Nationwide Strike looms as PENGASSAN, NUPENG Threatens Over N800bn Marketers Debt

…Banks threatens to take over marketers’ assets and tank farms to recover its huge debts

…PENGASSAN, NUPENG members are owed up to 9 months salaries by marketers

…Senate yet to get request to appropriate funds for debts payment from Finance Minister

Total collapse of the petroleum downstream sector is imminent as the leadership of both Petroleum and Natural Gas Workers Senior Staff Association (PENGASAN) and the National Union of Petroleum and Natural Gas Workers (NUPENG) have concluded arrangements to embark on indefinite strike action due to the backlog of salaries owed their members by oil marketers following the inability of Federal Government to settle the lingering accumulated debts of over N800 billion owed downstream oil marketers to date.

The unions said that the strike action has become absolutely necessary following the continuous deteriorating welfare of its members working in petroleum product downstream sector.

According to them, our members working with oil companies had not been paid salaries for up to 9 months by marketers due to inability of government to redeemed its commitment to pay in spite of the intervention of the Vice President, Professor Yemi Osinbajo and the directive given to the Minister of Finance to effect payment on or before the end of July 2017.

The notice of the indefinite strike action by the Labour Unions in the Oil and Gas sector has been received by the Marketers who are the employers . This is contained in a joint communique issued by the marketers after their joint National Executive Council (NEC) meeting held in Lagos, signed by the marketers legal adviser, Patrick Etim Esq and made available to journalists.

The marketers under the aegis of Major Oil Marketers Association of Nigeria (MOMAN) Independent Petroleum Marketers Association of Nigeria (IPMAN), Depot and Petroleum Products Marketers Association (DAPPMA) and Independent Petroleum Products Importers (IPPIs) Etim said that the unions in their summation stated that in the last six months, they have been in undated by officials of our various Labour units operating in Tank Farms and Depots across the country that most Petroleum Product Importers and marketing companies are owing our members backlog of salaries now up to 9 months.

The union, NUPENG and PENGASAN claimed that the children of their members have been sent packing from school as the parents have not received salaries to be in a position to pay school fees for their wards, while their members are systematically being sacked by their employers.

According to the unions, the most disturbing aspect of this is that many members are now redundant as their employers are not able to operate their bank account for their operations with a potential massive job losses of our members in the oil and gas sector and other workers in the banking sector due to the growing size of this non-performing loan extended to oil marketers with a catastrophic banking system collapse looming in the country.

Etim said that this is will definitely puncture any growth gains made in the economy so far considering that the sector will completely fail in its critical role of driving economic progress resulting in huge job losses directly and indirectly.

He said that it is factual that currently many of the oil marketing companies are owing backlog of salaries up to 9-months in arrears while some marketers have started retrenchment of workers as a result.

He said that the leadership of the both unions said that due to inability of government to pay marketers outstanding debt of over N 800 billion, most of the marketers are planning another round of massive retrenchment of staff which are primarily PENGASSAN and NUPENG members. He noted that the businesses of these marketers are gradually grinding to a halt due to the debts owed them by the federal government and the classification of their operating accounts by the banks crippling the ability of the marketers to trade since the first quarter of the year.

According to marketers, most banks are planning to take over our tank farms and business empires due to inability to pay back money borrowed to import products that were still pending unpaid by government.

The marketers said that petroleum marketers, as a result of these unpaid interest and foreign exchange differentials have gradually become insolvent and financially handicapped to continue operating profitably.

“There is a need for President Muhammadu Buhari’s government to keep improving governance especially by correcting wrongs of previous governments and making government responsible to its contracts and responsibilities.

“For the banks. their action is to see how they can avert another round of banking system failure that could be triggered by this huge outstanding non-performing debt owed the banks by oil marketers who cannot pay because the government is yet to pay them outstanding indebtedness.

“Federal Government in June 2017 concluded reconciliations with the marketers and PPPRA and made a commitment to pay before the end of July 2017. This was following the intervention of the Vice President (who was Acting President at that time).

“The reconciliation team was led by the Chief of Staff to the President and the Honorable Minister of Finance Minister.

“Further to the reconciliation, it was gathered that the Federal Executive council had approved the payment however the payment framework was said to have been sent to the National Assembly for approval and up till now there has been no feedback.

“We gathered from reliable source that the National Assembly claimed that they are yet to receive any of such requests from the Finance Minister,’’ he said.

The marketers said that the first source of the N800 billion debt is the non-payment of the balance of over N300 billion under-recoveries under the PPPRA importation template owed the marketers which has been reconciled and audited since 2015 and was provided for in the 2015 supplementary budget as well as the 2016 budgets.

He said that investigations revealed that only about 20 per cent of the amount provided for in the budget was actually paid the marketers in August 2016 with a promise to pay the balance within 3 months but till date nothing further has been paid despite repeated promises from the government.

They said that the second source of the N800 billion debt is the failure of the government and the central bank of Nigeria to provide foreign exchange to banks in Nigeria that financed the importation of the petroleum product particularly premium motor spirit PMS in 2015 by Marketers on behalf of the Nigerian government.

The marketers said that the banks used their dollar confirmation credit lines with foreign banks to open the Letters of Credit at exchange rates between N168/$ to N198/$ according to the approved PPPRA template as at the date of each impor they said that when the Letters of credits became due, the Nigerian banks defaulted in their obligations because the central bank did not provide the dollars.

The marketers said that these defaults by Nigerian banks on account of the petroleum products imported by the marketers for the government led many foreign banks to withdraw their dollar confirmation lines to the Nigerian banks and started insisting on dollar cash for Letters of credit from Nigeria.

“A practice which represents a major disclaimer on the credibility of LC’s from Nigeria, the only place where this is obtainable.

“It was further revealed that following this development, the Central Bank then did the so-called intervention by providing dollars to local banks for the payment of past due letters of credit to their foreign creditor banks.

“For reasons best known to the Central Bank and the government , they provided the dollars for these letters of credit at rates between N285/$ to N320/$ as against the N168 $ to N198/$ that was the government approved template for the LC’s.

“This resulted into an additional N500 billion in debt, this debit balance the banks quickly passed into the account of the marketers instead of asking the central bank to take responsibility.

“From investigation, the previously unpaid N300 Billion and this outstanding debt of arising from the above stated circumstances has added up to N800 billion and is rising by the day as the banks are charging interest at 29 per cent per annum into the account of the marketers.

“The effect of this is that every day total interest payable is over N635million translating to over N19 billion in monthly interest or over N232 billion annually.

“All this according to the contract between the PPPRA and the marketers, the government will pay all interest and exchange rate differential.

“From our investigation, the increasing debt is a creation of the agencies of government and it will continue to grow like a monster eating up the stability of our financial system if it is not resolved immediately otherwise it will lead to the total collapse of the financial services sector.

Stakeholders viewed that as a matter of urgency, the government should immediately pay all the reconciled outstanding debts to marketers without further delay as the negative impact is growing wider by the day and the petroleum marketing sector and its workers are heading towards a catastrophic collapse.

Run off primaries and consideration of Appeals will subsequently take place on Friday 27th and Saturday 28th October, 2017.

Barr. Esiso who appeared evasive while answering series of inquisitive questions from journalists, almost turned the session into a religious gathering by frequently offering prayers against any outbreak of factionalization and decamping by yet to be aggrieved members after the party’s primaries.
Responding to the recent development of mock primaries in the party, the Chairman said, “it is true that for the past two months, some form of exercises have been taken place in the various wards and local governments to select candidates for the party. We decided as a party that we should use our head, do some thinking and come up with a novel idea considering two things. One the money paid for the forms is not refundable and because it is not refundable, let us avoid the old practice when we allow everybody that want to aspire to come here and buy forms.”

State PDP Chairman Barr. Kingsley Esiso With Delta State PDP Executives at a Press Briefing

Secondly, He stated that the process was to forestall incidence that may cause rancor in the party after the primaries due to the huge amount paid for the purchase of forms.

Esiso stressed that, the party directed ward leaders to lobby all aspirants for the different positions on the need to allow only one person to pick up nomination form adding that same applied for chairmanship aspirants were the LGA leaders played their role of limiting the purchase of the party’s ticket to just an individual. He however noted that the outcome of the exercise does not erase the intent to contest the party’s primaries by individuals who were not satisfied with the process.

It will be noted that when aspirants emerge as the Party’s Candidate after the primaries, he will then proceed to acquire DSIEC form of which the price is yet to be revealed.

PDP IS YET TO CONDUCT LGA ELECTION PRIMARIES IN OSHIMILI NORTH—–IBUSA YOUTHS PRESIDENT … ‘This may affect PDP in the coming election’

Comrade Alfred Isoh
Ibusa Youths President

[dropcap]D[/dropcap]rums of political war are being beaten within Oshimili North local Government area of Delta State over the perceived undemocratic actions of the Oshimili North Leaders, on the recent hand-picking of candidates aganist the wish of the people for the forthcoming local government election in the Delta state. It was gathered that every other local government in the state ( even Gov. Okowa’s LGA) conducted primaries to select the preferred candidates but the oshimili North leaders decided to hand-picked candidates again for the local government election .This has sent very bad signals throughout the LGA as tension is rising which, if not addressed urgently , it will affect the chances of PDP in Oshimili North come 2019, as the people can nolonger allow the imposition of candidates again. ,The PDP leaders of oshimili North should conduct a free and free primaries like other local government councils in Delta State, why is it that PDP elections  in oshimili North local government can never be democratic ( free and fair) like others. Governor Okowa should keep to the promise he made to the people of Delta State that the forthcoming local government primaries election must be free and fair and that PDP will not allow any imposition of candidates again. The Grassroots Publishers online National Secretary and the Publisher of Delta Digest had one on one chat with the Ibusa Youths President ,Comrade Isoh Alfred concerning the recent imposition of candidates in Oshimili North LGA for the forthcoming Local Government election by PDP leaders, Sir Alfred Isoh who is a Master’s Degree holder in Economics and the Okwulagwe Igbuzor urged the youths to remain calm and law-abiding pending the intervention of the powers that be. excerpt:

Sir, What can you say about the political tension in Oshimili LGA concerning the imposition of candidates in the forthcoming LGA election by PDP Leaders ?

Thank you very much, The constant hand-picking of candidates against the wishes of the people at all levels in Oshimili North local Government has led to very slow rate of development across the communities despite the big names we have in Delta politics that abound within the local government area. Alot of youths came to me complaining that there were no primaries in the wards across Oshimili North LGA, that the candidates for the Peoples Democratic Party, PDP, were hand-picked and that a lot of the aspirants who fall within the youth age bracket that were disenfranchised has more potentials than those hand-picked.This is sending bad signals already as lot of the youths are not happy and this action might affect PDP in the coming election. It is better for the leadership of PDP to look into the matter now and go back to conduct primaries in Oshimili North.

The PDP leaders culture of hand-picking candidates against the wishes of the people has been the bane of the local government and the regular crisis that usually ensured in every election. most of the councilors and chairman that was hand-picked in the last LG election that represented our various wards performed poorly far below the expectations of the people. At the end of the day the same PDP leaders want hand-pick them back again on the ground that they did not make money, automatically they are drawing the community backwards because their best candidate are not represent them and that is why oshimili North LGA is behind other local government in Delta State. Imposing people against the wishes of the masses will always cause crisis and it it is one of the main reasons that made PDP to lose the last general election to opposition in Nigeria.I can assure you that if PDP continue to impose candidates against the wish of the people in Delta State, opposition may surprise them in the next election.
If the youths cannot talk as youths of today and leaders are still short-changing them , when are they going to talk? I am sure the party in power want to lose the local government area to opposition. Meanwhile,The Governor of Delta State, His Excellency Senator Dr. Ifeanyi Okowa specifically warned against hand-picking of candidates. He instructed that all aspirants should be given a level playing ground to contest any elections. Then, why should Oshimili North PDP primaries be different from other local governments? If this undemocratic process of selecting the people’s representatives in the local government is allowed to stand without reverting to proper conduct of primaries this time, then, the Governor has reneged on his words and PDP will pay the price in the next election in Delta State

Comrade Sir, what is your stand and advise to the Youths?

‘I advise the youths to remain calm and law-abiding let those in position of authority who can talk to the government act urgently , so that peace and development can reign supreme. we will forward our own reports to Gov. Okowa to let him know that Oshimili North LGA has not conducted their own primaries , so that he can order our leaders to conduct primaries across the local government for all contestants to avoid dividing the youths and losing supporters, because our people are wiser now , the era of naming writing and election rigging is over now.our leaders should try and do things in the right ways to keep a positive legacy for the generations unborn.

Comrade ,have you reached the leaders of PDP concerning this negative imposition of candidates in your LGA?

‘As the Youths Leader, I will try to reach our leaders soon and advise them to allow free and fair participation of all. We are all brothers and sisters. If you win, fine! Next time the loser may win. Don’t deny anybody the opportunity to contest by hand-picking or name writing as this may have very serious negative consequences on the politics of the local government, because we can no longer accept further imposition of any candidates again in Oshimili North LGA by leaders.

Sir,if after your complains and petitions to the Governor and PDP Leaders and they refused to conduct free and fair primaries , what will happen?

We are law- abiding citizens, if the our leaders still stand on imposing candidates aganist the wish of our people , If this undemocratic process of selecting the people’s representatives in the local government is allowed to stand  without reverting to proper conduct of primaries this time, then, the Governor has reneged on his words, i can assure you that it will affect the party and the people will use their power(VOTE)although some of our leaders still believe in the past of rigging election by short-changing the people authority , they should wake up because will will happen again because every vote in Ibusa will sure count this time .But i still that believe that Gov. Okowa who became the governor of Delta State through free and fair primary election will not allow this this undemocratic process of selecting the people’s representatives in Oshimili North local government to stand. We therefore, call on the Governor and our PDP leaders in Oshimili North to ensure that proper primaries are conducted in Oshimili North as it was done in his own local government to avoid the crisis that is brewing now.

MonkeyPox outbreak hits Bayelsa as 10 persons have been infected

[dropcap]F[/dropcap]ear gripped residents of Fangbe area of Yenagoa, the capital of Bayelsa State yesterday following an outbreak of viral epidemic known as MonkeyPox in the state, with report that 10 persons are already infected.Authorities in the state were said to be tracking 49 persons alleged to have come in contact with the infected persons. The victims, according to sources, have been quarantined in an isolation centre created at the Niger Delta University Hospital, NDUTH, Okolobiri, in Yenagoa Local Government Area of the state. The isolation centre was reportedly created by the Nigerian Centre for Disease Control, NCDC, and the epidemiological team of the state’s Ministry of Health at the ourbreak of the epidemic. A patient of Monkey Pox The NCDC and the epidemiological team, it was learned, were tracking 49 other individuals, said to have come in contact with the infected persons. The state Commissioner for Health, Professor Ebitimitula Etebu, while confirming the development, said samples of the virus had been sent to the World Health Organisation, WHO, laboratory in Dakar, Senegal, for confirmation. He described Monkey Pox as a viral illness caused by a group of viruses that include chicken pox and small pox, noting that the first case was noticed in the Democratic Republic of Congo and subsequently it had outbreaks in the West African region.Explaining that the virus had the Central African and the West African types, the commissioner said the West African type was milder and had no records of mortality, saying “recently in Bayelsa State, we noticed a suspected outbreak of Monkey Pox.

Monkey-pox victims

“It has not been confirmed. We have sent samples to the World Health Organisation, WHO, reference laboratory in Dakar, Senegal. When that comes out we will be sure that it is confirmed.” He said the virus was first seen in monkeys, but can also be found in all bush animals such as rats, squirrels and antelopes. His words: “The source is usually all animals. It was first seen in monkeys and that is why it is called Monkey Pox. But every bush animals like rats, squirrels, antelopes are involved. So, the secretions from particularly dead animals are highly contagious. ”He listed the dicease’s symptoms to include severe headache, fever, back pains among others.According to him, “most worrisome of all the signs are rashes bigger than those caused by chicken pox, which is usually frightening and usually spread to the whole body of infected persons. The Commissioner said: “We noticed the index case from Agbura, where somebody was purported to have killed and eaten a monkey and after neighbours and family members started developing these rashes.“We have seen cases from as far as Biseni. We invited the Nigerian Centre for Disease Control together with our own epidemiological team from the Bayelsa Ministry of Health. We have been able to trace most of the people who have come in contact with the patients. “I think so far we have 10 patients and we have created an isolation centre at the NDUTH and most of them are on admission; we are following up on the 49 cases that we are suspecting might come down with the illness. “As a state, we are taking care of all the expenses of all the isolated cases. The disease has an incubation period and it is also self-limiting in the sense that within two to four weeks, you get healed and it confers you with immunity for life.“We have mobilised virtually every arsenal at our disposal in terms of sensitising the public and making them aware by radio programmes, jingles and fliers. So the Nigerian Centre for Disease Control has mobilised fully to Bayelsa State. We are on top the situation. “The only thing I will tell the public is to observe hand hygiene and ensure they don’t come in contact with dead animals or their secretions. The disease is airborne too. So when you come down with it, its is very infectious.“People should wash their hands whenever they go in or come out of their houses. If they come in touch with animals, they should ensure that they wash their hands. They should be very vigilant. People should report any similar cases.“A lot of people have come down with the symptoms, but they are hiding in their houses. If they hide, there is the propensity for the infection to spread. It is better to quarantine them and treat so that we can interrupt the spread of the disease. “People should be calm and they shouldn’t get frightened. The state has distributed personal protective equipment to workers and they are using it accordingly.”

Excerpts:

Hon.(Sir) Jude Emeka Idimogu, member representing Oshodi/Isolo Constituency II

Can we meet you sir?
I am Hon.(Sir) Jude Emeka Idimogu. I am from Umuezela Abuke in Ihitte Ubuoma local government area, Imo State. A member in the Lagos State House of Assembly representing Oshodi/Isolo Constituency II. I was born on 23rd December, 1969.I am happily married to an Ogun State woman, Lady Roseline Enitab Idimogu(Nee Kuku) from ijebu-Ode since 1990. This marriage has Produced three children all born in lagos state.

Briefly tell us your background story, sir?
I started visiting Lagos from my secondary school days in 80s and started living in lagos 1989.I completed my primary education at community primary school Abueke in Ihitte Uboma LGA in Imo state, thereafter proceeded for my secondary school education at Boys secondary school Ekwerazu Ahiazu Mbaise,Imo state from 1980-1984,later completed my A-level at methodist boys high school lagos. Sir, what inspired you to go into politics?
Well, I believe that every human being is a political animal. But what really inspired me the most is my love for service to humanity.I so much believe in giving back to the society no matter how painful it may seem to be.That is why even before I joined politics, I single-handedly graded two roads in my street for the people of the community. I am an extrovert and that is why as a Banker, I moved into marketing in order to meet people. I fully joined politics during former President, Goodluck Jonathan’s Second tenure bid in 2015 when I was invited by a friend to attend Peoples’ Democratic party meeting. During that period, a body called Ndigbo United Association had a platform where all the Igbo men and women aspiring for any political position in Lagos state can come; form a group and showcase their abilities. So with that platform, I started having interest in politics.

What were your challenges contesting for such position in another man’s land?
It was not easy at all.But with God, what people may see as impossible was possible. Initially, they refused to give me ticket to run for Lagos state House of Assembly primaries because of what I may called fear of unknown but with God and the support from my wife as a yoruba woman, I had an edge to scale through after much deliberations by the elders/leaders of the land.
Also, the aspirant I contested with was another challenge because he is a son of the soil and the son of a party leader. So, it was very challenging and tough as I did not have a godfather to push me through. But finally, it was a miracle.

Why did you defect to All progressive Congress (APC) after contesting and winning under Peoples’ Democratic Party (PDP)?
I am someone who knows my onions and who has quest for development. I defected to All Progressive Congress in the State precisely on Thursday, February 16, 2017 during the plenary on the floor of the Assembly along with 5 other members of the opposition Peoples’ Democratic Party because of my passion to attract more developmental project to my constituency and my desire to make meaningful impact.”I can’t afford to disappoint my people”. This decision was unanimously endorsed by my kinsmen at the Igbo House, Ajao Estate on the 4th of March, 2017.This has in no small way contributed to my success because in 2 years of my parliamentary duties, I have undoubtedly surpassed the achievements of my predecessors in terms of legislative performance.

How do you feel as the only Igbo man in Lagos state House of Assembly?
Infact, I feel great, elated, and encouraged.I believe God has used me to make history in not only Lagos State but entire south-western region because this is the first time a non-indegene is elected into state House of Assembly throughout the South-Western region. Even though I was allowed to marry my heartthrob from the land and had lived in Lagos state for the past 30 years; I still believe this position I am today is made possible through the concerted effort of the elders of the land. “You know you can’t do it alone, you need elders around you; elders that will speak on your behalf to their associates and acquaintances. Such elders you come across by doing good and being hardworking. When they have seen your quality and your determination to really serve for the benefits of the people, you will definitely have it”. I must give kudos to them for their support. Yorubas are nice and happy people to associate and work with. That is why I make sure I don’t disappoint my people. This will also serve as an eye-opener to men and women who intend to aspire for any political position in any foreign land in the country. It will encourage and boost them to contest without fear.

Can you highlight some of your achievements so far?
Yes! immediately I was sworn in, I swung into action. I sponsored about 350 students in computer training in my constituency. There are presently about 9 buses plying the roads which I used to empower people in my constituency. I have always supported the less privileged financially. Even though I have not signed any bill, I have made immense contributions to issues on the floor of the house, oversight duties, sponsored motion (like the relocation of Mile 12 market), committee duties and most especially feasible projects and infrastructures attracted to the constituency in this little period which has transformed the land scape of the constituency. For instance, work will soon commence for the construction of a pedestrian bridge at Oshodi-Mile 2 expressway (by Toyota) for the safety of my people.

Have you experienced any intimidation by your colleagues?
No. I have not. Every Yoruba man or woman is very accommodating. They don’t discriminate. They welcome foreigners even though a son of the soil and a visitor cannot have equal regards. But as a legislator in a foreign land, I am not too enthusiastic or forward; but I have strong will in handling issues and decision making, I hold everyone in high esteem.

What can you say about Gov. Akinwunmi Ambode?
My governor is a great achiever,goal-getter, and a developer. Let me borrow the words of Chief Bola Tinubu to call him ” A WONDER BOY”. The Governor of Lagos State by my own assessment is the Governor General of Nigeria. I say so for a very good reason. It is not a question of age of the occupant of that office or his tenure. It is simply an attestation to the fact that the economy of Lagos is about the summation of the economies of thirty States in Nigeria. One will be deceiving himself not to recognize that fact. I will say that he has surpassed every imagination; he is a fantastic man. He is indeed taking Lagos state to another level. I give kudos to him.

Honourable, some people call you Mr Nigeria, how come that name?
(Laughs), I have always believed in my country. I have always known that Nigeria will get better one day. I believe that your own is your own; the earlier you make your country work, the better for you. As you make your bed so you will lie on it. So, when I was building my house in my community here in Lagos, my workers and I will always eat together everyday but before we eat, we must recite the National Anthem and Pledge. At a time, people from neighbourhood joined us. It got to a time that people will come across me on the road and call me MR NIGERIA. That is how the name came about.

EFCC Re-Arrests Former Permanent Secretary Onubuogo

Dr Clement Onubuogo Illoh with EFCC officer

[dropcap]A[/dropcap] former Permanent Secretary in the Federal Ministry of Labour, Clement Onubuogo ILLOH, was on Wednesday re-arrested at the Federal High Court car park, Lagos, by the Economic and Financial Crimes Commission (EFCC). Onubuogo was alleged to have shunned EFCC’s invitation over an alleged diversion of N606 million SURE-P funds under his watch.

The accused had appeared before Justice Babs Kuewumi on a different charge filed by the commission. He was arraigned over alleged non-declaration of some of his hidden cash assets to which he had pleaded not guilty.According to the EFCC, the ex-Permanent Secretary failed to declare N97 million, 139,000 dollars and 10,000 pounds respectively found in three of his bank accounts.

When the case came up on Wednesday, the accused was present in court but the EFCC’s counsel was absent.Onubuogo’s lawyer, Mr A. Dada, informed the court that Onubuogo was “very ill” and asked for an adjournment to enable him to get treatment.
In his response, the judge noted that he had adjourned several cases so that more time could be spent on the trial.

He, however, agreed to adjourn the case as no prosecution counsel was present.Shortly after the case was adjourned, EFCC’s lawyer, Mr Rotimi Oyedepo, walked into the courtroom. The defence counsel, who were already on their way out of the court, also returned to complain to the judge that the accused had been re-arrested. Dada faulted EFCC for arresting Onubuogo, whom he said, was already on court bail and denied that he shunned any invitation by the commission.

Responding, Oyedepo noted that no law forbids anyone undergoing trial from being re-arrested for another criminal matter.  He added: “The money belongs to all of us and we should all support efforts toward recovering it.”In his ruling, the judge said having adjourned the case, there was nothing he could do about the re-arrest. Onubuogo had on Sept. 8, objected to EFCC’s application seeking the final forfeiture of N664 million and 138,000 dollars allegedly recovered from him.

The court presided over by Justice Abdulazeez Anka had ordered an interim forfeiture of the money following a motion ex-parte by the EFCC on Aug. 15. Anka, who ordered the interim forfeiture, also authorised the EFCC to seize a property described as “Clement Illoh’s Mansion” at Ikom Quarters, Issala-Azegba in Delta and a hotel on 19, Madue Nwafor St., off Achala Ibuzo Road, Asaba, Delta.

Onubuogo’s lawyer, Mr T. S. Awhana, while acknowledging the receipt of the motion for final forfeiture, said he had already filed a counter-affidavit against it.The lawyer added that he filed a notice of preliminary objection challenging the court’s jurisdiction to make the interim order.

The court had directed the EFCC to notify the Permanent Secretary, in whose possession the property were found, to appear before the court and show cause within 14 days why the property should not be permanently forfeited to the Federal Government. The judge also directed the publication of the interim orders in any national newspaper for any interested person to appear before the judge to show cause within 14 days why the order should not be made permanent.

An EFCC investigator, Huleji Abraham Tukura, said Onubuogo converted the funds from the N10 billion released by the Federal Government during his supervision of the Subsidy Reinvestment Programme (SURE-P)

Justice Kuewumi adjourned the case until Nov. 30 for trial.

Police arrest two Lagos masqueraders for robbery

[dropcap]T[/dropcap]he police in Lagos State have arrested two masqueraders in their costumes, as well as their handlers, in Elere, in the Agege area of the state. The Acting Commissioner of Police in the state, Edgal Imohimi, in a video that trended on the Internet on Wednesday, accused the masqueraders and their handlers of harassing and robbing the residents of the area. He said the residents made distress calls to the police that some hoodlums were harassing and dispossessing some of them of their valuables, prompting him to call the Divisional Police Officer in charge of Elere division to effect the arrest of the masqueraders and others involves in the alleged crime.
Edgal, in the video, said the masqueraders and others were arrested about 4pm on Tuesday.

He said, “When I received the complaint against the masqueraders, I called the DPO and some decoy teams were sent to the area and the masquerades and their handlers were all arrested.“They were only using the masqueraders as a trick to rob some residents of the area. The masqueraders don’t have the permission of any traditional ruler in the community to come out. There is no festival that they are celebrating. Traditionally, masqueraders don’t just come out without a purpose. “We have warned repeatedly that people without purpose parading themselves as masqueraders on the streets of Lagos will no longer be tolerated.”Edgal warned that any masquerader who came out without permission would be arrested.

“These ones will be de-robed and charged to court,” he added. Some residents told our correspondents on the telephone that the masqueraders and some hoodlums were indeed harassing people, which prompted the distress calls to the police.

They said the masquerades were later taken away by the police in a Toyota Hilux. They stated that some of their handled were also rounded up and whisked away. The state Police Public Relations Officer, ASP Olarinde Famous-Cole, while commenting on the video, said the masquerades were robbing motorists and causing breach of the peace. He said they would be charged to court after investigation.

He said, “The CP got a distress call that some hoodlums were fighting and almost caused the breakdown of law and order. Operatives of the command were mobilised to the scene, where we saw the masquerades intimidating and robbing passersby and motorists.“They engaged the police in a fight and we had to call for reinforcement.“All of them were picked up. They are about seven in number, including their leader.”

Man Escapes Death From 23ft Python, Gets Horrible Injuries

[dropcap]R[/dropcap]obert Nababn came across the beast as he travelled home from work on his moped.
The snake was blocking the road in Indragiri Hulu Regency of Riau Province in Sumatra, Indonesia.
The 37-year-old security guard decided to step in and move the reptile, but he was forced into a wrestling match with the python in the middle of the road.
Pedestrians looked on in horror as the colossal snake bit his arm and attempted to smother him in his coils.
But miraculously Nababn managed to win the combat and killed the snake. Speaking from his hospital bed, he said: “I tried to catch it. It bit my arm, and we wrestled for a while.” He suffered deep lacerations to his left arm and hand. Pictures show the creature’s carcass strung up in the village as three children play on its tail.
Nearby adults are clearly dwarfed by the seven metre beast. Indonesian media reported a tussle with a similarly large snake in March had ended a lot worse for a West Sulawesi man, who was found dead in the reptile’s stomach.
Just last month a Hampshire man was found dead next to his pet python.
Dan Brandon, an experienced snake handler, was found with “serious injuries” at his home, police said.
