REVEALED: How Herdsmen Threaten Soldiers, Policemen To Beat A Hasty Retreat In Delta

[dropcap]F[/dropcap]acts have emerged of how some killer herdsmen threatened a team of soldiers and policemen on rescue mission to beat a hasty retreat at a forest in Delta state.

The security team were deployed to participate in the rescue operation of victims involved in penultimate week Saturday’s attack on farmers in Agadama, Ughelli North local government area of the State.

They, were, however threatened to flee the bush, recounted a security personnel who encounter the suspected rogue herdsmen who, he said, warned them against entering their (herdsmen) enclave.

The rescue team, made up of policemen, soldiers and representatives of the community, was led by a military officer and with the mandate to recover the corpses of victims reportedly killed by the armed herdsmen.

Though the team was able to rescue one victim who had been shot and left to bleed to death by his assailants, the squad had to retreat and call for backup after they met some armed herdsmen who warned them against further entry into the bush.

A police officer who was part of the team, according to Vanguard report, admitted that they met the hoodlums who, according to him, appeared battle-ready and were chanting incantations.

The officer, who spoke on the condition of anonymity, said: “When we saw them, they did not make any attempt to run neither did they look perplexed or scared.

“In a bid to avoid confrontation, while we (rescue team) took cover, our leader, a soldier, decided to raise his hands up and engage the herdsmen who were all armed and stationed on the other side of the river on the need to release the corpses.

“One of the herdsmen, who appeared to be their leader, shouted out a warning that we should not move further else they will engage us in a shootout. Noticing that we were outnumbered, we had to retreat.”

Confirming the story of the security source, the Chairman of Agadama community, Sunday Iniovogoma, wondered why the security operatives who, he said, had about 10 soldiers, refused to engage the armed herdsmen in a shootout but rather decided to discuss and appeal to them on the need to release the corpses.

“When the team got there, they met the herdsmen face-to-face and the herdsmen told them that they should not move an inch.

“At that point, the commander of the team had no option than to hands up to show that they came for peace so that the herdsmen would not open fire.

“The soldier then appealed that one or two of the herdsmen should come over so that they could discuss and that all they needed were the corpses, but their leader insisted that if the team moved five feet forward, they will open fire and kill all of them.

“While the conversation was ongoing, another herdsman, who was inside the bush behind the one who appeared to be their leader, came out with his rifle shouting Allah Akbar (God is great), and ordered that the team should immediately retreat and leave the bush.

“As the second herdsman was shouting out the orders, he was pointing his rifle at the team. At this point, the team had no option than to move back.

“Meanwhile, prior to this encounter, the leader of the team had ordered one of the community boys that led them to the area to go back and tell their colleagues to reinforce because, if anything happened, they will not be able to withstand the firepower of the herdsmen.

“The boy actually came back to the junction by the market area where the other soldiers were stationed and sent two Hilux full of more soldiers back to the bush, but they refused to enter the enclave and were just going round the market area before they finally left.

“That is why there was no single exchange of bullet between the rescue team and the herdsmen when the team encountered them inside the bush, yet they claim that the herdsmen have left the bush.”

FG Orders Police to Immediately Unseal Peace Corps Office

[dropcap]I[/dropcap]n a move to end the ongoing tussle between the Nigerian military and Peace Corps of Nigeria, the Attorney-General of the Federation, Abubakar Malami, has ordered that the office be unsealed with immediate effect.

A letter of instruction was sent to the Police Headquarters, Abuja, from the office of the AGF on Friday afternoon.

A source at the Force Headquarters on Friday evening hinted said that the Inspector-General of Police, Muhammad Adamu, would comply with the instruction.

The Headquarters of Peace Corps located in the Jabi area of Abuja, was sealed off by the former IGP, Ibrahim Idris, the same day it was inaugurated on February 28, 2017.

Justice Gabriel Kolawole in a landmark judgment delivered on November 9, 2017, upheld the legality of PCN and declared the action of the police as illegal, unconstitutional, null and void.

Consequently, the court ordered the security agency to unseal the headquarters and went further to award damages to the tune of N11.5m against the police.

Almost three years after, the court order is yet to be obeyed.

The House of Representatives had also in a unanimous resolution in 2018 after summoning IGP Idris in an investigative hearing, ordered that Peace Corps office be unsealed while condemning the incessant harassment of members and officers of the corps but the police refused to do so.

COVID-19: First Case of Coronavirus Disease Confirmed in Nigeria

[dropcap]T[/dropcap]he Federal Ministry of Health has confirmed a coronavirus disease (COVID-19) case in Lagos State, Nigeria.

The case, which was confirmed on the 27th of February 2020, is the first case to be reported in Nigeria since the beginning of the outbreak in China in January 2020.

The case is an Italian citizen who works in Nigeria and returned from Milan, Italy to Lagos, Nigeria on the 25th of February 2020. He was confirmed by the Virology Laboratory of the Lagos University Teaching Hospital, part of the Laboratory Network of the Nigeria Centre for Disease Control. The patient is clinically stable, with no serious symptoms, and is being managed at the Infectious Disease Hospital in Yaba, Lagos.

The Government of Nigeria, through the Federal Ministry of Health has been strengthening measures to ensure an outbreak in Nigeria is controlled and contained quickly. The multi-sectoral Coronavirus Preparedness Group led by the Nigeria Centre for Disease Control (NCDC) has immediately activated its national Emergency Operations Centre and will work closely with Lagos State Health authorities to respond to this case and implement firm control measures.

I wish to assure all Nigerians that have we have been beefing up our preparedness capabilities since the first confirmation of cases in China, and we will use all the resources made available by the government to respond to this case.

We have already started working to identify all the contacts of the patient, since he entered Nigeria. Please be reminded that most people who become infected may experience only mild illness and recover easily, but it can be more severe in others, particularly the elderly and persons with other underlying chronic illnesses.

All Nigerians should take care of their health and maintain hand and respiratory hygiene to protect themselves and others, including their own families, following the precautions below:

Watford Ends Liverpool’s Unbeaten Run As Chelsea Stumbles Again At Bournemouth

Those who think that Muhammed Uba Garba, a former Comptroller, Seme Command, and now acting Zonal Coordinator, Border Drills, sector 3, comprising of the six states in the north central geo-political region: Kwara, Niger, Kogi,  Benue, Nasarawa and Plateau states, would fail in the national assignment  like his predecessor,  Dahiru Musa, an Assistant Comptroller General, ACG, of  Customs, would  be disappointed.

People have every reason to worry that he might face  an uphill task cutting the wings of the smugglers in the region. He knew  he cannot afford to fail with the confidence reposed on him by Hameed Ali, a retired Army Colonel and Comptroller General, NCS, who had  deployed HIM from Seme Command to Head the  Border Drills , sector 3,  described as a leveler. As a prelude to  ensuring that these group of people who patronise the services of the smugglers to fly vehicles or  cross  foreign parboiled rice and other  illicit goods from the  Benin Republic into the Nigerian market withdraw from doing so, the Border Drills sector 3, Coordinator , was said to have invited their leaders to Ilorin, the sector operational base, for a meeting,.

He  was said to have sensitized them  about the dangers of smuggling  and its adverse effect to the economy. Insiders confirmed that  he had  solicited their support in order to cut the wings of the dare-devil smugglers. They may have gotten the message right as they took it to their members, urging them to  support the government effort in the fight against smugglers. The Border Drills, sector 3, Coordinator, may have reached out to  the  various groups to avoid taking them unawares  with the renewed anti-smuggling war in the region.

Muhammed Leads Operatives And Journalists On Inspection Of Seized Goods

It was therefore, not very  surprising that  when   Muhammed and his men embarked on the complete lock down of the Border Communities and the ,  close monitoring of the Lokoja  – Abuja  – Lagos Express way of Kogi state, IPMAN , and the  other groups in the region threw their weight behind them. This is  why  Muhammed could beat his chest that smuggling  of petroleum products, foreign par boiled rice, flying of vehicles across the borders have been minimized in Kwara and other states in the region  over the last two months.

Giving an insider information, he noted that those who have tried to test the will of the sector 3, Border Drill operatives  would never forget their experience in a hurry as they had  lost both their goods and money.  A Commercial driver   who had relocated  from Chikanda Border Community  in Baruten local government  Area of kwara state, to Lagos to continue his  cab business told  News men that they have  never witnessed the type of anti-smuggling operations  going on in the Border Communities that  had forced  most of the smugglers to go underground.

He disclosed  that their major Customers who are the market  women  who come out very early in the morning to charter their vehicles to carry their foreign rice bought from the smugglers  were no longer found around the Border  Communities , for fear of being  arrested by Muhammed’s men on the road and their goods seized.

The  Commercial Driver who could not hide his feelings lamented that  the ‘’fear of the Border  Drills  sector 3, Zonal  Cordinator is the beginning of wisdom in Ilorin’’. According to him , many Commercial Drivers rivers,  whose major business in the state is to  carry smuggled foreign parboiled rice and other illicit goods including petroleum products, have been thrown out of business while some are still struggling to recover their detained vehicles.

The anti-smuggling war in the five  Border Communities  in Baruten local government  and its environs have become  very worrisome that the people  were said to have cried out  that Muhammed has  destroyed their major source of income which is smuggling. Between January and now, an elated Border  Drills sector 3, Zonal Coordinator, has  confirmed that  they impounded 57 vehicles of various brands and 1,355 ‘’50’’keg bags of foreign par boiled rice.

Recall that President Muhammadu Buhari, had banned the importation of rice and vehicles through the land borders into the Nigerian market on January 1, 2017. It was the first step adopted  by the Katsina born Nigerian President towards the partial closure of the Borders with the neighbouring countries of Benin Republic, Niger and the Central African country of Cameroon on August, 26, 2019.

There are indications that the Border Drills sector 3 Team leaders who had been forced to go all out for the smugglers in their hide outs in their various locations in the Border Communities by the Zonal Coordinator also made  other Contraband seizures ranging from long single barrel guns, cartridges, Cutlasses, Knives , Vegetable oil, Petrol, Engine oil, Textiles, Bales of second hand clothing, to Motorcycles, popular, in the Border Communities as  Bajaj. The’ Bajaj’, according to sources, is the major means of conveyance of rice from the Benin side of the Communities into the Nigerian market.  One Bajaj, the source said could carry as much as 10 bags of ‘’50’’ bags of the Asian country of Thailand parboiled rice without payment of duties. an  indication that the Bajaj owners could easily smuggle a ship load of rice through  unapproved routes into the country  through the Border Communities in the north central region alone..

Attemts  by a smuggler  to cross  20 bags of dried yam flour to Benin was said to have been nipped on board by one  of the patrol Teams who promptly intercepted it and transferred  to the sector premises at Ilorin.

Given the Objective of the Border Drills Operation, popular, Operation Swift Response, OSR, to reduce banditry, human trafficking,  smuggling,  enhance production of locally manufactured goods and production  agricultural products, particular, rice as well as  tackling the country’s security challenge  and reduce the taste for consumption of  foreign goods, the sector 3 Border Drills personnel were said to have moved into action.

In taking the decision to close the Borders with the two neighbouring West African  and one Central African countries, the government was optimistic that it would improve the country revenue generation from non-oil Imports and  exports as importers who had abandoned  Nigeria ports s to the ports of Cotnou, Bollore in Benin, and other ports in the region would be  forced to relocate back to the country  to take delivery of their cargoes  .

Take for instance, the Duty Paid Value, DPV, of the Contraband goods that were said to have been seized by sector 3 Border Drills, so far, was put at about N135 million. Indeed, this is money that could have entered into private pockets if the goods had   entered into the Nigerian market. The Beninese Customs may not have been  worried about what  happened to the transit goods as long as  the importers agent had   paid the duties and  other charges into the government coffers and taken delivery of his or her cargo..

Maritime watchers believe that if the Katsina state born Nigerian President bows to pressure from other African Leaders to re-open the Borders, he will not relax the ban  on the importation of rice through the and border, an indication that the Border Drills Operation would not be disbanded.

Already, the President has stopped Godwin Emefiele, the Central Bank of Nigeria, CBN,  governor , from giving out Foreign Exchange to importers of rice and other Food items in order to make the country self sufficient in food production which will the Border Drills personnel more job to do as the rice smugglers that want change tactics to flood the Nigeria  market with foreign rice to compete with the local production.]

BAYELSA: S’COURT SLAMS APC LAWYERS; INSISTS ‘DECISION FINAL, NO FORCE ON EARTH CAN REVERSE IT’ [FULL JUDGEMENT]

[dropcap]T[/dropcap]he Supreme Court declared on Wednesday that in line with its rules, “it shall not” review its judgment. It said the only condition that could warrant a review of its judgment” once given and delivered” is if “there is clerical mistake or some errors.”

The apex court made this pronouncement while giving a judgment on the application by the All Progressives Congress (APC), its governorship candidate David Lyon and running mate Bobarakuma Degi-Eremienyo, for a review of its February 13 judgment in the Bayelsa State governorship election.

Lyon and Degi-Eremienyo were declared Bayelsa State governor-elect and deputy governor-elect by the Independent National Electoral Commission (INEC) after the November 16, 2019 election.

Peoples Democratic Party (PDP) candidate Duoye Diri and his running mate Lawrence Ewhrudjakpo challenged the qualification of Degi-Eremienyo based on discrepancies in his names.

This application was upheld by the Supreme Court which voided the candidacy of the APC team. It ordered INEC to withdrew the certificate of return from the APC.

Dissatisfied, the APC, Lyon and Degi-Eremienyo filed applications before the Supreme Court asking it to reverse the judgment.

Giving its verdict on Wednesday, after a review by a seven-man panel, headed by Justice Sylvester Ngwuta, the apex court said: “The decision of this court, in appeal No: SC/1/2020 is final for all ages; it is final in the real sense of the word final and no force on earth can make this court to shift from its decision delivered in the appeal: SC/1/2020.

“To do otherwise is to open a floodgate of litigation on appeals already settled by this court. There is even no guarantee that if these applications are granted, the other side will not come up with fresh applications for a further review of the court’s decision.

“As I said, there must be an end to litigation to ensure certainty in the law. The two sets of applicants are by these applications, asking this court to sit on appeal over its judgment delivered on 13/2/2020 in this appeal, which is regrettable.

“I cannot believe, and with tears in my eyes, that in my life time, I will see very senior members of the Bar, bring applications of this nature to this court, which are aimed at desecrating the sanctity of this court, foul its well-known principle that the decision of this court is final and destroying the esteem in which this court is held.

“The end result of the foregoing is that these applications are vexatious, they are frivolous and they amount to a gross abuse of the court process.

“In the circumstances, the two applications are hereby dismissed. Cost of N10million each are awarded against the 1st, 2nd and the 3rd applicants respectively in favour of the 1st, 2nd and 3rd respondents, to be paid personally by their respective counsel”, Justice Amina Augie who read the judgment, said.

Other members of the panel are Justices  Mary Odili, Olukayode Ariwoola, John Okoro, Kudirat Kekere-Ekun and Ejembi Eko.

The applicants, were represented by Chief Afe Babalola (SAN) and Chief Wole Onanipekun (SAN).

The respondents in the matter are the PDP Governor Duoye Diri and Deputy Governor Lawrence Erhujakpo.

All members of the panel were unanimous in holding that the prayers in the two applications do not fall within those that could be granted under the provision of Order 8 Rule 16 of the Supreme Court’s Rules, which provides  for instances when the court could review its judgment.

Order 8 Rules 16 of the Supreme Court Rules  provides that “the court shall not review any judgment once given and deliver by it, save to correct any clerical mistake or some errors arising from any accidental slip or omission or to vary the judgement or order so as to give effect to its meaning or intention.

“The judgment or order shall not be varied when it correctly represents what the court decided nor shall the operative and substantive part of it be varied and in different form substituted.”

Justice Augie said non of the grounds of the two applications meet the condition for review contained in the provision of the court’s Rules.

Justice Augie said: “Having considered the prayers sought, viz a viz the position of the law and the arguments and submissions made by all the parties, it is clear that the two applications lack merit and they constitute an abuse of the court process.

“Also,not matter however the prayers sought are crafted, there is no doubt that the two sets of applicants are asking this court to review its judgment delivered on the 13th of February 2020 in appeal No: SC/1/2020.”

Justice Augie noted that Order 8 Rule 16 of the Rules of the Supreme Court uses the words ‘shall not,’ which implied that the court is not authorised and lacked jurisdiction to review its judgment, except in the circumstances set out in the said provision of the court’s Rules.

She also noted that the two sets of applications “have not shown this court any clerical mistake that needs to be corrected in the judgment, which they sought to be reviewed.

“They have not pointed out any accidental slip or omission in the said judgment or showed this court any part of the said judgment that needs to be varied so as to give effect to its meaning or intention.

“What they are asking the court to do is what the said provision (of the court’s. Rules) prohibits. They are asking this court to vary the operating and substantive part of its judgment and thereby substituting it with different form entirely.”

Justice Augie said there must be an end to litigation, and that Section 235 of the Constitution makes it clear that no decision of the Supreme Court shall be appealed against.

She said the Supreme Court, being the final court of the land, implies that its decision is final no matter how any one feels about it.

Babalola, SAN, counsel to Lyon and his running mate in his submissions said the Supreme Court has inherent decision and power to set aside its own decision.

“The judgment which voided the election of  Lyon and his deputy was a nullity on account of denial of fair hearing to them.

According to him: “The procedure adopted by the apex court on February 13 was wrong because there was no cause of action at the time it gave judgment against Lyon.

However, Mr Tayo Oyetibo (SAN), Counsel to the PDP told the apex court that the applications by APC and its candidates were dangerous invitation to the Supreme Court to violate section 285 of the 1999 constitution, for the court to sit on appeal over its own matter.

Oyetibo argued that having delivered final judgment on merit, the court has no jurisdiction to sit on appeal in the judgment, adding that it is scandalous to ask the apex court to review the judgment.

He added that the apex court was right in disqualifying Lyon as the governor-elect because section 187 of the 1999 constitution is clear and unambiguous to the effect that a governorship candidate who has no deputy candidate is not qualified to contest any governorship election in Nigeria.

“When Supreme Court gives judgment, it is deemed correct.

It has never happened in the history of the Supreme Court to reverse itself, its judgment is final and finality: and whatever Supreme Court says in the interpretation of the law is the law”, he said.

His submissions were adopted by other respondents in the matter.

The apex court held that the nomination form Degi-Eremieoyo submitted to INEC for the Nov. 16, 2019 governorship election in Bayelsa state, contained false information of fundamental nature.

However, not satisfied with the decision of the apex court, the APC, Lyon and Degi-Eremienyo applied to the court for a review and setting aside of its judgment that disqualified them from the November 16 poll.

The applicants specifically wants the Supreme Court to set aside the “wrong” interpretation given to its judgment of February 13, 2020 and the subsequent execution by INEC.

Among others, APC is contending that the Supreme Court, in its judgment,  misinterpreted the November 12, 2019 judgment of the Federal High Court, Abuja which it affirmed.

The party argued that the Supreme Court acted without jurisdiction and denied it fair hearing when it proceeded to disqualify its governorship candidate even though the Federal High Court, in the judgment by Justice Inyang Ekwo, which the apex court affirmed, refused the  prayer to disqualify Lyon.

APC also faulted the interpretation given to the Supreme Court judgment by the Independent National Electoral Commission (INEC) in deciding to issue certificate of return to the candidates of the Peoples Democratic Party (PDP).

In court were APC National Chairman Adams Oshiomhole, Governor Diri, Lyon’s running mate Degi-Eremienyo and PDP spokesman Kola Ologbodiyan.

The best defense against coronavirus

[dropcap]A[/dropcap]s an infectious disease physician and medical microbiologist who has successfully treated patients with Ebola virus disease in the US, I am being asked a lot of questions about the new coronavirus, Covid-19.

One person I spoke with was concerned that the reading glasses she had ordered from China might be contaminated with the virus and dangerous to her health. The short answer: highly unlikely.

While coronavirus can exist on surfaces for days, conditions such as temperature and humidity must be favorable. Covid- 19 is primarily spread through close contact with someone who is infected.
During a viral pandemic, we are often our own worst enemies.
Point in fact: We touch our face with our hands, including our nose, eyes, and mouth — areas with mucous membranes, an
average of 15 to 23 times an hour. Much of the time, we don’t even realize we are doing it. We also touch door handles,
subway poles, handrails, saltshakers, other people’s hands and grocery carts. We inhale tiny droplets that come from
someone sneezing or coughing nearby.
The good news? The steps you can take to protect yourself against the extremely low chance that you might get exposed to
coronavirus in the US will also guard against the widespread outbreak we are actually experiencing here — seasonal
influenza.
While at least 60 cases of Covid-19 have been confirmed in the US, no one has died of it here, while this year’s
influenza has infected at least 29 million in the US and killed about 16,000 so far.
Covid-19 is spreading easily and sustainably in the Hubei province and other parts of China, and has been confirmed in
more than two dozen other countries. While the global death toll has so far topped 2,700, it’s good to remember that
more than 80% of the Covid-19 cases have been mild, requiring little to no medical intervention, and it is much less
deadly than severe acute respiratory syndrome (SARS) and Middle East respiratory syndrome (MERS), which are also
coronaviruses.
Here is the best advice I can give you, to avoid any virus and flu: Be intentionally hygienic in public and during
interactions with others. Hand hygiene is a cornerstone of infection prevention. Effective hand hygiene requires
appropriate duration and thoroughness, which should be a goal each time our hands are cleaned.
Use soap and water for the amount of time it takes to sing the “Happy Birthday” song, or an alcohol-based hand
sanitizer. In a study we conducted on hand hygiene, the most common areas missed by hand washers were thumbs, wrists,
and in between fingers.
When our clinical team was caring for four patients with the deadly Ebola virus disease in Emory University Hospital’s
isolation unit five years ago, our protocol for donning (putting on) and doffing (taking off) our personal protective
equipment (PPE) — disposable scrubs, a Tyvek suit, shoe booties, two pairs of gloves, apron, respirator, and hood —
was a matter of life and death.
During simulations, we determined that the two points of highest risk for self-contamination were insufficient hand
hygiene and during removal of the powered air purifying respirator. In resource-scarce areas where Ebola outbreaks have
occurred, the danger to health care workers is even more pervasive.
Our team was successful at safeguarding our well-being because we monitored each other. Each time we put on or took off
our PPE to enter or leave the isolation unit, a colleague with a checklist was watching to make sure we didn’t miss a
step.
Protection of health care workers is vital with Covid-19 as well: so far, more than 1,700 health care workers in China
have been infected and six have died. That is worrisome. We don’t want to lose health care workers as happened in Sierra
Leone and Liberia with Ebola, where there are monuments to the hundreds of health care workers who died there.

In the real world, it would be unrealistic to walk around wearing protective clothing and respirators. But there are
lessons we learned that can apply to any situation.
For instance, my family just flew from Michigan to Atlanta, and asked me, what do we do on the plane? Should we wear a
mask? My answer — do what you should do every time: Don’t touch surfaces and then touch your face. It doesn’t have to
be in a fearful or compulsive way — just be aware and mindful of protecting yourself.
A mask that you have never used before and wear all day long, that gets damp, is not going to help you. You may touch it
a lot because it is uncomfortable, lowering its effectiveness.
Quite simply, good hand hygiene and face hygiene will protect you from a lot of illnesses, including Covid-19.
Risk is dependent on exposure. Some people will have an increased risk of infection, such as health care workers caring
for patients with Covid-19 and other close contacts. For the general public in the US, who are unlikely to be exposed to
this virus, the immediate health risk from Covid-19 is considered low at this time.
My risk, being an infectious disease physician, is slightly increased, since I see individuals with respiratory viruses.
But my best defense is the same as yours: be aware of potential exposure and mitigate it, be mindful of what you touch,
and be sure to wash your hands well and often.

Why Buhari must stop Akpabio’s circus at NDDC

[dropcap]T[/dropcap]he sack of Ms Joi Nunieh on Wednesday February 19th 2019, barely four months after she was appointed Acting Managing Director of Niger Delta Development Commission (NDDC) is yet another chapter in the quagmire that the agency has been plunged into since Godswill Akpabio was appointed the Minister of Niger Delta and handed supervision of the agency. The sack, which was announced in a terse statement signed by President Muhammadu Buhari’s Special Adviser on Media and Publicity, also announced a new acting managing director and two new members of the Interim Management Committee (IMC) set up by Akpabio on October 29, 2019.

While no reasons were given for Nunieh’s sack, reports indicate that in addition to questions over her National Youth Service Corps (NYSC) discharge certificate, which critics say she does not have and may well indicate that she never did the compulsory one-year service, allegations of financial impropriety, lack of financial prudence and conflict of interest in certain transactions played a role in her sack. There was also overwhelming signs that she had fallen out with Akpabio and the minister had promised to deal with her, a threat he obviously made good on. Well, Akpabio appointed, Akpabio sacked. Period.

Nunieh does not deserve pity and it is no surprise that there are no murmurs anywhere because she made herself available for Akpabio’s scheme to be used to scuttle the constitution of a proper Board for the commission with the reward of heading the interim management committee. It is particularly shameful because she did this just after she was announced as a member of the Board appointed by President Buhari to represent Rivers State and had made an appearance before the Police Federal Investigation Bureau for scrutiny as demanded of all nominees. That board was eventually approved by the senate on November 5, 2019, a week after the IMC was set up. She sold herself cheap and got just what she deserved. Hers is the case of a classical use-and-dump.

While one is tempted to sit back and say that Nunieh deserves what has come her way having made herself an accomplice in Akpabio’s scheme to personally control the NDDC through the interim management committee just when the president had appointed a substantive board and sent the names for screening by the senate, her sack and the appointment of new members into the IMC barely four months after the committee was set up renews the questions over the propriety of the ad-hoc arrangement which the minister has trumpeted as necessary to supervise the forensic audit.

The appointment drew protests from various groups in the region who wondered why a board that was nominated should be so whimsically set aside for a committee answerable only to the minister.

Groups such as the Ijaw Youth Council, Urhobo Progressive Movement, Itsekiri Progressive Front, Oron Movement and several influential voices were loud in protesting, insisting that the IMC was Akpabio’s plan to control the agency directly.

Eric Omare, president of Ijaw Youth Council, the foremost youth association in the Niger Delta, said in a press statement issued on October 29 2019, the day the Nunieh committee was announced:

“The activities of Chief Akpabio since his appointment as Minister of Niger Delta Affairs have led to instability and confusion in the Niger Delta region especially with respect to the management of the NDDC.

I make bold to state that Akpabio’s intention in setting up an interim management committee with one of his political loyalist Chief Ibanga Bassey Etang as Acting Executive Director, Finance and Administration is to use the NDDC to promote personal aggrandizement at the expense of the development of the Niger Delta region.”

The allegations of sleaze that has attended the work of the committee since it was appointed would seem to justify this fear and make clear why the IMC should be scrapped immediately and a board inaugurated for the NDDC. There is indeed a feeling of déjà vu after the crisis that has hit the IMC.

The sack of Nunieh has exposed the grey underbelly of the NDDC under Akpabio and how it has continued in the tradition of fraud and waste. According to one report, “The reason that was given for the appointment of the Interim Management Committee (IMC) and the stay of the Board was the need to cleanse the NDDC.

So much PR (public relations) capital had been made out of corruption in the NDDC with Nunieh herself not failing to grab the spotlight to highlight one major discovery of fraud or the other. No sooner had she come in than the commission paid one Cyrus and Jenny Limited, a company in which she is a director. The company was paid N326.3 Million for a contract it got in 2016 for emergency repair of Beeri Internal roads in Khana LGA of Rivers State.

A search by whistleblowers at the Corporate Affairs Commission in December 2019 listed her as a director of the company. This was two months after she had been appointed acting MD of the NDDC, which is against the public service rule that demands her resignation of any company of which she is a director.

Nigeria Customs Officers At Risk of Corona Virus, Urged to Take Precautions in Examining Cargoes

[dropcap]T[/dropcap]he Tin Can Island Command of the Nigeria Customs Service has urged its officers to take precautions while examining cargoes at the port in order to prevent contact with the deadly Corona Virus which has plagued China and killed 8,000 people around the world.

 Recall that Nigerians import cargoes from China more than any other part of the world.
While addressing the Customs officers at a seminar with the theme; “Awareness/ Sensitization Workshop On Novel Coronavirus” the Customs Area Controller of Tin Can Command, Compt Musa Abdullahi urged all officers of the Command as well as the stakeholders at the port to adhere to the precautionary measures.
Some of the precautionary measures highlighted by the Command’s medical team include; use of face masks, hand sanitizers especially those with alcohol content to kill germs, hand gloves, frequently washing hands, among others.
Comptroller Musa urged officers to prioritize their health and well-being, admonishing the officers to report persons with strange cases such as abnormal coughing, sneezing and fever which are some of the symptoms of the coronavirus.
Although he asserted that the virus was yet to affect the revenue generation of the Command, he expressed worry that dwindling cargo traffic from China would ultimately hamper the revenue of the Command.
“The essence of this event is to sensitize Customs officers and stakeholders on the place of hygiene in handling cargoes following the outbreak of coronavirus. The medical team has indicated to port users on how to prevent contact with this virus as well as others. Simple hygiene such as washing our hands, face, using sanitizers, face masks, use gloves, etc are very vital” he told journalists.
Noting that prevention is always better than cure, he advised all stakeholders to adopt the precautionary measures outlined by the medical team and rush to the hospital for medical attention where necessary.
At the event, the Deputy Controller, Enforcement, Tin Can Island Customs, DC Dera Nnadi made an illustration on the proper ways of utilizing items like; hand sanitizers, face masks, hand gloves, among others. He stressed that these minute gadgets could be life-saving equipments against the contact of the virus.
Noting that the virus reportedly wouldn’t survive on inanimate objects beyond three days, Nnadi encouraged officers to toe the line of caution emphasized by the Area Controller because there could be cases of mutation.
He equally charged the officers at the sensitization workshop to take the information to their respective divisions and the port stakeholders to also educate their colleagues on the need to deploy these safety measures.
Nnadi admonished officers and the port stakeholders to imbibe the culture of utilizing hand gloves and hand sanitizers, especially during examination of cargoes.
