Rivers PDP Chairman, Bro. Felix Obuah Lauds Gov Wike Over UN Award

[dropcap]T[/dropcap]he Chairman of Rivers State Chapter of the Peoples Democratic Party, PDP, Bro. Felix Obuah says the conferment of Global Human Settlements Outstanding Contribution Award on Gov. Nyesom Wike by the United Nations Sustainable Development Goals (CDGs) in far away United States of America is a proof of governor Wike’s leadership qualities.

Bro. Obuah in a statement in Port Harcourt, the Rivers State Capital said Gov. Wike does not deserve anything less because he has worked hard to ensure that the economy of the State is turned around from the mess it was plunged into by the previous administration.

According to the State PDP boss, the good governance and sense of belonging being enjoyed by all strata of the Rivers people is not a happenstance, but a product of self-sacrifice and sound knowledge of management of human and material resources by the State Chief Executive.

Bro. Obuah however noted that the joy is not only the Award per se, but the fact that the dispassionate world has been watching and has confirmed the landmark achievement of the PDP-led government in Rivers State in just two years in office inspite of the lean financial resources available to the State.

“All we can make out of all this, and which is why we are happy is that we are on course with respect to our electioneering campaign promises and by God’s grace we’ll do much more than we promised before the end of the tenure. The avalanche of awards on His Excellency from within and outside the country to us therefore, is a marked endorsement and appreciation of good governance by the Wike administration but most importantly, a challenge to spur him into greater action. I strongly believe he will deliver given a peaceful atmosphere necessary and wish to reassure you that he will not fail,” Bro Obuah declared.

The State PDP Chairman while congratulating the Governor for the well-deserved Award, also enjoined the good people of the State to remain focused and steadfast in their support for Gov. Wike and discountenance the snares and deception of the enemies of progress who are not happy that they have been dislodged from lording it over the people for their own self-enrichment.

Man murders wife in Kaiama community, Bayelsa

[dropcap]I[/dropcap]t was a black Sunday for the residents of Kaiama community in Kolokuma-Opokuma Local Government Area of Bayelsa State as a man, identified as Edwin Vincent, aged 24, allegedly killed his wife, Joy Michael with a machete.

It could not be ascertained why the man, a native of Uwheru in Ughelli North Local Government Area of Delta State murdered his 21-year-old wife.

However, a source from the community said that the deceased was allegedly attacked in the forest, where she went on a fishing trip.

The state Police Public Relations Officer, Mr. Asinim Butswat, has confirmed the incident. He said: “On November 5, at about 8:30a.m., one Edwin Vincent, aged 24, a native of Uwheru in Ughelli North Local Government Area of Delta State, but residing at Boro Camp, Kaiama in Bayelsa State, attacked and killed his wife, one Joy Michael, aged 21.

“The deceased, Joy Michael, went fishing in a nearby river with her neighbour, one Juliet Philip (female), when the husband attacked and killed her with a machete.

“The suspect has been arrested and he has confessed to the crime. Investigation is on to ascertain the motive behind the murder.”

West Ham sacked Billic , Appoints David Moyes as New Manager

[dropcap]W[/dropcap]est Ham have appointed former Everton and Manchester United boss David Moyes as their new manager, the struggling Premier League club announced on Tuesday. “We believe David is the right man to turn things around and get the best out of the players at the club,” joint chairman David Sullivan said.

The Hammers sacked manager Slaven Bilic on Monday after a poor run of results that have left the east London side languishing in the relegation zone. Sullivan believes Moyes, 54, is the perfect choice to steer the club to safety.

“We need somebody with experience, knowledge of the Premier League and the players in it, and we believe David is the right man to turn things around and get the best out of the players at the club. “He is highly regarded and respected within the game, and will bring fresh ideas, organisation and enthusiasm.” Moyes has been out of management since he resigned from Sunderland at the end of last season, having failed to save them from relegation.

Despite that, and an underwhelming stint in Spain with Real Sociedad, Sullivan and his co-chairman David Gold are backing him to help shore up a leaky defence as well as getting the best out of big-money summer signings Marko Arnautovic and Javier Hernandez.

Bilic was let go following a chastening 4-1 loss to Liverpool at the London Stadium on Saturday that leaves them 18th in the table and facing a fight for Premier League survival.

Bilic, who also played for West Ham, is the fourth Premier League managerial casualty of the season following the departures of Crystal Palace boss Frank de Boer, Leicester manager Craig Shakespeare and Everton’s Ronald Koeman.

President Muhammadu Buhari has proposed a budget of N8.612 trillion for the year 2018.

[dropcap]T[/dropcap]he President gave the breakdown of the 2018 Appropriation Bill, while addressing a joint session of the National Assembly on Tuesday. President Buhari told the lawmakers that the proposal is based on an oil benchmark of $45 per barrel, an oil production rate of 2.3 million barrels per day, an exchange rate of 3.5 percent, inflation rate of 12.4 percent and a real GDP growth of 3.5 percent.

According to the President, out of the N8.612 trillion, N3.494 trillion has been proposed for recurrent expenditure, and N2.428 trillion for capital expenditure – excluding the capital component of statutory transfers. The Buhari administration plans to use N2.014 trillion for debt service, N46 billion for statutory transfers and N220 billion as sinking fund to retire maturing bonds and pay local contractors.

Total capital expenditure, including the capital component of statutory transfer, is N2.652 trillion. “In keeping with our policy, 30.8% of N2.652tn of aggregate expenditure, inclusive of capital statutory transfers has been allocated to the capital projects. We expect our fiscal operations to result in a deficit of N2.005tn or 1.77% of GDP,” the President said.

According to him, the reduction in the budget deficit for 2018, compared to 2017, is in line with his administrtion’s plan under the Economic Recovery and Growth Plan to progressively reduce the deficit and borrowings. “We plan to finance the deficit partly by new borrowings, estimated at N1.699tn. Fifty percent of this borrowing will be sourced externally, while the balanced will be source domestically,” he said. “The balance of the deficit of N306bn is to be financed from proceeds of privatisation of some non-oil assets by the Bureau of Public Enterprises.”

Debt profile

There has been a lot of concern about the country’s debt profile and with the amount proposed for debt service N2.014 trillion, the President offered some explanations about what his government is doing about the issue.One of the steps taken so far is to closely monitor the debt service to revenue ratio, according to him.

He said, “We shall address this ratio through our non-oil revenue generation drive and restructuring of the existing debt portfolio. “Presently, domestic debt accounts for about 79 percent of the total debt. Our medium-term strategy is to reduce proportion to 60 percent by the end of 2019 and increase external debt to 40 percent.

“It is noteworthy that re-balancing our debt portfolio would enhance private sector access to domestic credit. In addition, annual debt service costs will reduce as external debt are serviced at lower rates and retained over a longer period than domestic debt.”

Gov. Okowa to embark on the construction of bad roads in Delta State

[dropcap]T[/dropcap]he Delta State government is set to leverage on the fast approaching dry season to ensure the speedy completion of some of the ongoing federal road construction and rehabilitation projects embarked upon by the current administration.

Flanked by his Ministry of Information counterpart Mr Patrick Ukah, the Delta State Commissioner for Works, Mr. James Aguoye says the Ifeanyi Okowa led administration is keen at ensuring that the road projects are completed in record time which will help to beef up the social-economic life of Deltans, particularly the rural dwellers

The state of most federal owned roads are gradually turning into death-traps despite the billions of naira earmarked for their maintenance in the budget every year and consequently most of the people who bear the brunt of the negative effect of a bad road are usually residents in the states where these roads are located

One of such roads is the old Lagos Agbor road and the Ughelli-Asaba road at the verge of collapse caused by erosion.The State Commissioner for Works, James Aguoye acknowledged the need to fix and maintain these roads for the benefit of Deltans and others who ply the road.

“The old Lagos/Asaba road, Agbor, actually, it is a federal road which we (the delta state government) took over in 2009 is now being expanded from the initial 7.3 meters to a dual carriage way.

“As you can see, the bridge is almost being completed; again, there was a dire five from the federal ministry of transport that there would be a text run of the federal government rail by the end of this month. That is why we are working day and night to ensure that we meet the target.

“Once that is done, we are sure that the contractor handing the road would be ready to hand it over to the state government before the end of January, 2018”.

Their next point of call is the 1.175 kilometer cable point road dualisation which is fully completed and ready for commissioning

Other roads inspected are the 1.2kilometer Owa-Alidinma road project, Ute-Okpu/Owa Alero road project, the 24 kilometers Nsukwa/Ijeme Aliogor road project and the 5.4kilometers Owa Alero road dualisation.

He added that the current administration is taking the road construction and rehabilitation project very seriously as part of its deliberate determination in ensuring that all the rural areas are completely linked to the urban centres

“The administration of Ifeanyi Okowa is laying much emphasis on making life more comfortable for our people”.

In the recent past, state governments have asked the Federal Government to hand over some federal roads to the states since it appears that the government lacked the required funds to fix roads.

Niger Delta: Ndoma-Egba Appeals To Avengers To Sheathe Swords

[dropcap]T[/dropcap]he Chairman, Niger Delta Development Commission (NDDC), Sen. Victor Ndoma-Egba (SAN), has appealed to the Niger Delta Avengers to reconsider its threat for renewed hostilities and bombings of oil installations in the region. The chairman made appeal in a statement in Abuja on Monday, signed by Clara Braide, the Special Adviser Communication to the Chairman, NDDC.

Ndoma-Egba appealed to the group to tow the path towards a peaceful resolution of all contentious issues.
He urged the group to sheathe their swords and also advised that violence will lead nowhere but aggravate the situation. He stressed the damage done would be felt by the region that is already overstretched and earnestly needs rapid development.
The NDDC Chairman said that the Commission is doing all it can to intervene towards finding a lasting solution and appealed that dialogue be maintained with the Federal Government toward a path of peace and sustainable development.
Ndoma-Egba said: “Our environment is already polluted and is in dire need of restoration, destroying oil pipelines and installations would further destroy our environment and expose our people to sickness and untold hardship.
“It would worsen our already bad situation and expose innocent women, children and youths to grave danger.
“We appeal to NDA to still give the Government and Stakeholders more time. Resuming hostilities will be detrimental to all parties involved whether the NDA, the Region or the Government.“At the end of the day it is the region that will be badly damaged and set backwards.
“NDDC is not resting on its oars in our efforts to finding a peaceful and permanent resolution of issues of development as the Commission has strategic intervention plans that should transform the region. To achieve this, however, peace is a must.” Ndoma-Egba emphasised that President Muhammadu Buhari means well for the Niger Delta region and has already demonstrated this in various ways and would continue to address the issues.
He said: “The region is the Goose that lays the Golden Egg; it is our collective patrimony and should not be destroyed.“We would be doing a great disservice to ourselves and our future generations if we continue to destroy our own God given heritage in order to prove points that are already proven. “I passionately appeal to the conscience of our people to give the region a chance to heal. Give us a chance to rebuild and restore the glory of our region.”
The militant group, which halted attacks on oil installations in the Niger Delta region last year following various appeals from the Niger Delta leaders, has renounced the ceasefire.
The group in a statement by its spokesperson, Major General Murdoch Agbinibo, disowned the members of the Pan Niger Delta Forum, who are intermediaries between it and the government.
The group is led by the former Federal Commissioner for Information, Chief Edwin Clark, who had also appealed to the group to maintain the existing peace.

[dropcap]T[/dropcap]he Chief of Naval Staff, Vice Admiral Ibok-Ete Ibas, said Monday that the Nigerian Navy had reinforced security measures to militant insurgency, sea pirates, kidnapping and illegal bunkering.
Ibas, who spoke after the inspection of facilities at the Naval Engineering College, Sapele, Delta State, reassured multinational oil companies that despite the recent threat by the NDA, the navy would protect their staff and oil facilities in the Niger Delta region.
His words: “Nigerian Navy has implemented various security measures to curb militant insurgency, sea pirates, kidnapping and illegal oil bunkering in the region.
“For sea fearers who use the sea, Navy is ready to protect seafarers who are on legitimate businesses.”
Ibas said the Navy had deployed its men at strategic locations to ensure that the waterways were safe for International Oil Companies to carry out their legitimate duties in the Niger Delta region.
The navy boss also urged the public not to panic because of the threat by militants as the navy has the professional capacity to curtail the menace in the region.
Ibas said: “We will work in collaboration with other sister security agencies to fight against pipeline vandalism, illegal oil bunkering and sea-piracy as well as protection of the international territorial waterways.”

NIMASA TAKES BREAST CANCER AWARENESS CAMPAIGN TO HOST COMMUNITIES

The Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA) Dr. Dakuku Peterside and other Members of the Agency’s Executive Management, during the Breast Cancer Awareness Campaign tagged “Taking Action Together Against Breast Cancer” in Lagos recently.

Peterside made this known recently when he led a 2.5 Kilometer walk through streets of Lagos, tagged “Taking Action Together Against Breast Cancer”, with the aim of creating awareness for the early detection of the menace.Speaking shortly before the walk commenced, the NIMASA DG noted that as an Agency of Government alive to its corporate social responsibilities, the walk aimed at taking action together against breast cancer has become desirable considering the rate at which ignorance has led to avoidable deaths.

“It is a known fact that prevention is better than cure, never again should any of our relatives or loved ones die because of ignorance. Our goal is to raise awareness and reduce the stigma of breast cancer through education on symptoms and treatment. We hope knowledge will lead to earlier detection of breast cancer which is associated with higher long term survival rates,” Peterside said.

While noting that the Agency’s health advocacy is part of NIMASA corporate social responsibility actions, Dr. Peterside announced free preliminary examination for breast related diseases at the Agency’s search and rescue base clinic. He said: “Our mission is to ensure NIMASA staff and Nigerians in general are aware that with adequate education and early detection, this generation can conquer breast cancer. NIMASA will provide support services such as mammograms test for early detection.

The Agency has commenced free mammogram test for all staff and interested stakeholders as part of effort to encourage early detection.  The NIMASA breast awareness campaign is part of the global awareness campaign which is tagged “pink month of October, dedicated to create awareness about breast cancer and how the scourge can be contained.

Notably, the World Health Organisation (WHO) had stated that awareness and understanding of breast cancer in Africa is generally low and in recent years, the organization floated several initiatives to increase breast cancer awareness among African women, and NIMASA is also towing this line to create awareness about the deadly scourge.

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) Director, Phumzile Mlambo-Ngcuka, told the News Agency of Nigeria (NAN) that there was the need to increase women development in Nigeria.
The UN women chief was at the Nigeria House where he met with the Nigeria’s Permanent Representative to the UN, Prof. Tijjani Bande and the Deputy Permanent Representative, Amb. Samson Itegboje.
Mlambo-Ngcuka had visited Nigeria in July 2017 alongside UN Deputy Secretary-General Amina Mohammed to push ways to address the many challenges confronting girls and women in the country.
Mlambo-Ngcuka pledged the support of the UN women agency in this regard, saying the men do a lot to position themselves. “So we will be working with other civil society,” the UN Women chief said. According to her, she was at the Nigerian Mission to give the Ambassador feedback on the visit to Nigeria.
She added that the briefing also included the progress the UN Women was making in Nigeria and the progress that Nigeria was making at the time of the visit. “We were able to renew our commitment to support girls that were affected by the abductions – the Chibok girls in particular. “We were also able to look at the women and girls who were in the internally displaced persons’ camps and their conditions.
“This is to make sure that we address any violations of their rights that may happen. The government has already taken steps to address that, which we appreciate,” she said. Mlambo-Ngcuka explained that the UN agency is doing a lot in the area of women peace and security in general in the country. “So it’s also supporting the different initiatives that government has in addressing the safety of women, including safe schools. So we were able to discuss the next steps.
She said the agency’s tactics was to join the activities of government to increase the awareness of the communities to what creates insecurity for the girls. She added UN Women would also support the girls that had come back from Boko Haram abduction to de-stigmatise and to ensure their successful integration.
She commended Vice President Yemi Osinbajo for the way he handled the affairs of the country during the period he was in the saddle as the Acting President.
“When we were in Nigeria, we met with then Acting President and we really found each other on the same page and that’s why already we are seeing some follow-up. “This includes the fact that he is a ‘HeForShe’ and he’s then committed to relaunching the ‘He For She’. “We will relaunch the ‘HeForShe’ now with the President – Muhammadu Buhari,” the UN Women chief said.

TARIFF SETTING MUST UNDERGO SET PROCEDURES FOR APPROVAL—SHIPPERS’ COUNCIL

[dropcap]T[/dropcap]he Nigerian Shippers’ Council (NSC) has again made it clear that increase in tariff must follow set procedures and scientifically decided before an approval is given to the service provider.The process according to the Council will involve all parties on a negotiation table after a formal request for such increase has been submitted to the ports economic regulator by the service provider.

The Executive Secretary, NSC, Barr Hassan Bello, said the Council wants to ensure that the provisions of the law as far as tariff setting by service providers were followed. Insisting on a competitive tariff system for the interest of shippers and the shipping community, Bello said the Council was laying emphasis on procedures being observed by service providers.

He explained that the Council was not adverse to raising tariffs or lowering them for that matter, but wants to ensure that all procedures are adhered to.

Bello said, “ All NSC is saying is not adverse to raising tariffs or lowering them for that matter, but there are procedures and these procedures are entrenched in the Nigerian laws, so we urge everybody to obey the law. The truckers are here, we are negotiating their tariffs. So, people should come and say, we want to raise tariff or we want to lower them as the case may be, because there are times when you need to do that. All we are saying is that you are operating in a clime of laws. Nigeria is country of laws, so please, come and abide with the laws of this country.”

He was also of the view that the tariffs in Nigerian ports have to be considerably competitive with tariffs in other neighbouring ports “especially those ports we are competing with.”

He assured that before taking any decision on tariff, the Council considers a lot of factors, adding that the personnel of the economic regulator were competent in this area.

He disclosed that the Council was working towards having a modern tariff system with the shipping companies.
According to him, the Council has been getting cooperation from shipping companies desirous of establishing a machinery for future tariff setting.

Bello said, “the issue of tariff is very important. We need to have a modern tariff system and we are working towards that, at least with the shipping companies. Now, tariff must be scientifically decided. We have to look at many factors. NSC has competence, well trained staff on tariff structure of the ports and we are looking at that.

“We are getting cooperation from the shipping companies who are actually desirous of establishing machinery for future tariff setting. We are looking at competitive tariffs. It can’t be all the same. But we have the minimum; we have the maximum within which to give them leverage. So this will emphasize the competition.”

Bello added that such tariff system among the service providers will be such that the shipper has an option to make an economic decision on which terminal to choose to get his goods out while enjoying efficient, affordable cost and other advantages.

“We need to see that the shipper has option. The shipper has the choice to take his goods where he has economic advantage. So, it is a question of efficiency. It is an economic decision by the shipper to say, let my goods come to terminal A rather than Terminal B because I get the goods faster, I pay less, I have efficiency, I have many other advantages”, he said.

On how far the Council has gone in terms of getting refund from the shipping companies who ordered by the Appeal Court judgment to refund illegal charges they had collected over the years on shipping lines agency charges, (SLAC), Bello said the matter was currently in the Supreme Court.

He said, “It is a court case in which the shipping companies have appealed to the Supreme Court. The case is now at the Supreme Court and that is the situation for now. But we are engaging stakeholders, the Ministry of Transportation is aware of this and also the Attorney General of the Federation.”

He however disclosed that the NSC was more interested in establishing machinery for objective tariff structure rather than some punitive issues.
