Gov. Okowa Swears In New Board Members, Perm. Secs, Says Appointees Will Reinvigorate Delta Govt.

[dropcap]D[/dropcap]elta State Governor, Sen Dr. Ifeanyi Okowa has said his administration will continue to reinvigorate the machinery of government through the appointment of qualified persons to positions of authority.

He gave the assurance on Friday, October 18, 2019 at the swearing-in ceremony of eleven Permanent Secretaries and the inauguration of the Boards of the State Universal Basic Education Board (SUBEB), Rural Development Agency (RDA) and the Direct Labour Agency (DLA) in Asaba.

According to the governor, people in positions of authority should show leadership by taking tough but dispassionate decisions for the desired results to be achieved.

“The swearing-in and inauguration of Boards is a further testament of our administration’s commitment to the continued re-invigoration of the machinery of government through appointment and elevation of worthy and qualified personnel from the vast pool of skilled human capital available in the State.

“I consider the role of permanent secretary as one of the critical success factors of any administration and they should know that the position they now hold is very important in the effectiveness and discipline in the state civil service; it also means that much is expected of them and as such, they should be ready to take tough but dispassionate decisions and show leadership, because, leadership at any level of human organization requires innovation, creativity and astute resource management,” the governor said.

While congratulating the new appointees, he urged them to live up to the demands of their new positions as their appointment was based on skills, competences and wealth of experience required to drive the Stronger Delta agenda of his administration.

‘Our new appointees are enjoined to immediately hit the ground running as our people are eager to see the direct and indirect impact of government policies and programmes; you have to demonstrate such competence and versatility that the impact should be noticeable as I expect that those of you selected to serve will give your best to the entire State.

“In your various offices, we expect you to serve with integrity, devotion, loyalty and accountability; it is our expectations that you will provide fresh ideas and new impetus to support the state government in consolidating our achievement and building a sustainable foundation for our economy.

“I care deeply about our people and I am absolutely convinced that with a leadership team, which is focused on developing, guiding and supporting our policies and programmes, we can only continue to make sustainable progress that our people should really appreciate.”

Those who were sworn-in as Permanent Secretaries include Dr. Francis Onojeta, Mr. Paul Osahor, Mr. Joseph Uwalogho, Mrs. Ngozi Anastasia Nwanze, Mr. Cletus Obiagba Nzefili, Mrs. Charity Ehimen Babigha, and Mrs. Oghenekevwe Agas.

Others were  Mrs. Felicia Aghwadoma, Mrs. Alero  Ulioyo Tonwe, Mrs. Ngozi Bamah and Mr. Austine E. Chukwuma.

Hon. Sunny Ogwu  was inaugurated as the of Chairman SUBEB with Mrs. Philomena Ededey, Chief (Mrs.) Lina Osuya Eni, and Mr. Paul Kurugbe  as members .

For the Board of the RDA, Chief Solomon Areyenka  is Chairman and Vero Obuh, Dame Roseline Akoyere,  Mr. Chukwueku Mathias, Elder Ben Nwadiashi,  and Dio Susan are members.

Precious Ajaino was also, inaugurated as the Director General  of the DLA with Engr. Blessing Enamuotor, Barr.  Ndudi Osakwuni Izuegbu , and Engr. Austine Bebeteido as Directors.

Responding on behalf of the appointees, Dr Onojota and Chief Areyenka thanked Governor Okowa for finding fit to serve Deltans, assuring that they will put in their best to achieve the stronger Delta programme of his administration.

AZAGBA MIXED SECONDARY SCHOOL TO REOPEN ON WEDNESDAY, OCTOBER 23 – Ukah

[dropcap]A[/dropcap]zagba Mixed Secondary School, Issele Azagba, Aniocha North Local Government Area, Delta State, closed after suspected fulani herdsmen abducted some teachers in the school last Monday, is to reopen next Wednesday, October 23, 2019, as modalities have been concluded for normal academic activities to resume.

The State Commissioner for Basic and Secondary Education, Chief Patrick Ukah, stated this in the school on 18/10/2019,
when he went to rub minds with stakeholders on the reopening of the school.

He said that the ministry is partnering with the Police and other security agencies, especially the community vigilante, to beef up security around the school so that teaching and learning will commence immediately the school reopens.

Chief Ukah said that arrangements have been finalised to bring a Psychologist and other relevant experts to give talks to the teachers and students of the school on the day of resumption to aid them think less of the unfortunate event of that day.

He again commended the bravery of members of the community vigilante who dared the fleeing kidnappers, in conjunction with other security agencies, and were able to rescue all the victims.

Chief Ukah advised other community vigilante groups to emulate the gallantry displayed by members of Issele Azagba community vigilante as their efforts contributed greatly to the successful rescue operation.

The Commissioner, who also visited the Obi of the town, His Royal Majesty, Obi Fancis Ijeh, commended the traditional ruler for his leadership style which has brought the entire community together as one as exemplified by the fighting spirit displayed by members of the vigilante group.

The Principal of the school, Mrs. Bridget Ngozi Onyeche, appreciated the commissioner and other management staff of the ministry for their concern and care for those involved in the unfortunate incident.

Recall that the Commissioner, the Permanent Secretary in the ministry, Comrade Sam Dietake, and other Directors quickly moved to the Federal Medical Center (FMC), Asaba, immediately they got information that the injured teachers have been brought to the hospital for medical attention and also settled the bills of the victims.

Sanwo- Olu Promise To Pay Above Lagos N30,000 Minimum Wage To Lagos Workers

[dropcap]T[/dropcap]he Lagos State Governor, Babajide Sanwo-Olu says the state will pay its workers above the N30,000 new national Minimum Wage.
Sanwo-Olu made the promise on Tuesday when the state leadership of the Trade Union Congress (TUC), the Nigeria Labour Congress (NLC) and the Joint Public Service Negotiating Council paid him a courtesy visit in Ikeja.
He said that the state was aware of the challenges faced by workers and was ready to address them, hence, the decision by his administration to pay more than the N30,000 minimum wage benchmark.
Sanwo-Olu said that the implementation of the new minimum wage payment would take off when the Federal Government and labour unions concluded their negotiations.
He said that the state was drawing up its finances and creating additional revenue sources that would enable the government to sustain the new minimum wage payment.
According to him, the addition to the N30,000 benchmark is to motivate workers and encourage them to cope with challenges that may hinder their productivity.
“As a government, we take the issue of minimum wage very seriously. We know how important and germane it is to the wellbeing of our people. We are technically ready to implement the new minimum wage.
“I made commitment during my previous interactions with the labour unions before my assumption of office and I am still keeping to the promise made. However little it is, we will certainly pay more than N30,000 minimum wage.
“We understand the position Lagos occupies and we understand the challenges workers are facing in Lagos. If other states can raise up to that amount, I believe Lagos needs to show a bit more to appreciate workers’ contribution to the growth of our state,” he said.
Sanwo-Olu also spoke on demands of the labour leaders for workers, which include arrears of workers’ medical allowance, introduction of premium insurance for the workforce and timely pension payment for retired workers.
They also demanded for mortgage scheme for housing, befitting labour secretariat and representation of workers’ unions in MDA boards’ appointments.
Sanwo-Olu said he had directed the Commissioner for Finance to look into the unpaid arrears of workers’ medical allowance, with a charge to clear the backlog and make payment to the affected workers.
The governor said that the state was planning to absorb its entire workforce in the recently introduced health insurance scheme, as the Ministry of Health was harmonising the modality to ensure all workers were covered in the scheme.
He said that the government would collaborate with the Organised Labour Unions to float a post-retirement housing scheme that would enable workers of all cadres to apply and acquire permanent homes after leaving the service.
Sanwo-Olu said that Lagos would be donating land for the purpose, while the labour unions would source for finance to develop the scheme.
He said that the government had approved discounted rent for the workers occupying State-owned apartments, as it was part of the welfare programmes introduced by his administration to improve workers’ productivity.
Sanwo-Olu said that his administration had started to tackle challenges limiting workers’ productivity, including massive rehabilitation of critical highways across the state to reduce travel time and diffuse road congestion.
The labour leaders described Sanwo-Olu as “a listening leader” and observed that the Governor had started to fulfil promises made to the unions in the build up to the 2019 elections.
The Chairman of Lagos Council of TUC, Comrade Gbenga Ekundayo, listed re-introduction of Town Hall meeting with labour unions and appointment of more women into the state’s cabinet as part of the promises fulfilled by the Governor.
Ekundayo said that the labour unions had been meeting to develop a framework that would make the government capture traders in informal sector in the tax net.
He said that the labour unions’ recommendations would be submitted to the Head of Service (HOS), Mr Hakeem Muri-Okunola, in the coming weeks.
The Chairperson of NLC, Lagos chapter, Comrade Funmi Sessi, said that workers were government’s partners in progress.
Sessi commended the governor for keeping some of his promises to the workers’ unions.
She promised that the Organised Labour would continue to support the government’s efforts toward improving the wellbeing of the residents and workers in the state.

EFCC arrests 94 Yahoo Yahoo boys at their party

[dropcap]O[/dropcap]peratives of the Economic and Financial Crimes Commission, EFCC, Ibadan zonal office, on Monday, October 14, 2019, raided a night club in Osogbo notorious for hosting parties for suspected internet fraudsters.

The raid led to the arrest of 94 suspects and confiscation of 19 exotic cars, laptops, scores of sophisticated mobile phones and other items.

It was the most massive bust ever recorded by the agency since it intensified the crackdown on the Internet scammers.

Popularly known as ‘Club Secret Underground’, the nightclub is located on the Ibadan-Iwo Expressway of the Osun State capital.

The wee-hour operation was sequel to an intelligence report hinting that the suspected internet fraudsters were organising a night party for Sunday, October 13 during which some of them intended to celebrate their loots.

A discreet operation on the club had earlier been carried out to ascertain the authenticity of the intelligence.

The confirmation led to the mega raid effected on Monday.

The suspects are currently undergoing further interrogation, and those indicted would be charged to court as soon as investigations are concluded.

Scores killed in Onitsha fuel tanker explosion

[dropcap]I[/dropcap]t was a black wednesday in Onitsha as several persons were reportedly trapped and many dead as a petroleum tanker gut fire in Onitsha, the commercial nerve centre of Anambra state.

SP Haruna Mohammed, Police Public Relations Officer (PPRO) in the state confirmed the death in a statement issued to journalists in Awka. Mohammed said that the bodies of the unidentified woman and her baby, who were burnt beyond recognition by the inferno, had been deposited at the Toronto Hospital, Onitsha.

He said that the fire, which started at about 12:59 pm, occurred when a tanker carrying petroleum product lost control and fell around Upper Iweka area of Onitsha.

“The petroleum product later caught fire and affected many shops and houses,” he said.

The police spokesperson said that the Commissioner of Police in Anambra, Mr John Abang, had visited the scene for on the spot assessment.

Haruna appealed to residents of Onitsha to remain calm while men of the Fire Service department combat the fire.

The PPRO said that consequent upon the unruly conduct of some street boys, the police patrol teams had cordoned off the area to prevent hoodlums from taking advantage to loot while efforts were still ongoing to put out the fire.

An eye witness had told Grassroots Publishers Online that no fewer than four persons have so far died in the incident as the fire later spread to Ochanga Market, Onitsha.

“The fire started in front of Toronto Hospital Onitsha, before it spread to Ochanga Market area.

“I saw four lifeless persons, while a number of persons are still trapped in a building still burning,” he said.

Several persons were reportedly trapped and many dead as a petroleum tanker gut fire in Onitsha, the commercial nerve centre of Anambra state on Wednesday.

Chief Austin Ndinwa a businessman and renowned grassroots politician  from Ibusa in Oshimili North Local Government Area of Delta State has contributed immensely to the community development of his town Ibusa and Anioma nation. He is one of the distinguished patron of Team SMART for Okowa, a socio political group geared towards showcasing the policies and actions of the Senator Dr. Ifeanyi Okowa led administration in Delta State and also served as the Delta North Coordinator of Team SMART for Okowa where he helped to coordinate the activities of the group in the Delta North senatorial district of the State.

ONOJETA,SAHOR, NWANZE,MAKE LIST, AS DELTA GOVT APPOINTS 11 NEW PERMANENT SECRETARIES

[dropcap]S[/dropcap]enator Ifeanyi Okowa, the Executive governor of Delta State has approved the appointment of eleven new permanent secretaries for the Delta State Civil Service and the Post Primary Education Board.

The Director of Information, Mr Paul Osahor JP of the Ministry of Information was among the new appointees.

According to a statement signed by a Deputy Director of Information, Mr Lucky Omokri, the eleven permanent secretaries comprised of seven (7) from the State Civil Service and four (4) from the Post Primary Education Board.

Those who made the list from the civil service, the statement said, include Dr Francis Onojeta, Mr Paul Osahor, Mr Joseph Uwalogho and Mrs Anastasia Nwanze,

Other are Mr Nzefili Obiegba, Mrs Charity Ehimen-Babigha and Mrs Oghenekevwe Agas.

The appointees for the Post Primary Education Board include Mrs Felicia Aghwadoma, Mrs Alero Tonwe, Mrs Judith Bamah and Mr Ekababanichionye Chukwuma.

The statement said a date for the swearing-in ceremony will be announced later.

Delta State Polytechnic Ogwashi-Uku Set To Hold 2nd Combined Convocation Ceremony …Rector Unveils Programme of Events.

[dropcap]T[/dropcap]he Management of Delta State Polytechnic, Ogwashi-Uku has unveiled a programme of events for the second combined convocation ceremony of the Institution.

In a pre-convocation press briefing on Wednesday 9th October, 2019, at the academic board building of the Institution, the Rector of the Polytechnic, Professor Mrs. Stella Chiemeke said that the Convocation event has been scheduled over a three day period between Thursdays 10th – Saturday 12th October, 2019.

According to the Rector, the activities slated for the ceremony will commence with an interdenominational Church Service on Thursday 10th October 2019, at the Polytechnic Event centre located within the Polytechnic premises, by 10am, while the Convocation lecture, development appeal fund and the award of excellence to distinguished personalities, has been fixed for Friday, 10th October, 2019 also beginning at 10am in the same Event Centre.

Prof. Chiemeke revealed that the Convocation proper comes up on Saturday, 12th October 2019; at the Institution’s convocation ground located at the Permanent Site, noting that the ceremony, which will commence by 10am, will have the State Governor, Senator Dr. Ifeanyi Okowa who is the Visitor of the Polytechnic, in attendance.

“This is going to be the second combined convocation ceremony for 2013/14, 2014/15, 2015/16, 2016/17, 2017/18 and 2018/19 academic sessions.

“We have six years of graduands and on the 12th of October, we have the presentation of prizes, award of National Diploma, Higher National Diploma and conferment of honours and fellowship awards, to some prominent Nigerians.

“We want to put it on record that the 2018/2019 academic session ended successfully and all results are out. We want to also let the graduands know that all certificates for these sessions are ready for collection. We hope on that day, by the grace of God, that these certificates will be distributed to the graduands,” Professor Chiemeke said.

The Rector, who was with some of the principal officers of the Polytechnic at the press briefing, noted that the Institution has improved tremendously since her assumption in office, saying that the critical achievements were in line with her vision of elevating the Polytechnic to a 21st century institution in terms of computerization.

She said,”We have computerized all the systems and operations, particularly the registration. We have a working portal where we have all our students’ records intact. We have also computerized the bursary processes which are being completed. Training is ongoing to be able to enhance productivity and professionalism of both the staff and student.”

Prof Chiemeke further stated that current programs of the Polytechnic are being offered in five schools to include; the school of business studies, school of fine and applied arts, school of engineering, school of general studies and school of applied sciences, adding that the five schools are with twenty six departments.

“Some of Our programmes are fully accredited and some are about to face real visitation after accreditation. Emphasis has equally been placed on Staff training and development through TETFUND sponsorship and also through our internally generated revenue, IGR,” she said, even as she noted some of the major achievements from students of the Institution recently.

“One of our graduands was given a Federal National Award for good performances during the NYSC in 2019 and also out of the 27 Federal scholarship Awardees given to Delta State, 23 are from Delta State Polytechnic, Ogwashi-Uku,” the Rector revealed.

As regards infrastructural development in the Polytechnic, Prof. Stella Chiemeke at the press briefing, said that her administration has established a Staff School geared towards assisting the staff in terms of training of their children within the Polytechnic environment, saying that the action has helped in no small measure to reducing the risk of moving their children to Asaba for schooling.

She equally noted that the establishment of the Staff School has helped in staff welfare as well as in the creation of Job opportunities for some Deltans and while confirming that the Polytechnic in the period under review, has been able to put up a male and female hostels that are fully equipped and functional, added that the hostels have been able to alleviate the accommodation problems being faced by students of the Institution.

“We have the ongoing construction of the staff building that is currently being sponsored from our internally generated revenue, IGR and we also have the introduction of the six months certificate programme in Hospitality and Tourism, to be able to assist those that are around the community.

“Efforts are also being made in improving the security on campus, maintaining good working relationship between staff and students and law enforcement agents in the community. The security personnel are fully equipped and they also maintain law and order in the Polytechnic,” the Rector stated, even as she used the opportunity of the briefing to invite parents of graduating students, Staff, Students and Deltans to the 2nd Combined Convocation Ceremony of the Delta State Polytechnic Ogwashi-Uku.

“We hope to see most especially our Royal Fathers, our entire invited guest and the community at large,” she concluded.

Dino out of Senate chambers, as Appeal Court void his election … Can he come back again?

[dropcap]T[/dropcap]he Appeal Court on Friday affirmed the decision of the Kogi Election Petition Tribunal nullifying the election of Senator Dino Melaye.

Melaye, who represents Kogi West Senatorial District, had gone to the Appeal Court to challenge the decision of the tribunal nullifying his election.The court ordered the conduct of a fresh election in the zone.

The National Assembly/State Assembly Election Petitions Tribunal in Lokoja, had in August sacked Melaye and ordered a fresh election.

Melaye was dragged to the tribunal by the All Progressives Congress candidate, Senator Smart Adeyemi.In the now annulled election, Melaye polled 85,395 votes, while Adeyemi scored 66,902 votes.

But Adeyemi challenged Melaye’s victory on three grounds of irregularities, over-voting and non-compliance with the Electoral Act. The three-man panel led by Justice A. O. Chijioke had agreed with Adeyemi’s objections.

In a split judgment, the tribunal annulled the election and ordered another election in the senatorial district.

Melaye went to Appeal Court and has now lost for the second time, paving way for a re-run election.

Uganda Plans Bill Imposing Death Penalty For Homosexual

[dropcap]U[/dropcap]ganda announced plans on Thursday for a bill that would impose the death penalty on homosexuals, saying the legislation would curb a rise in unnatural sex in the east African nation.
The bill – colloquially known as “Kill the Gays” in Uganda – was nullified five years ago on a technicality and the government said it plans to resurrect it within weeks.
“Homosexuality is not natural to Ugandans, but there has been a massive recruitment by gay people in schools, and especially among the youth, where they are promoting the falsehood that people are born like that,” Ethics and Integrity Minister Simon Lokodo told the Thomson Reuters Foundation.
“Our current penal law is limited. It only criminalises the act. We want it made clear that anyone who is even involved in promotion and recruitment has to be criminalised. Those that do grave acts will be given the death sentence.”
African countries have some of the world’s most prohibitive laws governing homosexuality. Same-sex relationships are considered taboo and gay sex is a crime across most of continent, with punishments ranging from imprisonment to death.
Earlier this year, Brunei sparked international outcry over plans to impose the death penalty for gay sex, backtracking only after intense criticism.
