How Governors devise new tactics to steal from LGs Federal allocation

[dropcap]T[/dropcap]he Nigeria Union of Local Government Employees (NULGE) has raised alarm over the alleged new tactics of the state governors to steal local governments’ funds.

The National President of NULGE, Ibrahim Khaleel, told The PUNCH that the state
governments had come up with another means of siphoning money from the local
governments’ accounts despite the Nigerian Financial Intelligent Unit (NFIU) financial
guidelines.
Also, NULGE has written a letter to all the nation’s 774 local governments’ chairmen on August 9 to alert them to the fact that the governors might be planning fresh style to steal the LG funds.
It warned the council bosses and workers against helping the governors to steal the LGs’ money.
The NFIU had directed the state governments to stop tampering with local government funds.
The NFIU had on May 6, 2019 issued the ‘Guidelines to Reduce Vulnerabilities Created by Cash Withdrawals from Local Government Funds throughout Nigeria.’ By this, governors have been stopped from tampering with the funds meant for local government areas.
The guidelines took effect from June 1.
But Khaleel accused the state governments across the country of forcing local governments to pay levies to them from the fund apportioned to the councils from the federation account.

He said local governments were being asked to contribute to the running of some projects in states which ordinarily were the responsibilities of state governments.

When contacted on whether the council workers had reported any governor to the
NFIU for the alleged diversion of the LG funds, the unit’s spokesman, Sani Tukur, confirmed that the NULGE has reported the governors, adding that NULGE had reached out to the unit officially on the issue.

How Bank Managers, Supervisors Steal Customers’ N15.15bn – Officials

[dropcap]T[/dropcap]he Nigeria Deposit Insurance Corporation has said that bank managers and supervisors were involved in no fewer than 119 fraud and forgery cases in banks which led to the loss of N15.15bn in 2018.

It also said that the number of temporary staff involved in fraud and forgery cases had consistently been on the increase.

It therefore called on deposit money banks and regulators to address the problem of contract/temporary staff in terms of welfare and permanent employment in view of the risk their current status poses to banks operations.

According to Sunday Punch, the NDIC in its 2018 annual report released during the week noted that a total of 899 bank workers were involved in frauds and forgery cases in 2018 compared with the 320 reported in 2017.

It noted that 37,817 fraud cases were reported in 2018 against the 26,182 in 2017, adding that the amount involved stood at N38.93bn in 2018 compared to N12.01bn in 2017.

The report, however, showed that the actual amount lost to fraud incidences in 2018 stood at N15.15bn as against the N2.37bn and N2.40bn in 2017 and 2016 respectively.

The NDIC report partly read, “The rising fraud incidences could be attributed to the increase in the sophistication of fraud related techniques such as hacking and cybercrime as well as increase in information technology related products and usage, fraudulent withdrawals and unauthorised credit.

“The channels and instruments through which the reported frauds and forgeries were perpetrated indicated that the Internet and technology-based sources of fraud had the highest frequency, accounting for 59.2 per cent of fraud cases and 42.83 per cent of the actual total loss suffered.

“A total of 899 staff were involved in frauds and forgery cases in 2018 compared with 320 in 2017. The number of temporary staff involved in fraud was 394, accounting for 43.83 per cent of the total number of staff involved in frauds. This was followed by Officers and Executive Assistants’ cadre with 206 or 22.91 per cent. Supervisors and managers accounted for 119 or 13.24 per cent of the total fraud cases. Banks should strengthen their internal controls.”

Giving its assessment of the overall condition of the Nigerian banking system, the NDIC said the banking industry had witnessed noticeable level of improvement in most indicators of financial sector soundness, reflecting the salutary macroeconomic stability achieved in 2018.

It, however, added that the financial condition of the microfinance banks and primary mortgage banks subsector of the system “remained susceptible to vulnerabilities”.

On the resolution and management of failed insured financial institutions in the previous year, the NDIC said it “effectively” closed 138 microfinance banks and five primary mortgage banks whose licences were revoked by the Central Bank of Nigeria between October and December, 2018.

ARMY DEPLOYS TROOPS TO COMPLIMENT POLICE IN SOUTHWEST

[dropcap]T[/dropcap]he Nigerian Army has deployed its men to the Southwest region to compliment efforts of the Nigerian Police in combating different security challenges in the region.

Maj. Gen. Anthony Omozeje, the General Officer Commanding (GOC), 2 Division, Nigerian Army, Ibadan, said this on Thursday in Akure while commissioning a reconstructed road at the 32 Artillery Brigade.

Omozeje, who pointed out that the Nigerian Police leads when it come to issues of internal security, explained that the deployment would assist in combating security challenges in the Southwest.

“The Army has already deployed its men to the Southwest. The division covers six states in the region.

“We are conducting various operations across the region. So, whatever the police is doing, we are complimenting their efforts because in internal security, the police takes the lead,” he said.

The GOC lauded the Ondo State Government for constructing the new road in the barracks in recognition of the role of the military in providing security for the people of the state.

“The road we are commissioning today is the contribution of the state government in recognition of the role that the military is playing in providing security for the people and supporting the government to function.

“This will impact on the welfare of the officers and troops of this brigade, and it will also have multiple effects on their ability and capacity to deliver on our statutory mandate.

“The welfare is the key aspect, it is the effort of the brigade commander to secure the complex and beautify the brigade environment,” the GOC said.

Earlier, the Deputy Governor of Ondo State, Mr Agboola Ajayi, said men of the Nigerian Army had sacrificed a lot and deserved better working environment.

Ajayi said the state government would continue to support all security agencies in the state to have a peaceful environment.

He noted that the military was doing better in the current civilian dispensation than when the military governed the country.

PDP Clears All Eight Councils Polls In Bayelsa

[dropcap]T[/dropcap]he Bayelsa State Independent Electoral Commission has announced Peoples Democratic Party as winner of all the eight Local Government Areas in the just concluded elections to the council.

According to News Agency of Nigeria, PDP scored eight over eight in the election which was boycotted by main opposition party, All Progressives Congress because of what it alleged were irregularities.

The Returning Officer, Frank Ebikumor, on Sunday in Yenagoa announced that Dengiye Ubarugu of the PDP polled 42,539 votes to defeat ADC, whose candidate polled 1,031 votes in Kolokuma/Opokuma LGA.

In Southern-Ijaw, the Returning Officer, Dr. Nwiwu Johnson, announced that Nigeria Kia of the PDP scored 107,150 to defeat the AD candidate, who scored 2,489 votes.

In Ekeremor LGA, the Returning Officer, Dr. Victor Ayibatonye, announced that Chief Perekeme Petula emerged winner with 62,529 votes, as other parties had no vote.

Also in Sagbama LGA, where Governor Seriake Dickson hails from, the Returning Officer, Dr. ThankGod Apere, announced that Alah Embeleakpo had 96,468 votes, as other parties had no vote.

In Brass LGA, the Returning Officer, Timothy Ogiaba, announced that Victor Isaiah of the PDP scored 28,667 votes, while the LP scored 2,948 votes.

In Ogbia LGA, Ebiye Ogoli, the Returning Officer, announced that Turner Ebinyo of the PDP scored 17,661 votes to defeat ADC, which scored 1,017.

In Yenagoa, the Returning Officer, Dr. Good-head Abraham, declared that Uroupaye Nimizuoa of the PDP scored 98,831 votes to defeat Lawrence Kwokwo of ADC, who scored 636 votes.

In his remarks, Dr. Remember Ogbe, the BYSIEC Chairman, said the process was peaceful in all the areas where elections were conducted.

Police DPO, HURIDE intervention secure unconditionally bail of two illegally arrested suspects

[dropcap]T[/dropcap]he intervention of the Chairman, Board of Trustees (BoT), Human Right, Liberty Access and Defenders Found can (HURIDE),Deder Uzor  A. Uzor, on Thursday led to setting free one Mr Chinemerem Onyema and Mr Christian Nwajiaku from Central Police Station, Onitsha.

Onyema was arrested at the popular Emeka Offor plaza, Onistha on Tuesday, and was accused of buying stolen phone from a suspect, while Nwajiaku was arrested by the police while returning from a church programme on Wednesday.
Dede Uzor, who led a team of Human Right activists to CPS, quickly contacted SP Ifeanyi Obulu, DPO in charge of CPS Onitsha, on hearing that an officer, Ms Nkechi Okwa was allegedly demanding N70,000 for the bail of Onyema.
SP Obulu and Divisional Crime Officer 3, DSP C. C. Okoronkwo, called on the suspected phone snatcher, to substantiate his earlier claim that Onyema bought the phone from him, and he said that he was not actually the buyer.

The suspect said he was advised by the two police who arrested him to indict Onyema. “He is not the person. I was told by two police officers to say he is the one since they couldn’t get the real buyer. That is why I lied and he was arrested,” he stated.

As a result, Okoronkwo ordered for a bail to be granted to Onyema unconditionally, while the suspect was made to sign caution form, stressing that he would be charged to court.
Onyema explained that he returned from village on Monday , where he had gone to discuss how to bury his late mother, only to be arrested by the police on Tuesday.
Mr Christian Nwajiaku, on part, was released unconditionally, having been established that he was wrongly arrested while returning from a Church programme with his tricycle.

A mild drama played out after they regained freedom as Nkechi Okwa, who was not around when the bail was granted, and insisted on using a Search Warrant(SW) she said she raised for the suspect.
Dede Uzor and his team, told her she would not been making use of it as it has been overtaken by event. In the event of argument, Onyema’s siblings alleged that her threats was due to their refusal to pay in a sum of N70,000 she had told them to pay before he could be granted bail.

“We pleaded with her to collect N50,000 because our brother did not commit the crime he was accused of. She said we should pay N40,000 for his bail out and N30,000 for the stolen phone. We pleaded with her but she refused and rather gave us a phone number to call whenever we are ready,” Mrs Ifeoma alleged.

Dede Uzor was subsequently called for a meeting, while other members of the crew were begged to stay away. On returning from the meeting,Dede Uzor demanded that Nkechi should be reprimanded over her alleged “ extortive disposition.”
“Brothers and sisters of Onyema complained bitterly how they pleaded for release of the suspect unconditionally. They were compelled to pay N70,000 but they begged to pay N50,000 but they refused. In the process, she prepared a Search warrant. But on intervention of DPO and DCO 3 he was granted bail unconditionally. Yet she was crying just because her plan did not work.

“I am not surprised. Senior police officers are refined and very professional in their activities. But some of the junior officers like Nkechi are doing otherwise. I will take up this matter. I am calling on the commissioner of police for total overhaul of ranks and files in the state especially those who have spent over three years in a station in Anambra state because they have been influenced and corrupted by their environment.The likes of Nkechi should be reprimanded and punished for her unprofessionalism,” he said.
Dede Uzor praised SP Ifeanyi Obulu and DSP CC Okoroknwo DCO 3 for their professionalism and called on the Inspector General of Police ( IGP) and Police Service Commission (PSC) to promote them to the next rank respectively.

Revolution: APC Accuses Atiku Abubakar of Sponsoring Sowore

[dropcap]T[/dropcap]he All Progressive Congress (APC) have accused the Peoples Democratic Party (PDP) flag bearer in the 2019 elections, Alhaju Atiku Abubakar of being one of the masterminds behind the nationwide protest summoned by activist, Omoyele Sowore.

In a press statement signed by APC spokesperson Lanre Issa-Onilu, the party described Atiku as the patron and cheerleader of the #revolutionnow movement, even as it accused Sowore of trying to forcibly take over government after failing at the polls.
The APC also accused the activist of treason and plotting to destabilise the country.

Mr Sowore was arrested last Saturday for calling for a revolution against bad governance.

He had planned a series of protests across Nigeria to start from last Monday.

Despite Mr Sowore’s arrest, many Nigerians still came out for the protest. However, dozens of the protesters were arrested across the country with some charged to court. On Thursday, the Nigerian government secured a court order to detain Mr Sowore for 45 days based on Nigeria’s controversial terrorism law.

Even though the main opposition party, PDP, has not been part of the protests with one of its prominent governors warning against it, the APC still accused the PDP presidential candidate, Atiku Abubakar, of being behind the protests

“Of course, the disgruntled presidential candidate of the Peoples Democratic Party (PDP), Alh. Atiku Abubakar is expectedly the patron and cheerleader of the unpatriotic elements who would rather bring our country down for being rejected at the polls,” APC spokesperson Lanre Issa-Onilu said in a statement on Thursday.

Mr Issa-Onilu accused Mr Sowore of treason for planning the ‘revolution.’

“Sowore and some of his co-losers have now resorted to an illegal and misguided plot to destabilise the country,” he said.

“We Can’t Win War Against Insecurity With Killing Of Policemen” – Reps Minority Caucus …***Seeks Judicial Panel Of Inquiry

[dropcap]T[/dropcap]he minority caucus of the House of Representatives, has condemned in strong terms, the killing of three police officers allegedly by military personnel in Taraba State and the purported escape of a kidnap kingpin, Alhaji Hamisu Bala Wadume, saying these incidents have further demonstrated why the country was far from winning the war against insecurity.

The caucus said the situation where security agencies turn their guns at one another, leading to the questionable “escape” of hardened criminals pointed to leadership failure in the security sector.

Baring its mind in a press release endorsed by the Minority Leader, Hon. Ndudi Elumelu on Friday 9th August, 2019 and made available to newsmen in Abuja, the caucus’ statement reads in part:

“We are very aggrieved by the killing of three members of the Police Intelligence Response Team (IRT) by soldiers on Ibi-Jalingo road in Taraba State. The gruesome murder of some of Nigeria’s anti-kidnapping and anti-insurgency police intelligence officers shames us before the entire world and highlights, once more, the seeming lack of operational synergy and the unhealthy inter-agency rivalry and sabotage, that keeps Nigeria far from winning the war against escalating insecurity across the nation.

“A situation where policemen on lawful duty are mowed down so gruesomely at the hands of a sister security agency is untenable and demonstrates leadership failure of unspeakable proportions in the security sector. It portrays the nation’s security agencies as working at cross-purposes and infested by fifth columnists.

“We therefore, as opposition lawmakers in the House of Representatives, call on the Federal Government to immediately institute a judicial panel of enquiry into the incident, with a view to unraveling the circumstances that led to the unwarranted incident. It must not be swept under the carpet as usual.

“Whereas the House minority caucus will take up this matter upon resumption of plenary, we also call on the Federal Government of Nigeria to institute a full judicial enquiry into the death and circumstances surrounding the supposed vanishing into the thin air, of an alleged billionaire kidnap kingpin, who has been a high security risk to the society.

“The investigation ordered by the National Security Council at the end of its Thursday, August 8, emergency meeting, appear all too banal and may not yield much if investigations into related events of past years is anything to go by.

“Furthermore, Caesar’s wife must be above suspicion and those entrusted with securing the lives and property of Nigerians must never be above suspicions of conspiracy, aiding, and abating crime or of sabotaging the solving of crimes.

“We, therefore call on the security agencies, particularly the military authorities in this instance, to launch a manhunt for Alhaji Hamisu that will produce him to face the law. Allowing such a dangerous character to reintegrate into the society is a security risk of monumental proportions”, the caucus stated.

The lawmakers sympathised with the Nigeria Police and the family of the deceased over the loss of their officers and loves ones and prayed God to grant the fallen security agents eternal peace, noting that they were heroes, having died in active service to their fatherland.

WE WILL CLAMP DOWN ON HUMAN TRAFFICKING IN DELTA – Task Force

[dropcap]T[/dropcap]HE Chairman of the Delta State Task Force on Human Trafficking and Illegal Migration, Barrister Peter Mrakpor,  promised that the taskforce would ensure drastic reduction in the incidence of human trafficking in the state. He stated this in Asaba Thursday, August 8, during a rally put in place to commemorate World Day Against Human Trafficking.

He expressed worries that some parents encourage their children to travel abroad just to compete with fellow parents whose children are abroad wondering why some youths are not taking advantage of the various programmes put in place by Governor Okowa to engage the youths in self reliance.

Mrakpor, who admitted that the issue of human trafficking is a big problem, added that the task force would be taken to all nooks and crannies of the state to flush out all those involved in the crime.

In her own remarks at the occasion, the Commissioner for Women Affairs and Social Development, Mrs Flora Alatan remarked that resources are numeric in Delta state and Nigeria at large and as such the youths have no reason to subject themselves to the pain they go through in the name of travelling abroad.

On his part, the Acting Permanent Secretary, Directorate of Orientation, Mrs Stella Maculay frowned at the reduction of value for human lives among Nigerians pointing out that most times, greed was responsible for fuelling the victims to traffickers because the money they spend trying to travel abroad was enough to start good business.

Some returnees from Libya however, narrated their harrowing and excruciating experiences while they were in Libya.

Mr. Sunday Emmanuel, a Libya travel returnee narrated this gory tale: “Many of us were sold in Libya to buyers who flogged and tortured us. I was in prison for seven months in and stayed in nine prisons in all because we were moved from prison to prison. About 150 of us were sold as slaves; daily one person would die. A woman that died was roasted. There was a colleague from Agbor who ran mad and he eventually died because of torture. It was our fellow Nigerians who were being used to subject us to daily floggings and other forms of torture”

Mr. Godspower Nkwo, leader of Libya returnees in Agbor said: “I thank God for the Federal Government that made it possible for us to return from Libya. We were taken and moved from prison to prison. We were given food once a day, and made to drink water from the toilet.”

Obiazi Hilary, a Libya returnee said: “I sold the only land that my father had to travel. My burga and pusher failed to ‘push’ me beyond Libya into Europe as our engine developed problems on the high sea and there was nowhere to go. I fasted and prayed for two months. And when our boat was stuck on the high sea, many persons died in the process. But suddenly, a strong wave came on the sea and moved our boat back to Libya that was how we survived and were moved back to prison. I lost my best friend who could not survive the sufferings and harsh treatments were we subjected to. I celebrated the 2018 New Year in prison in Libya.”

Another victim of human trafficking, who pleaded to speak on grounds of anonymity, had this to say: “I was the one that was working in the bank who left after being spoken by somebody about traveling out. In Libya, the people love their goats more than the human being. We were made to feed the goats with good food but we were given bread as hard as the stone as food to eat. And the war being fought in Libya was the war between states, and we were given guns even without training on how to fire the guns, and made to fight their enemies. And they knew we had no choice but to do their bidding, otherwise you will be killed. Many people died in our prison and were made to live with the dead, rotting and stinking corpses in the cell. We suffered.”

Yet another returnee in his testimony of experience in Libya said: “We are not used to eating food. We eat once a day, and it is a tea spoon of rice that we are given once a day. They sell and kill people to use the parts of their body to sell for money. A pregnant woman was sold and killed.”

 

Worried by the evil perpetrated by the merchants of human trafficking and illegal migration, the Delta State Government stepped up effort to deal with the syndrome and rescue unwary Deltans from the agents of this despicable trade and, in collaboration with its Edo state zonal counterpart of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), caught in its dragnet some of the persons doing the illicit trade in the state.

This disclosure was made by the Chairman of the Delta State Task Force on Human Trafficking and Illegal migration, Mr. Pater Mrakpor Esq., in a press conference preceding the sensitization road walk, on Wednesday, August 07, 2019, to call attention and warn Deltans from becoming victims of human trafficking and illegal migration.

According to Mrakpor, the NAPTIP arrests were part of the measures taken by the state government to clamp down on the forces behind the atrocious trade.

Mrakpor further noted that it was worrisome and disturbing that fellow Nigerians would engage in persuading unwary parents to send their children abroad on the pretext of giving opportunity to better their lives abroad but with the ulterior motives of converting them to slaves on arrival in the unknown land.

While urging Deltans to beware of the presence in their midst, of these traffickers, who are already creeping into Delta State trying to lure boys and girls away to ruin their destinies, Mrakpor called for vigilance on the part of all, adding that any person noticed trying to lure people into such evil trade should be reported immediately to security authorities and the attention of the Task Force called to it. He also confirmed that there were eight local government areas so far identified as potential problems areas of human trafficking and illegal migration.

Lamenting that parents raise as much as N1.5million to get their children to go on such a mission, the Task Force Chairman and Delta State Attorney General and Commissioner for Justice, alerted that: “If people understand that terrible and sordid things are done to those being trafficked abroad under this guise, they will not be deceived. If you can raise N1.5million to go abroad, why save to commit suicide. It is like saving to buy Gamalin 20 to drink. Such amount of money could help a person raise a big business that can catapult one to limelight in Nigeria” he advised.

“There is nothing you need in Nigeria that you cannot get. But the mentality that life is better abroad than in Nigeria, is a wrong one. The statistics we are having shows that these persons have penetrated Delta state and they are convincing young boys and girls and even parents to travel abroad

“A lot of persons have been taken abroad on the pretext of going to school or looking for greener pasture, at the end of the day, they end up becoming slaves.

“So, this is a call for everyone to report anybody trying to convince anyone in such manner to the nearest police station or any government official.

“Anybody seen persuading people to travel abroad without any genuine reason should be reported to the nearest police station.

“We want to appeal to parents to know that the man or woman who is approaching you, your son or your daughter that there is a better life in the United Kingdom or United States or Malaysia, the person is deceiving you.

“It is unfortunate parents do not do proper investigation and know the background of people who come to ask for their children to be taken abroad. The taskforce set up by the state government will ensure this evil is brought to a stop,” Barrister Mrakpor said.

Obi of Atuma-Iga Kingdom Appeals To Governor On Atuma-Iga/Okpanam Road

[dropcap]T[/dropcap]HE Obi of Atuma-Iga Kingdom in Oshimili North Local Government Area, Delta State, His Royal Majesty, Agbogidi Obi Chukwuka Daniel Ogbudo, has urged the State Government to direct as appropriate, the relevant organs of the government to embarked on the construction and tarring of the old link road between Atuma-Iga and Okpanam Community so as to facilitate the movement of the residents of the areas.

He urged the Government to tar the road from Ajaji Quarters, Atuma-Iga to Okpanam, saying that if the road is tarred, it would boost the economic activities in the area and facilitate the movement of farm products/produce to urban towns/cities, especially to the state capital territory, and its environs, and equally enhance the living standard of the people.
The monarch also stated that the if the road was constructed, it would facilitate the movement of traders from the various part of the state, Onitsha as well as other market to buy and sell goods, adding that this effort will in turn, enhance the Internally Generated Revenue (IGR) of the state for better performance.
He also advocated in another development that it will be good for the present administration in the state, to establish a directorate of project monitoring, like in the past in the state whose responsibility would be for the strict and effective monitoring of the people-oriented projects embarked upon by the state government, in order to ensure that projects are not left uncompleted or abandoned.
