General Assembly in 2019, we have commenced the planting of 25 million trees. This initiative will also contribute to our effort to mitigate the effect of climate change.

52.            In the area of security, we remain unshaken in our resolve to protect our national infrastructure including on-shore and off-shore oil installations, secure our territorial waters and end piracy in the Gulf of Guinea.

53.            Ending insurgency, banditry and other forms of criminality across the nation is being accorded appropriate priorities and the men and women of the Armed Forces of Nigeria have considerably downgraded such threats across all geo-political zones.

54.            All the Local Governments that were taken over by the Boko Haram insurgents in Borno, Yobe and Adamawa have long been recovered and are now occupied by indigenes of these areas who were hitherto forced to seek a living in areas far from their ancestral homes.

55.            The total collapse of the economies of these areas, which constituted a threat to our food security, has also been reversed with the gradual recovery of farming and other economic activities.

56.            I regret recent sporadic incidents with tragic loss of lives in Katsina and Borno States as a result of criminals taking advantage of COVID-19 restrictions. Security Agencies will pursue the perpetrators and bring them to swift justice.

57.            I must implore state and local governments to revamp their intelligence assets so that the Security Agencies can nip in the bud any planned attacks in remote rural areas. I send my heartfelt condolences to all the relatives and communities affected.

58.            As part of the strengthening of our internal security architecture, the Ministry of Police Affairs was created.

59.            Amongst others, Government has expanded the National Command and Control Centre to nineteen states of the federation, resuscitated the National Public Security Communication System and commenced the implementation of the Community Policing Strategy.

60.            Government has similarly established a Nigerian Police Trust Fund as a public-private sector vehicle for alternative sources of funding security activities.

61.            To reduce security challenges through our external borders especially smuggling of oil products out of the country, inflow of small arms and drugs into the country and equally protect our local manufacturers, we introduced operation “Ex-Swift Response” closing our borders from August 20th 2019, and have considerably succeeded in meeting its objectives as well as improving our national revenue.

62.            Our Government has continued to work to reduce social and economic inequality through targeted social investment programmes, education, technology and improved information.

63.            Our Social Investment Programme has continued to be a model to other nations and has engaged 549,500 N-Power beneficiaries, 408,682 beneficiaries of the Conditional Cash Transfer Programme and 2,238,334 beneficiaries of the Growth Enhancement and Empowerment Programme. This is being done in collaboration with the States.

64.            Similarly, “Marketmoni” and “Tradermoni” Programmes have provided affordable loans to small and micro scale enterprises to grow their businesses. Under the National Home-Grown School Feeding Programme, over 9,963,729 children are being fed to keep them in school and improve their nutritional status.

65.            Fellow Nigerians, the year 2020 has been like none other. In January 2020, the COVID-19 was declared a global pandemic by the World Health Organization. The number of global infections has risen from less than 8,000 shared between China and eighteen other countries to over 7million spread over 216 countries and on all continents.

66.            Nigeria recorded its first case of COVID-19 on February 27th 2020 and within the first 100 days, I have had cause to address the nation on three occasions within one month, which underscores the gravity of this pandemic.

67.            There is no doubt that this pandemic has affected the global economy and all known socio-economic systems. It has also brought grief and pain to families that have lost their loved ones. Like many Nigerians, I feel the grief and pain not only as your President but also as someone who has lost a close member of my staff and some relatives and friends.

68.            In order to have a robust National response, I approved a Presidential Task Force on COVID-19 to provide guidance and leadership in tackling the pandemic nationwide.

69.            State Governments also constituted their own COVID-19 Task Forces.  Complementing this was the establishment of a National Emergency Operations Centre responsible for providing technical and professional guidance in the National Response.

70.            The overall objective of the PTF COVID-19 is to ensure that the pandemic does not overwhelm our health systems, while ensuring that we maintain an effective Case Management System to help in containing the spread of the virus.

71.            The impact of the pandemic has disrupted our economic system and to ensure its functioning while still addressing the spread, the Federal Government put in place a number of various non-pharmaceutical measures to slow down the spread of the virus, in addition to a progressive re-opening of the economy.

72.            As part of the strategy to create jobs in reducing the effect of COVID-19 on our youths, I directed the employment of 774, 000 Nigerians. These youths will be engaged in Special Public Works Programme aimed at cushioning the effects of economic downturn. Each of the 774 local government areas in the country will be allotted 1,000 slots. I am pleased to report that this programme has commenced.

73.            I receive regular briefing from the PTF on COVID-19.  I note that the National Response relies on Science, Data and Experience in taking decisions. This informed my approval for the ease of lock down phase to ensure a balance between lives and livelihoods.

74.            I am confident that the steps being taken by the PTF would result in flattening the COVID-19 curve. I, therefore, implore all Nigerians to abide by the approved guidelines and protocols. There is hope for us all if we take individual and collective responsibility.

75.            Government is determined to turn this COVID-19 challenge into a motivation to action by building a nation-wide public health care system that will help us overcome the COVID-19 pandemic and prepare for any future outbreak.

76.            Already, we have begun to look inward and I charge our inventors, researchers and scientists to come up with solutions to cure COVID-19.

77.            Government has continued to implement accountability and transparent policies through the Open Government Partnership and the transparency portal on financial transactions. Similarly, we have strengthened auditing and accountability mechanisms so as to ensure that rules and regulations are followed strictly.

78.            Anti-Corruption Agencies have secured more than 1,400 convictions and also recovered funds in excess of N800 billion. These monies are being ploughed into development and infrastructure projects.

79.            The Public Service of Nigeria remains the bedrock for the formulation and implementation of policies, programmes and projects in the country. This accounts for why it continues to evolve especially as new socio-economic challenges emerge for Government to address.

80.            I will continue to give all the necessary support for the on-going reforms designed to return discipline, integrity and patriotism as the hallmark of the public service.

81.            In the face of dwindling resources and rising cost of governance, I have authorized that the White Paper on the Rationalisation of Government Parastatals and Agencies be reviewed for implementation.

82.            Our youth population remains a source of strength in achieving development objectives. In this regard, we would continue to concentrate in developing their skills, providing them with opportunities to express their entrepreneurial, research and industrial capacities as well as ample opportunity to take leadership positions in the service of the nation.

83.            The commitment of this Administration to the well-being of people living with disabilities remains unwavering. Government recognises their contributions to development. I have directed that all relevant Government agencies pay special attention to the peculiarities of persons with disabilities in the formulation and implementation of their policies and programmes, and where suitable their employment.

84.            Nigerian women remain a particular treasure to this nation and for this reason this Administration has continued to give them a place of pride in the affairs of our country.

85.            I salute your courage, enterprise and resilience as well as your contributions to national development. I wish to assure all our women of this administration’s determination to fight Gender Based Violence through the instrumentality of the law and awareness creation. I am particularly upset at recent incidents of rape especially of very young girls. The Police are pursuing these cases with a view to bringing perpetrators of these heinous crimes to swift justice.

86.             Government continues to recognize and harness the power of the media for positive development. The reforms of the broadcast and advertising industries including digital switch over and continuous engagement through town hall meetings remain central to accurate and credible information dissemination.

87.            Our culture provides the basis for our existence as a people and a nation. In preserving iconic aspects of our national culture, this government has been pursuing the recovery of artefacts removed from Nigeria, promoting heritage sites and festivals and working towards designating some of our heritage sites as UNESCO World Heritage Centres.

88.            This administration is focused on ensuring that Nigeria would always be governed by the Rule of Law and I would do my utmost to uphold the constitution and protect the lives and property of all Nigerians.

89.            Government has initiated a number of policies and programmes designed to promote the legal rights of Nigerians, facilitate the institutionalization of a responsive legal system, provide support to all constituted bodies in implementing their mandates and improve our custodial system of justice.

90.            The National Assembly has been an important partner in our quest to sustain our democracy and achieve our development objectives.

91.            I therefore greatly thank the leadership and members of the Senate and the House of Representatives for their invaluable support at all times.

92.            I will also like to convey our deep appreciation to members of the Press for your doggedness in the struggle for attainment of democracy since the beginning of our nationhood.

93.             I must admit that the relationship between the media and successive governments has not always been perfect. But there is no denying the fact that you have been an effective watchdog for the society especially in holding public officers to account. It is sad that in the course of securing our democracy, some of your colleagues have had to pay a heavy price.

95.            Fellow Nigerians, as we celebrate this year’s Democracy Day, let us remember that, notwithstanding our aspirations, humanity and indeed democracy is under the threat of COVID-19. Nigeria has survived many crises before and came out stronger. I am confident that by God’s grace we shall overcome this one and emerge stronger and more purposeful.

APC Primary: Obaseki, Ize-Iyamu Go Head-to-Head In An Epic Battle For The Soul Of Edo State

[dropcap]W[/dropcap]ith less than 14 days to the June 22 Edo State All Progressive Congress (APC) governorship primaries, the two leading governorship contenders in the  scheduled contest, incumbent Governor Godwin Obaseki and his strongest challenger, Pastor Osagie Ize-Iyamu  are cresting in a head-to-head  crucial electoral war that is set to redefine the political architecture of Edo State. The stakes are increasingly very high with political temperatures running at all time high!

Dr Pius Odubu, a former deputy governor of Edo State,  Engr Chris Ogiemwonyi, a former Minister of State for Works, Mr  Osaro Obazee and Hon Matthew Iduorieyekemwen  who are also in the epic race were not considered to be in crucial reckoning, according to respondents sampled across the three Senatorial zones on the June 22 APC governorship primary. As at today, statistical data indicate that about 2% of eligible voters in the  scheduled APC primary are still undecided as to where they would likely pitch their tents.

Going by the Independent National Electoral Commission (INEC)’s figures, the number of registered eligible voters in Edo State stand at 2,210,534 with spread across the three Senatorial zones as well as well as the 18 Local government council areas (LGAs) in the state. Who secures majority of eligible party votes and proceeds to harvest successfully from the designated 2,210,534 eligible voters in the actual governorship elections? That is the big question. The race is quite fierce, most ferocious and very decisive.

The Dynamics…

From field questionnaires administered randomly on eligible voters and party members  across the 18 local government councils in Edo State over the last one month, field data tracked, telephone calls made, field interviews conducted, focus group discussions held by our team of field workers and data analysts, and data aggregated  across the three senatorial zones, indications are that current existing political dynamics are  tilting  the scales in favour of Pastor Ize-Iyamu. Based on our field data and reports across the three Senatorial zones and the 18 LGAs, if the APC primaries were held today, Pastor Ize-Iyamu  is projected to lead with 59 % political support base over Governor Obaseki’s 39%  support base.

This is because after scaling the first stage-party primary- the candidate would then square up in the turbulent battle for the actual governorship election. However, it is important to note that the  dynamics that would shape the actual governorship polls are significantly different from those of the APC party primary. According to INEC there are 192 established or registered wards and 2,627 polling units across the state. Whoever wins the APC primary on June 22 will have to contend with a big fight from the Peoples Democratic Party (PDP). The PDP according to many analysts is seriously waiting in the wings to capitalize on internal wrangling in the APC to bare its teeth in the raging twists and turns in Edo political war. Field reports also indicate that there are  legion and mountain of litigation lurking in the corner regardless of whichever side triumph at the polls.

Based on our findings, analysis, projections and computations are however premised on INEC’s statistical data of registered voters in Edo State (2,210,534), the National Population Commission (NPC) and the National Bureau of Statistics (NBS) figures and data which put the state’s population at 4,234,600 people. Of these figures, from our random sampling of eligible APC members and voters preferences using monkey survey questions with a combination of hybrid polling, majority of the eligible politicians and eligible APC members tip Ize-Iyamu  as having more grassroots and voters support base than his fellow contestants, and  he is projected to emerge with lead or majority political support base if the APC primaries were held TODAY.

Curiously, most respondents say they would vote for Ize-Iyamu based on unexpected factors such as “oh he knows me personally and he is closer to the grassroots because he is at home more with the people and that he understands our needs and pains  ”  than other expected dynamics which were put across to many with respect to each of the candidates ability to deliver on reforms needed to get the State going in turbulent economic times.

When the same question was posed to these sets of respondents in another way, stressing that given the fact that the current Edo state Governor, Mr  Obaseki is a solid technocrat who can enhance the lives of the people, most respondents said the issues have to do more with empowerment: “ We want empowerment now, and someone who knows our pains, our sufferings and that is Pastor(Ize-Iyamu). So we don’t need grammar at this stage.” However, majority of the elite respondents sampled at the Ambrose Ali  university, Ekpoma in Edo Central said they prefer Governor Obaseki to Ize-Iyamu because he has changed the face of the university, and that he  takes deep personal interest in the academic and administrative programs at the university. Said an academics: ” We love and support Obaseki. See how he changed our university positively.”

The Swings, Political Trolls…

Thus as the governorship primaries enter into crucial stages, stretching all the APC contenders to breaking point, findings from our  Poll survey based on defined metrics, show the following dynamics as at TODAY: If the APC primaries are held today, Ize-Iyamu is  projected  to lead with 79% of eligible political support in Edo North( with projected voting strength of  25%) while Obaseki would lead with projected 62% of the political support in Edo Central(with projected voting capacity of 17%) to overwhelm Ize-Iyamu in four of the five Esan LGAs. In Edo South Senatorial zone(with 58% of voting strength) , our findings indicate that Ize-Iyamu has strong 59% political support base while Obaseki is has a solid  38% political support base.  The other contenders  Odubu, Ogiemwonyi, Matthew Iduorieyekemwen and Osaro Obazee trailing behind faintly in that order.

As things stand, from collated field data, Ize-Iyamu seems to be holding firmly to Edo North with a strong predictable 79% political support preference to Obaseki’s 19%. On the other hand, Obaseki is equally projected to be holding tightly to Edo Central with a strong predictable 62% political support base to Ize-Iyamu’s 33%.   What are the dynamics shaping this pattern of estimated political behavior among politicians in Edo State?

In Edo North, the race is seen as a straight fight between Obaseki and Oshiomhole with the later projected to swing 79% of block support for Ize-Iyamu leaving Obaseki with a marginal 19%  support courtesy of Philip Shaibu, and Senator Obende. This is the dynamics principally shaping the political  trend here in Edo North.

In Edo Central, the Esan area, the sentiment seems to align with some political permutations among politicians that the Esan stand a chance of producing the governor of Edo state in 2024 if Obaseki wins. This dynamics is found to be working heavily in the Governor’s favour in Edo Central Senatorial zone, with him projected to coast home with 62%  political support base in Edo Central which has 17% of the state’s voting capabilities.

However, the numbers of eligible party members  preference for Ize-Iyamu is growing rapidly in Edo North with indications that this is further shrinking the 19% political support which  Obaseki is projected to have garnered in Edo North.  Most respondents said the APC governorship primaries in Edo North represents an epic battle between Oshiomhole and Obaseki with the former deploying Senator Francis Alimikhena, Julius Ihonvbere, Pally Iriase, Pastor Peter Obadan, Abdul Oroh, Clem Agba, Ken Ihensekhi, Taiwo Akerele, Abubakar Momoh, etc to teach a youthful Philip Shaibu, the deputy governor of Edo State a political lesson of his life by ensuring he is  defeated   even in his own polling unit at the APC primary.

It is not clear if Obaseki would be able to make up for the massive political lost in Edo North with his projected 62% lead in Edo Central which accounts for 17% of the voting population against  North’s 25% where Ize-Iyamu is leading massively with about 79% political support base, and this is estimated to soar further in the coming days going by latest political developments.

In Edo South with a projected voting strength of 58% of the state’s voting capabilities, the dynamics are tough with intrigues, horse- trading and political oscillation escalating at all time high. Here in Edo South Senatorial zone, where both Governor Obaseki and his main challenger, Pastor Ize-Iyamu hail from,  the  interplay of factors are like twists and turns with interests and preferences ebbing and surging among sampled eligible APC members and voters for the APC primaries.

In Oredo LGA, for instance, supporters of Governor Obaseki and Pastor Ize-Iyamu are projected to fight bumper-to-bumper just as Obaseki is projected to lead with very massive and undisputed political support preference in  Ikpoba-Okha LGA which is densely populated like Oredo. Going by NPC figures, Ikpoba-Okha has 487,400 population figures. The key factor that seems to be shaping eligible party members preference here is that some key allies of Governor Obaseki like Osaradion Ogie, Matthew  Iduruyikemwen, etc who hail from this LGA are tilting the political game in the Governor’s favour in Ikpoba-Okha.

But that seems not to be the case in Oredo which is the largest LGA in Edo state with statistical population of 490,600(Going by NPC figures). In Oredo, both Pastor Ize-Iyamu and Governor Obaseki are fighting neck-to-neck as their die-hard loyalists and supporters engage in ferocious war that have left sampled party members swinging back and forth. On Pastor Ize-Iyamu’s side are Major- Gen. Charles Airhiavbere, a former governorship aspirant who stepped down for Ize-Iyamu and have reportedly asked all his allies and foot soldiers to work for Ize-Iyamu; former deputy governor Lucky Imasuen, Tony Kabaka, whose hotel was demolished for allegedly breaching state building permit laws, among others. On Obaseki’s side, are former governor Chief John Odigie-Oyegun, Senator Uzamare who are equally determined to tilt the political balance in Obaskei’s favour. Also, Governor Obaseki himself is from this LGA which makes the battle more  fierce. The home base factor is projected to play a role here strongly in his favour.

Some respondents however told our reporters field team in Oredo that Papa Oyegun who is solidly behind the Governor is old, and he has often time lost in his own polling unit in previous elections with the result that he doesn’t seem to command that grassroots mobilization skills and prowess of a Gen Airhiavbere, Lucky Imasuen, Tony Kabaka, and other younger folks that are with Ize-Iyamu in Oredo politics. Field reports indicate that Oredo is oscillating back and forth with the result that if the primary  were held TODAY, the projections point to a too-close-to-call race.

Not-withstanding on-going acrimonious campaigns and fierce political war including raging litigations between supporters of the two leading front-runners, The New Diplomat’s sampled field polls tracking data revealed that in the 18 LGAs in Edo State, if the primaries are held today, Ize-Iyamu is estimated to lead with a 59% political support while Obaseki would garner 39% of total political support. Some of the dynamics likely to shape the primary appear to central around the fact that there are  very strong coalition of political groupings behind Pastor Ize-Iyamu. The consequence is that Governor Obaseki is running against a coalition of strong political forces that seem to control about 80% of the political structure in Edo state who feel unhappy with the Governor, including Oshiomhole himself.

In Orhionmwon LGA where Pastor Ize-Iyamu comes from, sampled field data show that Ize-Iyamu is teeing  away massively with projected landslide political support. Orhionmwon has an estimated 241,000 population figures going by NPC statistics. Majority of the sampled respondents said  they are solidly behind  Ize-Iyamu. Said one respondent in an interview: “ Pastor(Pastor Ize-Iyamu)  has always won all  elections in Orhionmwon.  So  we are solidly behind him. In fact, we the natives said he doesn’t need to mobilize anyone here. We are firmly behind him 100%.” Similarly, both Ovia South-West and Ovia North-East LGAs  are said to be rooting strongly for Ize-Iyamu while Egor, the third largest LGA in Edo State is equally tilting massively towards Ize-Iyamu. It is not clear what Governor Obaseki’s supporters are doing to diminish this overwhelming support base for Ize-Iyamu in Egor but from field reports, the later  is projected to lead massively with political support base in Egor.

However, those strongly backing Governor Obaseki including Senator Uzamere,  Peter Esele, Senator Domingo Obende,  Philip Shaibu, Hon Kabiru Adjoto, Matthew Iduruyikemwen (though he has picked  a form, sources in Benin City told our correspondents that he interested in negotiating a political deal for himself in the raging turbulence), Osaro Obazee, John Odigie-Oyegun, Charles Idahosa and Osaradion  Ogie are also not letting things to chance as they are fighting back with all political arsenals at their disposal.

However, to overwhelm Ize-Iyamu, the Governor’s team would have to work hard to mitigate the soaring leads from Ize-Iyamu in Edo North, and up their political game in Edo South to close the gaps. On Ize-Iyamu’s own part, for him to consolidate, his men would need to sustain leads in Edo South, and hold strongly to his massive majority political support base in Edo North. Edo South remains very decisive!

How the Survey was conducted…

A total of 3,600 questionnaires distributed randomly with determined numbers administered on registered voters and APC members, to sample their preferences across the 18 local government councils in Edo State with a distribution pattern of 200 per LGA. Our Poll Trackers then proceeded to gather, aggregate and analyze the  sampled respondents data and match same with their preferences  among the contenders and ascertain factors driving their preferences . However, on the whole, the APC  primary  promises to be a terrific war with swings back and forth between supporters of Governor Obaseki and Pastor Ize-Iyamu.

NDDC SCANDAL: Nwaoboshi Moves to Sue Odili Over Press release

[dropcap]T[/dropcap]he Senator representing the people of Delta North Senatorial zone of Delta State,Senator Peter Nwaoboshi has moved to sue Mr Charles Odili, the Director of Corporate Affairs of Niger Delta Development Commission (NDDC), for allegedly over-stepping his official bounds, and publishing a defamatory press statement against him.

In a letter written  by Mr G.A.I. Mowah, solicitors to Senator Nwaoboshi,  and addressed to Mr Odili,  the NDDC director was asked to retract his statement and tender a public apology over the allegations which he allegedly made against Nwaoboshi.

While expressing his position that the allegations are malicious, injurious and defamatory, Senator Nwaoboshi also demanded that N1bn be paid as damages for defaming his character, threatening to institute legal action if the demands are not met within a reasonable period of time.

Mr Odili  had in a press statement made some  allegations against Nwaoboshi, the Senator representing Delta North, a development which bureaucrats at the NDDC, believe amounted to “an overstep of the former’s bounds as a civil servant at the Commission. ”

A senior director at the NDDC explained: ” He ought not to dabble into political issues because  he(Odili) is a  civil servant. The Service rules are very clear as a civil servant; you don’t  go ahead to take  side in political feud among political leaders. That is outside the purview of a director’s mandate at the NDDC, and it is most unfortunate.

” Civil service rules frown very seriously at that because it is an infraction to dabble into political issues. Leave political comments or statements to the press secretaries of the politicians to handle. MDs come and go but the civil service which is  the engine room of public service remain to guide the system… It was an error on the director’s part. But I think it can be corrected by amicable peace settlements.”

Some senior directors at the NDDC further maintained that as a civil servant, Mr Odili’s duty ought to be strictly limited to speaking for the NDDC but that “he may have gone overboard by speaking for feuding politicians which is not part of his schedule of duty,  thereby being caught in a  legal crossfire.”

It would be recalled that while defending Chief Godswill Akpabio, Minister of Niger Delta Affairs, Mr Odil had alleged that Senator Nwaoboshi  had questions to answer over some contracts at the NDDC.

Odili claimed that Nwaoboshi allegedly used companies and Mr Agbamuche Nelson as purported fronts to secure for himself N3.6 billion contract in September 2016.

Reacting to the allegations, Senator  Nwaoboshi in a letter dated June 9, 2020 written by  a team of lawyers, G.A.I. MOWAH & CO  acting on his behalf, is demanding  a public apology and the sum of N1bn as damages from Odili for making  false, wicked and  malicious defamatory statements against the Senator.

In the letter entitled” Publication of false, wicked and malicious defamatory matters against Chief (Senator) Peter Onyeluka Nwaoboshi: Demand for Retraction, public Apology and 1bn Damages”,  Mr G.A.I Mowah, solicitors to  Senator Nwaoboshi said the content of Odili’s press statement are malicious and amount to calculated attempts to lower the esteemed standing of his client before right-thinking members of the public.

He wrote: ” The press statement aforementioned, authored by you (Odili) and which contains these wicked and malicious  imputations injurious to the character and reputation of my client, is in circulation in different news media in Nigeria and beyond.”

According to the Solicitors, Odili should immediately commence or undertake the following:

One,  a retraction of the malicious press statement. Two, a publication of the said retraction in all the electronic and print media and social media platforms where the publication was circulated.

Three, a publication of a public apology in all electronic and print media and social media platforms where the publication was circulated. Four, payment of the sum of N1Billion as damages for the harm done to my client’s reputation by the Press statement.

Recall that Senator Godswill Akpabio, Minister of Niger Delta Affairs and and Senator Peter Nwaoboshi,  the Chairman Senate Committee on Niger Delta and the NDDC have been having verbal altercation over developments at the NDDC .

FAAC : How Delta,A/Ibom, Lagos, Rivers Got Lion Share

[dropcap]T[/dropcap]he N780bn shared by Federal Account and Allocation Committee (FAAC) among the three tiers of government hits a record-high for 2020 in April, even as disbursements in the prior month fell below the estimated minimum threshold for the federal and state governments to meet their obligations amid the pandemic crisis.

The amount is 34% higher than what was disbursed in March, and the highest in at least seven months. A halt in the decline of FAAC brings relief to Nigeria’s 36 states and FCT which rely on revenue shared for around 80% of their monthly income on the average.

The FAAC disbursement is augmented by Internally Generated Revenue (IGR) to run government discharge such obligations as salary payments. Under the FAAC arrangement, revenue generated from sales of crude oil, Value Added Tax (VAT), corporate tax, etc. are shared among all three tiers of government based on a formula.

FG takes 52.68%, states share 26.72% and the local governments take 20.60%, with 13% derivation revenue for oil producing states, but the dwindling oil revenue occasioned by the Russia/Saudi Arabia oil price war and Covid-19 crisis has had a direct impact on the FAAC receipts.

Finance Minister Zainab Ahmed in April said that monthly FAAC receipts must average at least N650 billion for the federal and state governments to meet their current obligations.

The amount disbursed in April but generated in March comprised of N478.18bn from the Statutory Account, N119.50bn from Excess Oil Revenue, N120.27bn from Valued Added Tax (VAT) and N62.98bn from Exchange Gain Differences.

Federal Government received a total of N264.33bn from the N780.93bn. States received a total of N181.49bn and Local Governments received N135.95bn.

The sum of N54.29bn was shared among the oil producing states as 13% derivation fund. Revenue generating agencies such as Nigeria Customs Service (NCS), Federal Inland Revenue Service (FIRS) and Department of Petroleum Resources (DPR) received N6.09bn, N10.20bn and N5.74bn respectively as cost of revenue collections.

According to the Nigerian Bureau of Statistics, further breakdown of revenue allocation distribution to the Federal Government of Nigeria (FGN) revealed that the sum of N202.94bn was disbursed to the FGN consolidated revenue account; N4.70bn shared as share of derivation and ecology; N2.35bn as stabilization fund; N7.89bn for the development of natural resources; and N5.78bn to the Federal Capital Territory (FCT) Abuja.

The improvements in monthly disbursement notwithstanding, concerns about the fiscal health of states remain on the front burner since Nigeria’s revenue from oil sales is expected to fall 80% to N1.1trn in 2020.

In its monthly bulletin, the Financial Derivatives Company (FDC) noted that FAAC for the month of May fell 22.37% to N606.2bn on sharp declines in oil revenues, petroleum profit tax, import and export duties, corporate income tax and VAT.

June FAAC  is projected to drop to N500bn, a further decline below the minimum disbursement for states and FG to support their monthly expenditures.

Already several states in the country including the FG have cut their 2020 budgets in the light of new realities caused partly by COVID-19 lockdowns across the world and an oil price war between March and April.

The decision of OPEC+ to cut oil production by around a tenth of global supply has supported oil prices. Brent is currently trading more than $10 above Nigeria’s new budget benchmark of $30 per barrel.

The Grassroots Publishers,who stated this in Asaba, during the birthday ceremony of Chief Ambrose Elofu-Dike, said that the celebrant was a great asset to the Ibusa community,Oshimili North Local Government,Delta state and the nation at large who had continued to bring his wealth of experience to bear in the growth and development of Oshimili North Local Government Area.

The Grassroots Publishers, represented by the Publisher of Newsbreeze Magazine, Philip Ike Abiagom maintained that the celebrant, Chief Ambrose Elofu-Dike had impacted immensely on the society, especially in the business sector and Politics.

While describing the celebrant as a gentle man,God fearing man and a grassroots man, Ike Abiagom said that his ideals and philosophies were worthy of emulation.

A cross section of well-wishers including celebrant wife, children,Elder Acho Nonyalim,Chairman,Junic Group of Companies, Mr Austin Nwaoboshi,Chairman, Zitas World Ltd, Mr Mike Molokwu, Founder/ MD of Mickey”s Bite Bread,PDP Party
chieftains and friends described the celebrant as a very active and reliable individual in Oshimili North Local Government Politics, even as they wished him God’s protection

In their separate remarks, Elder Acho Nonyalim and Mr Austin Nwaoboshi described Chief Ambrose Elofu-Dike as a genuine,
passionate and articulate community leader whose contributions to Oshimili North remained unequalled,

Ike Abiagom,in a statement issued , disclosed that even as no formal celebration was planned to commemorate the event
for this year because of Covid-19 Pandemic, his mansion, was the center of attraction as his wife, children and close
friends took him unawares to host a low key celebration.

By 1am, Elofu-Dike’s children marched into his bedroom singing ‘happy birthday’ to the loving father, prayed with him
and joyfully wished him a blissful happy birthday.

What looked like a melodrama followed at 4 am when he was awakened by a beautiful rendition of worship songs, which
instantly drove sleep off his eyes. Shortly, the songs were accompanied by trumpeting, reminiscing of angels ascending
and descending from heaven! Now fully awake, he alighted from his bed and moved to the parlour and joined the party,
comprising his wife, children and friends. As the crowd gradually grew, the social distancing low key party moved to Espana.

In his testimony, an elated celebrant, Chief Elofu-Dike thanked God for sparing his life to celebrate
another year on earth, saying that his life journey had been eventful, extremely fulfilled and advised all and sundry to
be contented with whatever they had.

“There is nothing that I own that is not given to me by God. I will remain eternally grateful to Him. I will never
relent in His praise and worship. I will continue to win souls for Christ”, he said.

The Chairman of Hotel de Espana also pledged continued service to God and humanity all through his life, adding, “I
cannot quantify God’s blessings with material things. I don’t have the resources to even pay for the air I breadth, not
to talk of His protection and peace on daily basis” and he vowed that as long as he lives, he will continue to put
smiles on the faces of people.
