My Senate is not an Executive rubber – Stamp”_ Lawan

[dropcap]A[/dropcap]hmed Lawan, an indigene of Borno state and the Senate President , which is the  third  most powerful position in the hierarchy of  Authority  in the government has every reason to be unhappy. This is because  of the circumstances that brought him to power forcing Nigerians and the Opposition People’s Democratic Party, PDP, Senators to have described him as an ”Executive Rubber -Stamp”.

Note that President Muhammadu Buhari and Adam Oshiomhole, the National Chairman of All Progressive Congress, APC, had mobilised  the Presidency  and the former  ministers  including the party National Working Committee, NWC, to work on the party Senators to ensure that  they  vote enmasse  for the selected Candidates  to clinch the various leadership positions of the Senate without conceding any  Opposition to the PDP.

Lai Mohammed, the Kwarra state  born  former minister of Information and Culture , was said to be a link person between the Presidency and the Lawmakers. The former minister was said to have put a close tab on the Red Chamber LAPC legislators to ensure   that the deal  reached on the eve of the election to elect the Senate  leadership  was kept. The Presidency and the party leadership  had penciled down   Lawan to be the Senate President and Omo -Agege, from Delta state, south-south geo-political region  to be the Deputy Senate President. Omo-Agege had worked for the executive  in the 8th Senate to  form a strong opposition against  Bukola Saraki, then Senate President.

Danjuma Goje: Forced To Step Down For Lawan By APC, NWC

The party  NWC  at the instance of the Katsina state born Nigerian President  had forced Danjuma Goje, a former  governor of Gombe , north east geo-political region to step down for Lawan to ensure that there would not be division of  the party votes on the floor of the Senate to give the PDP room  to spring a surprise by clinching one of the positions.

Prior to the party NWC, discussion with Goje, the President had earlier held a closed door meeting with him at the Presidential Villa where they talked over matter . The President was said to have prevailed on him to drop his ambition and throw his weight behind Senator Lawn to emerge as the Senate President, assuring him of fair treatment in the red Chamber. He has no option but to back out and started Canvassing for votes for Lawan.

Recall  that in 2015,  Buhari, had  Lawan , in mind to be the Senate President  but was outsmarted by Saraki,a former governor of Kwarra state, north Central Nigeria, who mobilised the PDP  Senators  and his APC ,Colleagues, who were opposed to the President’s plan to impose the leadership  of the Senate  on them,  to quickly organise an election through the backdoor where he was elected as the Senate President  and Ike Ekweremadu, an elected PDP Senator from Enugu state  as the Deputy Senate President in the 8th Senate .

An angry Buhari had seen it as a Coup against the party as the  two arms of government for most of  the last four year had a frosty working  relationship with the Senate shutting down most of the Executive bills of the President. The Chamber was also said to have refused approve   some political appointees of  the President. The name that readily comes to mind was  Ibrahim Magu, a Commissioner of Police and acting Chairman, Economic and Financial Crimes Commission,EFCC. As  many times the President submitted his name to the red Chamber for Consideration, it was turned down. But the President may have  proved to Saraki,  that the bulk  stops on his table as he retained  Magu as acting Chairman of the Commission.

Political watchers believe that the emergence of  Lawan  as the President  of the  9th  Senate, he would  forward his name aagins  to the  Senate  for Confirmation  as a substantive Chairman of the Commission. He may have his reason for doing so.  This is because the APC , Senators who are  in the majority would not hesitate in  giving the approval.

The President  may have tested the waters  by forwarding  on Thursday, July 11, 2019 the name  of Justice  Ibrahim Tanko Muhammad ,  acting Chief Justice of Nigeria, CJN, to  the Senate for Confirmation as a substantive CJN on the recommendation of the National Judicial Service Commission ,NJC. That much was confirmed  by Justice Soji Oye, the Commission Director of  Information  in a Statement on Wednesday, July 10, 2019.

The NJC, Spokes Person said the Commission took the decision  to recommend  Mohammad for appointment as the country ‘s substantive CJN , on Wednesday at a meeting presided over  by  Justice Umaru Abdullahi, a former President of  the Court of Appeal.

The President was said to have used  the opportunity  to ask the Senators  to give him the  go ahead  to appont  15 Special Advisers.  Lawn, may have given people room to believe that  he is an Executive rubber- stamp  by quickly  reading   the President’s letters  at a plenary  session on Thursday.

Political watchers believe that the President has no reason  to worry about the approval of his requests by  the Lawan led Senate .  They noted that  the requests  are as good as having been approved since the ruling APC  have the majority in the Senate. Already, the Senate President has made it clear to those that cares to listen that he believes in  ”Buhari’s vision” and the philosophy of the APC.  Recall that he did not hesitate in telling  his Colleagues during his Campaigns to become the Senate President  that  he is ”close  to the President and believe in his cause  but would never be a rubber -stamp.

Talking tough when a group of  women Parliamentarians led by Senator Joy  Emordi, from Anambra state,  visited him in his office recently,  he would want  Nigerians  to erase from their mind  that he will be a ”yes man”, insisting that  ”our problems  as Nigerians  are Nigerian problems” which would require  a ”Nigerian solution”.

It is therefore  not very surprising why he had said that   the Executive and the Legislative arm of government  must have to ”work together”.  According to him, the” Lawmakers are there  for the  executive  to move this country forward”.  He may have seen  that Nigerians still see him as an executive rubber-stamp going by such a response to questions to questions posed to him  about his closeness to the President and how he would go about  his duties  without being influenced  that he had volunteered that  the Lawmakers would Challenge  the executive  in a manner  that is” decent and decisive” .  He may have alluded to  the Saraki  led 8th Senate , whose challenge of the  Buhari led executive arm of government was confrontational.

He  had made it clear that the era of Confrontation between the executive and the legislature is over. Lawan , who could not hide his feelings to the  women Parliamentarians had  assured that  his major  concern is to ”build  a relationship  that  has mutual respect , for each arm of government”  in  order to enhance  their Collaboration and Partnership ” to ensure good governance. He admitted that ”it is not going to be  easy”.

He may have sent a message  to those wishing to be appointed as  ministers that  it is not going to be business as usual. ”As a minister , you have to your ministerial job well”, he said.  Unlike what obtained in Buhari’s first term  in office where political appointees  behaved anyhow,  he  promised ” we  will make government appointees  to do what is  required of them ” in the next four years.

Omo-Agege, the Deputy Senate President, may have spoken the mind of the Senate President  when he said  they would” do everything within their power  to help  the President  to deliver  on his next level  agenda  to Nigerians  in the next four years”.  he may have spoken with Authority as the President had said that those who would make the ministerial list  were those known to him personally  and who believe in his agenda of moving the country to the next level.

There are fears in political circles  that with the emergence  of Lawan and Omo-Agege, who  were   regarded  as Buhari’s loyalists, as both Senate President and Deputy Senate President,  major policy decisions about the running of the  country  that requires  the Senate  approval, may be taken in the Presidential Villa, for the  Senators  to approve without  hesitation.  ” This is what Buhari has turned Nigeria into : his” personal estate”,  an aggrieved Nigeria remarked.

Osinbajo inaugurates 650 housing units project in Delta

[dropcap]V[/dropcap]ice President Yemi Osinbajo, on Friday, inaugurated 650 affordable housing units comprising 192 one-bedroom, 230 two-bedroom semi-detached terrace and 228 three-bedroom bungalows near Asaba.

The VP accompanied by Gov. Ifeanyi Okowa had earlier visited the Asagba of Asaba, Prof. Chicken Edozie.

He arrived at the Housing Estate located in Aniocha North Local Government Area at about 6:30 pm, performed the ceremony and felicitated with the host community and the monarchs of the people.

The project which was started in February 2018 with initial N500 billion capital was funded by the Family Homes Funds, a social housing initiative of the Federal Government.

The fund with the initial shareholding by the Ministry of Finance Incorporated (MOFI) and Nigerian Sovereign Investment Authority (NSIA), was to raise another N800 billion from Direct Foreign Investment (DFI) as partner to finance the programme. The fund’s objective is to work with partners to create 500,000 new homes and 1.5 million jobs by 2023.

The fund’s current programme comprises 3,600 housing units now under construction in five locations and another further 21,600 homes to be completed across the country.

Murtala Mohammed Airport Customs Command Generates N29.1b In Six Months

[dropcap]T[/dropcap]he Murtala Mohammed Airport (MMA) Area Command of Nigeria Customs Service (NCS) collected N29.1billion in the first and second quarter of 2019 as against N22.7billion attained within same period in 2018.

According to the command, the revenue collected from January to June 2019 represents 112.4%; adding that the development “this did not only surpass the set revenue target of Q1 & Q2 2019 with ₦3,219,843,233.00 but also surpassed that of 2018 Half Year with ₦6,399,747,155.00”.

A statement issued by J. Ephraim, CPRO explained that within the period, the command made an unprecedented number of seizures and detentions of various items with Duty Paid Value (DPV) of Three Hundred and Eighty Two Million, Two Hundred and Twenty Thousand, Sixty Two Naira (₦382,220,062.00).

Amongst the items seized within the period are –

One Thousand and Two (1002) PCS of Air-Force Berets

Two Hundred and Eighty Nine (289) PKGS of different makes of Drones

Two Hundred and Seventy Two (272) PCS of two way Walkie-Talkie Radios

One Hundred and Fifty Two (152) PKGS of Camouflage Inner Vest, Combat Shorts,  and Camouflage Polo Shirt (No End User Certificate)

Also, the sum of 50,000,000 US Dollar arrived the country without proper documentation, which was seized and handed over to EFCC in the presence of the DSS for further investigations.

The Customs Area Controller, Comptroller JT Shoboiki (Mrs) PhD on her Parade that was held on Wednesday 17 April, 2019 gave out awards of recognition to twelve selected officers who excelled in their various Sheds for their dedication to duty, discipline and revenue generation.

She explained that henceforth, hardworking officers will be celebrated by the Command as a means of motivation to enhance their productivity.

The CAC at the last regular stakeholders’ meeting held on Monday 27th May, 2019 advised Customs Brokers, Airline Operators and importers alike to imbibe the habit of making truthful and clear declarations which must agree with all other documents required for clearance of cargos; such as PAAR, AWB, SGD, Form M as well as Packing lists. She said Customs can only facilitate compliant trade when correct declarations are made, while those with discrepancies are naturally delayed for one correction of DN or the other.

More so, she frowned at the way legitimate and licensed Customs Brokers sublet jobs to miscreants and touts who have nothing to lose thereby perpetrating all acts of frauds, in order to circumvent revenue.

She added that the Command has put in place system to fish out such touts by checking their Form C30 and will not hesitate to prosecute them and blacklist such Brokers to serve as deterrent to others.

Buhari writes Senate, seeks confirmation of Tanko Mohammed as CJN

[dropcap]P[/dropcap]resident Muhammadu Buhari, has formally communicated with the Senate to confirm the nomination of Mohammed Tanko as the substantive CJN. Senate President, Ahmad Lawan, read President Buhari’s letter of the nomination of Justice Tanko in plenary on Thursday.

Part of Buhari’s letter as read by the Senate President said: “I have the honour to forward the nomination of honourable Justice Ibrahim Tanko Mohammed for confirmation as Chief Justice of Nigeria.

“It is my hope that this request will receive the usual expeditious cooperation of the distinguished Senate of the Federal Republic of Nigeria.”

This is coming about six months after Justice Tanko was appointed CJN in an acting capacity by Buhari.

Tanko was appointed Acting CJN on January 25, 2019 following the suspension of erstwhile CJN, Justice Walter Onnoghen.

Justice Tanko, was until his appointment as acting CJN, the second most ranking Justice of the Supreme Court of Nigeria.

FOU, Zone A crack team Raid Alaba Market … 347 cartons of Codein carted from the Alaba market warehouse

[dropcap] F[/dropcap]or years , officer and men of the Nigerian Customs Service, NCS and Nigerian Food and Drug Administration , NAFDAC, knew that that there are lot of dirty deals going at the Alaba International Market but dread going there for fear of being attacked by the criminal elements in the area.

late Dora Akuyili, a former Chairman, NAFDAC, and later minister of Information,  did everything within her poers to stop the mess by  raiding the market severally to stop the fake drug manufactures, who litter the market but that was how far he could go. Her death opened the flood gate  for the  fake drug manufacturers and importers of prohibited drug to virtually take over   most of the   empty warehouses. market to stock their products. The situation is so bad as Tramadol and Codein , drugs which had been baned from being sold in the Nigerian market at the instance of the ministry of ministry of Health because of its adverse effect on the conomy.

Investigation by  shows that  either the drugs may have found their way into the market throgh the major  seaports in Lagos: Apapa, Tin can Island and port Multi-services terminal Limited, PTML or the Bonde terminals afliated to the ports.

Given that NAFDAC Officials  have  faifed in their duty to sanitise the market  to control the sale of such dangerous drugs in the Nigerian market may have  forced officers and men of the Operations and Lagos Roving team Headed by Riks Lura, an a Chief Superintendent of Customs to go back to the drawing to   keep a close watch on the market.

Acting on information  that there was a warehouse in the market stocked with prohibited Codein drug, Riks was said to have mobilised his men to lay an ambush on the warehouse  . the team were said to have observed what was going at the activities  and how Customers troop in and out. When it became obvious to  the Officers that was being sold  in the warehouse was Codeine, it emboldened them to Strike.

The FOU, Zone A, senior  Customs  officer, may have known that raiding the Alaba market to fight the drug dealers was  an operation to be left to his patrol teams alone but chose to lead the team that went for  himselfto ensure that the  cartons of Codein drugs in the suspected warehouse were carted away to the Command premises. he was said to have kept the information close to his chest  but was communicating with the informant until the coast was clear to strike.

It was learnt  a day to the raid to  the raid of the market, Riks had sent an advance patrol team on mulfti fully armed with  their Service pistol to take over the warehouse environment. It was gathered that about five days  ago, the Riks led tem , which had been known for making spectacular seizures  of tramadol, Codein and Donkey Skin, worth  billions of naira, swooped on the suspected warehouse at the Alaba market.

Eyewitness account disclosed that when information filtered out that FOU,  Zone A, personnel, have taken over a suspected warehouse in the market  stocked with Codein drugs, other warehouse operators were said to have hastily  locked up for fear of being searched and disappeared from the horizon. A source told us that FOU team carted away about 350 cartons of Codein from the warehouse which were quickly transferred to the Command premises without any resistance from  the foot soldiers of the drug dealer handing around the vicinity. They may have known that any attempt to attack the Customs patrol team  would spell doom  as the officers were said to have been given standing order to defend themselves from any  such attacks.

Penultimate  Wednesday, Mohammed Aliyu,  the Command Area Comptroller , had  taken Joseph Attah a Deputy Comptroller and the Service Spokes person and his  team from Abuja and two other  Television stations  Crew  and one online Reporter, to the location where the 347 cartons of Codein carted from the Alaba market  warehouse  were kept under tight security. The Customs Comptroller had  put the value of the  arrested Codein drugs  at about N146, 000.00. The successful raid of the  warehouse at the notorious Alaba market, where most of the  big warehouses are operated by the Chinese or  Lebanese  businessmen, should embolden  NAFDAC Enforcement , officials to raid the market  at will to fish out  the  dangerous  drug dealers.

Recall that Muhammed Abba-Kura, Comptroller, Apapa Command , confirmed at  a press briefing  on Tuesday, July 10, 2019, that  the Command  seized 29 Containers load of goods , noting some of the Containers  were found  to be carrying tramadol and other dangerous drugs suspected to be Codein . This may have given people a clue as to where the Codein  or tramodol found in Nigerian markets  were  pushed into the market: the seaport.

Those who may have thinking that the drugs ,particular Codein  or tramodol sold at the Alaba market  may have been smuggled into the country  through the Seme-Krake, a Joint Border between Nigeria and Republic of Benin  to give Mohammed  Uba Gabar,  the Command Area Comptroller would be disappointed. This is because  the  no nonsense Cusoms Comptroller knows his onions   and has effectively blocked the  all the access routes from the land  including the Owode outstation, the Creeks and the watersides  to ensure that  no prohibited items enter the country.

Tramadol smugglers who may have attempted to do so in the past would not forget their experience  in a hurry in an attempt to  smuggle   cartons of tramadol  from Republic of Benin  into the Nigerian market  through  Lagos , were lost to the government. The Customs Comptroller was said to have   handed  over the items to the Nigerian Drug Law Enforcement Agency, NDLEA, but NAFDAC, officials protested .

Impounded ”50” Kg Bags Of Rice Parked At GWH, Seme

Nurudeen Nowa, a physician, and Coordinator of the Agency at Seme, Confirmed that the  number of cartons of tramdol  handed over to the agency mistakenly  were complete , insisting that no carton was missing as alleged. The two agencies, according to sources , had expected  the Seme Command  officials to sesolve the matter but no luck.  The items are still in the custody of the NDLEA.

In spite of the  efforts  put in place in the last couple of months by  the Seme Customs Comptroller, to  stop smuggling activities    within his area of jurisdiction, investigation shows  that there  are  officers who  were said to have worked with him at FOU, Zone A, who had an axe to grand with him and thus  hell bent  in rubishing his records  in the anti-smuggling war against foreign rice smugglers   by taking damaging  pictures of trucks  load  of rice  from Seme   heading to the Internally Displaced People’s, IDP, Camp in the north eastern states of Adamawa, Borno and Yobe which was said to be  at the  instance of Hameed Ali, a retired Army Colonel and posting  it to the Customs  Headquarters   as  smuggled Consignment  through the Seme  land Border.  The Customs blackmailers may have done so to put the Seme Customs boss in the bad books of the Customs Comptroller General,  o facilitate his removal.

This may have  forced Augusttine   Chidi, a Deputy Comptroller General , DCG, Enforcement, Inspection and Investigations, E, I and  I,    to give  Yahaya Usman, a deputy Comptroller  and Coordinator, CGC, Strike Force, Lagos Command , the go ahead to track any of the trucks.

Yahaya may have seen  it as an opportunity  to get back at his perceived enemy , who he had  not forgiven for taking away most of  the jobs meant for   his office   to another Unit,  thus rendering ineffective  at FOU, Zone A, his former Command.

He may have  got it wrong. This is because he had not been  able to  make any seizure of any truckload of rice coming from the Seme Border  axisis to Lagos, an indication  that  those feeding  the Headquarters with such  damaging  information,  ” were liars”.

The blackmailers, based on records available to The Magazine  may not have succeeded  in their plan  to dampen Muhammed’s  aggressive anti-smuggling  drive  as he  has continued to make seizures  of thousands of ”50” bags of foreign parboiled rice both on land,  Creeks and the  watersides, which are  currentlyparked at the Command Government Warehouse.

Ferjani Sassi’s heavily deflected strike gave Tunisia the lead early in the second half at Al-Salam Stadium and Youssef Msakni squeezed home a second on 60 minutes.

Naim Sliti added a third in injury time to send Tunisia through to a semi-final showdown with Sadio Mane’s Senegal, with the Carthage Eagles into the last four for the first time since clinching their only title when they hosted the 2004 edition.

Community vigilantes to partner with the State Government in securing school facilities against vandals

[dropcap]C[/dropcap]hief Patrick Ukah,the Delta State Commissioner for Basic and Secondary Education, has called on community vigilantes to partner with the state government in securing school facilities against vandals in public schools in the state. The commissioner gave the charge when he inspected some public schools in Okpanam and Obomkpa towns yesterday Wednesday (10/07/2019).

Chief Ukah, who expressed his displeasure over the incessant rate of vandalisation in public schools, appealed for intensification of cooperation from the communities and their vigilante groups that will guarantee the security of educational facilities of schools in their respective communities.

He urged the communities to step up their game in protecting these school facilities in their areas as it has become a big challenge, which according to him, must be tackled with all seriousness as government had spent huge resources in providing the facilities.

The commissioner, who reiterated the state government’s commitment in developing the basic and secondary education sub sector in the state, stressed that the construction and renovation of public schools across the state is a demonstration of government interest in making the public schools in the state conducive for learning, while stating that the Okowa administration would continue to give priority attention to education as it played a very crucial role in the Stronger Delta agenda of the present administration.

The school heads of the various schools visited by the commissioner assured him they would continue to partner with the state government to ensure that the standard of education in the state is not compromised.

The schools visited by the commissioner during his inspection visit are Mgbala Primary school, Umebali Primary school, Oruchi Secondary school, Okpanam High School, all in Okpanam, Oshimili North Local Government Area, and Obomkpa Mixed Secondary School, Obomkpa, Aniocha North Local Government Area.

Delta Assembly Okays Nomination of Seven New Commissioners

Those confirmed were Engr Lawrence Chuks Ejiofor from Aniocha South, Barry Pere Gbe from Bomadi, Julius Egbedi, Sapele Local Government, Fidelis Okenmor Tilije, Churchill Ifoghale Amagada from Isoko South, Arthur Akpowowo of Ethiope East and Rt Hon Martins Okonta of Ika South.
This is the second list of commissioners to be sent to the House.
Rt Hon Martins Okonta, a former speaker of the House of Assembly had the singular privilege of being called in first, even though his name was at the rear, introduced by Hon Chukwuyem Okoh member representing Ika South in the House as a loyal party man with a first and second degreesd in Law from the University of Benin, a one time student union president and a doctorate degree holder was the Special Adviser to Senator Ifeanyi Okowa on Legislative Matters at the 6th Assembly.
As a non sitting member of the House, he was asked to take a bow and leave.
Lawrence Chukwuma Ejiofor from Ubulu Ukwu was a one- time Special Adviser on Project Monitoring to the Governor, he was asked whether he was a member of the Nigerian Society of Engineers (NSE) to which he answered in the negative.
Chief Barry Pere Gbe a linguist and UNIBEN graduate has four Masters Degrees in different fields with a Ph.D. He was a banker before he ventured into politics in 2014. He has served in several campaign committees and was member representing Delta South in Delta Board of Internal Revenue (DBIR) in 2015.
Dr Pere Gbe was described to be characterized as forceful and intelligent with broad academic capacity, a trail blazer, team player, humble and a grass root mobilizer. He was introduced by Hon Keneth Preyor, member representing Bomadi Constiruency.
Julius Egbedi who is also a UNIBEN graduate, also has a Masters in Public Administration was a one time Vice Chairman of Sapele Local Government and SSA to the Governor of Delta State on Agriculture, he was said to be a loyal party man who served in the PDP campaign organisation in the last election.
Hon Fidelis Tilije from Ukwuani was introduced by the Deputy Speaker of Delta State House of Assembly, Rt Hon Ochor Christophet Ochor as an experienced finance and human manager, an astute politician and a team player who served in the executive as Commissioner of Water Resources in Governor Ifeanyi Okowa’s first tenure. He was said to have contributed immensely to the Party’ s success in the last elections.
Churchill Ifoghale Amagada from Isoko South was introduced by Hon Kenneth Ogba and Majority Leader Hon Tim Owhofere who pleaded that the nominee be favorably received knowing that he would not stand in for the wrong person.
Olorogun Barr Arthur Akpowowo from Ethiope East who is of the PDP family is being represented by an opposition party member, Hon Innocent Anidi of the APC who despite the party’s difference spoke well of the nominee as a brother and a grass roots mobilizer
Majority leader Tim Owhefere moved a motion for the nominees to be confirmed while Julius Egbede representing Sapele constituency seconded the motion for their confirmation.

Chief Okonkwo Congratulates Ukah on his appointment

Chief Okonkwo in his congratulatory message issued to Newsmen in Asaba yesterday, urged him to be proactive and put Delta first. The Lifeguard Security Ltd. boss also noted that Hon. Patrick Ukah is a well groomed man with strong character credentials and as such, his appointment is well deserved.

In his words, ” Hon. Patrick Ukah had demonstrated good technocratic qualities and as such, his appointment is well deserved “.

“On this premise, on behalf of myself and family, I congratulate and  and wish him well”.

The Lifeguard Security Ltd boss, noted that Governor Okowa has good taste for choosing those who works with him. He further stated Ukah is one of the best choice to have been considered. “Governor Okowa knowing the capability of this man wouldn’t have had exceptional choice to help join in pushing governance to a greater height”.

The Lifeguard Security Ltd. boss emphasised that governance is all about team work, and that building a formidable team is paramount to achieving the best in piloting the affairs of the state.

Buhari will forward Ministerial Nominees This Week – Lawan

[dropcap]B[/dropcap]arring any unforeseen circumstances, President Muhammadu Buhari would formally forward the names of ministerial nominees to the Nigeria Senate before the week runs out.

Senate President, Ahmad Lawan confirmed this on Wednesday during senate planery. He said that the much-awaited list of ministerial nominees would be submitted to the Senate before the end of this week for approval.

Responding to a motion raised at the floor of the House, Lawan disclosed that the shortlisted nominees would be scrutinised before the Senate embarks on its annual vacation on July 26.
