DELTA MONARCHS CALL FOR REHABILITATION OF FAILED FEDERAL ROADS ACROSS THE STATE

[dropcap]T[/dropcap]he Delta State Council of Traditional Rulers has appealed to the Federal Government to fix federal roads in delta state which are in deplorable conditions. The monarchs made the plea in an eight point communique issued at the end of their meeting in Asaba.

The chairman of the council, Dr Emmanuel Efeizomor 11, who was flanked by the first vice Chairman, Major General Felix Mujakpuero, (retired) Orhue 1, and 2nd vice Chairman, kalanama V111, said the call had become imperative in view of the economic contributions of Delta State to the development of the Nation.

The Council also asked the Federal Government to, as a matter of urgency, embark on the dredging of waterways in Delta State to facilitate the free flow of water and avert perennial flooding in parts of the stste.

The traditional rulers appealed to applicants to kingship stools to do so through the right channel, saying that the presentation of  official staff of office to any deserving traditional ruler – elect and coronation should be done in the open and in the full glare of the people  to restore credibility and avert friction.

The royal fathers congratulated  the Federal and Delta State Governments on the successful completion and commissioning of the President Goodluck Jonathan Railway Station, Owa OyIbu in Ika north east  local government area.

Disturbed by the level of destruction of major and rural roads in Delta state by heavy duty Dangote trucks, the monarchs tasked the Dangote group to, as a matter of urgency, set up State Zonal discharge points from where lighter distribution vehicles could meet the needs of rural communities.

The Delta monarchs congratulated the Delta State Government on the effective dissemination of its policies and programmes, particularly on radio but urged government to focus attention on improving facilities on the state owned  television station in order to adequately showcase the great achievements of government in all its ramifications.

The meeting was attended by traditional rulers from across the state.

Horrifying stories about Awkuzu SARS and CSP James Nwafor

[dropcap]C[/dropcap]SP James Nwafor was accused of masterminding the disappearance (or possibly death) of hundreds of people whose where about are still unknown in Anambra.

The Commander of Anambra State Special Anti-Robbery Squad (SARS), CSP James Nwafor has been accused of killing over 100 people and dumping their dead bodies in Ezu river, a borders between Enugu and Anambra.

CSP Nwafor (now retired), the SARS Commander in Awkuzu between 2012 and early 2016, was accused of masterminding the disappearance (or possibly death) of hundreds of people whose whereabout are still unknown in Anambra State.

The situation was so serious that Amnesty International carried out two phases of investigations (in 2014 and 2016) into the activities of Awkuzu SARS and produced damning reports of torture, unlawful killings, disappearance of detainees, unlawful arrests and prolonged detentions without trial that take place at the unit.

Other atrocities linked to the Nwafor-led Awkuzu SARS include conversion of suspects’ properties to personal use and the demand and collection of outrageous sums as bail fees in exchange for freedom.

CSP Nwafor was redeployed in 2016 after a series of petitions were made against him in connection to severe human rights violations.

On the 12th of September 2016, CSP Nwafor was recalled to Awkuzu SARS but his return was met with strong opposition from human rights groups within and outside the state.

Following the strict oppositions that kept growing, Nwafor was removed from Awkuzu SARS in less than two weeks. He was reposted to the Administrative Department at the State Command Headquarters, Awka where he worked until he retired in April, 2018.

Shortly after CSP Nwafor’s retirement, it was rumoured that the Governor of Anambra State, Willie Obiano, has appointed him as his Senior Special Assistant on Security Matters in 2018.

The appointment was again heavily criticized by human rights groups and civil society actors in the state who referred the state government to the many cases of severe human rights violations linked to CSP James Nwafor when he was head of SARS.

Some of the human rights groups that fought against CSP James Nwafor’s impunity are:

  1. Amnesty International
  2. Network on Police Reform in Nigeria (NOPRIN)
  3. International Human Rights and Equity Defense Foundation (I-REF)
  4. Civil Liberties Organisation (CLO)
  5. International Society for Civil Liberties and Rule of Law (INTERSOCIETY), etc.

Amidst the nationwide #EndSARS protest, Nigerians are calling on relevant authorities to investigate CSP James Okafor who hails from Ezza North Local Government in Ebonyi State.

Nigerians have seized the opportunity to narrate their awful experiences with the 59-year-old former SARS commander and other activities of Awkuzu SARS unit.

HAVE THE SARS OPERATIVES, DONE MORE HARM THAN GOOD?

[dropcap]L[/dropcap]ike the saying goes, “It is easier to pull down than to put up; easier to destroy than to build.” The current agitation by a large section of the country to dissolve the Special Anti-Robbery Squad (SARS) leave a bitter taste in the bud.

It is pertinent to buttress that Nigerians, being attuned to the vestibules of Democracy, have a right to air their views and opinions, but that should be exercised in proper way and manner, obeying the rule of law and adhering to the precepts of decorum.

The drift into violent destruction of properties (Public & Private), molestation and manhandling of Security Personnel is tantamount to a breach of peace, which could incur the wrath of the law. The Inspector General of Police (IGP) a man attuned to the yearnings and aspirations of the hoi polloi, responsively disbanded the Special Anti-Robbery Squad.

It is pertinent to buttress that the IGP, a man of integrity and purpose; a man anchored in tides of greatness; the best in recent times; made the difficult decision to restore peace and tranquility in the country and to quell the mass protest inimical to the nation’s harmony.

It is quite a shame that people always forget their numerous and countless good, because of a few bad eggs. Like every thing that bothers on human nature, there must be elements of good and evil.

SARS, as integral to the Nigeria Police is made up of all manners of people, some good, some bad. So, it is disheartening that the actions of a few bad elements has led to the chant and clamour to truncate the selflessness of the countless good ones.

People are so quick to talk about the few cases of molestation and harrassment, but blind and deaf towards the countless lives the body have saved. Countless Nigerians sleep with their eyes closed because of the efficiency and efficacy of SARS in combating armed robbery and terrorism in all parts of the nation.

It is imperative to state that the chief reason why the Police is easily ridiculed and often lamblasted is because of the daily interface with members of the public unlike other security agencies and not necessarily because they are completely bad, incompetent or dishonest.

The Police Community Relations Committee (PCRC) being a critical stakeholder in the often selfless business of crime prevention, detection and community policing, wish to emphasise that the Police is our friend. They excel outside the shores of our great land, and come out tops when provided with right technology, good working environment, good packages, welfare, etc.

Most people, especially those blinded by the loud voices of the naysayers, quickly beat on the drums of harassment on civilians but failed to talk about the countless killings of Policemen and other security agencies. Are Policemen not Nigerians too?

Many are quick to voice out their contempt for SARS operatives, but are tight lipped when heinous crimes are committed against the Men and Women in Blue.

The CP, Delta State Command, who I can attest without fear or favour, has been very outstanding, a disciplinarian who always ensure that Justice is served at all times in respective of who is involved, has lost some of his personnel on this clamour to an End to SARS, yet taking it in his strides, he continues exercise intervention with human face, even in the face of direct provocation.

Nobody is talking about the poor funding of the Police, which has negated effective and efficient Policing in the nation. Nobody is talking about lack of proper welfare packages for Police Officers, which is largely attributed to the low morale and enthusiasm in the police system.

Nobody talks about the many sacrifices made by the Police, who often use their meagre savings and salaries to combat crime and criminality in their locale when it becomes inevitable in the line of duty. Nobody talks about the endless abuse and insults meted out to the Nigeria Police in the carriage of their duties.

Nobody is talking of the inadequacies and the shortage of manpower, nobody cares about shelter and work vehicles, and sundry equipments for the police. All that resonates is the outs of many is the chant of ‘CRUCIFY THEM’, especially those standing behind the divide of justice and good ethics.

Before we jump on the bandwagon and overreach it on the #ENDSARS rant, ask yourself, ‘HAVE THE SARS OPERATIVES, DONE MORE HARM THAN GOOD?

We should preach reform, training and retraining of police until we get it right,rather than outright scraping. This set of police remain part of the police institution. If they are not disciplined and trained to be good ambassadors of the police institution, wherever you redraft them, they will still constitute the perceived social nuisance and drag the hard earned reputation of the police into the mud. Reformation is the watchword. My two kobo opinion.

#ENDSARS protests an indication of failure in country’s leadership -Okowa

[dropcap]G[/dropcap]overnor of Delta State, Dr Ifeanyi Okowa has said, the ongoing nationwide #ENDSARS protests over police brutality in the country was a reflection of leadership and family failures over the years.

Okowa stated this while addressing the protesters at Government House, Asaba, on Tuesday, said that there wouldn’t have been the need for the protests if leaders were accountable to the people.

He told the protesters that as youths of the nation, they had every right to organise themselves to protest against societal ills.

The governor announced the constitution of a five-member Police Complaints Committee, with two representatives of the youths as members.

He commended the youths for conducting the protest peacefully and acknowledged that some of the issues raised by the protesters were germane and would be addressed.

“I want to appreciate all of you for ensuring that you are conducting a very peaceful protest; there can be nothing better than peace and that gives me a lot of feeling that our youths can be better organised.

“I am glad that you have gathered yourself nationwide to protest this injustice as regards police brutality.

“I know that through social media we are able to organise ourselves, but I can see a lot of maturity in your organisation and I must commend you for that.

“On our part as leaders we acknowledge the gap and that we have failed even as parents. In my own home, when my children spoke concerning this protest, I realised that they were as pained as you and that is the same pain that every Nigerian youth is going through,’’ Okowa said.

 

He added that “as leaders, this protest has also brought to the fore that we have failed ourselves.

“Your voices have been heard loud and clear; SARS has been banned but I assure you that we are not keeping quiet.

“When I commended the IGP for disbanding SARS, I did acknowledge that it was not enough; there is a need for further reform and re-orientation of the entire Police Force.

“The issues of adequate remuneration, training and discipline of the Police Force must be looked into critically in the reform process.

“It is about the reformation of the entire police and it is about ensuring that our nation is peaceful.

“We do realise that the police have a role to play in ensuring democratic governance, but they must be played in such a manner that is in favour of the civil defence.

“Unfortunately, some of them have put the name of the police in a bad light.’’

The governor pleaded with the protesters to remain peaceful and calm while governments at all levels engaged with the police authorities and other stakeholders to meet their demands.

“I plead that you organise yourselves better in the best interest of our nation, Nigeria, where youths will be able to go out without being harassed or exploited by security agencies.

“I appeal to you to counsel others to remain peaceful and be law-abiding as you go about your daily activities.

“Having made your voices heard and having made our elders realise that we have failed as leaders, please give us some time to work things out with key stakeholders,” the governor further said.

Earlier, Spokesman of the protesters, Mr Emmanuel Udezua, had said that youths across the nation were “in pains’’ over the brutality of policemen on them, and urged the governor to use his good office to prevail on all stakeholders to end the excesses of police personnel.

“On behalf of the youths of Delta, we have come to express our anger and grievances at the incessant molestation of youths by the police nationwide.

“We want a better Delta and a better Nigeria where youths can go about their normal activities without the brutality of the police.

“Stop the exploitation and the oppression of youths. Use your power everywhere you can to end this for us, sir,” he said.

Doctors To Examine Disbanded SARS Officers As SWAT Emerges

[dropcap]T[/dropcap]he Inspector General of Police, IGP M.A. Adamu, NPM, mni has, yesterday, 13th October, 2020, in accordance with Section 18 (10) of the Police Act 2020, ordered all personnel of the defunct SARS to report at the Force Headquarters, Abuja for debriefing, psychological and medical examination.

Statesman Nigeria reports as disclosed by the FPPRO, DCP Frank MBA in a statement in FCT, Abuja.

The officers are expected to undergo this process as a prelude to further training and reorientation before being redeployed into mainstream policing duties.

The medical examination will be carried out by the newly set-up Police Counselling and Support Unit (PCSU), a Unit, which henceforth shall engage in psychological management, re-orientation and training of officers of the Force deployed for tactical operations and other duties. The Unit, which is domiciled with the Force Medical Department and coordinated by the Force Medical Officer, has its membership drawn from amongst psychiatrists, psychologists, medics, pastors and imams, Public Relations practitioners, Civil Society and other Human Rights groups with relevant qualifications and expertise.

Meanwhile, the IGP has set up a new Special Weapons and Tactics (SWAT) Team that will fill the gaps arising from the dissolution of the defunct SARS. Prospective members of this new team will also undergo psychological and medical examination to ascertain their fitness and eligibility for the new assignment.  They are to commence training at the different Police tactical training institutions nationwide, next week. While personnel from the Police Commands in the South-East and the South-South will be trained at the Counter-Terrorism College, Nonwa-Tai, Rivers State, those from the  Police Commands from the North and the South-West will be trained at the Police Mobile Force Training College, Ende, Nasarawa State and the Police Mobile Force Training College, Ila-Orangun, Osun State, respectively.

While reaffirming his irrevocable commitment towards the successful and holistic implementation of the Police reforms, the IGP enjoins members of the public, particularly protesting citizens to exercise restraint and allow measures being put in place to come to fruition and engender a Police Force that would meet the yearnings and aspirations of the citizenry.

 

Ndukwe Salutes Nwaoboshi for His Commitments towards the realization of Anioma State

[dropcap] S[/dropcap]enator Peter Nwaoboshi, Senator representing Delta North Senatorial District in the National Assembly has been commended for his avid commitment and unflinching resolve towards the realization of the creation of Anioma State.

In a statement on Tuesday, the Executive Chairman of Oshimili North Local Government in Delta State, Hon Louis Ndukwe gave the commendation and said that Senator Nwaoboshi has continued to be at the forefront for the creation of Anioma State.

Hon Ndukwe said that Senator’s steadfastness with some other notable Deltans, was instrumental to the submission of a formal application for the Anioma State creation to the Senate Committee on Constitution Review, led by the Deputy Senate President, Senator Ovie Omo-Agege.

He noted that the presentation of the application where the demand of the people was made known to Nigerians through the Senate by Distinguished Senator Nwaoboshi, remains the height of his representation of the wishes and aspirations of the Anioma People of Delta State.

“Distinguished Senator Nwaoboshi has continued to show leadership; he has by all standing, remained resolute in his commitment towards ensuring that the dream and aspiration of Anioma People to have their own State is realized.

“Anioma people are indeed happy with his purposeful representation for the fact that the creation of Anioma State will, no doubt, give the indigenes of Anioma nationality, a definite sense of belonging which to a greater extent, will bring about Socio-political and economic enlargement,” Hon. Ndukwe stated.

Ndukwe also noted that, the formal presentation of the application for the creation of Anioma State by Senator Nwaoboshi to the Senate Constitution Review Committee, was not only welcomed and commended by the people of Delta North Senatorial zone, but is also a source of delight to many eminent Deltans that included the Senate Deputy President, Senator Ovie Omo-Agege and Professor Sam Oyovbaire, amongst others.

OKOWA’S INFRASTUCTURE DEVELOPMENT EFFORTS: RURAL DEVELOPMENT AND THE ISSUE OF GOOD GOVERNANCE

Okowa loyalists are speedy to point at or to the quick fixes that have inappropriately become the basis of the success story of his scorecard that they flaunt, whereas, it is a known fact that most of those projects that Governor Okowa now take credit for, are projects inherited from Governor Uduaghan’s administration, with most of them near completion stages at his exit as governor. It is not the intention or this write-up to dwell on that, rather, it will be important for us to ask, how the infrastructure development efforts (whatever they are) of the Okowa administration have impacted on Deltans, particularly the masses in the rural communities. That will also lead us to the issue of good governance.
The current discourse and indeed arguments on the performance of Governor Ifeanyi Okowa, seems largely consigned to Asaba, the state capital and Owalero, the Governor’s home town. The position of the Okowa spokesmen, forecloses other cities and our rural communities. People who live in these other places also voted for him to become their governor. They need infrastructure too. They are poor, they need improved capacity for self-sustenance and availability of social amenities can bring about that turnaround. Unfortunately, their wellbeing is not important to the Okowa administration.
Okowa has done nothing to help rural people out of their impoverishment: People are poor because they have no opportunities; their kids study under unconducive teaching and learning environments and in turn, may become uneducated and poor still. Access is an important factor in rural development. Our rural communities have no access to portable water, energy, health services, transport services, no access farm roads, worst still, security challenges make it more difficult for them to access the markets to sell their produce. Which of these, have Governor Okowa addressed? Yet, the sycophants in the corridors of power are talking about leaps in infrastructure development in the state.
Owalero, the governor’s home town is an example of what could happen if government is purposed and willing to build up the inherent capacity in our rural communities.
Of the 9 communities in Oshimili North Local Government Area, not even the LG capital, Akwukwu-Igbo can boast of exponential growth since the near six years of Okowa government. Ukala Okpunor, where I come from has suffered serious neglect from the state government, owing largely to political persecution. To traverse Otulu in Aniocha South through Atuma, Akwukwu, round and about Illah, Ebu, Ukala Okwute, Ezi/Ukala, Olona and indeed the entire neighborhood is a nightmare because of the state of the roads. We can go on and on, yet, his agents are talking about Nwaoboshi and Omo-Agege.
Stephen Covey is quoted to have said that “Trust is a powerful accelerator to performance and when trust goes up, speed also goes up while cost comes down – producing what we call a trust dividend”. If we must travel on that path, the acceptance and popularity that Senator Peter Onyelukahukwu Nwaoboshi is enjoying today is as a result of his good works. Certainly, my people, Ukala people are happy to be associated with SPON. Every government presence my people have received came as a result of the Senator’s intervention. Check and confirm. Senator Nwaoboshi has proved to be the model and occurrence of proper representation giving the huge and fair distribution of projects and NDDC interventions in Delta North Senatorial District.
I have no issues with the Okowa Owa Agenda. It is an obligation that he owes his people but the Okowa buddies should know that the electorate is pained by the neglect that we have experienced in this deceitful government of Delta State. We now know the true democrats and those who are willing to serve the people. I will therefore leave us in with the words of the political icon, Nelson Mandela who says that: “Democracy is based on the majority principle. This is especially true in a country such as ours where the vast majority have been systematically denied their rights…”

I’ll End Police Brutality, Prosecute Erring Officers – Buhari Assures Protesters

According to a statement by his Special Adviser on Media and Publicity, Femi Adesina, the President spoke at the inauguration of the Presidential Youth Empowerment Scheme, aimed at creating 774,000 jobs across the local government areas in the country.

The statement was titled, “President Buhari: Disbanding of SARS first step to extensive reforms.”

It quoted the President as also saying that officials of the disbanded team found to be responsible for wrongful acts would be brought to justice.

The President also said he had ordered a probe into the killing of a young man in Oyo State during the recent protests.

According to the statement, Buhari said, “I will like to use this opportunity to say a word on the recent genuine concerns and agitations by Nigerians about the excessive use of force and in some cases extra-judicial killings and wrongful conduct of the men of the Nigerian Police Force.

“The disbanding of SARS is only the first step in our commitment to extensive police reforms in order to ensure that the primary duty of the police and other law enforcement agencies remains the protection of lives and livelihood of our people.

“We will also ensure that all those responsible for misconduct or wrongful acts are brought to justice.

“We deeply regret the loss of life of the young man in Oyo State during the recent demonstrations.

“I have directed that the circumstances of his death should be thoroughly investigated.

“Meanwhile, it is important to recognise that the vast majority of men and women of the police force are hardworking and diligent in performing their duties.

“The few bad eggs should not be allowed to tarnish the image and reputation of the force.”

Buhari said to have also restated his regime’s commitment to youth development and poverty alleviation.

He pledged that the Federal Government’s policies of social protection and people empowerment would continue on track despite the challenges posed by COVID-19 pandemic.

The President, who described P-YES as a cornerstone of his regime’s social and economic development strategies, said it was part of the overall policy of ensuring that 100 million Nigerians were lifted out of poverty in ten years.

He added, “The P-YES is also part of the plan that we adopted in 2016 in which we empowered One hundred youths from each of the 774 local government areas with the necessary tools to acquire skills and establish small businesses.

“Given the success of that initiative, we are now committed to creating 774,000 jobs across all the LGAs, through the P-YES programme.”

Buhari, who was said to have taken a tour of P-YES tools and equipment displayed at the forecourt of the Presidential Villa, Abuja expressed delight that the materials showcased represent the fruits of the initiatives embarked upon by his administration in 2016.

“All the tools, machines and equipment that are exhibited here, are products of the efforts of these empowered youth entrepreneurs.

“I note with particular pleasure that they were all fabricated in Nigeria by Nigerian youths using locally sourced materials. This is a wonderful and uplifting achievement.

“As an entrepreneurship empowerment project, the P-YES programme aims to address the needs of unskilled and less educated youth.

“It targets key areas of activities that are of practical importance and are essential to every aspect of our economy.

“These include areas such as agriculture and food processing, restaurant and catering, tailoring and fashion design, technical skills such as in the Information and Communications Technology sector, artisanship, welding, carpentry and joinery, other small businesses and activities associated with the micro-economic sector of this economy,” he said.

The President called on state governments as well as Ministries, Departments and Agencies of government to factor the P-YES

He urged local and foreign private sector operators in Nigeria to also contribute their share to the expansion of this programme through channelling their corporate social responsibility efforts towards skills acquisition, creation of start-ups, and other intervention measures.

Buhari declared that the expansion of the P-YES would now be vigorously pursued, adding that more resources will be committed to the achievement of its goals and objectives towards youth empowerment and entrepreneurship development.

The President commended the Office of the Senior Special Assistant on Youth and Students Affairs, under Hon. Nasiru Saidu Adhama, for driving the P-YES programme in accordance with the mandates prescribed for the office and the programme.

He expressed confidence that the programme being supervised by the Office of the Secretary to the Government of the Federation would make significant difference.

Ukah Warns Private School Proprietors Against Resumption Of KG 1-3 Pupils

[dropcap]P[/dropcap]rivate school owners in Delta State have been warned against the resumption of academic activities for nursery/pre-primary (KG 1-3) pupils as anyone who goes contrary to the directive of the state government will be sanctioned appropriately.

Handing down the warning in Asaba in a statement today (13/10/2020), the state Commissioner for Basic and Secondary Education, Mr. Patrick Ukah, said that officials of the ministry have been ordered to visit private schools in the state to fish out defaulters.

He noted that the state is implementing phased resumption of schools because of the Covid-19 pandemic and critical stakeholders in the education sector are of the opinion that nursery/pri-primary pupils will resume academic activities in January 2021.

Mr. Ukah advised parents and guardians not to take their children and wards in the aforementioned classes to school as government has not approved the resumption of academic activities for them.
The Basic and Secondary Education Commissioner cautioned private school proprietors who are contravening state government’s directive to retrace their steps or face appropriate punishment.

My state suffered most in the hands of SARS than any other state – Wike

[dropcap]G[/dropcap]movernor Nyesom Wike of Rivers state on Tuesday said that the people of Rivers have suffered and were killed more by the disbanded SARS than any other state in Nigeria.

He told a crowd of protesters at the state government house that when he was crying against SARS, many Nigerians were saying he was politicising the issue, he said now it is clear to everyone that he was not playing politics.

He added that now that other states are receiving the sledgehammer of SARS and they are now weeping, he will not join them to weep, because when he called no one listened to him.
