Yuletide: Seme Customs battle ready to checkmate smugglers and influx of illegal immigrants At Border

[dropcap]C[/dropcap]omptroller Mohammed Uba has stepped up patrol and security surveillance at the border between Nigeria and Republic of Benin, in order to check activities of smuggling and influx of illegal immigrants seeing yuletide period as the best time to carry out illicit trade across the borders.

Seme Border which is the busiest border within the West African sub-region, is sequel to the massive seizures of over 27 trailers of foreign rice, hard drugs, 21 vehicles comprising of exotic cars and other prohibited items intercepted recently by the Command.following the new directives of the current Customs Area Controller, CAC, of the Command, Comptroller Mohammed Uba, who is working tirelessly to curtail smuggling of offensive items into the country through the border, especially this month of December, where commercial activities are of the increase and officers of Seme Area Command are also battle ready to confront smugglers. You can give it to Comptroller Mohammed Uba as having performed, if the dictates of measuring feats recorded as par his Enforcement roles are subjected to scrutiny. Distinct from those roles, you can also give him a pat on the back as one that is bold courageous and reads in between the books of the Customs and Excise Management Act (CEMA) in drawing conclusions whether goods should be seized, detained or intercepted, which ever.

Since Compt. Uba came on board , movement at Seme is no longer business as usual, as the CAC himself is always on the field, even as he has another office at ECOWAS Joint Border Post, where he monitors activities from both sides of the border.It could be recalled that only last month, Seme Customs show-cased massive seizures of exotic cars, foreign rice, vegetable oil, used tyres, sugar, petroleum products, Tramadol and textile materials intercepted by the Command within a very short period.
Most outstanding among the seized items was a mini-truck fully loaded with smuggled rice underneath the engine
compartments, but still uncovered by operatives of Seme Command. Also, seven suspects were arrested in connection with the seizures.

Is Ambode Working Against Sanwo-Olu? … Governance On Sabbatical In Lagos:

[dropcap]I[/dropcap]f there should be anytime governance in Lagos should be topnotch, it is now. The ruling All Progressives Congress, APC is seeking to retain the mandate of voters in Lagos and its main challenger Jimi Agbaje, a known and popular brand of the opposition Peoples Democratic Party, PDP who is taking a shot at the top job for the third time by all standard not a pushover.  Agbaje who was taunted as Just kidding (Jk) during the last gubernatorial election in Lagos State proved his mettle. He gave a good fight and almost clinched the governorship seat. He should not be waved aside as inconsequential in this race.

Meanwhile, it appears the governance structures in Lagos have been suspended since the incumbent Akinwunmi Ambode lost his second term bid to Babajide Sanwo-Olu. Perhaps, this could be a deliberate ploy to ensure that the ruling party pays dearly for denying him a second term. The above theory gains credence in the light of the ongoing in Lagos. Contractors handling critical road projects in highly populated areas like Ikorodu have reportedly left sites when the governor allegedly reneged in making payments as at when due. The all important Agric-Ishawo-Arepo road that the government started since November, 2017, has been abandoned.

This writer gathered that construction firms have started moving his machineries out of sites signaling that the roads might never be completed. The story is the same at Igbogbo/ Bayeku Road in Ikorodu , houses were demolished for the road construction just for it to be abandoned shortly after Ambode lost second term ticket.

Ikorodu like any other high density local government area is critical to the victory of the ruling party. Worst still, the candidate of the PDP, Jimi Agbaje hails from Ikorodu. If the Akinwunmi Ambode-led administration has indeed agreed to work for the party preferred candidate Sanwo-Olu, he should not have abandoned Ikorodu, the stronghold of the main challenger of his party.

Whilst the quick intervention of the Lagos State House Assembly and the immediate reinstatement of former Lagos State Waste Management Authority, LAWMA boss, Ola Oresanya and sacked PSP operators had reduced the menace of heaps of waste that spiraled out of Governor Ambode’s control, there are still much areas that needed urgent attention ahead of the elections.

The nasty experiences of motorists and commuters in the last two months in Lagos should be a cause for concern.  This writer is a fan of Lagos Traffic Radio where harrowing tales of chronic gridlocks partly occasioned by bad roads and unending road constructions are lodged.

In Ambode’s Lagos, you can’t predict traffic again. Both during off peak and rush hours, the roads are usually locked down. From Ikorodu , Aja, Mile 2 to Lagos/Abeokuta expressway, it is a sad story. The plight of commuters and motorists plying Lagos/ Abeokuta Expressway has become a daily harrowing experience.

The Strabic Construction and other sub-contractors under Laralek Construction Limited that were awarded the long stretch Truck A Lagos/ Abeokuta Expressway don’t have the expertise to handle such huge project. They construct like apprentice bricklayers.

The trailer queue has stretched from Apapa, Western Avenue, Ojuelegba and now at Palmgrove, Ikorodu road. The trailers and tankers are permanently stationed the only alternative route to Island after Third Mainland Bridge. The question is, can’t the government get them off the roads and put in place a call system which will decongest the roads.

Even in the secretariat in Alausa, power outage has become a common phenomenon in recent weeks. This write confirmed this on Thursday, 1st November, 2018. The entire ministry of Information multi-storey complex was shut down due to power outage. Civil servants opened windows to survive.

We understand there was an Independent Power Plant that powers Alausa Secretariat, Lagos State University Teaching Hospital, LASUTH and the Court complex in Ikeja during the days of  former governor Babatunde Raji Fashola. What happened that everything gradually collapsed under Ambobe’s watch?

I chuckled when I read that the governor asked the people of Epe to forget the past and vote massively for the party’s governorship candidate, Mr Sanwo-Olu and President Muhammadu Buhari in the forthcoming general elections. Ambode should not be taken serious as his moves contradict his empty words.

He has irredeemably undermined the ruling party. Federal Mass Housing Scheme that would have become a strong campaign point for Buhari in Lagos was stopped by thegovernor because of his vindictiveness and hatred for Babatunde Fashola, his predecessor and current minister for Power, Works and Housing.

Thirty-five states including Federal Capital Territory have signed on and provided lands for Fashola to build mass housing except Lagos. In the same way, just to spite his predecessor, Ambode insisted that he would reconstruct Airport even when Federal Government was ready to take up the project.

What was the immediate response of the governor when one of his trusted lieutenants  from Epe division and a  serving commissioner in a thriving Ministry Of Energy, Olawale  dumped the party for the opposition Peoples Democratic Party, PDP.

Would Oluwo who enjoyed paraphernalia and comfort of government decamp to opposition PDP where his future is not certain without Ambode’s nod? I doubt.

The nebulous alibi to the alleged rancorous APC governorship primaries is just a camouflage and decoy. If he was so concerned about entrenching democratic tenets, he should have left APC immediate his principal lost the battle to another aspirant.

The boss at the Alausa Round House had shown his hands through Oluwo. Well, I don’t sympathize with the leadership of APC in Lagos. They were naïve enough to allow a chef they sacked in the morning to prepare the dinner for them.

I read that the governor has been begging and explaining why he dealt cruelly with perceived foes.

Compt. Mohammed Garba Says Regional Integration Imperative For Trade Facilitation …Lauds Knowledge Sharing Workshop On One-Stop-Border-Post

[dropcap]C[/dropcap]ompt. Mohammed Garba, Customs Area Controller, CAC, Seme Area Command of Nigeria Customs Service, NCS,  has said that regional integration is imperative for trade facilitation, as well as economic growth within the West African sub-region.

Comptroller Uba who was a participant at the just concluded knowledge sharing workshop for West and Central African regions on, ‘One-Stop-Border-Port, OSBP’,  organised by Usaid, World Bank, ECOWAS, NEPAD, JICA, Japan International  Cooperation agency and other development partners, commended the organisers for the initiative.

He explained that the workshop held at Atang Palace hotel, Accra ,Ghana, focused more on regional integration, trade facilitation and economic development for the sub-region.  Responding to question on what Nigeria stands to gain from ‘One-Stop-Border-Port’ operations; he pointed out, “Nigeria is a member of West African countries seeking regional integration for easy movement of goods, people and services along the Lagos-Abidjan corridor, just like that of East Africa. Therefore, Nigeria would derive a lot of economic benefits from regional integration, especially on legitimate trade across the borders”.

Comptroller Uba, stressed, “It would enhance trade facilitation, in order to boost economic growth and development in Nigeria and the sub-region at large”. He added, “Also, regional integration in West African sub-region aids the operations at Nigeria-Benin Republic joint border post”.

Apapa-Oshodi Expressway: requires very quick repairs

[dropcap]R[/dropcap]oad users in Lagos on Wednesday appealed to the Federal Government to speed up repairs on the Apapa-Oshodi Expressway to reduce the gridlock and accidents.  Some of the road users who spoke to The Grassroots Publishers in separate interviews said that the Expressway had been cut off by gullies and trucks, noting that the rehabilitation work was slow.

A bus driver, said that craters compounded gridlock while vehicles were compelled to ply only the Oshodi bound carriageway as double lane because trucks had blocked the Apapa bound carriageway. “Everywhere is blocked, it was tough crossing those pits with my car, that is why I am washing now’’ he said.

Malam Ado Dahiru, a businessman who deals in electronics between Lagos and some Northern cities, noted that the hardship on the road made movement difficult and almost impossible. “Trucks have blocked the other lane, this lane is cut off because of the gullies, refuse has blocked the median, commercial motorcycles are maneuvering through every little available space.

“It is difficult to drive or walk on this road, we need all round quick government intervention here,’’ he said.

A car dealer, Mr Nna Gerald, stressed the need to fix the road on time “because we are going through hell on a daily basis and we are not making sales.’’

“Tankers are always falling here and it is affecting our business, people who want to buy cars cannot because there is no road to move it out.’’Another car dealer, Mr Ogeri Charles, said he saw construction workers on the Oshodi-Apapa road last week, but that speeding repairs of the road became imperative.

“They are already working but the work is slow, a road like this requires very quick repairs because this road leads to the Apapa ports responsible for a lot of businesses in this nation,’’ Ogeri said.

Grassroots Publishers correspondents who took a trip on the road reports that the gullies have taken over the Trinity Bus Stop toward Berger (Under Bridge) while some vehicles were seen stuck in the craters in the course of navigating the depths covered with ponds on the Oshodi bound carriageway.

Responding, the Federal Controller of Works in Lagos state, Mr Adedamola Kuti, told Newsmen that a contract had been awarded for the reconstruction of the road. Kuti explained that the road had been officially handed over to the contractor, adding that workers were on site, fixing bad portions on the road. He promised that all the issues the stakeholders raised would be addressed very soon.

“We are going to make sure we make effective use of the dry season to repair a lot of our roads,’’ Kuti promised.

Don’t Indulge in Panic Fuel Buying, NNPC Advises Consumers

…Says Major Marketers’ Facilities are Pumping Fuel

…Assures Holding 2.6billion Litres of PMS Stock to Last 50 days

The Nigerian National Petroleum Corporation (NNPC) has assured petroleum products consumers across the country not to engage in panic buying as it holds 2.6billion litres of Premium Motor Spirit otherwise called petrol and 90,000 metric tonnes of Dual Purpose Kerosene (Diesel), saying the holding is expected to last 52 days, assuming no single drop of products is imported from now.

NNPC Group General Manager, Group Public Affairs, Mr. Ndu Ughamadu, in a release today in Abuja said the purported shut down of operations by Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN) would not affect products distribution as NNPC has ordered all its depots across the country and those of bulk purchase Marketers it recently entered agreements with to undertake a 24 hour operations to avert any shortages in products distribution in the country.

Ughamadu stated: “All NNPC depots, Petroleum Products Marketing Company (PPMC) throughput partner depots, the Major Marketers depots and depots of Depot and Petroleum Products Marketers Association of Nigeria (DAPMAN) members who signed the Bulk Purchase Agreement, BPA, with PPMC as well as NNPC Retail stations, Major Marketers Association of Nigeria (MOMAN) and Independent Petroleum Marketers Association of Nigeria (IPMAN) filling stations, will continue to operate at maximum levels to ensure uninterrupted distribution of petroleum products nationwide.

The statement said despite the threats by DAPPMAN government was committed to going ahead with settling the N236bn first tranche of the verified subsidy claims of the Oil Marketers in line with the approval of Federal Executive Council (FEC) and National Assembly (NASS) by Friday, 14 December, 2018 as noted by the corporation’s Chief Operating Officer, Downstream, Engr. Henry Nkem Obih in a statement recently.

The NNPC spokesperson advised members of the public to report to offices of the Departments of Petroleum Resources (DPR) across the states any fuel stations which attempts to take advantage of the situation to inflate products price, saying that the price of PMS remains N145 per litre.

Subsidy debt: Depot owners suspend shutdown of operations, give 5-day grace

[dropcap]T[/dropcap]he Depot and Petroleum Products Marketers Association (DAPPMA) has suspended its planned shutdown of depots across the country from loading petroleum products effective from 12-midnight on Sunday, Dec.  9. The suspension directive was conveyed in a statement issued by DAPPMA Executive Secretary, Mr Olufemi Adewole, at about 1.20 a.m. on Monday in Lagos and made available to the Newsmen.

Adewole said: “Recalls the association had issued a shut down directive to our members following the continuing indebtedness of the Federal Government to the petroleum marketers. “However, following the intervention of well meaning Nigerians including the National Assembly as represented by the Senate Committee of Petroleum Downstream and constructive engagement of the Federal Government team by the labour unions most affected by the disengagement of our personnel, namely, PENGASSAN, NUPENG NARTO, PTD,and DAPPMA.

“The union has resolved to recall its disengaged personnel for five days to give the Federal Government’s team the opportunity to conclude its process of paying marketers the full outstanding of N800 billion with the first tranche being the amount already approved by the Federal Executive Council (FEC).

“The association has acted in good faith to avoid unnecessary hardship which could befall Nigerians during the Yuletide season and we hope that government would make good its promise to see that those issues are resolved by Friday, Dec., 14, 2018 as promised.

“To this end, our disengaged personnel would be recalled on Monday, Dec. 10, and considering the reactivation time or hitherto shut down system, all depots with fuel stock should be fully active same day,’’ he said.

Adewole said that the conclusion of the debts payment would curtail the continuing wastage of public funds as interest accruing on the over N800 billion debt.

“DAPPMA depots are, therefore, advised to commence loading operations immediately and await further notification in respect of our long overdue payment,” he said.

reports on Sunday, at about 8.30 p.m., DAPPAMA had directed its members to shutdown all loading operations by midnight, adding that oil marketers had disengaged employees due to their inability to pay salaries.

It said that the Association took a bold step to stop the financial hemorrhaging of its members by the painful disengagement of its loyal workers after over three years of engaging with the government in the efforts to secure the payment of all subsidy induced debt owed marketers.

According to DAPPMA, to avoid owing staff without any hope of pay, it is hereby agreed that since all our staff have been disengaged, all DAPPMAN member depots are not in a position to operate hence will shut down all loading at midnight

DAPPMA said that the decision of government claiming to settle N236 billion out of the outstanding N800 subsidy arrears was not acceptable to its members, leading to Thursday, Dec.  6,  meeting which ended in a deadlock.

The association explained that the decision of government to pay the N236 billion through promissory notes was equally rejected by the oil marketers.

‘‘As the name suggest, promissory note is a payment instrument that is post dated. Based on this, when you approach the banks with the instrument, you don’t get the actual value on it.

“About 30 per cent is knocked off because government will be making the payment at a later date which ties down the bank’s capital,’’’ the association said.

He soars like an eagle and exudes reverence and integrity. A pragmatic leader full of benevolence; he gives hope to the hopeless, welfare succor to the poor and needy. To everyone who crosses his path, he is a light. He is a friend to the staff , a role model to the young,a helper to many and a visionary man.
Comptroller Mohammed Garba the present Controller in charge of Seme Border Command fits into the mold where scholars conclude that great men and women achieve success through hardwork and resilience. He remains the luckiest in terms of favourable circumstances. He is one of the few officers that have served round trip the most successful commands in Nigeria. Comptroller Mohammed Garba is not disposed to unnecessary talks and frivolities; a no nonsense man who had all through his leadership role in the service proved himself to be a leader that matches words with actions.

Since he was redeployed as the Customs Area Controller of Seme Border Command, he has magically turned around the operations of the command wise with unprecedented revenue generated since he took over.He has hitherto raised the performance bar of the unit to an exampled level in the history of the command. This is due to the fact that the refined officer is adjudged according to maritime watchers to be a revenue oriented officer as well as his encomiums emanated from commands with performance based on revenue. Comptroller Mohammed Garba wants to leave the Seme Border Command of the Nigeria Customs Service (NCS) better than he met it is not in doubt. This is because he is a man that is associated with result from his days in the lower cadre in the Service to this present position of the Controller of Customs. The new reformed Seme Area Command of the Nigeria Customs Service under Compt. Garba has engaged in a renewed effort of aggressive anti-smuggling operation there by tightening the land border against smuggling activities.

The command is deploying all necessary tools to ensure that the core mandate of the Service (revenue generation, facilitation of legitimate trade and suppression of smuggling) amongst others, is vigorously achieved. This is because actualising the functions of revenue generation and legitimate trade facilitation depend solely on how smuggling activities are aggressively suppressed to the barest minimum.It is against this backdrop that the anti-smuggling unit of the command has intensified its operations in order to curb the menace of trans-border crimes (smuggling) and other vices.
The ongoing aggressive patrol by the anti-smuggling operation unit of illegal routes and flanks of the border is yielding tremendous results and has translated to the seizure of numerous items. Comptroller Mohammed Garba disclosed that combating smuggling is a major responsibility that the Nigeria Customs Service is saddled with and as such, compliance with federal government fiscal policies is not an option to an institution that is bestowed with such enormous responsibilities.He further stated that officers are adequately motivated and re-oriented to execute their functions creditably and discretionally without compromise.

Compt. Garba further reiterated that in order to key into the presidential mandate (Reform, Restructure and Revenue generation), smuggling activities have to be confronted headlong in order to prevent revenue leakages. This reality has necessitated the proactive approach of the enforcement unit to ensure smuggling activities is maximally suppressed in order to enhance and boost revenue generation.
The Controller, while showcasing the seizures made last month, charged all officers and men to maintain the tempo in combating smuggling activities across the frontier.

2019 polls: Why Buhari didn’t sign Electoral Bill

[dropcap]W[/dropcap]ith the National Assembly threatening to veto President Muhammadu Buhari on the Electoral Act Amendment Bill, the controversy seems to be growing. President Buhari insists that signing the Bill will undermine credible elections next year. Besides, he says it will negate an ECOWAS Protocol which states that no electoral legislation should be passed 90 days before an election, according to Presidency source. Nigeria is a signatory to the protocol and the general elections are barely two months away.

The opposition Peoples Democratic Party (PDP) has urged the National Assembly to veto the bill.

Peoples Trust (PT) presidential candidate Gbenga Olawepo-Hashim berated the ruling All Progressives Congress (APC) and the PDP for quarrelling over the document.

He said both parties were playing pranks due to what he described as their hypocritical commitment to the proposed Electoral Act.

However, a Presidency source yesterday listed the reasons the President withheld his signature to the bill.

Besides, it was learnt, some senators have vowed to resist any plan by the National Assembly to veto the President on the bill. The source, who pleaded not to be named because he is not permitted to speak on the matter, maintained that the bill as passed by the lawmakers was full of “booby traps” that could compromise the credibility of next year’s elections if signed into law.

According to the source, electronic transmission of election results as provided for in the bill could be manipulated by hackers. The source described the controversy over the Electoral Act as an “unnecessary distraction” to blackmail the President into signing the law with his “eyes wide closed”, adding that the document “is a landmine laid in the path of the President by the PDP-led National Assembly, which is determined to force his hands, despite the fact that the President has unambiguously explained his reasons for not signing the Electoral Act”.

The source said:  ”The Act is fraught with dangers, which, if ignored, could only create chaos and confusion during the 2019 elections.

“The President is validly worried about the loopholes in the Electoral Act that could undermine the will of the people.

“Forcing the hands of the President to sign the amended Electoral Act in its present form could result in chaos, thereby truncating the democratic process.

“We have discovered disturbing evidence that suggests that the nation’s interest has been sold off and all that the PDP will do is to hack into the mandatory electronic transmission of results to write whatever they wish and win. Government is determined to ensure that the votes count in the coming elections and have to do something to thwart their evil plan. “There is the issue of the so-called ‘fusion of votes’ by which the votes of party members in an alliance, without any form of merger can be counted for a candidate other than their own.”

The President had on Friday returned the Electoral Act (Amendment) Bill 2018 to the National Assembly, urging the lawmakers to revisit his earlier observations on what he called “observed errors”.

President Buhari in his December 6 memo addressed to Senate President Bukola Saraki and House of Representatives Speaker Yakubu Dogara, urged the lawmakers to save democracy by ensuring the law comes into effect after next year’s elections.  It was the fourth time the President will rejected the bill.

But the House of Representatives, through its spokesman Abdulrazak Namdas, said the President’s memo had not been officially communicated to the Green Chamber.
