Buhari will Win 2019 Presidency Convincingly, Says Kalu

Orji Uzor Kalu

[dropcap]F[/dropcap]ormer Governor of Abia State and chieftain of the All Progressives Congress (APC), Orji Uzor Kalu, at the weekend in Nsukka, Enugu State declared that President Muhammadu Buhari would not only contest the 2019 election but will also win “convincingly”.

Kalu who spoke to journalists after receiving an Honorary Doctorate in Public Administration from the University of Nigeria, Nsukka said the president would use his second term to rewrite injustices and fight for the oneness of Nigeria. The former governor also expressed optimism that the people of the South east will support the president’s second term massively, until they did during the 2015 presidential election.

“The mass movement you are witnessing today will translate to vote for President Muhammadu Buhari in 2019, a man whose administration and second term project I support. “I’m not God but you know I’m a supporter of anything Buhari, so it’s going to translate to vote to President Buhari , that’s what it means.

“The president will run, I have said this time without number, I was the first Nigerian in June 2nd who told you people that he will come back on June 11 and he did not come. And I was the first Nigeria on the same programme on AIT who said he will and he is going to run.

“I didn’t join APC to go and look at the rocks in Abuja, I joined APC to use it for the benefit of Igbo people and Nigeria people, so I joined for him to run and we will use his regime to rewrite injustice and also fight for oneness of Nigeria of the country.

“As you are aware, the marginalisation of Ndigbo did not start today, marginalisation has been something that has been there immediately after the civil war, so Buhari is not going take four years to correct. So we were not on board in 2015, we are going to be board in 2019 and we will address the issue.

“I want to be involved when I have given the vote, because when you give vote you can ask question, if I don’t give vote I can’t ask question. I cannot come to paradise with 0.5 per cent vote for the president, I want to give president 75 per cent vote and I will ask question; that I’m sent by our people,” he said.

He said his award from UNN “represents recognition by Igbo intellectuals in Eastern Nigeria and I’m very excited. I’m very excited to say that Igbo intellectuals have just recognised me on their own; as I was told, they were 70 senate members and almost 60 something voted for me. So I’m excited about it.”

Other party leaders who spoke to mewsmen including Chief Maduka Onyishi, owner of Peace Mass Transit and Hon. Hyacinth Ngwu, South East Zonal Publicity Secretary of APC congratulated Kalu for the award.“He is a good Igbo man and believe that he deserves this honour,” Onyishi said.

On his part, Ngwu noted that the shortest route to the presidency for Ndigbo would be President Buhari’s second term. “We witnessed a movement, It is truly a movement from other parties and non-politicians into APC. Like our leader, Kalu said, this is just the beginning, the Igbos have realised that the shortest route to the presidency is the APC and that is in 2023.

“So this movement you witnessed today is the beginning of the good things that will accrue to Igbos particularly in 2023. And it will start in 2019 when the Igbos would have given APC massive support,
“I’m looking at more than 70 per cent of votes from the South-east that will go to Mr. President Buhari in 2019 and that will be the beginning of full integration of the Igbos into the mainstream of Nigeria politics.

Nigerians Decry Impunity by SARS, Ask FG, N’Assembly to Scrap It

Are this SARS men our friends?

[dropcap]A[/dropcap]pparently fed up with the increasing impunity of officers of the Special Anti Robbery Squad (SARS) of the Nigeria Police have gone about their duties, Nigerians from all works of life have begun a social media drive aimed at scraping the unit. The demand to scrap SARS is being championed by the hashtag #EndSARS and is dominated by hundreds of complaints of people who have either fallen victim to the squad or their family members.

The hashtag was littered with complaints of wanton and illegal arrests, acts of extra-judicial killings, physical assaults, intimidation, accusations of fraud and forcefully dispossessing people of their money and properties. Already, a petition has been started on citizengo.org tasking the federal government, the National Assembly and the police to put a stop to the reign of impunity.

The campaign which was started by Segun Awosanya read this: “For over 10 years now the growing criminal activities of the Nigeria Police with emphasis on the SARS across Nigeria has been a topical discourse, until recently when it took a deadly turn. “Thousands of reports pour in daily on the activities of these deadly and lawless bunch (SARS), with evidence backed accusations of extra judicial killings, robberies at gun point and torture.

“The Nigeria Police set up to protect the people are now a major threat to our society, torturing (youthful) victims with complete impunity while instilling a toxic climate of fear, intimidation and corruption.“The social media is awash with eyewitness reports as well as victim accounts of this seeming legal racket across Nigerian states.

“The pattern of human rights violations where victims are arrested and tortured until they either make a false confession to free themselves and/or be marched to an ATM machine to cough out a huge sum as bribe as a mandatory condition for release.

“Our youths are now endangered and more cases of extortion, torture and extra judicial killings (after which victims are labelled as cultists or robbers) are on the rise on the daily.
“There seem to be a huge cover up here and the undersigned citizens call upon the Nigerians legislature for an immediate intervention.

“A few commissioners of police have been helpful (case in point, Lagos) leading to the apprehension of some of these criminals with subsequent charges by competent courts but there’s a lot more work to be done as more cases surface even as we speak.”

In another petition to the National Assembly he said, “The activities of the SARS across Nigeria is tainting the image of the Nigerian Police. We have been following up on diverse cases for over two years now and we must say that it has since escalated to an alarming rate.

“The public feedback on social media as well as editorials in the print media is alarming to the point that it seems we have the very same criminals in the society in the police as we speak and this calls for the declaration of a State of Emergency on our policing. “On behalf of Nigerians under siege and those who are not lucky enough to survive the onslaught of the SARS, may we humbly ask that you address this?

“It will go a long way for citizens to know you are listening and that they have at least representation at the helms that understand the duty of care our leaders owe to the people.
“Our hearts are broken as we speak with the feedbacks received across Nigeria on SARS’ illegal and exploitative activities with impunity.

“Nigerians are now demanding that the SARS be scrapped and the Police reformed.”
Other Nigerians who learnt their voice include Miller Ham who said, “Sometimes, one of the reasons you don’t see SARS or other members of NPF at a robbery scene is because they are involved in the robbery.
“They are either the robbers themselves, or are providing the robbers with support (i.e weapons, Intel etc). #EndSARS.”

Chinko Ekun said: “The brutality by SARS should be looked into and apprehended. They’re meant to protect and not instill unnecessary fear in the heart of youths. The incessant killings and harassment should stop. #EndSARS.”

Christopher Okagbare also said: “Enough of the humiliation, intimidation, extortion and murder. Every well meaning Nigerian must lend their voice. #EndSARS Now!”
Meanwhile, reacting to the recent brutalisation of a citizen by SARS officers, the Lagos State Commissioner of Police, Edgal Imohimi, said victims can reach out to the command to lay their complaints.

In a statement by the state police spokesman, SP Chike Oti, the CP
said: “In view of this, the commissioner of police wishes to encourage all residents of Lagos state who have complaints against police action or on any issue, to report to any of the police patrol vehicles which now serves as mini police station.

“They are parked conspicuously at vantage points across the state. They can also call on the Citizen Complaint Centre (CCC) established by the present commissioner of police through some cellular phone numbers.

“The cellular numbers include; 08067945296, 08063025274,
08113615350, 08113683077,
08096283148, 08096283183,
08089781657, 08126404930 and
08081426895.

“The commissioner of police further enjoins members of the public to take advantage of these complaint channels as matters reported will be treated speedily and the outcome made public in the usual frank manner.”

Similarly, the Police Public Complaint Response Unit (PCRRU), while responding, said it has opened channels through which the public can report complaints.

The unit made this call through a poster which they made public on their official Twitter handle.

According to the PCRRU, anyone with a complaint against SARS should call the following listed numbers; 08057000001 and 08057000001 for calls; 08057000003 for SMS and WhatsApp messages; 2BA2B5DE for BlackBerry messages; @PoliceNG_PCRRU for Twitter and www.facebook.com/PolicePCRRU for Facebook messages.

For those with access to email, complaint@npf.gov.ng and policepcrru@gmail.com was provided while www.npf.gov.ng/complaint was provided as the website.

The unit assured Nigerians through the poster that complaints would be handled swiftly as they purportedly do not tolerate impunity.

APC Rejects Results As PDP Clears Akwa Ibom Council Polls

[dropcap]T[/dropcap]he All Progressives Congress (APC) has rejected the result of the December 2 Local Government election in Akwa Ibom as declared by the State Independent Electoral Commission (AKISIEC). AKISIEC had in a statement on Sunday declared that PDP won all the 31 chairmanship seats and 329 councillorship positions in the poll.

The statement was signed by APC Chairman, Secretary and Chairman of the State Caucus in Akwa Ibom, Dr Amadu Attai, Dr Efiong Etuk and Atuekong Don Etiebet respectively. The party alleged that AKISIEC did not conduct the elections in line with the laws establishing it.

Why Nigeria needs community policing — Ex-IGP Arase

Solomon Arase

[dropcap]A[/dropcap] former Inspector General of Police, IGP, Solomon Arase, has said that since Nigeria got her independence, the country is yet to have a proper policy for national internal security in place. He said this policy is meant to identify, reinforce and accept community policing as an internal security model in the fight against crime and upkeep of law and order.

Mr. Arase made this known on Friday at a conference on policing the Nigerian federation, organised by the National Institute for Policy and Strategic Studies, NIPSS, tagged “towards integrating community policing in Nigeria’s security architecture: models, policy options and strategies.”According to the Nation newspaper, Mr. Arase argued that community policing is historically the rock upon which policing and internal security management rests.

The former IGP said such a community policing policy should have distinct principles of policing and pathways to strengthening public trust and partnership between the police and the citizens.
He said that the inability of the force to introduce reforms needed for the reorientation of the police psyche inherited from the colonial masters is a major factor that causes lack of trust between the police and citizens.

“There is the need to give sustainable effect to the model within the Nigeria security space,” he added. He said that the needed national policy agenda ”will define corridors for the accomplishment of community policing initiatives.””It will also describe specific roles of all strategic community actors as well as law enforcement community component and undoubtedly define the interrelationships and obligations of each of the thespians.

“Police legitimacy draws from public consent and trust and lack of effective partnership between the police and the public can only sustain ineffective policing and insecurity among citizens,” he said.“Community policing which demands effective police public partnership and trust in crime prevention is the best form of policing.

“Even among police personnel themselves, a research carried out in 14 states discovered that if community policing strategy is adopted, it could assist to eradicate most of the challenges attributed to the traditional reactive police culture,” Mr. Arase said.

“There is no debate about the efficacy of community policing model of internal security management. Community policing has been in practice in local communities in Nigeria long before colonial period,” he added.

How I became a slave in Libya – Nigerian victim

Victory Imasuen, the slavery victim whose story on CNN sparked global outcry.

[dropcap]T[/dropcap]he Edo State indigene, whose emotion-laden interview with CNN’s Nima Elbagir in a Libyan deportation camp, was viewed by millions worldwide, shared his life-experiences in T.B. Joshua’s church on Sunday.

The young barber explained that his father died when he was just 11, adding that he struggled to sponsor himself through school along with his five siblings.“When I was cutting the hair of one of my customer’s, he advised me to go to Europe where he promised I could earn a lot of money,” Mr. Imasuen recounted.

“I asked the man how much it would cost me. He said N350,000 but I said I only had N140,000 with me,” he said.Mr. Imasuen had been determinedly saving N10,000 monthly for over one year.‎
The man promised to ‘help’, not knowing that Mr. Imasuen was naively about to use his own hard-earned cash to sell himself into slavery.

Travelling by road on a tortuous journey through Niger, the young Nigerian explained how one of the vehicles in his convoy had a “terrible accident” in the Sahara Desert, killing 30 people instantly.“Upon arriving in Libya, the driver said he had not been paid his money and we were sold into the slave trade in Sabha.”Mr. Imasuen said he and ten other Nigerians were ‘sold’ and then “locked up in one small room.”More than 200 slaves were kept inside that inhumane cell.

“They started beating me to call my mother to send money. That was when my mother learned I was not in Nigeria – because I did not tell her before I left,” he admitted. he ransom they demanded – N200,000 – was simply too much for Mr. Imasuen’s poverty-stricken mother to raise.“For months, I did not hear from her. They kept on beating me everyday and I fell sick. If I went to the toilet, I was shitting blood.”

Mr. Imasuen said he was beaten three times daily for eight gruelling months. That was his fate as a male. For the ladies sold into slavery, “they would send them out to do prostitution before selling them to another person; I know of a girl there who was sold three times.”

According to him, most of the enslaved females fell pregnant “without even knowing the father of the child.”When a picture of Mr. Imasuen’s emaciated condition was circulated in his local community, they managed to come together to raise the money to secure his freedom in March 2017.

After gaining his freedom, he attempted to travel to Tripoli, hoping to join the thousands of illegal migrants who would brave the sea to try and reach Italy by boat. “I didn’t even get to Tripoli before I was caught and taken to prison. I met more than 10,000 Nigerians there. We only eat once a day there – one piece of bread. I would drink salt water.”

While suffering the horrific prison conditions, Mr. Imasuen hatched a plan to reach the deportation camp. He slipped a note into the female section of the prison, pleading that any of the ladies who was being taken for deportation claim he was their husband.

The ruse worked and Mr. Imasuen was taken to Tripoli’s main deportation camp – one step closer to being repatriated to Nigeria. It was there he granted an interview to CNN, he said.“I decided to speak to them, hoping to get help but at the end, nothing came out of it,” he bemoaned.Through the intervention of the International Organisation for Migration, IOM, Mr. Imasuen was finally deported to Nigeria – with nothing but the clothes on his back to show for his “journey through hell”.

“Upon getting to Nigeria, I decided to come to T.B. Joshua because even before I left, I heard of the help he renders to others. I need prayer.”Osazee Aghimie, another deportee, equally shared his own sorrowful tale, explaining how over 100 migrants died in the boat he was in after it capsized en route to Italy. He narrowly survived only to be thrown into prison and eventually deported.

T.B. Joshua, who had just turned from the Dominican Republic, gave the two men each N200,000. Mr. Imasuen could not hold back tears as he received the gift.

Mr. Joshua’s support to the duo is not an isolated instance. This week alone, the cleric gave over N4.4 million to Nigerians returning from Libya, and well over N100 million ($277,000) has been provided to them by The SCOAN since 2016.

GOV. Ayade breaks state’s budget record

GOV. BEN Ayade

[dropcap]G[/dropcap]OV. BEN Ayade of Cross River has presented a budget of N1.3 trillion for the 2018 fiscal year to the Cross River House of Assembly for deliberation and passage, the News Agency of Nigeria reports.
The budget is the largest for a single state in Nigeria’s history.
Lagos state held the record with its N812 billion budget for 2017. The state has indicated its 2018 budget may also hit N1 trillion.  Most states in Nigeria propose budgets at average N150 billion to N300 billion.
The biggest annual spenders are Lagos, Rivers and Akwa Ibom. The entire federal budget for 2018 is a little above N8 trillion.
Gov. Ayade, who presented the budget on yesterday in Calabar, said the proposal was designed to add value to the socio-economic development and well being of the people of the state. Mr. Ayade, who tagged the budget as “Budget of Kinetic Crystallisation’’, said it was meant to “crystallise” what the state had achieved in the past two years of his administration.
He said the priority of the budget was to develop the state’s deep sea port and the super highway which he said were his two marked projects. The governor said 70  per cent of the budget was for capital expenditure and 30 per cent,re-current expenditure. According to him, the size of the budget is expected to create room for potential investors, now that the annual construction of the state deep sea port and superhighway has commenced.
He added that the budget was for actualisation and implementation of the state deep sea port, super highway and other laudable projects earmarked for completion.
“The 2018 budget of N1.3 trillion, tagged `Kinetic Crystallisations’, is meant to drive the economy of the state to an enviable height. “The sum of N126 billion was budgeted for the Ministry of Infrastructure. This is to help us develop critical assets in the state. “N7 billion was also budgeted for the state job centre with a view to helping us train our unemployed youths with marketable job skills. “Also, we have budgeted N2 billion for our school  feeding programme. In addition to that, we also budgeted N52 billion for social welfare to care for the aged.
“My administration is human friendly and my desire is to ensure that every family has what to eat before going to bed,’’ he said. The governor further said that the garment factory, with 1,000 workers, would be increased to
3,000 in 2018 as part of his administration’s drive to engage the unemployed in the state.
NAN reports that the 2018 budget is far higher than the 2017 budget of N301 billion. Responding, the Speaker
of the Assembly, John Gaul- Lebo, commended the governor for commencing work on the deep sea port and the super highway. Mr. Gaul-Lebo said that the two projects, when completed, would attract more investors to the state
and improve its revenue profile.

Scarcity Looms as IPMAN Threatens Showdown with NNPC

[dropcap]I[/dropcap]ndependent petroleum marketers in Lagos State have threatened to withdraw their services from December 11 over NNPC’s breach of bulk purchase agreement to sell fuel to them at N133.28k per litre. The Independent Petroleum Marketers Association of Nigeria (IPMAN), Lagos State chapter, wednesday said it was set for a showdown with NNPC over irregular fuel supply at Ejigbo satellite depot.

The association said its members had been running their fuel stations at a loss in the last eight months due to NNPC’s default in the bulk purchase agreement it signed with IPMAN to sell fuel to its members at N133.28k per litre. ”Now, a litre of petrol is being sold to IPMAN members by Depot and Petroleum Products Marketers Association (DAPMAN) at N141, apart from running costs, bank charges and other expenses,

“This made it impossible for IPMAN members to sell a litre of fuel at the controlled price of N145, but N146 per litre.“While the NNPC had refused to sell fuel to its members regularly, the corporation is diverting the supplies to DAPMAN at a price of N117 per litre.

“DAPMAN in turn is selling to IPMAN members at N141 per litre,’’ the association said in statement signed by its state Chairman, Alhaji Alanamu Balogun, Vice Chairman, Mr Gbenga Ilupeju and the Secretary, Mr Kunle Oyenuga.
IPMAN, therefore, called on President Muhammadu Buhari, the National Assembly, the Minister of State for Petroleum Resources, the Lagos State Governor and the security agencies to address the issue.

“If not, IPMAN members will withdraw their services and shut down all their stations in Lagos State.
“We have endured enough and are set for a showdown with NNPC for irregular supply at Ejigbo satellite depot, Lagos,” it said.

The association, according to the News Agency of Nigeria (NAN), said its members were in business for profit, using bank loans and would rather stop sales of fuel than to run into bank debts or at a loss.
It noted that over 900 fuel stations were attached to Ejigbo satellite depot alone.

FRSC Sacks 25 Staff Over Corruption

Boboye Oyeyemi

[dropcap]I[/dropcap]n order to key into the Federal Government anti-corruption drive, the Federal Road Safety Corps, FRSC has sacked 25 staff in the Federal Capital Territory, Abuja for involving in various corrupt practices. The agency Marshall, Dr. Boboye Oyeyemi stated this in Ibadan on Thursday while fielding questions from newsmen at the 2017 Press Week of the Nigeria Union of Journalists, NUJ, Oyo State Council, after he delivered a lecture titled,”Road Safety in Nigeria: Challenges and Prospects”.

Oyeyemi said his leadership would not tolerate any form of indiscipline among officers of the Corps, pleading for the cooperation of members of the public in achieving the goal.

He said, “Just yesterday I sacked 25 people over corruption related offences. I will still sack more. No corrupt officer has any business being in the Corps as the Federal Government has done everything within its power to make us comfortable. I will plead for the cooperation of members of the public to give information on corrupt officers and be ready to establish their allegations when they are called upon to testify against the erring officials”.

While speaking on efforts of the Corps to reduce road accidents across the country, Oyeyemi said he had instructed his men to impound all road unworthy vehicles during the yuletide season. He called for harmonisation of traffic laws in all the tiers of government to provide effective legal framework in addressing abuses on the road.

Speaking on the delay drivers’ license applicants face in obtaining the permanent copies, Oyeyemi exonerated the agency from the delay, saying the delay often come from the States that often hold the cards after they were being delivered to them for distribution.

He, however, said the Corps was proposing special distribution centers across the country where applicants would go to collect their permanent drivers’ license.

President Buhari Launches Bid For Re-Election In 2019

President Muhammadu Buhari

[dropcap]P[/dropcap]resident Muhammadu Buhari has launched his bid for re-election in 2018 in far-away Abidjan, Cote d’Ivoire when he solicited for votes from the Nigerian community during an interactive session late Tuesday night. The president is currently attending a two-day European Union-African Union (EU-AU) Summit in the West African country.

After apologising for coming late to the session, President Buhari told the gathering that he had to wait for the two governors on his entourage to accompany him to the meeting so that they will convince their people to vote for him in the future.“First I want to apologise for keeping you for too long sitting, this is because I insisted on the governors attending this meeting.

“This is why I came along with them so that when we are going to meet you, when you are going to meet the rest of Nigerians, if you tell them that their governors were in the company of the president, I think that will be another vote for me in the future. I’m very pleased that they were able to turn up,” Buhari stated. The president also reiterated a line in his inaugural speech on May 29, 2015 when he stated he will be for everybody and not for nobody.

He said this was the reason for supporting Akinwumi Adesina to emerge as the President of the African Development Bank, AfDB, despite serving as a minister in a PDP-led administration. Buhari was reacting to Adesina’s remark earlier expressing gratitude to the president for the support he received in his bid to emerge as the AfDB president.

“The President of the African Development Bank (AfDB), who forgot to mention that he was serving in the PDP government as minister but all the same I picked him and recommended him for AfDB. “I think it emphasised what I said during my swearing in that I am for everybody and I am for nobody. As long as you are a Nigerian, be prepared to be on the receiving end from me,” Buhari said.

President Buhari also told the gathering that he just received “a beautiful piece of information” from the National Leader of the All Progressives Congress (APC) Asiwaju Bola Tinubu which he was never aware of. He thanked Tinubu for the information which he did not disclosed.

“I also thank our leader, Asiwaju Bola Ahmed Tinubu. He has brought me a very beautiful piece of information, which I was not aware of it until I sat down and read it this evening (Tuesday night). Thank you very much for your hard work and I will discuss that paper with you,” he said.

The AfDB president in his speech revealed that the the Nigerian economy picked up soon after Buhari’s health challenges appeared over, adding that “so it seems there is a correlation between the President’s health and the improved economy.”

“I want to thank you immensely. I want to thank God for your health because I must say that for all of us that has been a big concern. But seeing you fit as a fiddle and seeing you back in action, we thank God for that and may God continue to give you great strength.

“Mr. President as you must have noticed, there is a very strong correlation between your health and the economy and when you came back the economy picked up after that. So we wish you great health so that the the economy can continue to pick. “I also want to congratulate you for the economic growth and recovery plan that you have put in place and the incredible plan that you have put in place to bring the economy out of recession and also in terms of the fact that Nigeria has moved up in the World Bank ease of doing business index.

“It is to your leadership, vision and commitment that we want to from the African Development Bank commend you, Mr. President, and to assure you of our strong support behind you and your government for the efforts to try and move Nigeria forward. We are solidly behind you, you can count on that.

“I also want to thank you for your leadership on the Boko Haram issue because to draw investments into Nigeria, you absolutely have to have security.

“I think that securing our borders is very very important, thanks to your leadership for that. I also thank you for all the efforts you have made in the Lake Chad Basin Area.

“I was with you in Paris where you led the efforts in reviving the Lake Chad Basin. As you know Mr. President, the bank is very strongly behind that. We put in $250 million to support the North-east of Nigeria rebuilding. I know you were criticized for rebuilding but I don’t see anything wrong, if things get destroyed they have to be rebuilt and the African Development Bank has contributed $250 million towards that,” Adesina disclosed.
