Court Okays Indirect Governorship Primary For Kogi APC

[dropcap]A[/dropcap] Federal High Court in Abuja has affirmed the decision of the All Progressives Congress (APC) to conduct indirect primary for the forthcoming governorship election in Kogi State.

Justice Taiwo Taiwo approved the party’s choice today, August 26 and dismissed two suits filed by some APC members in Kogi, challenging the party’s choice of mode of primary to be adopted for selecting a candidate for November 16 poll.

The first suit prayed the court to determine the true leaders of the party from the two sets of members of the party in the state, claiming entitlement to its leadership.

In the second suit, some party members challenged the decision of the APC’s National Working Committee (NWC) to adopt an indirect primary in choosing its candidate for the election.

The plaintiffs were of the view that the choice of the mode to be adopted for primary election cannot be determined while the leadership in the state chapter of the party was under question, with the pendency of the suit.

In his ruling, Justice Taiwo dismissed the first suit for being statute barred on the grounds that it was not heard within the 180 days stipulated under Section285(10) of the Constitution.

He added that since the second suit was predicated on the first suit which had been dismissed, it was unnecessary determining issues raised in the suit on the grounds that they have become academic.‎

BREAKING: Court Dismisses Sowore’s Application Challenging His Detention

[dropcap]T[/dropcap]he Federal High Court, Abuja, on Wednesday, refused to grant the motion filed by Mr Omoyele Sowore, Convener, #RevolutionNow protests, challenging his detention for 45 days by the Department of State Security.

Justice Nkeonye Maya, who declined all applications by Counsel to Sowore, Mr Femi Falana, SAN, sent the case back to Justice Taiwo for further hearing.

Falana, who had asked the court to set aside the ex parte order granted by Justice Taiwo, also applied for bail orally when Justice Maha rejected the earlier application.

Sowore, who is presently in detention had, on August 9, approached the court, seeking an order to vacate the ex parte order that gave the DSS the legal backing to detain him for 45 days.

The News Agency of Nigeria reports that Justice Taiwo Taiwo had, in a ruling on an ex parte application, on August 8 ordered Sowore’s detention for the said period to enable the DSS to carry out and conclude its investigation on allegations levied against him.

The DSS had also, on August 20, challenged the court order, allowing it to detain Sowore for 45 days against its request of 90 days pending investigation

IPOB members Besiege Ambassador’s residence in Japan

President Muhammadu Buhari arrives Japan ahead of the 7th Tokyo International Conference on African Development on 26th Aug 2019

[dropcap]M[/dropcap]embers of the Indigenous People of Biafra [IPOB] in Japan today said they have tracked the President Muhamamdu Buhari to the residence of the Nigerian Ambassador in Tokyo.

Grassroots Publishers is in possession of a video recording where IPOB members besieged the Ambassador’s residence while being shadowed by the Japanese Police. According to their spokesman, their mission at the Ambassadors residence is to arrest Buhari and hand him over to the Japanese Police for prosecution.

“We understand he has locked himself in an upstairs bedroom and have refused to come out. We are knocking at their door to compel the Nigerian Ambassador to hand him over peacefully but so far, he and members of his staff have refused to answer the door”, he stated in the video.

The video also showed them pressing the door bell of the Ambassador’s residence in Tokyo, Japan.

Buhari however, failed to appear, further fueling the controversy surrounding the Japanese visit and his actual whereabouts.

Joint Border Security Operation Cripple the Economy of Benin, Niger and Chad

[dropcap]A[/dropcap]bubakar Amajam, an Assistant Comptroller General, ACG, of Customs is a happy man. Amajam source of happiness, was that the Joint Security  exercise,  code named ‘’Ex-Swift Response’’, which had resulted in the closure of the Borders between Nigeria and Republic of Benin, Niger and Chad  as well as that of the Central African country of Cameroon  is making an appreciable  impact.

From Okada riders, Transporters, money exchangers to Cross-Border traders ,the story is the same, biting economy. There are fears that if the Border  closure continue, the  Bennoise, Nigeriens and chadians  may turn against  their leaders. It may be worse in Republic of Benin where the people  are not happy with Patrick  Talon, their President for allowing President Muhammadu Buhari to close the Borders without doing anything about it.

Security watchers believe that Talon may have given  the Katsina born Nigerian President the room to initiate the Joint Border  security Operation  to Protect the country land and Maritime Borders  because of lack of respect for trade Agreements.  Talon may not be alone in disrespecting bilateral  Agreement with Nigeria as past Administrations had done it.

The  situation had been made worse as the country  had taken advantage of the their business relationship with importers from Niger and Chad, both land locked  countries , to allow their transit cargos, particular,  foreign parboiled rice,  which  pass through Benin Terminal, Cotonou and Bollere seaport but ended in the Nigeria market, thus making nonsense of the government  foreign importation into the country and created a window  for local rice production.

Note that Benin   had seen  a rise in its rice imports which are handled by four multinational  Companies and between 20 to 30 Smaller small rice importers. The multinational rice importers include  African Agro Foods which is Headquartered in Pan Lebanese Group, Dubai, United Arab Emirate, UAE, Di Fezi Fils, Sonam linked to the Stallion Group in Dubai, which also have an Operational base in Lagos.  The last but the least is ABC Enterprises.

Going by the Beninoise rice fortification policy African Agro Foods Imports  360, 000 MT  or 30 percent of the rice needed  in the country,  Di Fezi Fils,  300,00 MT or 24 percent, Sonam, 240,00 MT, 20 percent ABC  enterprises, 10,000 MT or one percent while other rice importers bring into the country 290,000 or 24 percent  of the total rice imports of the country.

Since June 2015,rice imports in that tiny West African  country of Benin had soared , when the Central Bank of Nigerian, CBN, under Godwin Emefiele   created a list  of 41 products, which were later increased to 44 with the addition of textiles   for which importers  do not have access  to discounted foreign exchange.

It is instructive to note that  virtually all the parboiled rice imports into the Republic of Benin are smuggled into the Nigerian market through unapproved routes.

Investigation by Grassroots Publishers shows that  the situation appears to have been bad to the importers and their distributors as there are no markets to sell the parboiled rice in Nigeria because of the closure of the Borders which the government had denied through Garba Shehu,  senior Special Assistant  to The President on Media and Publicity.

Sources disclosed that some shipload of  bulk  rice cargoes that had arrived  to the Benin terminal  and Bollere portsare still awaiting to discharge. This is because there are no  available ware Houses to stock the items  as the Warehouses  are  filled with rice  awaiting  for evacuation by distributors who had deposited money from Nigeria and other parts of the country, particular the north.

.Indigenes of the Border Communities in the north west and north east  are the worst hit.  From  Matamaye, Magarya, Babura, Mai mujiya, Tikim,  and other Border communities in Kano and Jigawa states   which fall within  the Zandar  region directly linking Niger and Nigeria in  the south, are now a shadow of itself: low economic activities of buying and selling of traded goods.

the Nigerien  traders’ major worries  was that between Wednesday, August 23 and now,  they have not been able to access  the  ancient  City of Kano, described as the Commercial nerve center of the north to buy goods because of the tight security.  Maritime analysts believe that it is only from this Border Communities   that transit cargoes from Benin could be supplied Niger.

The people may have been put in the dark  as the Nigerian Immigration Service, NIS, Authorities had refused to carry them along by explaining  the reasons for the closure of the Border  but only allow travellers with valid documents to enter the country.

Lawal  Musa, an Okada rider , who wore a painful look when he spoke to The Magazine  lamented  that out of 10 percent of them that are still doing the Okada business at the  Border between Nigeria and Niger, only one percent could  feed their families as the rest are hungry looking for what to eat.

This could  be said of the money exchagers. Gilli,  who is a  resident  of Amaimujiya, Border Community ,  and who exchanges foreign currency at the Border parallel market  said his business had been at the lowest ebb since last Wednesday  when  Hameed Ali, a retired Army Colonel and Comptroller General, Nigerian Customs Service, NCS, Mohammad Babandede , Comptroller General, NIS , and Heads of other security and Intelligence agencies  including Magaji Bichi, Director General , Department of State Security, deployed their men to the Borders , business had never been the same again. ‘’My Bureau de Change business has  virtually closed because of lack of patronage’’, he had said.

Perhaps, what is giving the people  much concern  at present  is the  biting inflation. It was learnt  that the prices of  goods ,, rice, wheat, including  petroleum products  among others have skyrocketed beyond the reach of many .

Efforts to speak to a  Police Officer At Prefecture  Police Station in Matamaye Border Community,  was rebuffed.  The Officer who spoke in French but was  interpreted to my hearing by a by bystander, who understands that they have been warned by the Authorities  not to talk to the Nigerian press since their President has the mind to close the Border without considering the adverse  effect on other economies that depend on the country to survive.

The Nigerien , Beninoise and Chadian press appear to have taking advantage of the Border closure to make caricature of the government in their  Editorials. The Nigerien press may be taking it hard on the government  because it is a landlocked country, an indication that for the  one month that the Joint Borders Security Operations are likely to last, life of  people in the Border Communities would be a sorry one.

Elumelu Takes UBA And TEF to Tokyo International Conference On African Development

[dropcap]W[/dropcap]hen President  Muhammadu Buhari, left for the Tokyo  International Conference on African Development , TCAD 7, with the government delegation including  some private sector investors, not many  expected  Tony Elumelu, Chairman , United Bank for African, plc and founder of Tony Elumelu Foundation, to be there.

Unknown to them, the organisers of the TICAD7, had sent a personal invitation to him, insisting that he must be there because of his achievement  in promoting investments in  the African Continent. Elumelu, according to sources, did not hesistate in giving his words to attend to participate fully in the programme.

True to to his words, the BA, Chairman  was said to have made all the travell arrangements  for the Conference. The Bank sources said he would be accompanied by other officials from the Bank including Ifeanyinwa  Ugochukwu, Chief Executive Officer, CEO, of the Foundation. It was learnt Dupe Olusola, Group Head, Marketing, who has a mark , in UBA,  and Muyiwa  Akinyemi , Group Head, Corporate Banking  were also on the Elumelu team to Japan.

The’’ Conference’’ which was formed in 1993  have been  convened  alternately between  Japan and Africa  since TICAD6. Described as the largest Conference on African development, it  was said to have attracted  several Heads of States and Governments in Africa including b business moguls from the from the Continent.

Note that it  is a Conference organised every three years , for advancing African Development through pepole , technology  and innovation’’.  Given the importance attached to the Conference  because of its  focus  on African Transformation, improvements in business , environment  and institutions through  private sector  investments and innovation,  Elumelu, a Nigerian celebrated  Investor, is expected to give a keynote   at the official Business Forum that would be hosted by the Japan External Trade  Organisation,  JETRO.

The Conference , which provides a platform  for key decision makers  from Japan  and Africa , both in business and politics , in order to be able to identify opportunities  for investments  and exchange  knowledge was said to have made the appreciable impact on the African Continent. Already, Japan   has pledged a  $30 billion   investment  for the future of African  .

Also, the Japanese government  and the country’s  private sector have agreed  to spend additional   $10 billion   on infrastructural development  in the  Continent  and $500 million  for  vocational training  of 50,000 Africans. That much was contained in the keynote Address of Shinzo Abe, the Japanese Prime Minister.

This is where  Elumelu, would have to show his is expertise in financial management by advising JETRO, on how to spend the fund to achieve the desire purpose in Africa.  Note that UBA, which has been under the close watch of Elumelu , and the Foundation,    have been at the forefront of innovation  in the African continent over the last five years.

Described as the voice of the new generation of African Entrepreneurs , capable of transforming the Continent ,  Elumelu, who is expected to speak alongside   with  other global leaders and business  moguls  at the Conference which kikstarts on Wednesday, August 28,2019, and  end on Friday, August 30, 2019.  Among African leaders  that had been grouped penciled down to speak  alongside with Elumelu, at   the plenary  session include Cyril Ramaphosa, South  Africa, and Chairman of African Union, UU. Abdel- Fattah Sisi, Egypt, Muhammadu Buhari, Nigeria and Paul Kagame,  Rwanda.

It was learnt that that the Organisers  of the TICAD7  had prepared the mind of  the Nigerian born investor that he would deliver the keynote address  at the  plenary  Public – Private  sector business  Dialogue , described as the core session,  which is expected to bring   together Japanese and African  business leaders on a round table  because of his wealth of experience.

Many believe that he would use  the opportunity provided by the TCAD7 to espouse his Philosophy  on  African Capitalism  which posits  ‘’entrepreneurship  as the key  to unlocking  economic transformation    in Africa’’ . Business watchers believe he has  used the opportunities  provided  by such international Conferences in the past to   drum support for empowerment  of young entrepreneurs and why the government must provide the enabling environment for the investors  and their business to thrive. The situation may not  be different in the ongoing  TCAD7.

There are indications that the Nigerian investor,  will join  Kagame, the President of Rwanda    to Co-Chair   the Leadership  Group  of Generation unlimited   and  Henrieta  Fore, UNICEF, Executive Director   to Co-Chair  UNICEF and  AU, Breakfast  meeting which would   focuse on ‘’ catalyzing  investment   in African youths  and developing  a specific vision   for job creation in Africa’’.

Those who knew Elemulu, says he never  allows any  opportunity to pass by him without making good use of it. He is expected  to use the Breakfast meeting with  the African leaders to extract a  Commitment from them, for implementation of a ‘’business plan  for digital productivity in Africa  that would look more like  the ELumelu Foundation ‘s TEF Connect, the largest digital network for African Entrepreneurs.

Thoe who are Conversant with the Elumelu Foundation Programme  in the last five years  revealed that 7,521 African Entrepreneurs   had benefited from     his personal commitment of 100 million seed funding , mentorship and training.Investigation shows that six of the beneficiaries of the funds  had  been sponsored at various times  the   to attend UNCTAD Conference  organised by  the UNDP.

It is not surprising why JETRO officials are looking to Elumelu to know  he was able to build a behemoth  out of UBA and turn his Foundation into a household name in Africa  among young Entrepreneurs.

Okpe Advocacy Group scold CHURAC Over Attack On DIDEN

[dropcap]T[/dropcap]he Okpe Advocacy Group (OAG) has castigated the Centre for Human Rights and Anti-Corruption (CHURAC) for its attack on the Chairman of the Delta state Oil Producing Areas Development Commission (DESOPADEC) Hon. Michael Diden, aka Ejele, and seeking to go to court to nullify his appointment.

AOG in a statement Thursday, August 22, 2019 and signed by its National Chairman, Mr. Austin Okubor and Secretary, Comrade Efe Dafe called attention to a story published recently in a national newspaper, in which CHURAC was said to have stated in a statement by its Board of Trustees (BOT) Mr. Oyikedi Fuofegha that the group was going to court to ask it to nullify the appointment Hon. Diden by Governor Ifeanyi Okowa.

OAG picked holes in the claims of CHURAC to the effect that Hon. Diden’s appointment is a negation of Section 7 (1) a, b, and c, and (2) a and b of the DESOPADEC law 2015 as amended in 2019, arguing that Diden cannot be validly appointed as DESOPADEC’s chairman when the governor had previously appointed one Godwin Ebose from the same Itsekiri ethnic nationality as DESOPADEC’s board chairman.

CHURAC was also quoted as insisting “that by virtue of Section 15 (1), (2) a and b and (3) of the DESOPADEC law 2015 as amended, that Governor Okowa cannot nominate for appointment any person as a member of the governing board of DESOPADEC whose ethnic nationality produced the immediate past board member of the same office. Therefore that an Itsekiri man cannot by virtue of the DESOPADEC law as amended be appointed chairman after another Itsekiri man , Godwin Ebosa was chairman of DESOPADEC in 2015. To CHURAC therefore, Diden’s appointment “is an aberration” , arguing that “no ethnic nationality who has produced or is producing either the chairman, the managing director or the executive directors can succeed itself without following the rotational circle as provided in the DESOPADEC law.”

OAG, a socio-political pressure group for the advancement of Okpe interests, took serious exception to the statement of CHURAC saying that it sympathized with the group for exhibiting poor understanding of issues about Hon. Michael Diden.

OAG stated: “The group needs to be informed that Hon. Diden is a well-rounded political figure who is very well acknowledged by all for his good works as a person, politician and community leader across many divides, including maternal and paternal.

“It is therefore, important to ask CHURAC if it is wrong for a Nigerian citizen, and specifically a Deltan, to be a product of a father and a mother of distinct ethnic nationalities. It was expected of the so-called anti-corruption group to have done some home work by trying to find out why the governor chose to appoint Diden as chairman, even when he was the same governor that appointed Godwin Ebosa as chairman in 2015.

“We believe that if they had cared to find answers to what seem to them a puzzle, their findings would have removed the fog and make this their journey to nowhere unnecessary.”

Arguing further, OAG stated: “While we will not dignify CHURAC and its shameless sponsors by educating them on the biography of the amiable Hon. Diden, they should be instructed that the one they are bellyaching and up in arms against is not DESOPADEC chairman on the slot of the Itsekiri ethnic nationality, but on the slot of the Urhobo ethnic nationality by virtue of his father being an Okpe man. Of course, it is an obvious fact that Okpe is the core of Urhobo ethnic nationality.

“The good thing going for Hon. Diden is that whenever he appears in Itsekiri land or Urhobo land, he is a son. It is this attribute of sonship in both places that made the Itsekiri in Warri North Local Government to find him worthy, and elected him as Council chairman, and extended same gesture to him when he was elected again to represent them in the Delta State House of Assembly. Those were elective positions.

“We make bold to say that this value that his mother’s people, the Itsekiri, found in him, that made them to consider him worthy of casting their votes for him, and lead them at the Council as Chairman and as their representative in the House of Assembly did not reduce the value which his father’s people in Okpe, in the Urhobo ethnic nationality also have in him.

“This is the reason that when the governor consulted with us as stakeholders for our consent to appoint Diden as DESOPADEC chairman, we welcomed the idea wholeheartedly because Diden is our son, and we cannot deny him.”

OAG therefore, debunked CHURAC’s claims, stating: “We therefore, disprove CHURAC’s churlish claim that the appointment of Diden as chairman of DESOPADEC board is an aberration, and we dismiss its ranting as infantile, crude, vulgar, and a misplaced aggression that is uncalled for.

“The exploits and good works rendered by Diden in Warri North LGA and in the state House of Assembly will remain indelible and will continue to rebound to his credit as a political craftsman. And now that his father’s place requires his services on their slot as DESOPADEC chairman, he cannot be denied.

“It is against this background that we berate CHURAC for dabbling into what it cannot defend; not being a stakeholder in the Peoples Democratic Party (PDP) and the politics of the party,” OAG stated, adding: “Indeed, CHURAC’s rude and ill-bred attack on the person of Hon. Michael Diden should be seen for what it is, the posturing of a meddlesome interloper.

“Is the group which claims to be a human rights body opposed to the right of Diden to be nominated by his father’s people for appointment?”, it asked.

BUHARI APPROVES NEW NDDC BOARD … APPOINTS OKUMAGBA AS THE NEW MANAGING DIRECTOR

 

[dropcap] C[/dropcap]hief Bernard Okumagba,Former Delta State Commissioner for Finance and one of the most cerebral public servants to serve in any executive council of Delta state since creation has been appointed by President Muhammadu Buhari, as the new Managing Director of the Niger Delta Development Commission, NDDC.

The confirmation of his appointment was contained in a Press statement, issued by Olusegun A. Adekunle, Esq, (KJW), Permanent Secretary (General Services Office), for: Secretary to the Government of the Federation., which also listed the names of the members of the new NDDC Board that will take over from the interim management board headed by Prof. Nelson Brambaifa.

A scion of the famous and very popular Okumagba family of the great Urhobo kingdom in Warri, Delta state, Bernard Okumagba, who has an impeccable pedigree and excellent academic background, displayed admirable and sage-like leadership qualities in his days as Commissioner, first of Economic Planing and Budget, then of Finance in Delta state, which earned him widespread acceptance, admiration and huge, well deserved respect, across board.

Meticulous, precise, unruffled and always very calm, clean and proper, immaculate and neatly groomed, Bernard, as Delta State Commissioner, was a forthright, honest and highly principled man, an astute administrator who ran his highly sensitive and challenging office, with impressive, result oriented efficiency, a dependable friend and a just and fair man, who always made sure to put in his very best and committed himself fully in every thing he did.

CHIEF UKAH CONGRATULATES DELTANS ON DELTA @ 28 ANNIVERSARY

[dropcap]D[/dropcap]elta State commissioner for Basic Education, Chief Patrick Ukah has congratulated the State government and Deltans, as the state celebrates 28 years as one of the 36 states that make up the Nigerian federation, and prayed for a more united and economically viable state with time.

Chief Patrick Ukah said that despite the various challenges that had affected the state, especially the issue of ethnic differences, the government at various times had been able to pull all stakeholders with their political differences together and this has helped in the development the state had witnessed over the years.

Chief Patrick Ukah further stated that,with the government of Senator Ifeanyi Okowa’s policy on stronger Delta in his second term government, Deltans Should give the government the needed support to place the state in its rightful place in the comity of states notionally, especially in the area of security, economic development, entrepreneurship and business development and other factors that will make the state stronger and more viable.

MY GOVT DID NOT DEMOLISH ANY MOSQUE, SAYS GOV. WIKE

[dropcap]R[/dropcap]ivers State Governor, Nyesom Ezenwo Wike has described as unfortunate the false Information being circulated that the State Government demolished a Mosque in Port Harcourt, saying that the false report was planted by mischief makers to create disaffection.

Simeon Nwakaudu, Special Assistant to the Rivers State Governor, Electronic Media reports that Gov. Wike gave this clarification, while addressing journalists at the location on Biambo Street Off, School Road by Mami Market Junction, near Rainbow Estate on Monday, 26th August, 2019.

The Rivers governor said there was no Mosque on ground, hence nothing was demolished.

“I received calls from several prominent Nigerians on the fake news being circulated online. I have come here with Reporters and you can see there was no Mosque here.

“It is most unfortunate that fickle minded persons will claim that a Mosque was demolished at this place, when no Mosque existed here. The story was concocted by mischief makers to score cheap points”.

Governor Wike further explained that some persons started erecting illegal foundation at the disputed land, even though they had no approval to embark on any construction work.

“They came here to erect illegal structure. There was no approval from the State Government for any structure to be erected here.

“The persons who started the foundation had already dragged the State Government to court on the disputed land. The Rivers State Government won the case. What they attempted to do was to start the illegal construction to tie the hands of the State Government “, he said.

The Governor urged the Muslim Community in Rivers State to show him where a Mosque was demolished in the State, even as he advised them not to allow themselves to be used by politicians to peddle false stories against the Rivers State Government.

Governor Wike, who assured that the State Government operates within the rule of law, stressed that the State Government will not be distracted by the illegal circulation of fake reports, adding that several Mosques constructed on the approval of the State Government exist across Port Harcourt and other major towns of Rivers State, without the State Government demolishing them.

“The government gave them notice not to do anything on the land. But they went ahead with the illegal foundation and the relevant agency stopped them.

“Why would we want to bring down any Mosque, when there are other Mosques across the State? What is the Special interest on this one?

Delta @ 28: Delta has proved to be an emblem of geometric progression in terms of development-Okonkwo

[dropcap]T[/dropcap]he chairman of Lifeguard Ltd,Chief Charles Okonkwo has posited that as much as Delta State has proved to be an emblem of geometric progression in terms of development, it is not yet Uhuru since there is still room for improvement.
Conversely, Chief Okonkwo declared that it was socially correct for Deltans to celebrate their heritage at 28 years because there were many reasons to do so.

Chief Okonkwo, in a chat with Grassroots Publishers team, noted that Delta State on creation was laced with a fabric of dichotomy as many stakeholders could not accept the state for what it was.

According to him, Deltans have every reason to throw confetti for the reason that the journey has been worthwhile. “We must thank God that Delta State has come to be. The creation of Delta State came with a lot of challenges. For people like me who were there at the creation I give god the glory that we have it. There was this dichotomy when the state started. I know people who turned down appointments because they had not accepted the state.”

“On development, it was just one road running through Asaba that took barely 10 minutes to run round. Today, Asaba is one of the fastest developing capital cities in Nigeria. Today, we are all putting hands together to develop the state and shoving aside the perceived differences between us as a people. We have an airport now, our university and other institutions are growing well.” He stressed.

The Security Guru commended the leadership of administrators who held the helm of affairs of the state since creation, adding that their efforts have paid off. “We must commend the governors, Chief James Ibori, Dr. Emmanuel Uduaghan and Senator Ifeanyi Okowa who have turned the state to what it is now.”

“We cannot forget the pioneer governor Chief Felix Ibru who took all the bullets to bring the state together for the first time. We must also commend the military governors for their efforts. At every stage those who had the opportunity to govern this state, chipped in a block or two to get the state to where it is now. If you look at the journey so far, you will agree that Deltans have every reason to say thank you God and to celebrate.” Chief Okonkwo added.
