Computer Village, Ladipo Market stand still for Obi, Agbaje

MANY traders closed their shops while others watched from their stalls as Peter Obi, vice-presidential candidate of the Peoples Democratic Party, PDP, and Jimi Agbaje, party’s governorship candidate in Lagos, on Wednesday, January 23, visited both Ladipo and Computer Village markets in Ikeja.

Obi and Agbaje, along with Haleema Busari, deputy governorship candidate of PDP in Lagos State, and other party faithful walked round the markets interacting with traders.

They acknowledged cheers from excited traders, who chanted their support as they moved from one location to another in a long procession of party faithful and supporters. It was a carnival-like atmosphere as traders and party faithful danced to sounds dished out by flutists and drummers on the candidates’ train.  Business activities were partially suspended at the markets as many traders shut their shops to join the moving Obi/Agbaje train while those who opened for business viewed the procession from their respective shops. Many people trooped into the market later, struggling amidst the crowd to shake hands with the two candidates. The security details escorting the candidates had a hectic time controlling the crowd of people who had massed around them.

Obi and Agbaje had earlier in the day met with officials of Computer and Allied Products Dealers Association of Nigeria, CAPDAN. The candidates, who arrived the Computer village market at about 10 am, left around 12. 30 pm for Ladipo Auto Spare parts Market in Mushin.

At the Ladipo market, Agbaje and Obi also moved around interacting with traders and visitors. Both men were all smiles as many people holding PDP flags chanted their names and that of the party’s presidential candidate, Atiku Abubakar.   Traffic was at a standstill for some time within the market due to the crowd wanting to see the candidates.

Customs want 35% levy on vehicle importation reduced

[dropcap] C[/dropcap]ol Hameed Ali (retd.),Comptroller-General of Customs, has called on the Federal Government to reduce the 35 per cent levy on imported vehicles so as to check the rising cases of smuggled vehicles into the country.

Ali said this on Wednesday in Abuja at the unveiling of a Strategic Revenue Growth Initiative which was held at the Ministry of Finance. He said already the Nigeria Customs Service had made a proposal to the Ministry of Finance on the need for a reduction in the 35 per cent levy on imported vehicles.

Ali said currently, any new vehicle imported into the country attracted an import duty of 35 per cent and an additional levy of 35 per cent.

This, he noted, brought the total duty payable on such a vehicle to about 70 per cent. He described the 70 per cent being charged by the government as high, adding that time had come for it to be reduced.

In achieving this, he said, the government could still retain the 35 per cent import duty while the additional 35 per cent levy could be tinkered by bringing it downwards.He said, “First, we must understand the fact that smuggling in most cases did not really occur because of the tariff that is placed on goods in Nigeria.

“When we talk about vehicles, yes, new vehicles attract 70 per cent duty; that is 35 per cent duty and 35 per cent levy but most of the vehicles that are being smuggled through our borders are not new vehicles, they are used vehicles.

“And the value is calculated based on the year of make and other attributes. So, the motivating factor that gets people to move these goods to our neighbouring countries is with the sole aim of smuggling them into Nigeria.He added, “The 35 per cent is a baseline which is the duty, but the 35 per cent levy is what we think should be tinkered with.

“We should be able to reduce that to a level that it would be affordable. 70 per cent is on the high side, there is no doubt about that for new vehicles but we cannot touch the baseline of the tax regime.”

The Minister of Finance, Mrs Zainab Ahmed, who unveiled the Strategic Revenue Growth Initiative, said that the government was concerned about the inability of some of its agencies to meet their revenue target.She admitted that it had become a challenge for the government to mobilise fiscal resources to deliver on its developmental objectives, adding that President Muhammadu Buhari had directed that revenue generation needed to be enhanced.

According to her, while oil revenue to oil Gross Domestic Product ratio stands at about 39 per cent, non-oil revenue to non-oil GDP is about 4.2 per cent.

He said the country’s Value Added Tax revenue to GDP stood at less than one per cent, adding that this was low when compared to the ECOWAS average of 3.4 per cent.

In terms of excise revenue, she said at 4.1 per cent, revenue generated from excise duty in Nigeria was low compared to Ghana at 15.3 per cent and Kenya at 19.5 per cent.She said, “Nigeria’s low revenue generation capabilities have been an enduring challenge to past and present governments.

“Although, we are celebrated as the country in Africa with the largest economy, translating this wealth into revenues remains a challenge.

“We have, therefore, face difficulty in mobilising domestic funds necessary for human capital development and infrastructure that are both drivers of sustainable economic growth.

“Our current revenue to Gross Domestic Product ratio of about seven per cent is unsatisfactory and we are keen on exerting all efforts in turning this around.”

Ahmed said she had tasked the Ministry of Finance and its agencies to identify what could be done to turn around the current revenue situation.

When asked when the planned increase in VAT would be implemented, the minister said a committee was currently looking at items that would be captured under the new VAT regime.

She said, “We are studying a possibility of a VAT increase but you also know that the increase of VAT requires an amendment of the law.

“First of all, the steering committee will look at the details; it is most likely the VAT increase will be selective. It will be on special items, so it won’t be across the board.

“I am sure you are already aware that there is a number of items that are VAT exempt such as food and drugs.

“There would be a VAT increase during the course of 2019; we would have clarity as to which items and what the rate would be and we would have to take a request to the National Assembly for amendment before it takes into effect.

“There is also going to be a luxury tax. Already, there is a luxury tax imposed on things like jets. There are few exceptional items that are classified as a luxury but we are contemplating increasing excise duties on carbonated drinks, just like we have excise duties now on tobacco and on alcohol.

“But this is going to be a subject of study, because we have to identify which ones would be affected and the best way to apply in which to apply the taxes.” – Punch

Nigeria Customs in Seme generates over N9B in 2018

[dropcap]T[/dropcap]he Nigeria Customs Service, Seme Area Command has collected the sum of Six billion, two hundred and ninety four million, eight hundred and sixty thousand, one hundred and eighty two Naira ninety eight Kobo only (N6,294,860,182.98) for the period under review which represents about 76% of the revenue target allocated to the command, public relation officer, Saidu Abdullahi has said in Lagos. The command also made a total of 1,119 seizures with a duty paid value (DPV) of One billion, three hundred and ninety four million, one hundred and thirty six thousand and twenty three Naira only (N1,394,136,023.00)in the year 2018.

The seizures include 37,568 bags of foreign rice worth N876m, vegetable oil worth N14m, 169 assorted vehicles worth N368m, bags of sugar worth N6.6m and general merchandise worth N101m. Others include poultry products worth N21m, used tyres worth N768, 600 and petroleum products worth N217,470; 119 parcels of hard drugs/Narcotics: all successfully handed over to NDLEA.
“It will delight you to know that one of the suspects Kenneth Cornelius, who was transferred to the NDLEA Seme Command in August 2018, has been imprisoned for a term of 2 years for unlawful possession of 7kg of Cannabis Sativa. The Grand Total for both seizures and revenue is N9, 24bn, Abdullahi said.

Furthermore, the command’s units also recorded tremendous achievements which have contributed to the command’s success recorded within the period under review.

Mr Abdullahi added that the Command’s boss, Comptroller Mohammed Uba while commenting on the revenue generated disclosed that the revenue realized is a product of sustained compliance by stakeholders and commitment of the customs officers in the discharge of their duties. He restated that this laudable feat was achieved despite the daunting challenge of low importation through the border.

The Controller reaffirmed his stand in fighting smuggling to a standstill, as the anti-smuggling unit is deploying a lot of strategies to meet up with the dynamics of smuggling antics that are adopted by the economic saboteurs on daily basis either through approved or illegal routes. He also stated that the command will always work relentlessly to ensure that all revenue leakages are blocked and stakeholders who are ready to comply with proper procedures and guidelines are adequately sensitized to take advantage of the legitimate process in their transactions.

He affirmed the command’s readiness to explore all avenues in order to ensure that the new target for the year is not only met but exceeded with the inauguration and resumption of operations at the new Joint border post.

The Customs Area Controller reiterated his commitment to continue sanitizing the border command to meet with other international standards. He further warned officers and men of the command not to compromise, but should be committed to the implementation of government fiscal policies. He also acknowledged the ethical and administrative support from the Comptroller General of Customs, Col. Hameed Ibrahim Ali (Rtd) and his Management team; he equally extend his appreciation to all sister agencies both locally and internationally.

The Area Controller assures the public that the Command remains undaunted and cannot be deterred in performing her statutory responsibility no matter the challenge.

 

 

Osanebi Wins At Supreme Court

[dropcap]T[/dropcap]he 2015 pre election case between the and one Emeka Ozegbe has been laid to rest with a ruling by the Supreme Court of Nigeria in favour of the Deputy Speaker. The Supreme Court Panel led by the Chief Justice of Nigersis, Justice Walter Onnoghe set aside the judgement of the lower courts, saying that the Deputy Speaker had no case whatsoever to answer in the 2015 pre-election case.

Speaking to newsmen in Abuja, immediately after the court session, lead counsel to the Deputy Speaker, Mr. Joe Agi, SAN, said both the trial court judgment and the court of appeal judgment had been nullified in view of section 285 subsection 12, of the forth alteration to the constitution of the Federal Republic of Nigeria.

Reacting to the ruling, Osanebi thanked God for his love and faithfulness, describing the judiciary as the last hope of the common man.

He also thanked the state Governor, Senator Ifeanyi Okowa, the state leadership of the PDP, the leadership and members of the State House of Assembly, the people of Ndokwa east, his friends and well wishers for their support and prayers while the litigations lasted.

Osanebi assured Ndokwa east people that they were in safe hands with him as their representative, promising them a more robust representation in the State Assembly.

Over 20 Petrol Tankers Burnt As Fire Outbreak Rocks Warri

[dropcap]M[/dropcap]any tankers were burnt following a serious fire outbreak earlier today along NPA expressway by Niger cat junction in Effurun area of Warri, Delta state.

 

It was gathered that the fire burnt various petrol tankers in the area for hours without even a single fire service truck in sight to quell the inferno. The cause of the fire is yet to be ascertained as at the time of filing this airport.

Sometime ago, a pipeline fire on the fringe of the Army Barracks along the Effurun-Sapele Road, Delta state left several cars burnt..

The raging fire was said to have been ignited by a spark from a power electricity cable fell by a heavy duty equipment into a pool of crude oil which observers noticed has been spilling from a ruptured pipeline belonging to the Nigerian National Petroleum Corporation, NNPC.

Similar incidents had occurred in the tankers’ park located near the Warri Refinery sometime in 2016, resulting from a pipeline fire on the fringe of the Army Barracks along the Effurun-Sapele Road, Delta state which also left several cars burnt.

However, the spread of the fire is often blamed according to reports on the none effective state government owned fire service stations in the metropolis, a development which residents say has been a major challenge in the state whenever there is fire outbreak.

Ogboru spoke while addressing a mammoth crowd at separate rally in Asaba and Issele-Uku, Delta state, accusing PDP of winning past elections in the state by writing results.

According to him, his party, APC would effect change of leadership in the state, because according to him, the people are tired of 20 years of maladministration

He however thanked his followers for keeping faith in the struggle to emancipate Delta State from 20 years of bad governance.

He said; “You have giving us confidence today and by the grace of God and with your Votes, this 5/5 will be a reality. So do not be afraid because we know our opponent as result writers; but this time around they cannot write result.

“It will be APC all the way. So do not worry, in few weeks time you will have a brand new Governor, and Delta State will no longer be in the opposition at the federal level, because President Buhari will win again, that is already a settled issue.”

He charged Deltans and APC faithful to come out in their number to vote APC in both Presidential, National Assembly, Governorship and state Assembly elections, stressing that “this time, your votes will count, as PDP no longer have capacity to write results.

Earlier, at the palace of the Asagba of Asaba, HRM Prof. Joseph Edozien and that of HRM, Agbogidi Nduka, Obi of Issele-Uku Kingdom in Aniocha North Local Goverment Area, the APC governorship hopeful said the aspiration of Deltans for good governance will be meet this time.

The Asagba  who was represented by the Iyasere of Asaba Kingdom, Chief Patrick Onyeobi charged politicians in the state to shun violence, adding that candidates should engage in issue based Campaign, stressing that without peace, there can not be development, “therefore, we should learn to live in peace because Delta is one.

Speaking in the same vain, HRM, Agbogidi Nduka MNS, Obi of Issele-Uku Kingdom called on Deltans to see each others as one, noting that without peaceful coexistence, development will elude Delta.

Atiku’s exchange rate policy recipe for disaster – CBN governor

[dropcap]C[/dropcap]entral Bank of Nigeria (CBN) Governor, Godwin Emefiele has warned that the Peoples Democratic Party (PDP) presidential candidate, Atiku Abubakar’s suggestion that the exchange rate should be free float is a recipe for disaster.

“The MPC reviewed it and concluded that it would be wrong. It is as good as saying that we should go back to the era of Structural Adjustment Programme (SAP) in Nigeria,” Emefiele said.

“The implication can better be imagined. It will certainly lead to capital flight, lead to massive depreciation or devaluation of the currency and ultimately to currency crisis in Nigeria and I think we should all know that it is a road to perdition to ever go in that direction.”

Addressing reporters at the end of the bi-monthly Monetary Policy Committee (MPC) meeting, the first for the year, Emefiele added: “There is no capital control in Nigeria today because you cannot find the CBN trying to intervene in the market for demand and supply of foreign exchange.”

“Normally, the Central Bank as an independent institution is apolitical but it is also important that at the MPC meeting today we asked ourselves if there is any merit in it to begin to say that we should look at free-floating the currency or that we should allow free import of goods that we have restricted. The MPC came to a conclusion that this was a wrong premise.

“We cannot be talking about allowing import of items that can be produced in the country today, exporting jobs from Nigeria to foreign countries, and we say we have the interest of Nigeria at heart? We don’t agree with anybody. It is a wrong premise to say that you will allow imports to just flood the country just because you want to please anybody. It is not in our interest.

“We will remain apolitical. We will not want anybody to drag the central bank into issues that are within our remit otherwise, we would respond to it.”

Abubakar, in his policy document condemns what he calls the “Poor exchange rate management”, which bred “multiple exchange rates that were exploited by opportunists, rent-seekers, middlemen, arbitrageurs, and fraudsters”. By imolication, he wants the naira to be on a free-float.

The CBN governor admitted that the apex bank has instructed banks to suspend interest on loans for fuel imports.

According to him, “we have indeed told banks to suspend interest on those loans from July 2017. They should collect whatever credit notes have been issued and credit the account of petroleum marketers immediately. If any bank refuses to do so, the marketer or their association are free to report to CBN, mention the name of the bank and we will appeal to the bank to please carry out this instruction.”

With regards to forex restrictions on imported items, Emefiele said CBN would get even more aggressive to see to it that any or all food items that can be produced in Nigeria and consumed in Nigeria and are currently being imported into Nigeria may face forex restrictions.

“We would go through our records and once we convince ourselves that these products can be produced in Nigeria, we will place them on the FX restriction list. It means that you cannot source foreign exchange from Nigeria foreign exchange market to import those items into Nigeria. If you have free dollars, you can bring it in but you will not be able to even make payments for those goods with dollars from the Nigerian foreign exchange market. This is because we think that the initiatives that CBN has put in place in the past to cut imports and diversify the structure of the Nigerian economy is yielding results and we will continue to be that aggressive.

”And we also went further to say that the Economic Intelligence Department of the CBN together with EFCC would investigate any company, any individual suspected of bringing these items through smuggling or any means for money laundering and economic sabotage. And that if we discover and conclusively too, that these companies or individuals that are are involved in bringing these goods, we would write to all the banks that they should blacklist all those companies and individuals running those companies that they can no longer operate any bank accounts in any Nigerian bank. We don’t need to talk about prosecuting them but just to say we will not allow you to do business in Nigeria and of course you know the implications of that.”

Highlighting his successes and achievements as CBN governor, Emefiele argued that “Dangote is today establishing the biggest refinery I have ever seen. The size of Dangote refinery is at least 10 times the size of Victoria Island. By April 2019 when Dangote Fertiliser Plant begins to roll, we will place a ban on the importation of fertiliser because Nigeria will both be self-sufficient and even export.”

He also disclosed that he has “written to governors in the South south and South east that time has come to stop importation of crude palm oil. A barrel of crude palm oil is more expensive than crude petroleum per barrel. I told them that we will re-establish the oil palm belt in the South south and Southeastern parts of the country. Edo State has reacted positively like some other states. With support and intervention from CBN and government, we would reverse the trend. That should be the direction. It is important to say this so that people can know that the economy is doing well. A lot of work still needs to be done, there are still a couple of vulnerabilities and fragilities that we see in the economy but we are determined to resolve them.”

At the end of the MPC meeting, all 11 members voted to keep the policy parameters unchanged from their current levels. By this decision, the MPC decided to retain the MPR at 14%; retain the asymmetric corridor of +200/-500 basis points around the MPR; retain the CRR at 22.5 per cent; and retain the Liquidity Ratio at 30 per cent.

In his assessment of the economy so far, Emefiele said: “It is important for me to say that if we think about where we are coming from, I would say I like to use some numbers: for instance, in September 2008, Nigeria’s reserve was about $62 billion, GDP was growing 7.2%; inflation was 15%.

“By January 2014, GDP was 6.2%, inflation had trended downwards to 8% and external reserve was 40%. Let us not forget that we were in a period of prosperity, in terms of crude prices between 2009 and 2014 which is five straight years, with no shut-ins in pipelines, with high crude oil price, reserve still dropped.

“From the end of 2014, we started another round of global crises. The global crises resulted in stagflation in Nigeria. GDP dropped, to 2.79% in 2015, went further and contracted to negative of 1.58% in 2016, improved in 2017 and then we are hopeful that 2018 would end at about 1.8%.

“Inflation was 15% in 2008, dropped to 8% in 2014 and it moved up to about 9.5% and by January 2017, it had moved up to 18.7% but today, through the activities of monetary and fiscal authorities, inflation had gone down to 11.4%.

He also stated that “by 2008, with higher reserves, with higher productivity reserves dropped to $40 billion in January 2014 anmd ended 2014 at $35 billion, went further down in 2015 to $28 billion and indeed by October 2016 as a result of economic crises, reserves had plummeted further to $23 billion. Today as a result of all the actions and activities of both the monetary and fiscal authorities supported by the government, reserve is up, went to $39 billion in 2017 and 2018 we closed at $42.5 and I said so in my communique that even as at now, as a result of the confidence in the management of the Nigerian foreign exchange, the confidence in the management of the country, we’ve seen confidence even in foreign investors returning, reserves as at yesterday was $43.28 billion.”

“We have seen FX stability in the market and as if all of you will recall, that sometime in 2016 and up to early 2017, we saw a situation where exchange rate even in the black market had moved up in February to N525/$ and I was being told that by March, it will hit N1000/$. But as a result of the actions of CBN today, the all markerts in fact BDC has come down to about N360/$ and even slightly lower. The I&E Window, which is a market that we set up as a free in-free-out market today is about N362/$. So we have seen a substantial convergence in the foreign exchange market in Nigeria.”

On balance of trade developments, the CBN governor noted that “when people say nothing has happened in the economy, they should know that it is not a fair comment to make both on government and also on the monetary authority. In 2008, imports stood at $86 billion. By 2017, it had dropped to $45.8 billion as a result of the activities of government and of monetary and fiscal authorities.”

“Trade balance in 2008 was $46.2 billion, went down during the period of global crises to $6.4 billion and today it is up. In 2017 it was $13.15 billion and closed at $18.7 billion in 2018. When you talk about activities that related to issues on the restriction of foreign exchange for the importation of certain food items you will also find for instance that rice which is a major staple in Nigeria: data from the Thai Rice Exporters Association says that in 2014, Nigeria imported 1.2 million metric tonnes of rice. In 2015, it had dropped to 644 metric tons. In 2016 to 58,000 metric tons. In 2017, to 23,000 metric tons and 2018 to 6,000 metric tons” he pointed out.

While reading the communique, Emefiele lamented that “on external borrowing, committee noted the increase in debt levels, advising for caution, noting that it could fast be approaching the pre-2005 Paris Club exit levels. MPC also noted that although there was an increase in inflation rate for the second consecutive month based on month on month, inflation continued to moderate indicating that the year on year measures will also moderate in the near term.”

The National PRO , Ike Abiagom who disclose to Newsmen on friday at Asaba,Delta State said that the Grassroots Newspaper Publishers Network was poised to exploring every means available to dissuade the youths of our dear country from indulging in the practice.

He disclosed that the decision to take the campaign to schools across the States was informed by the determination of body to leave no stone unturned in curbing the spread of abuse of drugs among youths in the country.

“We realized that we cannot allow the vitality and vibrancy in our young persons get endangered by drugs, alcohol and tobacco smoking because they constitute the country’s greatest assets. This is the reason we are taking the campaign to the grassroots especially the school children who are the future of the nation,” Okirika said.

While appealing to residents and stakeholders to support this body in the campaign to schools, he said all hands must be on deck in the fight against drug abuse in Nigeria.

“This sensitization will provide the concerned stakeholders with necessary knowledge and tools needed in sensitizing school children against the unwholesome practice.”

He urged all members to give their totality and contribution to the task ahead.

Many married women are now competing with men in brazen adultery.

In a traditional Igbo society, men were allowed to have multiple sex partners by way of polygamy or an iko. But the wife is not allowed to have sex with any other man other than her husband or her husband’s approved iko.

In some communities where the iko system is not allowed, the women could only have sex with their husband. There were very dire consequences for an adulterous act by a wife which ranges from serious illness (to her and her husband, revealed upon enquiry by a diviner) to outright madness of the woman.

The potent Igbo deities that had been used to put fear in the citizenry have either been overpowered, rendered ineffective or have fled from their shrines.
