African Youth Games: Nigerian Wrestlers win 10 medals

[dropcap]N[/dropcap]igerian wrestlers have proven their dominance in wrestling having won 10 medals at the African Youth Games in Algeria.
All the members of the wrestling team who made it to the 3rd edition of the African Youth Games in Wrestling all made medals at the event. These includes Kolawole Esther (Gold), Sunmisola Balogun (Gold), Christianah Ogunsanya (Gold), Esther Asaolu (silver), Yetunde Oluwatuyi (silver), Jumoke Adekoye (silver), Aina Ohida (silver), Mercy Adekuoroye (silver), Adijat Idris (bronze) and Natasha Davids (bronze).
Nigeria added two medals in table tennis to their haul at the 2018 African Youth Games in Algeria after Esther Oribamise and Azeez Solanke won silver in the mixed doubles event while Oribamise grabbed bronze in the women’s singles.Oribamise and Solanke lost to Egyptian duo Youssef Abdel-Aziz and Marwa Alhodaby in the final of the event to win silver.
However, Solanke finished fifth after he was beaten by Abdel-Aziz in the quarter-finals of the men’s singles. Abdel-Aziz went on to win gold in the event. Oribamise lost to Alhodaby in the semi-final of the women’s singles. She defeated Mauritius’ Jalim Nandeshwaree in the bronze match. Oribamise will represent Nigeria at the 2018 Youth Olympic Games in Buenos Aires later in the year.
She spoke from Algeria, “it is painful that we couldn’t win gold but we are glad that we won silver. It was a tough match because the Egyptians are more exposed than us but I have learnt more on how to tackle them when we meet again.”
Meanwhile, Nigeria’s male volleyball team won gold in their event and qualified for the 2019 FIVB U-19 World Boys’ championship in Iran.Nigeria beat Egypt 3-2 to clinch the medal and qualification. They defeated Tunisia in the quarter-finals and Algeria in the semi-finals.The country also won bronze in shooting after Agera Champion recorded 4,713 shots in the junior men’s 10m Air Rifle.Nigeria’s women’s hockey team lost 2-0 to Ghana in the quarter-finals.
In football, Champions Nigeria cruised into the final of the football event at the 3rd African Youth Games in Algeria after beating the host nation 2-0 at the August 20 Stadium. Adeleke Tobi put the 2014 gold winners ahead from the penalty spot before John Mark Shirsha solidified the advantage to take the Future Eagles into what promises an interesting final match against familiar foes Morocco. The Moroccans, who edged Cameroon in the other semi final played at the Sidi Moussa Stadium, will be angling to avenge their 2-3 opening match loss to the Nigerians when both teams clash in the final at the same venue on Friday evening. It would be recalled that the Future Eagles came from two goals down to defeat the Moroccans with a brace from Divine Nwachukwu and one by Chidera Ejiofor on Thursday last week at the P. C. Bab Ezzouar Stadium, before a commanding 5-0 win over Djibouti at the same venue on Saturday.
Nigeria won the football gold at the last edition of the African Youth Games in Gaborone, Botswana four years after winning four of five matches and drawing one, in what was a round -robin format.
Apart from last Thursday’s explosive opener, Nigeria and Morocco faced off in two friendly matches in Marrakech a year ago, with the Moroccans winning the first 1-0 and both teams drawing the other 1-1.

Longest episode of lunar eclipse to take place in Nigeria-Ubachukwu

[dropcap]T[/dropcap]he leader of Astronomy and Astrophysics Research Group of the University of Nigeria, Nsukka, Prof. Augustine Ubachukwu, said on Thursday Nigeria would experience a spectacular total lunar eclipse which will last for one hour on Friday night. Total lunar eclipse is when the earth completely blocks direct sunlight from reaching the moon, while the only light reflected from the lunar surface would be refracted by the earth’s atmosphere.
He said: “Nigeria is set to experience a very spectacular total lunar eclipse on Friday, July 27, 2018 weather permitting. “It will be visible from 9:30.p.m. and last till 11: 22 p.m. “This total lunar eclipse will be primarily visible from the world’s Eastern Hemisphere, which are Europe, Africa, Asia, Australia and New Zealand. “Part of South America will be able to watch the final stages of the eclipse just after sunset on July 27. “New Zealand will catch the beginning stages of the eclipse before sunrise on July 28. “It will be the century’s longest total lunar eclipse with a whopping one hour and 43 minutes in totality.
“It starts with a partial eclipse at 7:24 p.m. The total eclipse begins at 8.30 p.m., and ends at 10.13 p.m. The peak of the eclipse will occur at 9.22 p.m. The partial eclipse ends at 11.19 p.m.”
Ubachukwu observed that a lunar eclipse could occur only on the night of a full moon and unlike solar eclipses, lunar eclipses are safe to view without any eye protection or special precautions as they appear dimmer than the full moon.
The professor, however, said that the next total lunar eclipse that would be visible in Nigeria would occur on Jan. 21, 2019.

Liverpool beats Man City as Salah, Mane score

[dropcap]M[/dropcap]ohammed Salah and Sadio Mane made an instant impact as Liverpool came from behind to beat Premier League champions Manchester City 2-1 in their International Champions Cup friendly match on Wednesday in New Jersey.
The Egypt forward, who scored 44 goals in 52 games for the Reds last season, equalised Leroy Sane’s second-half goal barely a minute after coming on as a substitute in front of a 52,000 crowd. Salah had another header cleared off the line and hit the bar.
Sadio Mane’s injury-time penalty won the International Champions Cup match.Salah and Senegal forward Mane were both playing for the first time since their countries were knocked out of the World Cup at the group stage. City’s Bernardo Silva – whose Portugal side went out at the last-16 stage – made his first pre-season appearance, but the Blues are still without 15 other players who were on duty in Russia.
“It is incredible what we have done with the players we have for 75 minutes against the Champions League finalists,” said City boss Pep Guardiola after the game. Lukas Nmecha went close for City and Curtis Jones might have won a penalty for Liverpool before the break.
The action livened up after Mane, wearing the number 10 shirt he has been given for the new season, and Sane were introduced. When City countered quickly after Dominic Solanke’s strike had been ruled out for offside, Sane outpaced the Liverpool defence before shooting into the far corner.
Salah equalised virtually straight after he replaced Jones, heading Rafa Camacho’s cross in after being left unmarked.
Mane won it from the spot after Solanke had been fouled. The game was played on a poor pitch in a stadium which had hosted a Taylor Swift pop concert at the weekend.
Liverpool manager Jurgen Klopp said: “I was not worried about the pitch, I was more worried for the pitch – we killed it completely. “The stadium is great. The dressing room is as big as Anfield. The crowd is sensational. The pitch is not perfect.”

APC expresses shock over Gov. Ortom’s defection

                    Gov. Samuel Ortom

[dropcap]T[/dropcap]he Executive Governor of Benue State, Samuel Ortom, has announced his defection from All Progressives Congress (APC) to the Peoples Democratic Party (PDP). The governor made the announcement at a meeting with elected local government chairmen and councillors on Wednesday, July 25, 2018 at the Government House Makurdi, hours after protesting youths barred him from traveling to Abuja to attend the APC reconciliation meeting. The announcement brings to an end months of speculation that the governor will return to the PDP as a result of his disagreement with leaders of the party in Benue and at the national level. His defection follows major political decisions in the state over the last three weeks.
The All Progressives Congress (APC) has described Governor Samuel Ortom’s defection as surprising as according to our source, “The Governor had left the meeting saying he was satisfied with the assurances given by party leaders,we are still working on giving effect to the resolutions from the meeting.” With this latest development, APC spokesman has called on its members to remain calm, adding that the party’s leadership are working hard to reach aggrieved members and resolve issues.

“Yes, we are fully ready to host Africa now, after the recent test event (African Tour) that was held to test run our facilities, we have corrected the few lapses we saw and now we are good to go.
Alli said he is confident of a good show from the African athletes that would be on parade; adding that there would be much excitement on and off the pitch of action. “I am happy that the participating countries are taking this championship serious and with the facilities we have put in place, one can only expect the best of athletics from 1st to 5th August,” Alli assured.
During the last inspection exercise of facilities by officials of the Confederation of African Athletics (CAA), Asaba is deemed not just to have met the continent’s requirement but it was asserted that the facilities on the ground can also host a world championship.
South Africa are the defending champions of this biennial athletics championship and while they are hoping to complete a hat-trick of wins in Nigeria, they are braced for a tough battle with the likes of Kenya and of course, hosts Nigeria.

APC still has majority in Senate

Majority leader Senator Lawan says APC has the majority in Senate

[dropcap]T[/dropcap]he All Progressives Congress(APC) Caucus of the Senate has said that the party remains in control of the Senate, even without reckoning with Senate President Bukola Saraki, who is believed to be heading to the Peoples Democratic Party.

The Leader of the Senate, Ahmad Lawan, who spoke on behalf of the caucus, while briefing newsmen in Abuja after about three hours closed session, said there was no cause for concern.

He said, “out of the 109 senate seats, the APC has 52, the PDP has 50, the ADC has three and APGA has two.

“Recall that we lost two of our colleagues, one from Katsina, one from Bauchi. So, we have two vacancies. If you put this together we have 109.

“I want to assure you that by the grace of God, INEC will conduct by-elections to fill in the vacancies in Bauchi and Katsina and by the grace of God they are our safest seats.

“We are still expecting some of our colleagues in the PDP who are originally our members to defect.

“They have expressed willingness to join APC and for our collleagues that have left, we are still optimistic that many of them or all of them will have a change of heart.

“APC remains the majority party in the Senate and in the House of Representatives,” he said.

Nigerian football crisis over after government intervention

Amaju Pinnick PIUS UTOMI EKPEI

[dropcap]N[/dropcap]igeria’s lingering football crisis appears to have come to an end after the country’s president Muhammadu Buhari weighed in and directed all parties to follow the FIFA statutes.

Subsequently, NFF president Amaju Pinnick has been restored to office three weeks after he was ousted by a group led by Christopher Giwa, who claimed to have won elections held in 2014.

Buhari’s directive was immediately followed by a letter from the Office of the Attorney General of the Federation and Minister for Justice to the effect that Nigeria would respect world football body FIFA’s position on the matter.

That position has been that Giwa’s election was null and void following third-party interference, and that Pinnick and his board were the rightfully elected leaders of the NFF.

General Secretary Mohammed Sanusi, who was ‘suspended’ last week by the Giwa group, returned to office on Monday and was later joined by second Vice President Shehu Dikko and other members of the executive committee

“We cannot thank His Excellency enough for his action in restoring order to the Football House,” Sanusi said in a statement from the NFF.

“By this single action, our President has restored hope to millions of Nigerian youth and the not-so-young who are involved in one way or the other in the football business.

“Now they can live and breathe their favourite game once more.

“All plans and programmes of the various national teams will proceed accordingly, and we also believe the League Management Company will now put arrangements in place for the resumption of the Nigeria Professional Football League.”

Operatives of the Department of State Services (DSS) were at the NFF Secretariat, Abuja on Monday morning with orders to ensure compliance with the directive of the Attorney General.

Pinnick, who has been away on Morocco at a CAF meeting, is expected back at the Glass House on Tuesday.

Buhari, APC reconciliation move too late — rAPC

Buba Galadima, Chairman R-APC

[dropcap]T[/dropcap]he Reformed-All Progressives Congress (rAPC) has said it is too late for President Muhammadu Buhari and the party to start making peace and reconciliation moves to stop their defection from the ruling APC.

The rAPC, made this known in a statement by its National Publicity Secretary, Kassim Afegbua, on Sunday.

“Just to make the point that it is too late in the day; the train has left the station. Leopards cannot change their spots no matter how much one tries to tame them.

“They are now pleading; ready to submit to all demands. Who does not know that won’t work because examples have shown that political agreements are often observed in the breach.”

Some aggrieved members of the APC led by Buba Galadima had after the national convention of the party formed a faction they called rAPC on the claims of marginalisation and injustice by the APC against them.

Reacting to the formation of the faction some weeks ago, the party chairman Adams Oshiomhole said there was no faction in the APC and those who had left the party were inconsequential as the party and the president can win the 2019 election without them.

In the previous week, the party and the president has made several efforts at reconciliation from the meeting with the senate president, Bukola Saraki, to the rumoured meeting between the party and leaders of the rAPC, including Buba Galadima, on Sunday.

The party, which did not deny this rumour, confirmed it in its statement on Sunday while reacting to PDP’s statement that said the party and the president were jittery over the recent defection and coalition.

The party, explaining itself, however said what the president and the national chairman of the party were doing, was to persuade every aggrieved member not to leave the party, which is what responsible and sensible party leaders would do.

The rAPC said the Buhari government was not good at fufiling promises as it is yet to fulfill its promise to Nigerians in 2015.

“This government is never a promise keeper and some of the promises contained in the manifestos of the APC have been jettisoned.

“The President, who has held himself in the inner sanctuary of the Presidential Villa is all of a sudden, opening his doors to one meeting or the other all in the name of re-election,” the faction said.

The APC faction, in its statement, said despite the initial arrogance of party leaders, it is surprised the president and the party are now pleading with its leaders not to defect.

“We, members of the R-APC, find it very amusing that those who boasted that they won’t lose sleep over our altruistic action, have been hopping from door to door pleading with our members not to leave by dangling juicy carrots and promising them heaven and earth.

“Such level of double standard is the reason why the R-APC was birthed in the first place because the leadership is not one that keeps promises and it’s the reason why no one should take the APC seriously.”

The faction said the government tried all tricks, mounted all manner of pressures, raised all dubious allegations, just to nail the senate president.

The group, in its allegation, believes the Code of Conduct tribunal displayed magisterial arrogance in prosecuting the senate president, but the supreme court, in a landmark judgment gave Saraki a clean bill of health.

The R-APC however urged its members to remain steadfast and resolute in defending their rights and taking the appropriate action in defence of democracy as it was still maintaining its stand against the APC.

“This democracy must survive on ethical grounds and not on lawlessness and exclusion. It must provide a level playing field for all participants. Those who prevented some persons from visiting their states in the name of politics have suddenly realised that they need the services and support of those persons.

According to him, no amount of intimidation and harassment can dissuade the group in its shared commitment to “rescue this democracy.”

What Buhari has achieved in three years – Presidency

President Muhammadu Buhari

[dropcap]T[/dropcap]he presidency has reeled out what the Muhammadu Buhari administration has achieved in the last three years it has been in power. Mr Buhari was elected into office under the platform of All Progressives Congress (APC) after defeating then incumbent President Goodluck Jonathan of the Peoples Democratic Party (PDP).

He was sworn into office on May 29, 2015. In his inaugural speech, the president stated that his administration will focus on the economy, fight against corruption, and provision of security.

In a document made available to Grassroots Publishers , the presidency highlighted Mr Buhari’s achievements on the economy, infrastructure and others.

ECONOMY

The presidency says the Nigerian economy is back and is on the path of growth after the recession of 2016-17.

It said the Buhari administration’s priority sectors of agriculture and solid minerals maintained consistent growth throughout the recession.

It said inflation has fallen for the fifteenth consecutive month while the nation’s external reserves are at their highest levels in five years, currently double the size of October 2016.

“The new FX Window introduced by the CBN in April 2017 now sees an average of $1 billion in weekly turnover, and has attracted about 45 billion dollars in inflows in its first year, signalling rising investor confidence in Nigeria

“Nigeria’s Stock Market ended 2017 as one of the best-performing in the world, with returns of about 40 percent,” it said. It also said five million new taxpayers were added to the tax base since 2016, as part of efforts to diversify government revenue.

Also, tax revenue increased to N1.17 trillion in the first quarter 2018, a 51 per cent increase on the first quarter 2017 figure.

The government said N 12.7 trillion was spent on infrastructure in the 2016 and 2017 budgets, “an unprecedented allocation in Nigeria’s recent history.”

Other economic achievements, stated by the presidency, include the revitalisation of 14 moribund blending plants under the Presidential Fertilizer Initiative, and the tripling of revenue to the Federation Account from solid minerals.

It said the revenue tripled from N700 million in 2015 to N2 billion in 2016, and again rose to N3.5 billion in 2017.

The presidency also said its Economic Recovery and Growth Plan (ERGP), which was launched by Mr Buhari in April 2017, has stabilised the macroeconomic environment; achieved agricultural and food  security and has also ensured energy efficiency especially in power and petroleum products.

It also said the ERGP has improved transportation infrastructure and industrialisation primarily through the Small and Medium Enterprises (SMEs).

“To fast-track the implementation of the ERGP, the federal government launched the ERGP Focus Labs, as a targeted 6-week intervention (March to April 2018) to unlock medium-scale and large-scale investment projects held back by bureaucratic bottlenecks.

“The just-concluded Phase 1 of the ERGP Focus Labs identified projects worth about $10 billion for fast-tracking, and the bottlenecks holding them back are now being resolved,” the government said.

In the area of monetary, fiscal and trade policies, the document stated that the APC administration created a new Foreign Exchange window for investors and exporters in April 2017 which has helped stabilise the market and increase appetite for Nigerian stocks by foreign portfolio investors.

“The new Window has attracted inflows of more than $45 billion in its first year of operation,” it said.

In the area of debt management, the document reveals that government adopted a strategy that seeks to achieve its goal by replacing Treasury Bills borrowing with lower-cost, longer-term external financing (via Eurobonds and Concessional Loans from China)

“The Buhari Administration inherited N12.1 trillion in debt, with N5.4 trillion annual servicing cost, and had reduced the debt service on this inherited debt to N3.9 trillion by 2016,” it said.

Under the Bond Issuance programme, the government said $7.3 billion was issued in Eurobond in 2017/18, to fund the 2017 Budget as well as to refinance maturing treasury bills and lower the cost of borrowing for the government.

“This debt refinancing strategy is paying off as treasury bill rates have dropped from 16-18% to 10-12% over the last year.

“The oversubscription of our recent Eurobond (the first issuance in 2017 saw orders in excess of US$7.8 billion compared to a pre-issuance target of US$1bn) demonstrates strong market appetite for Nigeria, and shows confidence by the international investment community in Nigeria’s economic reform agenda,” the government said.

Other debt related issues raised in the document include Nigeria’s first Sovereign Sukuk Bond which raised N100 billion used to fund 25 major road projects across the country.

There was also Nigeria’s first ever Diaspora-targeted Eurobond that raised $300 million used to fund part of the 2017 Budget and Africa’s first Sovereign Green Bond Programme  that raised N10.69 billion used to fund infrastructure projects that tackle climate change.

Support To State Governments

The Buhari administration also said it has extended more than N1.9 trillion to state governments, to enable them meet their salary and pension obligations, especially in the face of dwindling oil revenues over the last two years.

The support, it said, has come in the form of Budget Support Facility (Total of N606.55 billion extended to the states as of May 2018; in exchange for reforms in budgeting, IGR, debt management, overheads, etc.)

Others are Paris Club refunds, infrastructure loans as well as loan restructuring for facilities with commercial banks.

Other economic related achievements include the Anchor Borrowers Scheme of the Central Bank of Nigeria which, it said, has substantially raised local production of rice in 2016.

It said yields from rice farming improved from 2-3 tonnes per hectare to as high as 5 – 6 tonnes per hectare.

The programme, it said, has also produced a model agricultural collaboration between Lagos and Kebbi States.

“Over N300 billion investments in the rice value chain. Between 2016 and 2018, eight new rice mills have come on-stream; and Nigeria’s paddy production and productivity has doubled compared to 2014 levels

“Nigeria’s milled rice production has increased from 2.5MT to about 4MT, and rice exports from Thailand to Nigeria dropped from 1.23 million MT in 2014 to 23,192 MT as of November 2017,” the document said.

The administration said it has launched a series of funding and capacity development initiatives designed to support small and medium businesses (MSMEs) across the country.

It said the new Development Bank of Nigeria (DBN) has finally taken off, with initial funding of $1.3bn (provided by the World Bank, German Development Bank, the African Development Bank and Agence Française de Development) to provide medium and long-term loans to MSMEs.

The DBN, it said, has already disbursed N5 billion to 20,000 MSMEs, through three microfinance banks.

The government said its Ease of Doing Business reform programme through the Presidential Enabling Business Environment Council (inaugurated by Mr Buhari in August 2016) and the Enabling Business Environment Secretariat (EBES) resulted in Nigeria moving up 24 places on the World Bank’s Ease of Doing Business rankings in 2017, and earning a place on the List of 10 Most Improved Economies.

“The Buhari administration has, since 2017, issued three Executive Orders that positively impact Nigeria’s small business environment,

“They include the Executive Order on Improving Efficiency in the Business Environment, Executive Order on Promoting Local Procurement by Government Agencies and Executive Order on planning and execution of projects, promotion of Nigerian content in contracts and science, engineering and technology.”

The government also said it is “doing more with less” resources.

It said N1.219 trillion was released for capital expenditure in the 2016 budget, and N1.476 trillion so far in the 2017 budget, making a total of N2.7 trillion (about $9 billion) in two years.

“This investment has enabled the resumption of work on several stalled projects — road, rail and power projects — across the country,” it said.

The government said even at a time of low oil prices, Nigeria’s external reserves have doubled since October 2016, from $24 billion to $48 billion.

It said the Sovereign Wealth Fund has seen inflows of $500 million in 2016 and 2017 (the first inflows since the original US$1 billion which the fund kicked off with in 2012).

Infrastructure

The Buhari administration said it has demonstrated a “single-minded commitment: to upgrading and developing Nigeria’s transport, power and health infrastructure.”

It said in May 2018, the federal government launched the Presidential Infrastructure Development Fund (PIDF), under the management of the Nigerian Sovereign Investment Authority.

The PIDF is kicking off with seed funding of $650 million.

It also said the Nigeria Sovereign Investment Authority (NSIA) in March 2018 invested $10 million to establish a “world-class” cancer treatment centre at the Lagos University Teaching Hospital (LUTH), and $5 million each in the Aminu Kano University Teaching Hospital and the Federal Medical Centre, Umuahia, to establish modern diagnostic centres.

The centres, it said, should be completed before the end of 2018.

“In 2014, the federal government invested the following: Transport (N14 billion), Agriculture & Water (N34 billion), Power, Works & Housing (N106 billion). In 2017 those figures jumped to: Transport (N127 billion), Agriculture & Water (N130 billion), Power, Works & Housing (N325 billion).

“Abuja’s Light Rail system has been completed and will go into operation in 2018. The first line to be launched will connect the city centre with the airport, with a link to the Abuja-Kaduna Railway Line.

“The Buhari Administration successfully completed the reconstruction of the Abuja airport runway within the scheduled six-week period (March – April 2017),” the document stated.

Power Sector

In the Power sector, the government said there was more than 2,000MW of additional power generation capacity by the end of 2018.

Some, it said, were via publicly owned plants (Afam Fast Power, 240MW) while others are through private sector investment supported by the federal government (Azura, 450MW).

The government said it launched a N701 billion Payment Assurance Programme designed to resolve the liquidity challenges in the power sector by guaranteeing payments to generating companies and gas suppliers.

It also said there was transmission expansion and rehabilitation programme which has resulted in a 50 per cent expansion in grid capacity since 2015, from 5,000MW to 7,125MW as at December 2017.

It said it also launched the Distribution Expansion Programme (DEP) which was approved by the Federal Executive Council in February 2018 to deliver 2,000MW of unused power capacity to consumers in need.

“Implementation of the DEP has commenced, with the issuance, in May 2018, of a call for tenders for the procurement of distribution substations and electrical equipment,” government said.

Investing In People

The Buhari administration says all four components of the Social Investment Programme (SIP) have now taken off.

“The SIP is the largest and most ambitious social safety net programme in the history of Nigeria, with N140 billion released and more than 9 million direct beneficiaries so far,” it said.

Under the SIP, government said 200,000 N-Power beneficiaries are currently participating and receiving N30,000 in monthly stipends.

It said another 300,000 new enrolments are being processed, to take the number to 500,000 this year.
