[dropcap]T[/dropcap]he Anambra state government has threatened to seal all filling stations operating cooking gas plants within their premises. The Chairman, Enforcement and Compliance Unit of the state, Prince Innocent Offordile acting on the state governor Willie Obiano’s order dropped the hint in Awka while reacting on the implications of locating gas plants inside filling stations.
Offordile who said it had become rampant in almost all the filling stations across the state, was totally illegal as it posed high risk to residents.
Offordile, who is also the Senior Special Assistant to the governor on security, regretted that despite notice to the operators to remove the petrol stations, more of the plants were springing up within fuel stations.
He revealed that plans had been concluded to commence enforcement on the directive as soon as the government gave a final approval to that effect.
According to him: “The Anambra state government had to embark on the enforcement considering the fact that its citizens will be at the receiving end in the event of any fire outbreak.”
He further warned those citing filling stations within residential areas to desist from such practice as they would not also be spared by government.
Commissioner for Lands, Mr. Nnamdi Onukwuba, stressed that the enforcement of the separation of gas plant from petrol stations across the state was aimed at reducing the rate of explosions in filling stations.
He urged all proprietors of filling station to adhere to the directives or face the full wrath of the law.
Onukwuba said: “Governor Willie Obiano’s directive to all gas plants to relocate is because gas and fuel cannot co-exist as it pose a great danger of fire out breaks.”
[dropcap]T[/dropcap]he Inspector General of Police (IGP), Mohammed Adamu has launched what is called ‘Operation Puff Adder’ as measure to finally flush out bandits, armed robbers, kidnappers and other criminals across the country.
According to a statement today, Friday, by the Force spokesman, Frank Mba, the operation would be carried out in collaboration with the Nigerian Armed Forces and the Department of State Services (DSS) and would involve massive deployment of well-trained, well-equipped and well-motivated personnel and combined operational assets from the various security agencies.
Mba said that the operation is tailored towards ridding the country,, especially the Kaduna – Abuja Expressway, Kogi, Katsina, Niger and Zamfara States of all forms of crimes and criminality.
He said that during the launching which took place at katari Bishin District, Abuja – Kaduna Expressway today, Friday, the Inspector General admitted that no police agency anywhere in the world, no matter how well-trained, equipped or motivated, can solely achieve its community security and safety mandate without the support of the community.
He therefore called for the full support and cooperation of the civil populace, particularly, traditional rulers, religious leaders, youth associations, market bodies, cultural associations and professionals among others in the fight against criminals especially kidnappers, armed robbers, cattle rustlers amongst others.
The IGP also made a special appeal to drivers, commuters and other citizens that may come in contact with police officers deployed for the Operation to cooperate with them and show understanding in the interest of public safety.
This was even as he sounded a note of warning to persons who engage in criminal activities, especially along the Abuja–Kaduna Expressway, to give-up their nefarious activities and embrace other legitimate means of livelihood or be prepared to face the full consequences of their actions.
Abdullahi Kirawa, a Deputy Comptroller of Customs and National Coordinator
[dropcap]A[/dropcap]bdullahi Kirawa, a Deputy Comptroller of Customs and National Coordinator, Comptroller General Strike Force, CGC SF, has no sympathy for smugglers. Kirawa, who believes there was no difference between smugglers and armed robbers as the two set of criminals were used to hard drugs and weapons to carry out their nefarious activities.
This is evident going by the number of officers who had been killed in different parts of the country for daring to challenge them for smuggling parboiled rice and other prohibited goods from Republic of Benin and other neighbouring countries into the Nigeria market. Kirawa, the CGC National Coordinator of the Strike Force may have mobilised members of the team in the south west, north central, north west , north east and the south east to be on the alert to curtail the activities of the smugglers to create a conducive environment for Nigerian rice farmers and manufacturers to thrive .
Salisu Shuaibu, an Assistant Comptroller and Commander of the CGC Strike Force, Zone A, Lagos , may have got the message of the National Coordinator that he had mobilised the team members to go after the foreign rice, vehicles and other prohibited items in the south west. The team was said to have made nonsense of the federal Operations Unit, Zone A, Strike Force, as it had virtually taken over the anti-smuggling operations in the six south western states of Lagos, Ogun, Oyo, Osun, Eki and Ondo.
Shuaibu may have sent a signal to foreign smugglers in the region last June that it was no longer going to be business as usual when the Lagos Strike Force team intercepted 3,000 bags of 50Kg rice at Ijebu Ode, Ogun state, which escaped the eagle eyes of FOU, Zone A, anti-smuggling officers on the road. The Ijebu Ode foreign par boiled rice seizure may have opened the flood gate for foreign rice seizure by Commander Shuaibu’s men on the road. Given that the Lagos Zone A , Strike Force , has no Warehouse to keep its seized goods, it had no option but to make use of the FOU, Zone A, warehouse.
The Grassroots Publishers online findings shows that the team has virtually taken over the Command warehouse in keeping its intercepted foreign rice in the south west , as the Command strike Force, headed by Superintendent Ahmed and the Rapid Response team, stationed at Oyo/Osun axis , where much of the smuggling of rice are made in the south west have failed to leave up to expectation.
The performance of the Strike Force team in the south west appears to have been replicated in other Zones with the support of Kirawa, a known anti-smuggling officer and the National Coordinator of the Strike Force.
A member of the Strike Force who spoke to The Grassroots Publishers online disclose that the Strike Force boss hardly stays in the office as he shuttles between one Zone to the other to see the seizures made by his men instead of waiting to get the Zonal Commanders report to form his opinion about their performance. Last Wednesday, Kirawa, who was said to be in Calabar, Cross river state, could not hide his feelings when he was taken to a Customs warehouse where the 5,662 bags of 50Kg of foreign parboiled rice and 137 bales of secondhand clothing valued at about N137 million intercepted by his men in Cross River and Akwa Ibom Area. The Owerri, Imo state, based Zone C, which made the foreign rice seizures has the responsibility of covering the south south and south east in its anti-smuggling operations. The major routes of rice smugglers in Cross river, a source told the Grassroots Publishers online , was Ikom and Bakasi . The Strike Force may have taken a cue from the operations of the FOU, Zone C, patrol teams , in these areas to launch their operations, which had yielded result. The importers may have sponsored the smugglers to take the imported foreign rice to their warehouse to make Christmas sales.
An elated Kirawa disclosed that the seizures was made by his men in line with the government’s policy of ”curbing the menace of imported rice into the country”. Much of the foreign rice seizures may have been made at the Bakasi axis going by the involvement of the Naval personnel which handed over 2,153 50 Kg bags of the intercepted foreign rice to the Strike Force team.
AC. Salisu Shuaibu: Commander Zone A ,Strike Force
The Strike Force National Coordinator attributed the success of the Strike Force teams in the various Zones , across the country to the support of Hameed Ali, a retired Colonel and Comptroller General, Nigerian Customs Service who has” given them the required tools to do their job”.
Appealing to the public to avail the Strike Force with ”useful and credible information that could help the team make more arrests”, he noted that the” seizure of smuggled foreign rice was high because of the Christmas season as smugglers activities were on the increase”.
He has vowed that the Headquarters Strike Force will sustain the tempo of anti-smuggling operations in the south south and south east until the smugglers in the area were ready to turn a new leaf with a view to helping the country attain self- sufficiency in food production.
The Strike Force team in the north central geo-political region may have made the largest seizure of smuggled foreign parboiled this December in a single operations in Kwara state. Smugglers in the south west geopolitical region may have relocated to the region because of the believe that Ogun, Oyo and Osun states , may not be safe for them to carry out their nefarious trade as Strike Force and FOU, Zone A, anti-smuggling officers were all over the place. The Strike Force team in its operation at Oniko Village, Moro local government Area of Kwara state, on Saturday, December 22, 2018, made 8, 413, 50Kg bags of foreign parboiled rice
In making the seizures the Strike Force Team members were said to have laid an ambush on the smugglers between Tuesday and Saturday in the Village until the Consignment fell into their waiting hand in the village. Officers and men of FOU, Zone B, Kaduna and those of Niger and Kwara Command were said to have given the Kirawa boys re-enforcement and support to ensure safe evacuation of the rice seizures to the government warehouse keeper in Ilorin for safe custody.
Despite the solo efforts of the Zonal Strike Force officers in making seizures across the country, the National Coordinator confirmed that between September 19, 2018 and October, 2018, the total foreign rice seizure made by the team, was 7,500 , 50Kg bags of foreign parboiled rice. The value of the intercepted illegally imported foreign rice was put at about 65 million. He explained that the foreign rice bags found in one of the intercepted Containers was declared as ”raw materials at the Onne seaport, Rivers state.
Giving an insider information, he disclosed the value of the total seizures made within one month was over N207 million, described as a Commendable feat by the Management.
[dropcap]I[/dropcap]t is very painful that that since the inception of Democratic Rule in Nigeria from May 1999, of all the States in the country, Delta State has turned out to be one State where fraudulent electoral practices of great proportions that have robbed the people’s desire in the mandate, they wanted, and electoral tribunal cases injustice have become the norm. This has made Delta State, and majority of its people, to be one that has come under not only political slavery, but also under economic slavery and at the mercy of a ‘ruling class’. Delta State is currently under siege by self-centered political class who have held the State under captivity for about twenty years now. Delta State has become a State where political, economic, judicial and electoral issues, often unheard of in other States across Nigeria and different parts of the world, are allowed to thrive with reckless abandon and impunity; all to the detriment of the general masses in Delta State.
The situation in Delta State is so sad and pathetic that one can only hope for some divine intervention or the miraculous, for any major change to take place. Delta State is a practical example of the unfortunate status most African countries find themselves in; where the political leaders over the years have practiced “wuruwuru-democracy” by using every trick they can muster to remain in government circles and refuse the peoples’ voice, votes and interests to count or matter in their development. And when the people are denied the right to choose their preferred political leaders, what we have evident over the years are political leaders without vision and sacrificial commitment. Hence, the democratic attributes of ‘transparency’ and ‘accountability’ embedded in ‘good governance’ have practically eluded Delta State in all ramifications within the past two decades. This has made Delta State Government to be branded by well-meaning Nigerians and social critics as a “self-perpetuating government” of the ruling People’s Democratic Party (PDP), which ultimately makes whatever the government does, a well-decorated ‘white lie’ specifically designed for ‘deception’-for the benefit of some few and to the detriment of many.
Very soon, I am sure these set of political class in Delta State will bring out the drums, role out the red carpet in celebration of another ‘stolen mandate’ with their usual fake Thanksgiving Services across different parts of the State. The so-called Pastors, Clergy men and Bishops have made a duty to always receive these obviously corrupt political leaders in the name of such Thanksgiving, as a way for them to share from the national cake. But what sort of election victory will they be celebrating when the election results declared, showed that the population of voters in remote villages are more than those in the densely populated urban cities?
The saddest part in all of this is the fact that majority of ignorant people in Delta State who keep talking about development, are however unwilling to stand up boldly to condemn some of these anomalies. Rather, they have accepted the wrong things as right. Many of them have sold their birthrights for a plate of rice to eat today, while mortgaging their future and the future of the younger generations to come. When will our people wise up and see the realities facing them, and then wholeheartedly reject this obvious oppression by some selected few? Why are they comfortable with such manipulation? Why are Deltans comfortable with this oppression? Why are they not willing to do something to free themselves from this captivity? Who are those who voted Dr. Ifeanyi Okowa and the PDP Government to continue with their bad leadership? How on earth do we expect a State like Delta to develop with so much ignorance being exhibited?
I have made up my mind a long time ago not to deceive myself with ‘sentimental statements’ to please popular public opinion or any particular school of thought for that matter. Agreed that I am an Urhobo man from Ughelli South LGA, Delta State, but that does not mean I should turn a blind eye or pretend that the atrocities and negative impact of the PDP Government in Delta State is not there, or that it does not matter.
To anyone who cares, just take a careful look in and out, and around the different sectors of Delta State’s economic wellbeing, and see where these people have dragged the State into in the last two decades. Just observe the economic and business atmosphere in Warri and its environs for instance, and see that the once ‘commercial bubbling oil city’ is now a shadow of itself as a result of the enormous exit of oil multinationals and oil servicing companies, all of which happened under the PDP Government. Is that the type of Government that any sane person would want to return for another term in office? The chunk of the internally generated revenues, plus the 13 percent derivation money accrued to Delta State since 1999 under the PDP Government in the State till date, are in the pockets and personal bank accounts/estates of Delta State politicians and their cronies, families, friends and fronts. Are we all going to pretend that we are not experiencing the poverty, hardship in the State and the decaying infrastructure in Warri and environs? Shouldn’t we hold those in Delta State Government all these years responsible and accountable for this?
Our youths are seen daily roaming about the streets without jobs, and they have resorted to all kinds of criminal activities from doing ‘yahoo-yahoo’ (cybercrime and ritualists), to all kinds of extortion and using ‘Deve’ and what have you to survive. Any sane and well-meaning Deltan should be agitated and pained by all of this? The ‘Praise-singing’ of non-performing Politicians in Delta State will not do the State any iota of good. It will only end up making us remain a mediocre and underdeveloped State and a people living in the midst of plenty but yet poor. A situation where majority of our young men are seen idling-away, lazy and not wanting to work, learn a craft or legitimately make a living, was encouraged and grounded under the PDP Government who usually use the youths to foster their political ambitions as they shower them with stolen public funds. This has made many young men in the State only go after ‘quick money’ from the political class. That is how many of the young men in the State are made to see life. I still maintain that the PDP Government, right from 1999 till date, are the ones that have rendered the State far worse than they met it.
We all know that States like Lagos is being governed by the APC, but we all can see the sort of development strides that have been taking place in Lagos State. The once Maroko swamp has been turned into a modern city, and Lagos State has been turned into the business hub of sub-Saharan region. We all can see what they use their tax funds to achieve in Lagos State. Meanwhile, the Niger Delta elites and big men have been relocating their families to Lagos because of the level of development and security assurance there. But why are they running from the region to live in Lagos? Why can’t they bring about the same level of development and adequate security they see in Lagos to Delta State and other parts of the Niger Delta region? Delta State has all the natural seaports like Logos State to make the State the business hub of this region. Why don’t we talk straight about these things and stop deceiving ourselves!
All I am asking and advocating for is for Delta State to be made an industrial and tourist destination for all. And the only way this will happen is for the people to wake up from their slumber and reject these set of political class that have proven not to have the vision that can transform the State. If we expect that Delta State will experience any serious form of development and transformation under this present Okowa-led PDP Government, then we will be deceiving ourselves and not telling ourselves the bitter truth.
Justice Walter Onnoghen Former Chief Justice of Nigeria (CJN)
[dropcap]W[/dropcap]alter Onnoghen has resigned as the chief justice of Nigeria (CJN) with immediate effect.
Onnoghen turned in his resignation letter to President Muhammadu Buhari on Thursday evening, a day after the National Judicial Council (NJC) recommended that he be compulsorily retired for misconduct.
By virtue of section 306 of the 1999 constitution, his resignation takes immediate effect as Section 306 says “ (1) Save as otherwise provided in this section, any person who is appointed, elected or otherwise selected to any office established by this Constitution may resign from that office by writing under his hand addressed to the authority or person by whom he was appointed, elected or selected. (2) The resignation of any person from any office established by this Constitution shall take effect when the writing signifying the resignation is received by the authority or person to whom it is addressed or by any person authorised by that authority or person to receive it.”
According to the online newspaper, the resignation, was the “best possible option” for Onnoghen under the current circumstance.
It will also save Buhari from having to get two-thirds majority of the senate to confirm Onnoghen’s retirement as stipulated in Section 292 (1) of the 1999 constitution which says a “judicial officer shall not be removed from his office or appointment before his age of retirement except in the following circumstances – (a) in the case of – (i) Chief Justice of Nigeria… by the President acting on an address supported by two-thirds majority of the Senate.”
Buhari may not be able to muster the needed majority, the report says.
However, if he is dismissed, he will not be entitled to any benefits but for the crisis, Onnoghen, who is 68, was due for retirement in 2020 but he could be banned from holding public office for 10 years, while his assets believed to have been acquired illegitimately will be confiscated.

Akinwunmi Ambode-led government in Lagos State,completed 54/roads and abandoned 74 roads Tracks has said Tracka, a subsidiary of BudgIT, which tracks the implementation of government projects in their community, on Friday released its report on 2018 road construction by the state.
According to a statement by Damen Ilevbaoje, Head, Tracka, said while the breakdown of the total cost (N18,545,657,940.00), remains unknown to the public, the Lagos State Government last year flagged off the construction of 181 roads spread across the 20 Local Governments and 37 Local Council Development Areas (LCDAs).
“Out of 175 roads tracked by our team, only 54 are completed; 38 are ongoing while 8 bear unspecified locations, all at the time of our last visit in February 2019.
” Tracka confidently reports that a higher number of the roads 74 are yet to be constructed.

[dropcap] T[/dropcap]he founder of Jesus Intervention Household Ministry, Reverend Prince Ezuma Chizemdere who is a member of a syndicate defiling minors in the Ejigbo area of the state was arrested recently by Lagos Police.
Confirming the arrest, the Public Relations Officer of the Lagos State Police command, DSP Bala Elkana recalled that a case of defilement of a minor (name withheld) by penetration was reported on 22 January, 2019 by a good Samaritan at Ejigbo Police Station upon which one Prince Chinecherem, was arrested and charged to court.
Elkana said that upon investigation, it was revealed that one Reverend Prince Ezuma Chizemdere, founder of ‘Jesus Intervention Household Ministry’ was part of the syndicate defiling teenagers in the community.
He stated that the Police, based on the strength of information gathered that he often sneaked into the house through the back entrance, laid siege of the Reverend’s residence on the 21st March, 2009, at about 1am.
The Police spokesman disclosed that the suspect, who had been at large for about three months, having discovered that Police had cordoned his house, hid himself in the ceiling for 2 hours adding that he was however arrested.
He said,” Investigation has it that Reverend Pastor Prince Ezuma brought in about 15 boys into his apartment where he forcefully penetrated them all through the anus. Some members of the neighborhood revealed that the Reverend usually wash 6 bed sheets daily whenever he brings in little children, suspected to be his sex partners. On further interrogation, the “Reverend” revealed that he is HIV positive and has been receiving treatment for over 3 years.
“One Ikem Anthony Shedrack, Male, 16 years old, was part of his customers and was infected by Reverend Pastor Prince Ezuma with HIV around October 2018. The Reverend Pastor Prince Ezuma knew he was HIV positive and deliberately infecting innocent teenagers and adults. He further confessed that he pays the boys two thousand naira (N2000) each, anytime he has carnal knowledge of them. The suspect will be charged to court”.
On a related development, the Gender Unit of the Lagos State Police command have arrested one Ajayi Akintunde, Male, 29 years old, a teacher with Fazir I Omar Senior High School, Iwaya, Yaba for having oral sex with a female SS2 Student for marks.
A statement by the command’s spokesman, DSP Bala Elkana disclosed that the defilement started when the girl was in SS1 and lasted for about two years now.
He however added that investigation into the case was ongoing.
[dropcap]M[/dropcap]anchester United announces that current caretaker manager and former striker, Ole Gunnar Solskjær, has been appointed as the club’s full-time manager on a three-year contract.
Solskjær scored 126 goals in 366 appearances for United between 1996 and 2007 and also managed the club’s reserve team until the end of 2010. He was appointed caretaker manager on 19 December 2018 and won his first eight games in charge on the way to an overall record of 14 victories and two draws in 19 games, amassing more Premier League points than any other club during that time.

In a brief speech at the ceremony which held at the International Conference Centre (ICC), the Lagos state governor said that Tinubu with “undoubted political courage’’ spearheaded the ruling party to victory in recent the national elections.
He said that APC won at the national and state levels.
Ambode said that Asiwaju Tinubu had been a key to the successes and progress recorded by the current administration. Tinubu, he said, was also going to be part of the success of Nigeria in years to come.

Vice President Yemi Osinbajo and many other dignitaries attended the colloquium. Commenting on “Nigeria’s Industrialisation Policy’’, the Minister of Industry, Trade and Investment, Dr. Okechukwu Enelamah, unveiled the administration’s plans to spur the country’s industrialisation and growth.
He listed Eyimba Industrial City, Lekki Modern Industrial Park and Funtua Cotton Cluster as major projects to grow Nigeria.
The Eyimba city in Abia state, he said, covered 9,500 hectares of land. The master plan has been completed. The partners in the project included South Africa, United Arab Emirate, China, African Export-Import Bank.
He reported that the power project for electricity had been put in place and the zone would create 625,000 jobs. The Lekki park is occupying 1,000 hectares of land designed to handle export of manufactured goods. The feasibility study of the zone has been prepared, he said.
The Funtua cotton cluster, he said would pull more than 8,000 farmers together to restore cotton production and value chain as well as produce feeds for animals and spur textile industry.
The zone, he said, would attract more than $2 billion investment
