[dropcap]T[/dropcap]he Rivers State Government has called on the Federal Government to declare a state of emergency in the deeply failed portions of the East-West Road, especially the Akpajo-Eleme axis which has completely broken down and constituting death trap and huge embarrassment to Nigeria.
This call was made last Monday in Port Harcourt in a statement issued by the Rivers State Commissioner for Information and Communications, Barrister Emma Okah.
According to Okah, the East-West Road belongs to the Federal Government and the Akpajo-Eleme axis leads directly to critical economic infrastructure like the Oil and Gas Free Zone, Onne, Indorama Petrochemical and Fertilizer Companies, Port Harcourt Refinery, Eleme, Notore Fertiliser Company, among others.
“But sadly, while other federal roads in the country are receiving fair attention of the Federal Government, the East-West Road has remained neglected, abandoned and left to further deteriorate”, he lamented.
Okah further said that it was for the reason of acute dilapidation of the road that the Governor Nyesom Wike-led administration, together with some stakeholders, made huge contributions to stabilise the portion of the road with the expectation that the Federal Government will take a cue from there.
He regretted that “unfortunately, and as it has been our lot in this administration, the Federal Government neither appreciated these patriotic efforts and sacrifices of the state government and the other contributors nor repaired the road.
“The East-West Road has become a source of anguish to the people of Rivers State, and our lamentations have only fallen on deaf ears,” Okah said.
The commissioner noted that the deep decay of the road has resulted in huge loss of man-hour, accidents involving trucks and attendant loss of property and human lives which could have been avoided by repairing this axis of the road, hoping that this insensitivity on the part of the Federal Government of Nigeria will end soon.
“For the records, the East-West Road is the most economically strategic road in the Niger Delta region,” Okah reminded the Federal Government.

Seme Customs command records N5.3bn revenue in ten months …Collects over N678M as revenue for October

dropcap]N[/dropcap]otwithstanding the drastic downturn in the economic activities along the Lagos-Abidjan corridor, the Seme command of the Nigeria Customs Service (NCS) has recorded a total of N5.3 billion as revenue from January to October, 2017. Also, the anti-smuggling unit of the command made a total of 469 seizures with a Duty Paid Value (DPV) of N508,469,776.32 for the period under review.

A close evaluation of the command’s performance indices for the last ten months revealed that the command had performed creditably in the face of many limiting factors and hiccups that have militated against its performance.With the adoption of a more inclusive approach in the fight against smuggling activities, the collaborative efforts with other relevant security agencies and the stakeholders have led to a tremendous decline in smuggling activities and increase in revenue collection.

Speaking on the total revenue collected for the period under review, the Customs Area Controller of the command, Comptroller Aliyu Mohammed disclosed that the feat was achieved with the cooperation of his officers and men whose resilience and doggedness could not be compromised in implementing the policy of the federal government banning the importation of rice and vehicles through the land borders.

Compt. Mohammed stated that the intensified and aggressive anti-smuggling operations in the command had led to a drastic reduction in revenue leakages adding that it also led to the curbing of most cross border crimes perpetrated through the land border even as restated that the fight against smuggling must be sustained. Meanwhile, the command raked in the sum of N678,237,118.22 as revenue for the month of October, 2017 while a total of 123 seizures with a Duty Paid Value (DPV) of N184,366,505.00 was made in the same month under review.

He submitted that the different types of seizures made in the command was a pointer to the fact that smuggling through Seme border had been combated to the barest minimum. The seized items according to the command’s helmsman ranged from fairly used vehicles to rice, second hand clothing, shoes, frozen poultry products, mosquito repellent coils, expired fertilizer and used tyres among others.

Commenting further on the movement of goods through the ECOWAS Trade Liberalization Scheme (ETLS) which was adopted to promote regional trade and integration, the Customs Area Controller said that under his watch the command was committed to the implementation of extant laws regarding transit scheme, even as he affirmed that no import goods meant to pay duty was allowed to pass through the ECOWAS scheme.

He stressed that the rule of origin and the enterprise list were strictly used to ensure that infractions to evade duty through false declaration were avoided, while legitimate ECOWAS goods within the West Africa sub region were facilitated through the scheme.

For the period under review, the ECOWAS compliant goods with Cost, Insurance and Freight (CIF) value of N11,192,249,590.01 were cleared through the corridor while the 1% Comprehensive Import Supervision Scheme (CISS) fee amounted to N111,694,121.61 with revenue loss of N3,141,661,339.47.

The CAC noted that the command in compliance with government policy of encouraging the export of home made goods has facilitated the export of made in Nigeria goods with Free on Board (FOB) value of N9,919,324,238.49 and a total NESS collection that amounted to N49,598,169.64 saying that the command also meticulously supervised the corridor to ensure that none of the export prohibitions was allowed to pass to another country.

On the activities at the Non-Intrusive Unit (scanner site), the Customs Area Comptroller reiterated that security and trade facilitation was strictly enhanced under the scanner unit.

He restated that the performance of the functional scanner machine had saved the command from sponsored petitions of alleged smuggling of weapons into the country through the land borders adding that the scanner which was in good working condition was helping in protecting the nation’s territorial integrity as suspected images noticed during scanning process were subjected to 100% examination.

“The frequency and quantity of goods scanned per day compared to the manual examination also help to facilitate legitimate trade which is in line with the executive order on the ease of doing business.

“The command is also collaborating with other security agencies for a well-coordinated border security and management. The result of collaboration with our Beninoise counterpart has curbed a lot of cross border crimes to the barest minimum.

“On Baggage/Currency declaration unit, passengers baggage (accompanied and unaccompanied) are subjected to physical examination. The Passengers baggage electronic system (PEBES) is also used for the assessment of dutiable passenger baggage, while travelers declare their currency once it is above 10,000 USD.

“The command has also arrested a total of 23 suspects undergoing different stages of investigation and prosecution, with one person convicted”, he disclosed.

The CAC warned that as the festive period approaches, the command was ever ready to ensure that no contraband passed through the Lagos-Abidjan Corridor, while advising economic saboteurs to stay clear of Seme border or when arrested would be made to face the full wrath of the law.

IBB Plans Scholarship To Immortalize Late Wife, Maryam

[dropcap]F[/dropcap]ormer Nigerian military president, Gen. Ibrahim Babangida (rtd), has concluded plans to establish a scholarship programme at all levels of the Nigerian school system in memory of his late wife, Maryam Babangida. Babangida made the disclosure in his address at the inaugural annual memorial lecture in honour of the former first lady who died from Ovarian cancer on December 27, 2009 in California, USA.

Babangida, who was represented by Chief Emmanuel Eboh, poured encomiums on late Maryam, who he described as a faithful wife, role model and supportive partner dedicated to the emancipation of Nigerian women.He said that late Maryam worked with passion and commitment towards alleviating the poor living condition of Nigerian families, through her pet project, the ‘Better Life for Rural Women’, which she initiated to empower the women.

According to him, the late Maryam made her mark in her lifetime and would ever be remembered as a good wife, sweet mother and role model by the Babangida family and the Nigerian women.

Babangida said, “The late Maryam Babangida, whom we are honouring today is a great woman of value. She is a supportive wife, a caring mother and a role model who brought out the true colour of the Nigerian woman. “She is a woman of colours in every aspect of her life. It is in view of her contribution to the emancipation of the Nigerian woman, that as a family, we want this annual event to embody scholarship awards.

“The scholarship award programme will be part of our contribution to the preservation of the memory of this great Nigerian woman. The scholarship will cut across all levels of the Nigerian school system”.

Earlier, Chief Leo Okogwu, late Maryam’s elder brother and the convener of the inaugural Lecture, eulogized the late first lady for her efforts in advocacy for a better life for Nigerian families.He said the Better Life programme for rural women initiated by the late Maryam Babangida was an innovation that lifted the prestige of Nigerian women and also empowered them to live an improved life.

Okogwu listed the likes of late Margaret Ekpo, and Mrs. Ransome Kuti, as some of the prominent women leaders and activists who did so much for the promotion of women empowerment in the Nigerian society.“The late Margaret Ekpo and Mrs. Ransome Kuti’s memories appear to have disappeared with ever-retreating horizon as they question the gratitude of Nigerians for the bravery of these departed golden women”, Okogwu noted.

He, however, appealed to Nigerians not to allow the memory of late Maryam Babangida waste away, but rather continue to eulogise and appreciate the efforts and contributions of the late former first lady in nation building.

We’re ready to counter smugglers – Customs

[dropcap]O[/dropcap]gun State Command of Nigeria Customs Service has reiterated its resolve to continue the fight against smuggling relentlessly as the yuletide period approaches when trans border trading activities are expected to peak Customs Area Controller in charge of the command, Sani Madugu, told reporters in Idiroko Border during the week that the command has been on red alert against all forms of smuggling.
Responding to journalists questions during a press briefing within to show seizures worth over N30.3 million made by his men within a week, Madugu said any attempt to undermine the presence of his men by attempting to smuggle arms or any prohibited item will be foiled.
He said the command is, more than ever, ready to take the war against smuggling to the smugglers’ doorsteps to disposes them of their wares, make arrests and prosecute suspected persons believed to be involved in the crime.
A breakdown of the seizures include a used Toyota Tundra vehicle worth N5, 500,000; used Mercedes Benz C220 valued at N4, 500,000 and a Volkswagen Golf car worth N724,983.75.Six other vehicles seized for being used as means for conveying smuggled goods were also totally valued at N4,349,902.5. Within the week, the Command also seized a total of 1,401 bags (50kg) of rice with a duty paid value of N14,290,200 and 29 units of 25litres vegetable oil worth N174,000.
Other seizures made within the week include second hand clothing and shoes worth N50, 000 only.
According to him, no category of smugglers will be spared as his command will continue defying antics of smugglers to bring rice illegally into the country through unpopular means like the creeks, bush paths and transporting them on motorcycles.
He said over seventeen units of motor cycles worth N800,000 have been seized from smugglers while explaining that the means of transportation is being used to bring large quantity of rice into the country through the border in trickles.
”One motorcycle is capable of bringing 8 bags of rice per trip and can go up to ten trips a day. A motorcycle can bring in 80 bags of rice daily. We have been seizing motorcycles in the past. We did not show them because they are not among the important seizures we make” he said.
Madugu commended the sustained synergy between his command and the Nigerian Army , adding that the collaboration has given teeth to the fight against smuggling.
He also lauded the good people of Ogun State for their cooperation and continuous sharing of intelligence with the customs. According to him, Ogun State is blessed with a lot of law abiding citizens who are not involved in smuggling .He added that many non indigent persons who may not be resident in the state are the ones involved in the unlawful smuggling act

Lagos State RRS Arrests Human Trafficker, Rescues Two Victims

[dropcap]O[/dropcap]peratives of Rapid Response Squad of the Lagos State Police Command have arrested a suspected human trafficker while trying to transport two teenage girls through Lagos to Abidjan in Ivory Coast for commercial sex work.
The suspect, Martha Edea, 30, a mother of two from Ogoja in Cross River State, was nabbed in Lagos after travelling with the young girls from Benin, Edo State.
Edea confessed to the police that she was trafficked to Ivory Coast by one Mariam who told her there were chances of securing a good job in the country, but was later introduced to sex work where she slaved for months in paying back her custodian who brought her to Abidjan. She said: “I worked for three months to pay Mariam about 300,000 Cefa (N180,000) to balance her for my transportation into Ivory Coast and also for connecting me.”
She added that the said Mariam after collecting the money travelled to Spain, abandoning her as a sex worker.
The mother of two, who left her children in the village with her mother, couldn’t find a headway in the business after her connector had travelled to Spain.She further explained that she yielded to her friend’s advice to come back to Nigeria to recruit young girls for the business. Edea came back to Nigeria and headed for Edo State where she was told that she will find young girls willing to travel out of the country to hustle as strumpets.
The 30-year-old met some locals in the area.
She came in contact with two young ladies, Favour and Deborah, who introduced her to the young girls.
She said: “Favour took me to one Francess Bamidele who she said is her friend and will like to be taken out of the country for prostitution. Francess also agreed to follow the unknown middle aged woman after making some juicy promises and testimonies about the foreign country.”Francess , a 19-year-old secondary school dropout, while talking to the Police, said she was elated to hear from Edea that prostitution is very lucrative in Abidjan so she opted in for it and decided to travel with her without telling her guardian. Similarly, Martha also contacted Deborah, who lives in the neighborhood, to help get another girl who is interested in travelling out of Nigeria in search for better work.
Deborah took her to one Elo Etim, an 18-year-old who assured her Edea is her friend and it is okay to embark on such journey. Edea in her statement said: “I paid both Favour and Deborah a sum of N10,000 each for helping me get a girl each for the journey. “I also met with Elo’s mother, I told her what her daughter was about to embark on in Abidjan and she agreed to it, she also prayed for her and wished her good luck.” Elo confirmed that her mother was elated about the journey that she gave her some money and phone number to call when she got to Ivory coast.
The trafficker embarked on the journey from Benin, Edo State to Lagos from where they were supposed to connect the Nigerian land border to cross to the Republic of Benin but things began to take a twist when Francess out of her curiosity began to question Edea about her welfare and coming back from Abidjan for Christmas.
She said: “I asked Aunty Martha how much we will have to pay her for the trip and she disclosed I and Elo will work for her till we are able to pay a sum of 300,000 Cefa (N180,000) to gain our freedom in Abidjan, then I told her I wanted to go back home from where we were and this led to an argument which attracted other passengers on the bus.
“The argument made the other passengers in the bus become suspicious and called the attention of the Police when we got to Berger Bus Stop in Lagos. We were all arrested and taken to RRS Headquarters in Alausa, Ikeja.”
Commenting on the development, the Lagos State Police Public Relations Officer, ASP Olarinde Famous-Cole, stated that the suspect and her two young girls have been transferred to SCID, Panti for further investigation.

Lebanese Prime Minister Resigns Over Fear For Life

[dropcap]L[/dropcap]ebanese Prime Minister Saad al-Hariri has resigned, saying in a televised broadcast from Saudi Arabia that he feared for his life, while also fiercely criticising Iran. He accused Iran of sowing “fear and destruction” in several countries, including Lebanon.

Mr Hariri’s father, former prime minister Rafik al-Hariri, was assassinated in 2005. The Hariri family is close to Saudi Arabia, Iran’s regional competitor. Mr Hariri has been prime minister since December 2016, after previously holding the position between 2009 and 2011.

“We are living in a climate similar to the atmosphere that prevailed before the assassination of martyr Rafik al-Hariri,” he said in the broadcast from the Saudi capital Riyadh. “I have sensed what is being plotted covertly to target my life.” Mr Hariri also attacked the Iran-backed Shia movement Hezbollah, which wields considerable power in Lebanon.

Addressing “Iran and its followers” he said Lebanon would “cut off the hands that wickedly extend into it”.Iran said the resignation would create regional tensions and rejected Mr Hariri’s accusations as “unfounded”.BBC reports that Mr Hariri has made several visits in the past few days to Saudi Arabia, whose leadership is strongly opposed to Iran.

His announcement came a day after a meeting in Beirut with Ali Akbar Velayati, an advisor to Iran’s Supreme Leader Ayatollah Ali Kahmenei. Taking up the prime minister’s office last year, Mr Hariri promised a “new era for Lebanon” after two years of political deadlock.

The coalition government he led brought together almost all of the main political parties in Lebanon, including Hezbollah.

Senator Dino Melaye Pelted With Stones In Kogi

[dropcap]N[/dropcap]igeria controversial Senator Dino Melaye representing Kogi West was saved from being injured by security officials on Saturday during the Kaaba Day celebration when suspected political thugs pelted him with stones and other dangerous objects. The senator was pelted with stones and other dangerous objects at the township stadium, venue of the celebration after announcing a paltry N3m donation.

Governor Yahaya Bello  got the news of the attack on the senator and made a U-Turn before he reached the venue. Senator Melaye, who arrived the venue at about 11 ‘o’clock in the morning, was welcomed by a crowd as he posed for photographs with supporters.

He was then invited to make a speech and announce his donation before the arrival of the governor who was already in Kabba for the occasion. Shortly after Melaye announced a donation of N3m cash, he headed for his car, but some suspected thugs started throwing stones and other objects at him as he made for his G-Wagon.

The security men had to use tear gas to bring the situation under control.

Meanwhile, all the security apparatus of the governor, led by his ADC and the Chief Details, were at the venue ahead of Governor Yahaya Bello who was expected to grace the occasion. When news of the attack on Melaye reached the governor, he decided to boycott the event and, instead, sent his donation of N20m on behalf of the state government.

The swift intervention of security personnel on ground saved the day, as one of the thugs was arrested and whisked away in a prison van with registration number PS 300 A/O.

Customs FOU, Zone ‘A’ impounds three Dangote Cement Trucks over alleged smuggling of 6,206 bags of rice

Mohammed Garba, led Federal Operations Unit, FOU, Zone ‘A’  proactive team has vowed not to relent in the national assignment of ridding the country of contraband items, describing smugglers as economic saboteurs who are bent on circumventing the law.  The Federal Operations Unit (FOU) of Nigeria Customs Service (NCS), zone ‘A’, Ikeja has seized Dangote Cement Truck, nine others with not less than 6,206 bags of smuggled rice.

  Briefing Journalists on Wednesday in Lagos, the Customs Area Controller of the unit,  Mohammed Uba Garba explained that the trucks were impounded between 4th—31st October, 2017.  Other items seized are 59 Sports Utility Vehicles (SUV), Sixty-seven (67) bales of second hand clothing, six hundred (600) cartons of foreign poultry products, thirteen (13) parcels of Indian hemp, four hundred and five (405) pieces of used tyres and fifty-four (54) kegs of foreign vegetable oil.

 Mohammed Uba Garba said:“Similarly, two containers were also seized for contravening customs law. While one of the containers carried used fridges, 270 cartons of refined sunflower oil, 55 pieces of used gas compressors, 18 packs of juice and other assorted items as against cooking gas declared in the SGD, the other container was carrying 147 bales of printed wax and 168 of lace material as against new electronics declared in the SGD.

 “These containers are seized for carrying contraband and entered under false declaration in order to beat the system contrary to the Customs and Excise Law Section 147. Also, a 1×40 container suspected to be carrying prohibited goods is under prohibition.

“It is instinctive to note that a total of six (6) suspects have been arrested relating to these 120 seizures. The Indian hemp will be handed over to NDLEA for further action”.

  The Controller stated that the unit through interventions recovered one hundred and forty-four million, four hundred and thirty-three thousand, five hundred and twenty-four naira (144,433,524) from duty payments and demand notices on general goods that tried to circumvent the law at seaports, airports and border stations through wrong declaration, transfer of value, underpayment of duty accrued to the federal government of Nigeria within the weeks under review.

 He said that “Between 4th-31st October, 2017, his unit has intercepted various contraband with Duty Paid Value (DPV) of One billion, three hundred and fifty-three million, six hundred and seventeen thousand, one hundred and four naira, eight Kobo (N1,353,617,104.08) only.”.

  Recently, Dangote Group embarked on a massive campaign, soliciting the assistance of the public to help curb the trend. Giving details of how one of the trucks was impounded, Customs Area Controller of the unit, Mohammed Uba Garba explained that the driver initially did not want to stop for inspection.  Garba said: “The driver did not want to stop. He told customs personnel that he was carrying cement. But, upon examination, we discovered that bags of rice were embeded in between bags of cement”.

      In a public statement recently, the Management of Dangote Industries Limited (Dangote Group) appealed to members of the public to assist in monitoring and reporting both recklessness and illegal haulage of contrabands goods by some of its truck drivers.  The company also  set up hotlines for the public to report such truck drivers, with a promise to appropriately compensate calls that lead to arrest of errant drivers.

 The company explained that trucks belonging to Dangote Cement are only allowed to carry cement, high grade gypsum and coal; those belonging to Dangote Sugar (NASCON) are authorised to carry only salt and Dan Q seasoning; and trucks belonging to Agrosacks, the bags producing arm of Dangote group, can only carry bags, belonging to Dangote flour mills, wheat, flour and Danvita.  The FOU, Zone “A” Controller praised his men for a major seizure that had been made by the team in the recent time  and promised  that his proactive team will never  compromise  in the national assignment of ridding the country of contraband items.

Hassan Bello at Stock Exchange as more investors indicate interest in Nigeria’s economy

 The NSC boss was part of the closing Gong Ceremony and had a brief chat on market development with some management team present during his visit.    Meanwhile, the Secretary, Presidential Enabling Business Environment Council (PEBEC), Dr Jumoke Oduwole has said that investors are beginning to show renewed interest in Nigeria’s economy.

  Speaking on Thursday at an International Investment Conference organised by the Lagos Chamber of Commerce and Industry (LCCI), Oduwole said: “Stock market rallied at 36 per cent since the beginning of the year”.

 Oduwole, who also serves as the Senior Special Assistant to the President on Industry, Trade and Investment added: “From January to August, about 22 billion dollars of investment has been announced in 41 projects across 22 states in Nigeria.

“Capital inflow into the country has almost doubled to 1.8 billion dollars in the second quarter compared to the figure in the first quarter. “The Economic Recovery and Growth Plan (ERGP) identified the ease of doing business as a critical factor for driving industrialisation and investment,” she said.

Oduwole noted that as the government continued to implement the ERGP and improve the business environment, the investment climate of the economy would be impacted positively. According to her, various reforms and policies initiated by the government spurred the improvement of Nigeria’s ranking from 169 to 145 on the recently released World Bank’s Ease of Doing Business Report.

She said that government would continue to pursue reforms aimed at stimulating the economic growth and boost the inflow of investment into the country.

Earlier, Dr Okechukwu Enelamah, the Minister of Industry, Trade and Investment, said that the Federal Government was passionate about rapid and sustainable development of the industrial sector.

He said that the government was committed to resuscitating the ailing industries, evolving various reforms and incentives that would deepen industrialisation of the economy.

 The minister was represented by Mr Olajide Bamidele, the Assistant Director, Investment Promotion Department in the ministry.

Also in her remark, Mrs Eme Essien, the Country Manager, International Finance Corporation (IFC), urged Nigeria not to rest on its oars based on its improved ranking on the Ease of Doing Business Report.

Essien urged the government to encourage collaboration and set targets that would assist it to achieve sustainable development. President of LCCI, Mrs Nike Akande, also used the opportunity to commend  the improvement in Nigeria’s ranking by the World Bank.

SON Seals Warehouse in Lagos, Raids Substandard Products

[dropcap]T[/dropcap]he Standards Organisation of Nigeria (SON) has sealed a warehouse and shops stocked with unfortified pasta, flour and sugar in different areas in Lagos State.It also raided major markets in the state as part of its ongoing efforts to stem the tide of substandard products in the country.

The Director-General, Osita Aboloma, said the warehouse and shops contained products that were unwholesome and therefore risky for human consumption.He said the products were smuggled in with no import documentation and registration numbers, adding that they could lead to dangerous health hazards to unsuspecting consumers who buy them.

Aboloma said the raid followed intelligence reports from sister security agencies and the cooperation of patriotic Nigerians, adding that the enforcement exercise would continue as a way of ensuring that only goods that meet the minimum requirements of the Nigeria Industrial Standards (NIS) or other approved standards are sold in the country.
“The seized products do not meet our standard specifications, a critical part of which is the regulation on fortification with Vitamin A. There were no documentations to show how they got into the country and evidence of being registered under our electronic product registration scheme. They are not supposed to be on our shelves,” Aboloma said.

He said the sale of unfortified pasta, flour and sugar in the country is particularly worrisome considering that there is a government policy on their fortification with Vitamin A as a way of preserving the sight of Nigerians. “Flour, pasta, vegetable oil and sugar are foods that Nigerians consume regularly and if they are not fortified with the necessary vitamins as provided in the relevant standards, the Nigerian consumers would be prone to such illnesses as blindness and other sight problems,” he said.

Aboloma, who was represented by the Deputy Director, Market Surveillance, Suleiman Issa, added that the campaign to eradicate substandard imported sugar, flour and flour products in the country would continue, assuring Nigerians that wherever these products are found, they would be removed.

“These products have not been registered with SON for traceability and quality verification. I will advise Nigerians to look out for the registration numbers of SON and NAFDAC on imported food products before purchase. Any uncertified, unregistered and smuggled product is very risky and most likely unwholesome for consumption. Any pack of these imported non-conforming flour-based products found in our markets would be removed and the owners held accountable until they take us to the source”, he said.

The State Coordinator, Lagos Office III, SON, Mrs. Ngozi Ekwueme, warned that the consumption of the products that lack Vitamin A fortification puts the average Nigerian who patronises them the most at a risk of blindness.
The Manager, Globus Supermarket, whose warehouse was sealed, said he lacked knowledge of the implications of consuming these products.

He urged the Federal Government to do more enlightenment programmes to educate the vendors and consumers.
